Jurnal Wilayah & Kota Maritim
Jurnal Wilayah dan Kota Maritim adalah jurnal ilmiah yang dikelola dan diterbitkan oleh Departemen Perencanaan Wilayah dan Kota (PWK), Fakultas Teknik, Universitas Hasanuddin. Jurnal ini merupakan salah satu usaha nyata Universitas Hasanuddin melalui unit kerja Departemen PWK untuk mendiseminasikan hasil-hasil kajian, penelitian, perencanaan, pengabdian masyarakat, skripsi, tesis, dan disertasi yang berkaitan dengan bidang perencanaan wilayah dan kota dalam konteks kemaritiman kepada masyarakat luas dan pihak-pihak yang membutuhkan. Jurnal ini dimaksudkan pula sebagai sarana pertukaran pengetahuan dan informasi serta media pembelajaran bagi dunia akademisi dan praktisi utamanya mengenai penataan dan pengembangan kota tepi pantai (waterfront cities planning and development), perencanaan perumahan dan permukiman (housing and settlement planning), perencanaan dan perancangan kawasan perkotaan (urban planning and design), perencanaan infrastruktur dan transportasi (infrastructure and transportation), dan perencanaan wilayah dan mitigasi bencana (regional planning and disaster mitigation). Semoga sharing dan learning ini dapat memberi inspirasi atau bahkan lebih jauh daripada itu, dapat diaplikasikan dan karenanya bermanfaat secara langsung kepada masyarakat luas dan tanah air tercinta. Makassar as the largest city in the eastern Indonesia has the growth and development of the various sectors. The growth and the development are at the core of development in urban areas. Development is also leading to the award character to the city of Makassar. Losari Beach Pier is the place openly in the area of coastal communities and enabled by Makassar city as a place of relaxation and recreation. With this function, the problem of this research is how the articulation function of the open space at the Pavilion Losari Beach Makassar Makassar Losari whether the Pavilion can be a landmark of Makassar as a whole, what is the frequency of the use of the Pavilion Losari community interaction system as the wearer. This study aims to examine the functional articulation of open space in the Pavilion Losari Beach as Makassar’s landmark. The method used in this study was a qualitative descriptive study that produced data in the systematic form and accurate description of the object of study. This study also used the case study design and test against a context of a particular subject, a collection of documents and a special study, while the frequency are assessed by statistic method. Functional articulation of open space at the Pavilion Losari includes location, appereance, and function. Location refers to Losari Beach Pier’s location on coastal areas. It had been used as connecting line, called Maminasata, from several counties to the city of Makassar. Appereance refers to the existence of Losari Beach as the new icon and the landmark of Makassar. It became a symbol of the culture of Makassar. Function refers to the ability of Losari Beach as open space to gather the entire community who want to do the recreation and leisure activities in the city center. In this place, the direct interaction occures significantly such as visiting and trading. This interaction occurred because there are differences between the visitors and traders’ areas.

Spatial planning in Indonesia is not only referring to the mainland alone, but also including coastal and marine areas. Almost all cities in Indonesia are in coastal areas. This area is located in the coastal region can be utilized as a tourist area. Makassar City, one of the cities located in coastal areas, has tourism potential that can be developed. The advent of the tourist area itself had an influence in various fields of economy, social and environment. The construction of rental houses/inns managed by locals as tourist support facilities in the region led to the construction of Tanjung Bayang develop irregular and influence environmental pollution because it does not conform with the regulations of coastal areas. On the other hand, rental houses have a positive impact of improving the welfare of local communities. This study aimed to determine the correlation to the growth of tourism destinations and order rental homes and rental housing conditions identified as supporting facilities in the tourist area of Tanjung Bayang by using correlation analysis, comparative, spatial and quantitative descriptive. The results of this study showed that the growth of the rental house in the tourist area of Tanjung Bayang significantly influenced by the presence of factors the number of visitors that travel, trade and tourism vehicle activity. Rental houses/lodging conditions grow irregularly influenced by the number of visitors and economic conditions. The output of this study to formulate the concept of realignment directives rental house in Tanjung Bayang adjusted based on conditions that exist with government regulations regarding the arrangement of the coastal region.

The uncontrolled of growth and development of street vendors in town decreases environment quality and physical appereance of urban perform. The old city district of Makassar is the tourism district which the most popular district visited by the tourists. It is proved by the existence of Fort Rotterdam as the historical tourism building and Losari Beach Bridge as the icon of Makassar City. The street vendors notice that the district is a potential to looking for some advantages. That is the reason why the street vendor tooke place in The Old City District of Makassar. The literature reviews notice the characteristic of street vendors, the spreading pattern of street vendor and the visitor‟s perception in three research sub-districts (Bulogading, Maloku, and Losari Sub[1]district). The spatial analysis describes the spreading pattern of street vendor which was observed by the kind of commerce, the location of commerce and the service time. Meanwhile, the qualitative description analysis and the quantitative analysis are used to describe the existing condition of street vendor, to identificate the character of street vendors and to identificate the visitor‟s perception. The samples were collected randomly (proportional stratified random sampling).The analysis result reveals about the lively visiting level is the main factor which causing the appeareance of street vendors in the old city district of Makassar. The street vendors which have cluster spreading pattern (focus aglomeration) are kid‟s toys store and haberdasherry. Furthermore, the street vendors that have stretch spreading pattern (linier) are mixture type, individual service and printed matter. Meanwhile, the half amount of the street vendors like food and beverage merchant have stretch spreading and the rest has cluster spreading pattern. The indicators such as cheap, delicious and the quality of food become the main reason for people to visit the street vendors. The effective arrangements of the street vendors are providing street vendors pocket, providing park facility and controlling security. Those will be able to minimize the problems that could occure in the future. However, the old city district of Makassar is not only as trading facility support but also as tourism facility support.

