Abstract

One of the advantages of the Province of Nanggroe Aceh Darussalam is the Shari'a legal framework included in Law No. 11 of 2006 governing Aceh's administration. This study examines the role of the Indonesian Islamic Bank  Lhokseumawe Area in the implementation of Qanun Number 11 of 2018 concerning Islamic Financial Institutions. Bank Syariah Indonesia (BSI) Lhokseumawe Area contributed to applying the Qanun for Islamic Financial Institutions starting from account migration, socialization of sharia products, sharia services and also signing of cooperation agreements with partners to use products from sharia banking. One of the focuses of BSI Lhokseumawe Area in the process of integrating service operational systems in the Aceh region is the customer migration process from the original bank to Bank Syariah Indonesia. This migration process can be done online through BSI Mobile or face-to-face. ATM cards, mobile and internet banking. In this process, the convenience and security of customer data are prioritized. The implementation of the qanun does not necessarily go well, there are obstacles faced in the process of implementing the qanun. Implementing Islamic financial services requires the attention and hard work of all parties and not only the bank. Stakeholders and citizens can continue to be patient and continue to encourage, and provide support to these financial institutions in correcting the weaknesses that occur so that with the presence of the Indonesian Sharia Bank, they can improve sharia economic growth and also for the benefit of the people.

Abstract

Pengelolaan aset desa meliputi serangkaian tindakan yang dimulai dari merencanakan, memperoleh, menggunakan, memanfaatkan, menjaga keamanan, merawat, menghapus, memindahkan kepemilikan, mengelola administrasi, melaporkan, mengevaluasi, membina, mengawasi, dan mengendalikan aset desa. Salah satu pemanfaatan aset desa di Gampong Ceurih, Kecamatan Ulee Kareng, Kota Banda Aceh adalah penyewaan aset desa kepada masyarakat yaitu berupa rumah sewa yang dikelola dimana dalam pengelolaanya dimanfaatkan untuk disewakan kepada masyarakat sebagai salah satu sumber pendapatan gampong. Peranan penting pemerintah desa sebagai pelaksana tugas pemerintahan di wilayah tersebut terkait pengelolaan aset desa untuk memanfaatkan potensi, kekayaan, dan aset-asetnya guna meningkatkan kesejahteraan masyarakat

Abstract

At this time the position of the Qanun on the Expansion of the Kandang Makmur District is in the province and awaiting a register number that requires a letter of recommendation from the Minister of Home Affairs. In the discussion process to analyze the problem using political system theory in the formulation of public policy according to David Easton which consists of input, withinput, and output. Researchers chose to use a qualitative approach because a qualitative approach is believed to be able to assist researchers in interpreting and describing the phenomena that occur. The process of expansion of the Kandang Makmur sub-district is full of political elements. The political element is the efforts of Mayor Suaidi Yahya and the Aceh Party to control the legislature of the expansion agenda of the Kandang Makmur sub-district. This is in accordance with the concept that in the policy making process there is the use of interests and power in order to form a policy. So in the formulation process there is a conflict of interest between the executive and the legislature. The Lhokseumawe DPRK as the legislature rationalized the expansion policy of the Kandang Makmur District by providing an alternative policy to the executive as the party proposing the expansion policy of the Kandang Makmur District. So that the next researcher can continue the discussion regarding the implementation of the Qanun for regional expansion in Kandang Makmur District.

Abstract

Granting special autonomy to Aceh Province is the government's response to support sustainable development in post-conflict. This study aims to optimize the management of Otsus funds for the overall welfare of the Acehnese people, with the ultimate goal of achieving independence. This study focuses on explaining and addressing issues related to managing the special autonomy fund and strengthening institutions to realize sustainable development and prosperity for the Acehnese. Descriptive qualitative research methodology was employed, involving data collection, reduction, presentation, and conclusion. The analysis utilizes the accountability and transparency theory to evaluate fund management practices in Aceh. Findings revealed that the special autonomy fund has not been effectively implemented due to weak institutional capacity, hindering sustainable development and welfare. Transparent fund management aligned with good governance has not been optimally achieved. The dominance of local political elites in policy-making has led to ineffective government management of the special autonomy fund, while bureaucratic efforts have yielded limited results. Nonetheless, Aceh has undergone some changes over the past 15 years, although not yet significant.

