Abstract

The Family Hope Program is a conditional non-cash transfer that aims to alleviate poverty in Indonesia. Sidorejo Village, Krian Sub-district has received PKH assistance since 2007, this research is intended to evaluate the implementation of the Family Hope Program in the education component in Sidorejo Village. The purpose of this study is to descriptively analyze the evaluation of the Family Hope Program on the education component in Sidorejo Village using Dunn's evaluation criteria which include effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research uses a qualitative approach with narrative analysis techniques. Data were collected through observation, documentation, and interviews with research subjects from the Sidoarjo Regency Social Service, Sidorejo Village Government, and Beneficiary Families of the education component in Sidorejo Village. The results show that the evaluation of the Family Hope Program in the education component in Sidorejo Village has been effective in improving the community's standard of living, as well as efficient and responsive in overcoming KPM problems. However, this study identified several obstacles in the implementation of the PKH education component in Sidorejo Village, namely data verification that has not been optimized, uneven distribution of aid funds, and inaccurate use of funds. The suggestions given are 1) The Sidorejo Village Government needs to validate KPM data, 2) The Ministry of Social Affairs needs to increase the allocation of aid funds, 3) The Sidorejo Village Government and PKH Facilitators need to collect data on school-age children, and 4) PKH Facilitators need to increase supervision of KPM. Program Keluarga Harapan merupakan bantuan non-tunai bersyarat yang bertujuan untuk mengentaskan kemiskinan di Indonesia. Desa Sidorejo Kecamatan Krian telah menerima bantuan PKH sejak 2007, penelitian ini dimaksudkan untuk mengevaluasi pelaksanaan Program Keluarga Harapan pada komponen pendidikan di Desa Sidorejo. Tujuan penelitian ini untuk menganalisis secara deskriptif terkait evaluasi Program Keluarga Harapan pada komponen pendidikan di Desa Sidorejo dengan menggunakan kriteria evaluasi milik Dunn yang meliputi efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis naratif. Pengumpulan data dikumpulkan melalui observasi, dokumentasi, dan wawancara dengan subjek penelitian Dinas Sosial Kabupaten Sidoarjo, Pemerintah Desa Sidorejo, dan Keluarga Penerima Manfaat komponen pendidikan di Desa Sidorejo. Hasil penelitian menunjukkan bahwa evaluasi Program Keluarga Harapan pada komponen pendidikan di Desa Sidorejo telah efektif dalam meningkatkan taraf hidup masyarakat, serta efisien dan responsif dalam mengatasi permasalahan KPM. Namun, penelitian ini mengidentifikasi beberapa hambatan dalam pelaksanaan PKH komponen pendidikan di Desa Sidorejo yaitu verifikasi data yang belum optimal, penyaluran dana bantuan yang tidak merata, dan ketidaktepatan penggunaan dana. Saran yang diberikan adalah 1) Pemerintah Desa Sidorejo perlu melakukan validasi data KPM, 2) Kementerian Sosial perlu meningkatkan alokasi dana bantuan, 3) Pemerintah Desa Sidorejo dan Pendamping PKH perlu melakukan pendataan anak usia sekolah, dan 4) Pendamping PKH perlu meningkatkan pengawasan terhadap KPM.

Abstract

Effective and responsive public services are the key to a country's progress, so service providers need to pay attention to several factors in increasing trust, community welfare and sustainable development. The Nganjuk Regency Government created a new breakthrough by holding the Simultaneous Movement to Complete Population Administration (Gertak Tunduk) for Nganjuk Residents which provided population administration services and activated Digital Population Identity (IKD) in all villages, sub-districts and sub-districts. This research uses descriptive research methods with a qualitative approach. The research focus uses the implementation stage theory of the innovation process according to Bland, et al., (2019) with the research focus at the Ngetos District Office. The data collection techniques used were interviews, observation and documentation. Data analysis was carried out by the author using data collection, data reduction, data presentation, and drawing conclusions. The results of this research are that the implementation of the Nganjuk Residents' Submissive Action innovation at the Ngetos District Office has gone well but is not yet optimal. The provision of resources in the form of financial support during the implementation of Gertak Tunduk, the placement of human resources with the existence of a data updating team, monitoring and evaluation that have been carried out helped researchers find out the obstacles in Ngetos District which are still far from the IKD achievement targets. Obstacles that arise include inadequate infrastructure, uneven training provision, unclear structures and mechanisms. The suggestions given by researchers are that infrastructure updates are needed in the form of additional laptop devices and KTP recording devices, socialization is needed for the wider community as a form of attracting public enthusiasm and steps to accelerate IKD achievements, a review is needed regarding the timeline and remaining targets for implementing the Nganjuk Residents' Subordination Action.

