Abstract

This study examines the institutional strategies and challenges in supervising the use of mini trawl fishing gear in West Aceh, Indonesia. Despite the existence of regulatory frameworks banning mini trawls due to their destructive ecological impact, enforcement remains inconsistent and fragmented. Using a qualitative descriptive approach, data were collected through interviews, observations, and document analysis involving key agencies such as the Marine and Fisheries Office (DKP), Satwas SDKP, Water Police, and Navy. The findings reveal that institutional coordination is weak, with overlapping roles, limited patrol resources, and inadequate personnel training, all of which hinder effective supervision. Enforcement efforts vary across institutions, ranging from education-based approaches to legal prosecution. However, community compliance remains low due to economic dependency on mini trawls, lack of alternative livelihoods, and minimal engagement in regulatory processes. This gap between enforcement and compliance reflects broader regulatory and governance challenges. The study concludes that improving supervision effectiveness requires integrated inter-agency collaboration, enhanced field capacity, community-based monitoring, and policy approaches that balance ecological sustainability with socioeconomic realities. These findings contribute to the discourse on sustainable fisheries governance in Indonesia and offer practical insights for policymakers and local institutions to improve marine resource protection at the community level.

Abstract

Waste management remains a persistent challenge in many regions of Indonesia, including Aceh Barat, where waste generation continues to rise annually. To address this issue, the local government enacted Qanun No. 4 of 2017 on Waste Management, which aims to establish a clean, healthy, and sustainable environment. This study examines the implementation of the regulation through the governance perspective using Van Meter and Van Horn’s policy implementation model. Employing a qualitative case study approach, data were collected through in-depth interviews with key stakeholders and direct field observations in areas where unmanaged waste persists. The findings reveal that although the qanun has been formally implemented, its execution is not yet optimal. The main obstacles include limited community participation in proper waste disposal and insufficient knowledge among waste management officers regarding the regulation. Strengthening community engagement, improving the capacity of implementing officers, and enhancing monitoring mechanisms are essential to ensure more effective governance of waste management in Aceh Barat.

Abstract

This study aims to analyze the impact of food security policies on farmer welfare in West Aceh Regency. This research uses a qualitative method with a case study approach. Data were collected through interviews, observations, and documentation, using purposive sampling involving farmers and relevant government institutions such as the Food Service and the Agricultural, Food Crops, and Horticulture Service. The results show that food security policies have contributed to maintaining food availability and improving food access at the regional level, as reflected in stable production and government support programs. However, their impact on improving farmer welfare remains limited and uneven. Structural constraints such as limited irrigation systems, uneven distribution of agricultural inputs and machinery, weak market connectivity, and limited access to production resources continue to affect farmers’ productivity and income stability. In addition, not all farmers have fully benefited from government assistance due to uneven implementation and limited access to information. This study concludes that food security policies in West Aceh Regency have not yet fully improved farmer welfare and require strengthening infrastructure, institutional coordination, and market access to achieve more effective and sustainable outcomes.

Abstract

Coal waste pollution along the coast of Gampong Peunaga Pasi, West Aceh, has become a persistent environmental and socio-economic crisis, disproportionately affecting coastal communities and revealing gaps in local environmental governance. This study analyzes the strategic responses of the West Aceh Environmental Agency (DLH) to the issue, using a qualitative case study approach based on secondary data sources, including policy documents, government reports, media coverage, and environmental regulations. Findings indicate that while DLH has implemented routine strategies such as water quality testing, corporate monitoring, and administrative reporting, these efforts lack enforcement power and fail to generate substantive environmental protection. The agency's actions remain procedural, constrained by limited authority and poor coordination with the provincial environmental office (DLHK Aceh). Additionally, no formal collaboration mechanisms exist between DLH, PT Mifa Bersaudara (the alleged polluter), and affected communities, resulting in governance fragmentation and deepened public distrust. The study also reveals that strong national environmental laws are not matched by institutional empowerment at the local level. Without the authority to sanction violations or compel remediation, DLH’s role becomes largely symbolic. This regulatory disempowerment contributes to recurring ecological harm, economic displacement, and institutional inaction. This case illustrates how decentralized environmental governance in Indonesia struggles with implementation failure and accountability gaps. The study recommends strengthening local enforcement authority, institutionalizing stakeholder collaboration, and ensuring greater transparency and responsiveness in environmental governance to protect vulnerable communities and ecosystems.

Abstract

This study aims to examine the role of the BQ Baburrayyan Coffee Cooperative in empowering coffee farmers in Bener Meriah Regency, Aceh, particularly in promoting sustainable coffee farmer regeneration. Bener Meriah is Indonesia's largest arabica coffee production center, with a cultivated area of 34,524.41 hectares and an annual production of 26,420 tons. However, the sector faces a serious threat in the form of the aging farmers phenomenon, where the average age of coffee farmers reaches 55 years and only 15 percent of farmers are under 40 years old. This research employs a qualitative method with a case study approach, conducted through in-depth interviews, field observations, and literature review. Analysis was carried out using Muhtarom's (2016) role theory, which encompasses three institutional functions: facilitator, motivator, and dynamizer. The findings reveal that BQ Baburrayyan Cooperative has implemented all three roles through various empowerment programs, including: (1) as a facilitator, providing broader market access, laboratory quality testing, and reducing farmers' dependence on middlemen; (2) as a motivator, offering guidance and technical assistance to both senior farmers and young generations; and (3) as a dynamizer, conducting field mentoring, modern agricultural technology training, and production quality development. Nevertheless, these three roles have not yet functioned optimally due to persistent obstacles: low parental participation in encouraging children to pursue coffee farming, social stigma attached to the farming profession, and diminishing interest among young people given the wider array of career alternatives.

Abstract

This study examines the relationship between democracy and business actors within the context of local political contestation in Bulukumba Regency, Indonesia, with particular attention to economic activities in coastal areas. The research aims to analyze how business actors in key coastal sectors interact with political elites and influence democratic processes and governance practices at the local level. A qualitative descriptive approach was employed, with data collected through in-depth interviews, observations, and document analysis involving political actors, community leaders, and observers of local political dynamics. The findings show that business actors play a significant role in supporting political candidates through financial contributions, social networks, and strategic alliances that strengthen their influence during electoral competition. In coastal regions where economic activities such as fisheries, marine tourism, and traditional shipbuilding dominate the local economy, these interactions often develop into patronage networks linking economic resources with political authority. Consequently, political–business relations shape democratic competition and influence governance and development priorities in coastal areas.
