Abstract

Millions of personal data spread and traded online have become a proof of the failure of data protection. Personal data leaks from online application users, health insurance participants to election participants, which when converted into economic value is quite fantastic. This raises the question of how personal data in Indonesia? How can Law Number 27 of 2022 on Personal Data Protection (UU PDP) protect personal data? By using the PDP Law legislation in comparison with other secondary legal materials, through normative legal research, with a statutory approach, these complex questions will be discussed. The 1945 Constitution of the Republic of Indonesia is a juridical basis for the formation of the PDP Law, one of which is as stated in Article 28G paragraph (1) which states that, "Everyone has the right to protection of self, family, honor, dignity, and property under his control, and is entitled to a sense of security and protection from threats of fear to do or not to do something that is a human right. While the PDP Law recognizes the rights of personal data subjects, it also introduces the terms "Personal Data Controller" and "Personal Data Processor" and regulates the scope of obligations of these two legal subjects. As a lex specialis law, UU PDP can serve as a legal foundation for personal data protection.

Abstract

(Instagram is a social media used massively in the era of society 5.0. Because of its massive use, Instagram is now not only a social media but also the primary source of information searches. The Instagram account @jktinfo has 3.3 million followers, providing the latest information about Jakarta. The information provided by @jktinfo comes from various sources, both provided by account managers and their followers. This research discusses how Instagram is used as a medium to fulfil the information needs of the Jakarta people. This research is conducted by looking at followers' perceptions after viewing the @jktinfo account. The method used in this research is descriptive qualitative. Data collection techniques in this research are interviews, observation and documentation carried out to followers of the @jktinfo account. The theory used is Information Richness Theory. The results of this study show that followers of the @jktinfo account use Instagram as the primary source of information. In addition, some of them use the @jktinfo account to fulfil information without looking at the validity of the information.

Abstract

This paper explores the perspective of policy subject as an important factor in policymaking. Using the case of the moving civil servants to Ibu Kota Nusantara, this paper focuses on the perspective of junior civil servants as the first and foremost target for policy acceptance. In studying the policy analysis model, this paper attempts to assess the agonistic analysis model as an alternative to technocratic and proceduralism in policy. This rationality-based analysis model tends to bring up problematic positions between policymakers and policy subjects, with some cases where policy recipients lack advocacy. The data and information in this paper come from the results of in-depth interviews with representatives of young civil servants, studies of research reports, and studies of documents and reporting chronologically. This method was chosen to support the agonistic style of the constructivist analysis model.. The agonistic analysis model in the case of the ASN moving policy to IKN has general findings and reflections, namely: 1. It is necessary to see the construction and contextuality of the pros and cons in the policy, 2. It is necessary to map the dynamics or problems that will or have occurred in the policy, 3. It is necessary to accommodate vulnerable parties in the policy.

Abstract

The problems of female migrant workers cannot be separated from the discourse on gender inequality. Position and social construction regarding women affect the protection and treatment of migrant workers when working abroad. Likewise, when migrant workers return to their place of origin, they encounter problems from their own families. Moving on from this problem, the researcher wants to raise concerns about how the protection of migrant workers is carried out by DESBUMI in Wonosobo Regency and how the protection of migrant workers is carried out by SBMI in Kendal Regency. The purpose of this research is to find out the comparison of legal protection used to protect migrant workers in both Wonosobo and Kendal districts. The research methodology itself uses a qualitative approach to empirical juridical research. Where there are primary and secondary data. For data collection techniques using interviews, observation, and documentation. Meanwhile, for data analysis using comparative techniques (comparisons) related to the protection of migrants from two districts in Central Java between DESBUMI and SBMI. The results of the research show that protection through DESBUMI There are several services available at DESBUMI including information services, document services, economic empowerment, paralegals, Village Regulations, safe migration and data collection on migrant workers and their families. Meanwhile, SBMI focuses more on policy advocacy related to problems faced by PMI starting from pre-departure, placement and return of PMI to Indonesia.

Abstract

The power of information technology has ushered us into a new era known as VUCA (volatility, uncertainty, complexity, and ambiguity). The VUCA era demands rapid adaptation to fast-paced changes for individuals and organizations; otherwise, they risk being left behind. The University of Surabaya's (UBAYA) Archiving Unit is one of the archival institutions responding to these changes by implementing and providing digital archiving services. The management of UBAYA's digital archives aims to facilitate easy access, digital preservation, effectiveness, and efficiency. Therefore, it is important to conduct research to understand user responses regarding the utilization of digital archiving systems using the Unified Theory of Acceptance and Use of Technology (UTAUT) method. The research methodology employed is a mixed-method approach with a sequential explanatory design. The findings reveal that the majority of respondents responded positively to the utilization of this digital archiving system, but ongoing development is still needed, particularly in aligning the specific needs of each user based on their respective units of work. Digital archiving provides user-friendly access, necessitating accurate and appropriate provision. This is because archives serve as the foundation for organizational decision-making and policies. Abstract