According to Decision of The Directorate of Forest Protection and Conservation explained in the Long Term Developmetn Planning of Bantimurung Bulusaraung 2008-2027, Bantimurung is a conservation area. Therefore, it needs the ecotourism concept to ensure the sustainability of the ecosystem and the biodiversity. The purpose of this study is to develop Bantimurung attraction based on ecotourism concept. To reach the aim of study, some approaches must be considered, such as observing the physical, economic and social aspects. The physical aspect refers to the ability of ecotourism development to keep the biodiversity and natural environment both during the construction and the operation. The economic aspect refers to the ability of ecotourism development to give the real contribution to improve the local community and government’s economy. The social aspect includes the ability of ecotourism development to provide the attractions that can improve the quality of tourism, management and community. Based on this study, Bantimurung could be developed into ecotourism area because it can reach the criteria of ecotourism concepts like having the magic and beauty of nature (topography), having a diversity of flora fauna, and having a variety of facilities to observe the wildlife. The development concept refers to the concept of zoning district. Every zone must be provided by tourist attractions, facilities and the participation of local communities.

The existence of public services is a strong factor in development area centrifugally. One type of public services in Makassar Periphery Area is Hasanuddin University Educational District. Development of large district of education will be followed by increasing of resident and activity support amount that influence the developing built-up area. Development of the built-up area was analyzed by spatially, descriptive and binary regression methods. Factors affecting the development of the built-up area were the presence of attractive elements such as campus, infrastructure and facilities, strategic location, and the cheap land prices. The growth forms of the built-up area are grid and linear pattern with some buildings used for housing, government facilities, office facilities and educational facilities. Linear pattern lies through the street fanced by the buildings used as trade and service facilities. The impacts of built-up area development are the increasing of building density, kindship society, land value and building’s physical condition.

The increasing of the population growth is proportional to the demand of built up land. This happens to the settlement where the construction of various facilities continues to increase, so that the area of land for green open space increasingly limited. The lack of the green open space is caused by the land conversion to the built up area. In addition, it has a lot of construction that do not pay attention to the Building Coverage Ratio (BCR) and the Green Grounds Coefficients so that the availability of the green open space in the house yard is very limited. The reduced and even the loss of the green open space area which should be available impact on various problems incidence, such as air pollution, floods, and the rising of the temperature of town. This happens in Bumi Tamalanrea Permai settlement where the availability of the green open space decreased along with the increasing of built up land growth. This research aims to knowing the characteristic and functions of the green open space in Bumi Tamalanrea Permai settlement that for each type is varies and influenced by its widely and locations, then to determine the ratio of green area per resident in which it is not reached the standard that is 20 meter square per resident. The analysis is conducted by qualitative and quantitative approaches. From the results of analysis conducted, there are several problems relate to the green open space in Bumi Tamalanrea permai settlement, so that the green development direction is a solution in order that availability of the green open space is still exist even though with the limited land.

Public green open spaces as space for social interaction, not only as physical needs but also expected to connect all members of the residents community in the settlement area regardless of social background, economic, and cultural. Rappocini district is an integrated residential area in ±923 Ha land. This district has various types of public green open spaces, i.e. five units of public parks and three units of public fields. Nevertheless, those all public spaces are not in best condition whether in functional and physical appereance. This research aims to identify the condition and availability of public green open spaces function. It also identifies the characteristics of people who visited public green open spaces in Rappocini District. This study used qualitative, quantitative and comparative approaches. The results of this research are most of the green public space services already fulfill the standard but they still need improvement in physical condition and maintenance.

This study determines the perceptions and preferences of visitors to the public space facilities in the Kota Mara. This research used qualititave and quantitative research. The numbers of samples of this research are 210. Samples selection used nonprobability purposive sampling technique by means of type purposive and accidental sampling. Data were collected by observation method and questionnaire with Likert Scale. Data analysis methods used was the frequency distribution analysis and multinomial regression analysis.This research aimed to khow how the characteristic of the visitors in Public Space of Kota Mara. The results of this study outlines that 1) Based on social characteristics of visitor Kota Mara is dominated by adult (17-25 years). The majority gender of visitor is male, background of educational is undergraduate student and the majority of background job is student. 2) Based on visiting characteristics of visitor Kota Mara are dominated by the visiting is not the first time, with the purpose of the visit to relax/hang out with friends or family, and the majority of the intensity of the visit is 2-7 times a week.
