Abstract

The importance of implementing E-Government is to create a clean, transparent and accountable government in resolving various problems that occur in society, one of which is illegal levies. The phenomenon of illegal levies is not something new and often occurs in various regions in Indonesia, such as what happened in West Java Province. To resolve the problem of illegal levies, the West Java provincial government is optimizing the implementation of E-government through the Siberli application, which is an online extortion reporting service. This research uses a qualitative research method with a descriptive approach. The choice of this qualitative method was based on the consideration that the application of E-government in eradicating illegal levies in West Java is more appropriately answered with a qualitative descriptive approach. The data collection technique used is through literature study and field study. Meanwhile, the data analysis techniques used include data collection, data processing and drawing conclusions. The results of research in the field show that the implementation of E-government by the government in overcoming the problem of illegal levies in West Java Province is appropriate and relatively effective. This can be seen from data for the last 6 years which shows that the West Java Illegal Levy Saber Task Force has processed at least 60,000 perpetrators of illegal levies. The government's success in overcoming the problem of illegal levies in West Java cannot be separated from the implementation of E-government services, one of which is through the Siberli Application. To provide a deterrent effect to the perpetrators, as many as 42,000 perpetrators were dealt with through direct warnings by the Illegal Levies Saber Task Force, and the remaining 102 other perpetrators were carried out by arrest operations and processed in accordance with applicable legal provisions. Keywords: Electronic Government ∙ Illegal Levies ∙ West Java Province.

Abstract

The strengthening of political priorities in terms of developing health policies for various parties needs to be carried out both for the doctor and for the recipients of health services. Various health policies are influenced by various things based on certain contextual factors. In the Minister of Health Number 59 of 2014, it is stated that the amount of capitation funds is for first-level dental health services in independent practices, but it is not stated how much the capitation rate is for dental health services at community health centers. This research uses quantitative descriptive methods. The calculation method used is the Activity-Based Costing (ABC) method. The results of this study show that the average unit cost of dental health services at the Community Health Center is IDR. 104714. The largest unit cost is the GIC patching action. By using the activity-based cost calculation method, it can be seen that the largest costs for dental health services at the Community Health Center come from employee costs. And this shows that the situation is not fair for various parties. This raises a dilemma that is important to be discussed. The capitation rates set by the government are considered inappropriate for dentists in first-level health facilities. This can cause a decrease in the quality of health services provided by dentists at community health centers.

The sampling technique used in this research is a stratified random sampling technique, that is, the population does not have homogeneous characteristics because the characteristics are various. Data collection techniques in this research used a questionnaire with a Likert scale model. The scale instrument has 29 items and 32 valid items. This instrument has been tested for validity and reliability with a standard of 0.361 and the instrument reliability test uses Cronbach's alpha formula with a significance level of 0.05. Based on the research results, it was found that there is a significant influence of female adolescents on their political behavior and preferences, namely being in a good category with a percentage of 80.26%, which means that the majority of female adolescents have an interest in being involved in the political process, especially in politics that are played by religion of Islam. From this study, it can be concluded that the more religious female students are, the higher involvement they are in political participation.

Abstract

The defense sector will always be vulnerable to corruption, due to risks from high levels of secrecy, complex technical procurement, and exploitation of the hierarchical nature of the military. This study aims to provide a description of the significance of the country's largest defense allocation (in millions of US$ at current prices and exchange rates) to corruption. The approach used in this research is descriptive quantitative. The data used uses the country's CPI (Corruption Perception Index) issued by TII and the country's defense allocation issued by SIPRI. Data analysis used the method of testing the hypothesis through the khai-square distribution. This study concludes that the number of countries with CPI below the average of the 50 countries with the largest defense allocation (in millions of US$ at current prices and exchange rates) is not constant and therefore the cause is a significant factor. meaning that it can be interpreted that countries with large defense allocations tend to have a CPI below the average.

Abstract

The covid-19 pandemic has created a global crisis impacting various sectors, including national security. One of the Indonesian government’s responses to the pandemic was the inmate assimilation policy aimed at reducing the risk of virus transmission in overcrowded correctional facilities. This study employs a qualitative method with a literature review approach to analyze the inmate assimilation policy from a political perspective and its implications for national security. The findings indicate that the policy has significant implications for national security, raising concerns about increased crime rates within society. Key challenges in implementing this policy include economic crises, insufficient supervision, and social stigma against former inmates. Additionally, the policy highlights tensions between public health priorities and national security, where weak supervision can trigger social instability. Inadequate social reintegration further exacerbates the challenges faced by former inmates struggling to readjust. This study recommends the need for data-driven policy evaluations, enhanced inter-agency coordination, and strengthened social reintegration efforts to mitigate the policy's negative impact on social stability and national security in the future.
