Abstract

The global digital transformation offers significant opportunities to enhance the quality of life for persons with disabilities, especially those with communication impairments. Access to digital technology should not be viewed merely as a technical matter but as a fundamental human right. In Indonesia, several legal frameworks, including Law No. 8 of 2016 on Persons with Disabilities and Government Regulations No. 13/2020 and No. 70/2019, emphasize reasonable accommodation, accessibility, and the national disability roadmap. Collaborative efforts from government, private sector, and civil society—such as inclusive digital literacy programs, development of adaptive applications, and community-driven innovations—reflect promising progress. Nevertheless, substantial challenges remain, including unequal access to internet and devices, low levels of digital literacy among marginalized groups, and limited implementation of international accessibility standards such as WCAG. Addressing these gaps requires stronger policy enforcement, cross-sector partnerships, and inclusive design approaches. This paper explores policies, practices, challenges, and opportunities for advancing inclusive digital technologies in Indonesia, with particular attention to communication disabilities.

Abstract

Digital transformation in public healthcare services is a response to the growing need for efficiency, accessibility, and quality in healthcare. Innovations such as electronic medical records, telemedicine, and digital health applications have shifted the paradigm of traditional healthcare services towards a more integrated and technology-driven approach. However, this development poses significant legal challenges, particularly concerning personal data protection, the right to health, equitable access, and service accountability. This research aims to analyze the legal framework governing digital transformation in Indonesia's healthcare sector, evaluate its alignment with human rights and public health principles, and identify regulatory gaps that could hinder the achievement of an inclusive healthcare system. The method employed is a normative juridical approach, analyzing national legislation and international legal instruments related to health and information technology. The analysis reveals that despite the existence of foundational regulations, such as Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 concerning Information and Electronic Transactions, and Law Number 17 of 2023 concerning Health, there is still a need for regulatory harmonization and implementing policies focused on digital justice and the protection of vulnerable groups. This research recommends the establishment of a comprehensive legal framework that is adaptive to technological advancements and guarantees the constitutional right of every citizen to inclusive and equitable healthcare services.

Abstract

Emergence of new communities in digital age The advent of digitized era in Indo- nesia and the further development of personal computing are substituting some links between people that they used to be face-to-face be- fore. Thus, developing community implies more than ever before a virtual space which could never create without technology (Habermas, 1994; Wellington et al., 2016). This paper analyses these “digital kampung” spaces through the lens of Mediatization Theory and Cultural Proximity Theory. The analysis takes places through the lens of qualitative content analysis, focusing on patterns in communicative practices across selected community-based Facebook groups, WhatsApp networks and local marketplace platforms. Against this backdrop, the paper explains how mediated communication transforms gotong royong (mutual aid) into hybrids that integrate online coordination with offline enactment. Cultural affinity remains an influence, since common language, symbols and stories that have to do with the place help members feel as if they belong even when they are scattered all over. But the findings also capture tensions: for example between misinformation and lack of access to digital tools, and shifts in what is considered trust. Ultimately the digital kampung is both the continuation and also an adaptation of age old communal traditions in Indonesia, it illustrates how technological platforms can facilitate social coher- ence whilst responding to some of the complex cultural contexts between urban–rural divides.

Abstract

The digitalization of legal institutions, along with technological developments, requires legal institutions to keep pace with current digital developments and to have the necessary technological or digital infrastructure to develop within their institutions. Legal development in Indonesia is crucial in the digital era, as technology continues to advance. Increasing the legal profession's knowledge of technology will only make their work easier. In legal institutions, a significant amount of data must be kept confidential. Issues arise regarding the security of legal data, such as important files and legal documents, which must be properly stored and safeguarded. In today's digital age, new crimes, such as hackers, are becoming increasingly widespread and rampant, as they easily breach computer security systems. This article is a normative legal research. Normative legal research is a research method used to conduct research on secondary sources. The results of this research suggest that legal institutions must be more vigilant in securing important documents within legal institutions to ensure the smooth running of law in Indonesia.

Abstract

Digital transformation has become a primary driver of social and economic change in the modern era, including within legal systems. However, the success of digital transformation largely depends on the principle of inclusivity, which ensures legal access and protection for all segments of society. This study explores the urgent need for legal reform to ensure the law remains relevant, inclusive, and effective in addressing challenges arising from digital innovation, including data governance, cybersecurity, and digital inclusion, while identifying normative constraints and regulatory weaknesses that hinder the realization of fair and inclusive digital transformation. Employing normative legal research through statutory and conceptual approaches, this paper analyzes the limitations of existing legal instruments, particularly in Indonesia, in accommodating evolving digital realities. Findings indicate that Indonesia’s legal system continues to face regulatory fragmentation, lack of recognition of digital rights as fundamental human rights, and insufficient public participation mechanisms in digital policy formulation. Therefore, comprehensive legal reform is necessary, encompassing substantive legal updates, institutional strengthening, and participatory approaches to realize just, inclusive, and sustainable digital governance. This article recommends policymakers integrate the principle of inclusivity as a fundamental foundation in the national digital legal reform agenda.

