Abstract

The Malacca Strait is a strategic lane under the sovereignty of four countries in Southeast Asia: Indonesia, Malaysia, Singapore and Thailand, which are highly vulnerable to maritime crimes, such as piracy and armed robbery against ships. Indonesia Malaysia, Singapore, and Thailand are litoral states, which are fully responsible for everything that happens in the region. Piracy and armed robbery in the Malacca Strait are detrimental to litoral states and user states on the economic, economic, security and sovereignty aspects. The purpose of this research is to determine the effectiveness of Malacca Strait Patrol in combating piracy and robbery in Malacca Strait 2009-2014. In this research, the researcher used institutional neo-liberal theory to analyze the effectiveness of Malacca Strait Patrol on each indicator of source or input approach, process approach, and target or output approach. The method of research is descriptive qualitative method, and doing technique of data collection of literature study and interview. The result of this research is that Malacca Strait Patrol has been successful and effective in combating piracy and armed robbery in the Malacca Strait based on the indicator of effectiveness on source or input approaches, process approaches, and target or output approaches. Litoral states have implemented all of the terms of reference (TOR) and standard operating procedures (SOP) of Malacca Strait Patrol (MSP) properly and correctly, so that the incidents of piracy and armed robbery in the Strait of Malacca can be minimalized.

Abstract

This research aims to find out the factors that influence ECPAT’s performance in dealing with child sex trafficking issues in Cambodia. Cambodia is one of the poorest countries in Asia and child sex industry is a growing business in Cambodia. Cambodia is well-known as one of the destinations for child sex tourist from Asia and Western countries. Cambodia’s popularity as a child sex tourism destination can be linked by several factors such as, historical, cultural, poverty, corruption and weak law enforcement factors. Although prohibited by law, the child sex industry is still rampant across Cambodia, especially in tourist attractions. To address this issue, Cambodia government take actions by cooperating with ECPAT, which is a non-governmental organization whose focus is to eliminate Commercial Sexual Exploitation of Children. However, the number of trafficked children to fulfill demand of sex tourism industry are still growing. This problem will be analyzed by using liberalism perspective, concept of international organization and organizational performance. The research method is descriptive which used to describing the child sex trafficking issues which is aimed to fulfill demand of Cambodia’s sex tourism industry. The result of this research shows that child sex trafficking in Cambodia is still growing despite the efforts of Cambodian Government and ECPAT, because of external factors that hinder ECPAT’s performance, which is the growing corruption in Cambodia. It causes ECPAT’s efforts to combat child sex trafficking in Cambodia cannot work effectively.

Abstract

This research aims to explain the causes of illegal trade of HCFC-22 between India and China in 2013-2014 from India’s side. This research used qualitative methods, with compliance theory by Ronald B. Mitchell to analyze the causes of the case. There are some result of this research. First, this reasearch found out that the illegal trade of HCFC-22 is a low-low relations. Second, the illegal trade was caused by the incapacity, seen from the limited ability of Indian goverment to fulfill the necessary of alternative chemichal substitution to HCFC-22 and the limited ability of Indian society to afford the stuff with alternative chemichal due tue economic and environmental condition.

Abstract

Oil stealing with illegal tapping, illegal drilling and misusing of fuel subsidy mode had often occurred in the period of 2011 until 2015 in Indonesia. Indonesia incurred losses as much as ten billions every year. It was important to find out the efforts of Indonesia government because in 2011 until 2015, the number of stealing oil not only increased but also decreased. This research used qualitative method that tried to explain the efforts of Indonesia government. Furthermore, the efforts of Indonesia government were analyzed to find out the main factor why oil stealing still happened until present. The Institutional liberal theory was used for answering these phenomenon. The result showed that the efforts of Indonesia government were not enough. Indonesia government only focused on oil stealing and smuggling in domestic area, so it was the reason why oil stealing still happened in Indonesia. The international illegal oil trade syndicate that could not handle was the main reason related to oil stealing. Therefore, multilateral cooperation called institutional or regime cooperation that specifically against the international illegal oil trade syndicate was needed.

Abstract

This research aims to explain why Indonesian Government keep assigning Indonesian workers into Taiwan fisheries ship. Qualitative research with the explanative method is used to explain the correlation between variables. Range of this research is between 2013 and 2016. Interview and literature review used as data collection technique. This research use public policy theory, human rights concept, foreign policy concept, and rational choice theory as analytical tool. The result obtained from this research is there are a reason that benefit the state and society based on domestic and external factors, as well as the social, political, defense and security impacts. So as rationally based on consideration of profit and loss The Government of Indonesia has a reason to keep the Indonesian Workers Placement Policy at Taiwan Fisheries Ship Crew.

Abstract

The strategic location of the Strait of Malacca makes it one of the busiest straits in the world. The Malacca Strait serves as a channel for the distribution of oil and natural gas as a need for energy security and world trade commodities through the sea. But the high activity in the Strait is not balanced with security guarantees. Therefore, the cooperation of coastal countries is needed to maintain the security of the waters around the Strait of Malacca. Indonesia, Malaysia and Singapore formed cooperation to handle armed robbery in Malacca Strait in 2004 named Malsindo. The type of this research is analytic describtive using qualitative method to apply neoliberalism theory. This research is aimed to know the reason measures to combat armed robbery cases in Malacca Strait between 2004-2013. The result of this research finds that measures taken by coastal country to combat armed robbery consists of Malacca Strait Sea Patrol (MSP) which was launched in 2004, Eyes in The Sky (EIS) which was launched in 2005 and MSP-IS in 2006.

Abstract

The issue of IUU Fishing in Sulawesi’s waters, occurred because these two countries, Indonesia and Filipina, have direct adjacent yet still haven’t decide on their clear border between the two countries, thus the problem of IUU fishing often occur in the area. This research aims to describe the effort that has been done by Indonesian’s and Philippines Government in eradicating IUU Fishing in the border of the two countries, to be exact in Sulawesi’s water. In this research the writer uses Liberalism Interdependency theory to explain that it is necessary for the two countries to cooperate in solving a problem like IUU Fishing in Sulawesi’s water. The research method used is qualitative which is done by collecting and analysing data, to discover the efforts of the two countries involved in eradicating IUU Fishing in Sulawesi’s water. The result of this research is that Indonesia and the Philippines Governments succeed in executing the plan to eradicate IUU Fishing in Sulawesi’s water, which was done by making bilateral cooperation agreement like MOU and POA. Later on through multilateral agreement of RPOA-IUU which consist of eleven countries that have mutual consent in handling the issue of IUU Fishing, preserve maritime security, and performing joint patrol in Sulawesi’s waters.

Abstract

This thesis discusses the success and solution of guerilla warfare strategy used by ISIS in Iraq between 2014 – 2015. By June 2014, ISIS had already occupied and took control of 30 cities in Iraq in just 19 days. The great expansion of ISIS continued until the following year of 2015. But at September 10th, 2014 when Barrack Obama, the President of the United States, announced the formation of international coalition to fight against ISIS, ISIS’s occupation area decreased by 14% to only 78.000 km2. The goal of this research is to capture and understand ISIS’s strategy to effectively practiced guerilla warfare and to see the efforts made by the international comunity especially members of the international coalition that was led by the United States. This research used qualitative method in which the author try to find answers to the success of ISIS’s war strategy that was done fast and effective in Iraq between 2014-2015. The result derived from this research is ISIS implemented theory of guerilla warfare strategy into politics, propagandas, military capability, financial sources, ideologies, government forms, and attacks or offensive.