Abstract

This study will look into how regional regulation in Aceh is applied, specifically Qanun No.11 Year 2018 in terms of shari'a financial affiliate. This study is conducted at Bank Negara Indonesia (BNI), Bank Tabungan Negara (BTN), and Bank Mandiri, all of which are state-owned enterprises (BUMN) in the city of Lhokseumawe. This study's goal is to examine Qanun adoption by the aforementioned conventional banks, as well as the forecasts that those affiliates face in the process of implementing the Qanun of shari'a financial affiliate. This study is qualitative in nature since it completely and comprehensively explains the phenomena under investigation. Data was gathered by observation, interview, and documentation. The interactive model of inquiry was used to assess all of the data collected. According to the findings of this study, traditional banks have been devoted to Qanun implementation since 2019, starting with survey management and piloting public education linked to shari'a financial affiliate qanun. Traditional banks are currently in a 'ongoing' phase when it comes to the conversion of traditional accounts to shari'a accounts. Furthermore, asset asymmetry and employment management efforts have been ongoing. Nonetheless, there were a slew of roadblocks in the actual world. Among these were the growing lines of everyday customers wishing to convert their accounts to shari'a, the frequent occurrence of issues in the shari'a IT system, and the lack of clarity on the status of employees converting to shari'a. However, by 2021, every conventional bank in Aceh will have to be converted to shari'a law in accordance with Qanun No.11 of 2018.

Abstract

Neutrality is a crucial aspect of elections that has an important role in ensuring that the election process is carried out fairly, transparently, and openly for all election participants. Neutral elections can also ensure that every voter's vote is counted accurately and provide equal opportunities for all participants to compete fairly in elections. Many demands were made by the community for the creation of civil servants who were neutral and did not side with anyone in practical politics. Field facts have proven that in the 2019 election alone there were 1536 alleged violations of the neutrality of civil servants with a division of 914 alleged violations in elections and around 1398 in regional elections. This article is prepared using a qualitative approach. Qualitative study method is a method that seeks to produce information in the form of records and data that are descriptive in research, In the data collection technique, this research uses literature studies or library research, namely by using primary sources in the form of reading materials such as books, journals, documents, official websites, and other literature. As a matter of comparison in the application of the principle of neutrality, regulations in Singapore have limited the relationship between civil servants and political officials aimed at minimizing violations of the Code of Conduct for Ministers of 2005.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi modernisasi budaya lokal Smong sebagai bentuk warisan budaya mitigasi bencana di Simeulue, Aceh. Smong adalah tradisi lisan yang mengajarkan masyarakat tentang tanda-tanda alam dan tindakan yang harus diambil ketika terjadi tsunami, dan telah terbukti efektif selama tsunami tahun 2004. Menggunakan metode studi literatur, penelitian ini mengkaji bagaimana modernisasi budaya Smong telah dilakukan dan dampaknya terhadap efektivitas mitigasi bencana. Temuan penelitian menunjukkan bahwa penggunaan teknologi digital dan media sosial dalam penyebaran pengetahuan tentang Smong telah meningkatkan kesadaran dan kesiapsiagaan masyarakat. Pengintegrasian Smong ke dalam kurikulum pendidikan formal dan penggunaan teknologi pendidikan telah membantu menjaga keberlanjutan pengetahuan ini di kalangan generasi muda. Selain itu, program pelatihan dan simulasi berbasis komunitas yang modern telah memperkuat kapasitas lokal dalam menghadapi bencana, sementara kolaborasi multisektoral dengan pemerintah, lembaga non-pemerintah, dan sektor swasta telah menyediakan sumber daya dan dukungan yang diperlukan untuk mendukung inisiatif mitigasi bencana. Hasil penelitian menunjukkan bahwa adaptasi kearifan lokal dengan teknologi modern dapat meningkatkan efektivitas mitigasi bencana. Modernisasi ini memungkinkan nilai-nilai tradisional tetap dilestarikan sambil memastikan relevansinya dalam konteks mitigasi bencana saat ini dan masa depan. Penelitian ini menekankan pentingnya mengintegrasikan teknologi modern dengan kearifan lokal untuk meningkatkan kesiapsiagaan dan mitigasi bencana, serta memberikan wawasan tentang strategi yang dapat diterapkan di daerah lain dengan karakteristik serupa.