Abstract

Vulnerable groups such as people with disabilities and the elderly often find it difficult to access public services, such as e-KTP recording. Therefore, the Mojokerto District Population and Civil Registration Office innovated the Teman Dilan, which is an at-home e-KTP recording service for vulnerable communities. This study aims to analyze Teman Dilan Service Innovation in Mojokerto District based on Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 91 Tahun 2021. The type of research used is descriptive qualitative. Data were collected through observation, interviews, and documentation. Data were analyzed through data reduction, data presentation, and conclusions. The results showed that Teman Dilan Service Innovation has a novelty, which is recording e-KTP at home and has a difference in procedures with general e-KTP recording services, but is still constrained by terrain conditions. On the effective indicator, Teman Dilan innovation can increase e-KTP ownership and the community is satisfied with the service, although there are constraints on the number of officers and community conditions. This innovation is useful in improving the accuracy of population data and access to government programs, but social assistance is still uneven. On the easy to spread indicator, the design of this innovation can be adapted even though it has not been implemented by other institutions and the dissemination of this innovation through social media and village governments. Based on sustainable indicators, The Teman Dilan Service innovation is able to be implemented in the long term supported by the availability of budget and infrastructure. The main suggestion given is that the government needs to carry out regular control and evaluation to improve the performance of Teman Dilan Service Innovation.

Abstract

This research is intended to analyze community participation in the management of the Amburan reservoir as a source of meeting water needs in Kandangan Village, Gresik Regency. Furthermore, the research aims to explore the management process of the Amburan reservoir which is utilized in the form of independent self-help PAMSIMAS. As for the management of the reservoir, it is still not optimal, there are obstacles, namely when the dry season is prolonged, the water quality becomes cloudy and the reservoir recedes which has an impact on water availability. This research uses a qualitative approach descriptive analysis technique through indicators of community participation according to Cohen and Uphoff cited by Dwiningrum (2011) which includes participation in decision making, implementation, utilization, and evaluation. The data collection used through observation, interviews, and documentation then analyzed through data reduction, verification, and conclusion drawing. The results showed that the Amburan reservoir management activities through community participation were shown in the program planning process through initial idea discussions, then in the implementation of the community was willing to fund this program. The existence of reservoir management through the construction of PAMSIMAS provides benefits to the community because they can meet their water needs. The level of community awareness in attending evaluation meetings is still low and not well scheduled. So, supervision of the running of the program is also necessary. The suggestions for the village government and the management team can create a non-formal forum starting from a small forum between neighbourhood associations so that the community is willing to convey their responses, suggestions, or criticisms. Then conduct counselling to the community regarding the importance of managing water resources.

Abstract

Innovative governance is a change in policy or management practice that results in improvement in the quality, quantity and level of services provided by an organisation. Innovation in waste management into electrical energy is a new breakthrough in reducing residual waste contained in TPS 3R Jambangan. Even in developed countries, it has been widely applied to reduce the volume of waste. However, it is different from the application found at TPS 3R Jambangan because it still has obstacles such as limited human resources, the community is not interested and the machine is damaged. The purpose of this research is to describe innovative governance of waste management into electrical energy at TPS 3R Jambangan. In describing innovative governance of waste management into electrical energy using the theory put forward by (Anttiroiko et al., 2011), namely democratic, managerial, development and service functions of government. This research method is descriptive qualitative. Where data is collected using observation, interview, and documentation techniques. The data that has been collected is then analyses by reducing data, presenting data, and drawing conclusions. The results of this study are in innovative governance of waste management into electrical energy at TPS 3R. The democratic and managerial indicators are quite good, although not optimal. Meanwhile, the development is going well, and the service functions of government are not so optimal.

Abstract

Program innovation is an effort to meet the needs of the community in accessing public services. In particular, the public services needed by the community are public services in the field of population administration, so that city and district governments continue to be encouraged to innovate. One of the program innovations that has been launched by the Surabaya City Government is the Lontong Balap program innovation. However, in carrying out the Lontong Balap program, problems were still encountered during its implementation. The purpose of this research is to examine further the implementation of the Lontong Balap Innovation Program. The type of research carried out was descriptive-qualitative. This research uses six indicators that influence the success of policy implementation according to Van Meter and Van Horn (1975), including policy standards and targets, resources, characteristics of implementing agents, inter-organizational relationships, dispositions, and economic, social, and political conditions. The methods used in collecting data are interviews, observation, and documentation. Then it is analyzed through several stages, such as data collection, data reduction, data presentation, and drawing conclusions. The research results show that the implementation of the Lontong Balap program is good but still not optimal. Such as human resources such as trial judges, verifiers, registration, and making determinations. The provision for sub-district employees often causes input errors, monitoring and evaluation processes in each sub-district are not running well, and the socialization process that has been carried out has not reached all levels of Surabaya city society.