Abstract

The legal profession is an honorable profession (officium nobile) that in carrying out its profession is under the protection of law, statutory regulations, and a code of ethics. Free and independent and not bound by a biocratic hierarchy. Given this reality, sometimes an advocate abuses his professional function, so that in society there is a perception that the legal profession defends the wrong and the work of the legal profession is not halal because the defense of the blind can reverse the state of the legal profession that will be associated with the digitalization era, where technological developments directly impact law firms, courts, police, prosecutors and other law enforcement agencies that will increasingly need many legal information engineers. It is evident in the presence of IT experts who also understand the law, which is expected to anticipate the potential negative impacts of electronic and internet use. Such expertise is also important for law enforcement institutions where they must be able to provide legal services that can help the public, the government and legislative bodies as regulators to see from a different perspective on developments in the world of law enforcement. Therefore, a joint effort is needed from all parties to seize opportunities and overcome these challenges. With strong collaboration and commitment, digital transformation can bring positive change to the legal world and improve the quality of legal services for the public. Disruption threatens the established legal profession, such as law firms, notaries, and courts. While previously the law seemed complicated for many laypeople, requiring legal counsel for those dealing with it, now artificial intelligence is available to solve various legal issues, eliminating the need for consultations with law firms.

Abstract

Supply chain resilience is a challenge for manufacturing companies amidst market demand uncertainty and operational limitations, one of which is the manual packaging system at PT. Songgolangit Persada, a manufacturing industry producing EM4 fishery probiotics. The study was conducted to determine how demand uncertainty, manual packaging systems, and supply chain resilience at PT. Songgolangit Persada. Data were collected by distributing questionnaires filled out by 50 respondents of PT Songgolangit Persada production staff and quantitative methods. Data were analyzed using SmartPLS 3. The analysis stated that demand uncertainty was not significant with supply chain resilience with a p-value of 0.905 (> 0.05). The manual packaging system had a significant negative effect with a p-value of 0.000 (< 0.05). Limitations in operational technology at the packaging stage can be a factor that reduces supply chain resilience. This study provides a theoretical contribution to the supply chain management literature by combining two important operational factors. Practically, these results provide implications that modernizing packaging systems and investing in automation technology are important strategies to improve supply chain efficiency and adaptability. Future research could explore additional variables such as the use of automation technology and risk mitigation strategies within the broader context of supply chain disruptions.

Abstract

The application of financial technology (Fintech) in fishing cooperatives is an important strategy for addressing the socio-economic problems faced by Indonesia's coastal communities. This study uses bibliometric analysis to investigate recent research on Fintech adoption, community empowerment, and digital transformation in the fishing industry, with a focus on the KOSELA semi-digital cooperative model. This analysis examines key articles and themes to provide insights into the relationship between Fintech adoption, social dynamics, and sustainable economic development in coastal locations. KOSELA helps local fishermen and improves financial inclusion, encouraging innovation and local economic resilience. KOSELA offers a model for improving financial access and community cooperation by combining digital tools with conventional cooperative structures. These findings show that user education and tailoring fintech services to meet the unique needs of cooperative members are essential to ensuring efficient use and optimal impact. In addition, this study identifies research gaps and suggests further research to examine how fintech adoption impacts fishing cooperatives in the long term. This includes the potential for fintech to improve market access, strengthen business models, and enhance cooperative social interaction. This paper enhances the discussion on community-based models in the context of economic development and technology integration in Indonesia by demonstrating the transformative potential of fintech in empowering fishing cooperatives and providing guidance for future research, policy, and practice aimed at promoting sustainable development in coastal communities.

Abstract

This study examines the strategic role of the Indonesian Post Office (Kantor Pos Indonesia) as an instrument of social inclusion within the country’s social protection framework. Employing a descriptive qualitative approach, data were collected through in-depth interviews, document analysis and field observations in selected locations representing diverse regional characteristics of Indonesia. The findings reveal that the Indonesian Post Office plays an irreplaceable role in connecting government social protection programs with marginalized populations, particularly those in remote and unbankable communities. Its nationwide network enables the distribution of various cash and non-cash assistance programs such as BST, BLT, BPNT and PKH, with a high level of timeliness, accuracy and beneficiary coverage. Moreover, the integration of digital technologies barcode systems, Pos Giro Mobile (PGM) / Pos Giro Cash (PGC), real-time tracking and NIK-based verification has substantially enhanced transparency, efficiency and accountability in service delivery. The study concludes that the Indonesian Post Office functions not merely as a logistical institution but as a social infrastructure that embodies the state’s commitment to justice, inclusivity and equitable access to public services. Strengthening infrastructure, human resource capacity and inter-sectoral coordination is recommended to sustain its contribution to SDG 1 (No Poverty) and SDG 10 (Reduced Inequalities) within Indonesia’s social welfare system.

Abstract

The digital transformation of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia represents a crucial driver of economic growth and innovation in the country's evolving business landscape. This research examines the role of new technologies in promoting inclusive practices by Indonesian MSMEs, with an emphasis on their current adoption, the difficulties they face, and the opportunities ahead. Using a combination of systematic literature review, case study analysis, and an examination of current policy efforts, this study looks at the present situation of digital transformation among Indonesian MSMEs and discovers what helps them develop inclusive business models. The study shows that while adopting digital technology helps MSMEs expand their market, work more efficiently, and make better profits, these small businesses have to handle substantial challenges, such as limited resources, not having the technical skills required, and insufficient infrastructure. It is explained that with government help, working with other types of businesses and sharing resources, MSMEs are able to use technology to become more competitive and encourage inclusive growth. This study contributes to understanding the intersection of digital innovation and inclusive business models in the context of Indonesia's economic development priorities.
