Abstract

This study evaluates the performance of the Hulu Sungai Tengah Regency BAZNAS (National Zakat Agency) in collecting ZIS funds within the Regional Work Units (SKPD), which is driven by the phenomenon of minimal zakat realization from civil servants (ASN) and weak regulatory synergy with the local government. Using descriptive qualitative methods through purposive sampling of leaders, staff, and ASN, this study reveals that although the digitalization strategy and the "jemput zakat" program have shown quite good results, these achievements have not yet reached their maximum potential. The main obstacles identified are the lack of comprehensive socialization, the suboptimal role of the UPZ (Zero-Zone Unit), and the absence of a formal legal framework mandating ZIS deductions for government employees. As a strategic solution, the researcher recommends strengthening operational budget management and urging the Regional Government to immediately issue official regulations or circulars to bind ASN commitments. With a strong legal basis and increased spiritual awareness, it is hoped that zakat potential within the government can be mapped and collected more efficiently and accountably.

Abstract

Marriage age maturation is a strategic effort to increase the age of first marriage in order to achieve an ideal age for building a family. The implementation of Law Number 16 of 2019 concerning the minimum age of marriage in Banua Lawas District, Tabalong Regency, has not yet achieved optimal results. This situation is indicated by the persistently high rate of early marriage, despite the legal stipulation of a minimum marriage age of 19 years for both males and females. This condition is influenced by limited public awareness and understanding, as well as weak coordination among related institutions. This study aims to analyze the implementation of Law Number 16 of 2019 regarding the minimum marriage age and to identify factors influencing its implementation in Banua Lawas District, Tabalong Regency. A qualitative descriptive approach was employed in this research. Data were collected through interviews, observations, and documentation, with informants selected using purposive sampling involving 12 participants. The data were analyzed through data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of Law Number 16 of 2019 concerning the Minimum Age of Marriage in Banua Lawas Subdistrict, Tabalong Regency, is still not optimal. This can be seen from several indicators that are considered inadequate, including policy clarity, policy objectives, human resources, financial resources, acceptance, rejection, relations between employees and the community, relations between employees and other institutions, and social conditions. The indicators categorized as good include firmness, strictness, rigidity, and economic conditions, while political conditions are considered fairly good. Supporting factors include disciplined policy implementers and stable economic conditions, whereas inhibiting factors consist of limited socialization, budget constraints, and a lack of public awareness. To improve the implementation of Law Number 16 of 2019 in Banua Lawas District, it is recommended that the Office of Religious Affairs strengthen community outreach programs, enhance coordination with village governments and community leaders, and encourage active community participation in complying with the minimum marriage age regulations in order to reduce the incidence of early marriage

This study used a qualitative approach with a descriptive qualitative approach. Data collection techniques included interviews, observation, and direct documentation in the field, with a sample size of 13 participants. Purposive sampling was used for sampling. After data collection, The analysis was conducted through data condensation, data display, and conclusion formulation. Data credibility was further tested, including extended participation, observational diligence, triangulation, peer review, reference adequacy, negative case review, and member checking. The results of this study, which examined the role of the DP3A of Hulu Sungai Utara Regency in handling domestic violence against women, were less than satisfactory.  Indicators that align with Sodang P. Siagian's theory include the level of legitimacy, implementation of innovation, social awareness, and responsibility. Indicators that do not align with Sodang P. Siagian's theory include selective ability, socialization, knowledge, facilities, human resources, and activities. Furthermore, there are supporting factors, such as the availability of counseling rooms, and inhibiting factors, such as the lack of budget, training, and guidance on handling and reporting domestic violence. Suggestions for the Head of the DP3A and staff include optimizing the budget, expanding outreach to villages, improving staff capacity through training and clear task allocation, adding human resources as needed, strengthening victim support, and strengthening family counseling services to prevent domestic violence. Victims and the community are encouraged to report cases of domestic violence to the DP3A immediately if they experience or witness them for protection and faster recovery.

Abstract

This study investigates the impact of suboptimal Records Management, characterized by irregular classification systems and a lack of document disposal, on employee performance at the Department of Youth, Sports, and Tourism of Tabalong Regency. Using a quantitative associative approach with a census method (total sampling) involving 32 respondents, the data were analyzed using SPSS 25 through questionnaires. The results of the simple linear regression and t-tests confirm a positive and significant influence, evidenced by a calculated $t$-value exceeding the critical $t$-table value and a correlation coefficient of 0.828, indicating a very strong relationship. The findings reveal that Records Management contributes 68.5% to the variability of work efficiency, where every improvement in the archival system increases efficiency by 1.251 points. Consequently, it is recommended that the agency evaluate governance, enforce discipline, and recruit specialized archival staff to resolve document overlap and accelerate retrieval processes for optimized organizational productivity.

Abstract

The potential for developing catfish aquaculture in Loksuga Village, Haur Gading District, Hulu Sungai Utara Regency is considered quite significant and is supported by the designation of the area as a minapolitan zone. However, several problems remain, including suboptimal production, limited facilities and infrastructure, and the uneven role of the Hulu Sungai Utara Regency Fisheries Office in providing guidance to farmers. This study aims to analyze the contribution of the Hulu Sungai Utara Regency Fisheries Office in increasing catfish farming activities in Loksuga Village and to evaluate the effectiveness of the initiatives that have been implemented to support improvements in production and farmers’ welfare. The research uses a qualitative approach with a descriptive qualitative design. Data were collected through interviews, observations, and documentation. Informants were selected using purposive sampling, involving seven respondents. The collected data were analyzed through the stages of data reduction, data display, and conclusion drawing. The results show that the contribution of the Hulu Sungai Utara Regency Fisheries Office in improving catfish aquaculture activities in Loksuga Village is categorized as fairly good. This is reflected in activities such as the preparation of regulations, socialization, mentoring, provision of assistance, and the introduction of innovation and cultivation technology. These programs help farmers improve their aquaculture performance, although their implementation has not yet been fully optimal and tends to be inconsistent. This condition has resulted in less-than-maximum increases in productivity and the sustainability of catfish aquaculture in Loksuga Village, which still requires further improvement.