In recent years, we have been faced with conditions that are volatile, uncertain, complex, and ambiguous (VUCA), this is also felt by higher education institutions. The development of new technologies, changing student demographics, and shifting economic conditions all contribute to this dynamic environment. Under these conditions, the role of effective strategic communication is increasingly needed. Through this article, we will look at communication strategies that higher education institutions can use to navigate the VUCA era, one of which is the implementation of interactions between lecturers and students through online tutorials held for two months each semester. The main problem is the weakness of instructional communication between the tutor and student in the tutorial process. Several topics of discussion focus on how to manage and plan a communication crisis, utilize digital communication channels, foster a mindset of collaboration and cooperation, get to know the stakeholders, and be ready for changes in communication patterns in this VUCA era. In the end, with the basic concept of several theories, it can be concluded that the VUCA era is a challenge that higher education institutions must face. An effective communication strategy will help tertiary institutions monitor the environment, achieve their educational goals, and be better prepared in the VUCA era.

Abstract

The Covid-19 pandemic has significantly impacted to various sectors, especially distance higher education. During the pandemic, almost everyone accessed the internet, which reduced performance when accessing online tutorials. In terms of the quantity of students participating in online tutorials tends to increase but in terms of the quality of students' activeness in accessing tutorials is not optimally.  This study identifies a number of elements that contribute to the poor quality of online tutorial access.  This study uses mix method  which starting with online survey and continuing with interviews in focus group discussion in three Regional Offices. The respondents are enrolled in semesters 3, 5, and 7. The results show that over three quarters of respondents use Android smartphones, and they range in age from 18 to 21. The top three social media respondents using are Line, Instagram, and Telegram. The ability to manage learning is quite strong, and access to social media is very high. This condition can help them in improving interaction between students and tutors. In the future it need to develop an tutorial application that is handy and comprehensive one.

Abstract

Leadership is a movement to influence how other people behave with the aim that they will be coordinated to achieve certain goals. Leadership is concerned with members who have distinctive features of a group that can be positively distinguished from other members in behavior, personal characteristics, thinking, or group structure. Meanwhile, management is a series of activities consisting of planning, implementation, supervision, and control to achieve certain goals that have been targeted through the use of human resources and other sources. This study uses a data analysis method, namely Systematic Analysis. This study uses the Systematic Literature Review (SLR) method to identify, analyze and discuss all the data needed in this study. Where the Systematic review method is known as a method that combines many original studies by classifying based on criteria. This method of search assesses and compiles all relevant empirical evidence to provide a complete interpretation of the research results. This research was built consisting of four major stages. The details of the major stages are explained separately. The stages and details of the stages will be followed by the implementation method. In the literature search process, the selection of search results is done by filtering the search results based on predetermined criteria. The criteria used are inclusion and exclusion which are then used as the basis for selecting literature. It was concluded that every leader in the organization must-have criteria that have been set by the company to be able to manage existing resources within the company, so the company will be able to more easily achieve the organizational goals that have been determined.

Abstract

The Citarum has gone through various programmes from time to time. The first Citarum management program was launched in 1989 under the name of Kali Bersih Program (Prokasih) until Presidential Regulation No. 15/2018 on the Acceleration of Citarum River Watershed Pollution and Damage Control (PPK DAS) which was realised through the Citarum Harum Program. Currently, Citarum Harum is managed under the Pentahelix Concept Scheme that involves five main sectors, including academia, business, community, government, and media as actors who will collaborate in creating a holistic solution to the problem of Citarum River degradation. This research seeks to analyse the power relations formed from the interactions resulting from the implementation of Penta helix practices in the Citarum Harum programme. The aim is to see whether power is evenly dispersed across all Penta helix stakeholders or whether there is dominance and inequality of power relations in the Penta helix practice that has an impact on the optimisation of the Penta helix model in the Citarum Harum programme. This study uses a qualitative method by conducting interviews with the Penta helix pillars and is supported by documents on the implementation of the Citarum Harum programme. The results show that there is an imbalance of power relations between the pillars of the Penta helix. This occurs because the Penta helix is promoted as a concept that does not have a clear operationalisation of the roles and functions of each pillar. Therefore, the government as the leading sector once again dominates the process of program collaboration that has an impact on optimising the handling of the Citarum River.

Abstract

This study aims to determine the average growth of Islamic stock market conditions over the past three years since the Covid-19 pandemic hit through the proxy of the Islamic stock index through a comparative study in each country studied. This research method is descriptive quantitative, the nature of the data is data series, using secondary data sourced from daily reports downloaded from each country's stock exchange. The results of this research show that there is no significant difference between the first, second, and third years of the average movement of the sharia stock index in Asian countries that are the subject of the study (Indonesia, Malaysia, Thailand, China, Japan, India, and the United Arab Emirates). The countries that experienced a decrease in the Islamic index in the first yerat towards the second year (2020-2021) are Indonesia and China. And decrease index from the second year towards the third year (2021-2022) are Malaysia, Thailand, Japan, India, and the United Arab Emirates.