Abstract

PANRB Ministerial Regulation No. 91 of 2021 provides guidance on public service innovation within ministries or institutions, local governments, BUMN, and BUMD. One example of innovation in the realm of e-government in Indonesia today is the change from Electronic KTP to Digital KTP. The change from KTP-El to Digital KTP is accompanied by a considerable financial increase because it is no longer necessary to produce or distribute KTP blanks. The purpose of innovation is to increase the reliability and security of data collection while improving public services, namely making it easier for people to carry digital ID cards and update in real time, the purpose of this research is to find out the Implementation of E-government through the Implementation of the Digital Population Identity Application Program in Semampir District because it is one of the most populous sub-districts with the lowest IKD activation. The research method used is descriptive with a qualitative approach, based on the identification of success factors for e-government implementation according to Maulidhia, J. P. (2020). Data analysis techniques include data collection, data reduction, data presentation, and conclusion drawing. The results of the study, the role of the leader has been carried out well, so that employees feel responsible for their duties. Stakeholders, Semampir Sub-district has collaborated with the government sector quite well but with the private sector has not been able to work together. In terms of human resources, service employees are very adaptable to technology, financial resources, Semampir Sub-district proposes a budget related to wifi and computer maintenance, technology and information are needed to add SIAK computers to reduce long queues for IKD activation, in terms of the process of implementing e-government through digital population identity in Semampir Sub-district has an evaluation of the challenges faced and effective strategies to overcome them, in terms of goals and values need to consider the maximum benefits for all communities, in terms of regulations and government policies are quite responsive regarding questions about regulations.

Abstract

The Population and Civil Registration Office of Surabaya City created the Klampid New Generation innovation to facilitate administrative services for the community, which can be accessed independently or with assistance from District and Village operators. However, independent submissions are still quite low because people do not understand how to operate it and people are still comfortable making submissions through intermediaries of District and Village operators. This study aims to analyze the quality of population administration services through the KNG application. The research method used is descriptive with a qualitative approach, based on six dimensions of e-Government service quality (E-GovQual) from Papadomichelaki and Mentzas (2012) namely ease of use, trust, environmental interaction functions, reliability, content and appearance, and citizen support. Data analysis techniques include data collection, data reduction, data presentation, and conclusion drawing. The results showed that ease of use was met quite well with a simple and memorable website structure, although information on document requirements was not yet available. Trust is fulfilled quite well with adequate privacy and security protection, although without written consent. The interaction function of the environment shows adequate form filling assistance, but the online response format is missing. ervice reliability is met with good accessibility and timeliness of delivery. Website content and appearance are simple and easy to use, although information on requirements is not available in every menu. Citizen support showed responsive and knowledgeable staff, but contact information could be improved. The research suggests adding document requirement information in each menu and contact information, registering the application in the playstore and appstore, providing written consent for users, and updating the appearance of the application to improve the effectiveness and efficiency of KNG services.

Abstract

Keberhasilan pemilihan umum tidak terlepas dari adanya partisipasi masyarakat yang berdampak pada kualitas pemutakhiran data pemilih yang akurat. Surabaya menjadi kota dengan DPT terbanyak di Jawa Timur yakni 2.218.586 orang. Kondisi di lapangan, seringkali dijumpai masyarakat yang kurang kooperatif dalam pemutakhiran data pemilih. Penelitian ini bertujuan untuk mengukur pengaruh partisipasi masyarakat terhadap kualitas data DPT Pemilu 2024 di Kota Surabaya. Dalam penelitian ini, partisipasi masyarakat dianalisis berdasarkan pendapat dari Cohen dan Uphoff dalam Siti Irine (2009) meliputi participation of decision making, participation in implementation, participation in benefit, dan participation in evaluation. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik analisis data menggunakan software Smart PLS 3.0. Pengumpulan data penelitian ini melalui penyebaran kuesioner dengan sampel yang dipilih menggunakan teknik simple random sampling yakni sebanyak 100 responden dari DPT Pemilu Kota Surabaya. Temuan dari penelitian ini menghasilkan nilai r-square sebesar 0,785 dan f-square sebesar 3,643 yang menandakan adanya pengaruh variabel partisipasi masyarakat terhadap peningkatan kualitas data DPT Pemilu. Dalam penelitian ini, rekomendasi yang diusulkan oleh peneliti ialah masyarakat kota Surabaya harus lebih bersikap inisiatif, kooperatif, dan solutif terhadap pemutakhiran data pemilih di Pemilu atau Pilkada di masa mendatang.

Abstract

The implementation of a performance management system allows government organizations to manage employee performance from the planning, monitoring, to performance evaluation stages in an accountable and transparent manner. As an organization that plays a role as an ASN management organizer, BKPSDM Mojokerto District launched a performance management innovation. Suhita (Performance Data Count Upload System) is a website-based e-performance innovation that is useful as a facility for ASN in Mojokerto Regency Government in conducting performance planning to performance evaluation in a transparent and accountable manner. This study aims to describe how Suhita e-performance innovation in BKPSDM Mojokerto Regency. This research uses descriptive research with a qualitative approach. The focus of the research uses the theory of innovation success factors according to Luky (2019). The results showed that e-performance innovation through the Suhita website has not run optimally. In human resource indicators, leaders play a key role in encouraging and directing innovation. In technology indicators, the website used has a fairly high complexity. In organizational indicators, the implementation of innovation has been planned, organized, moved and controlled. In behavioral indicators, BKPSDM Mojokerto Regency has not succeeded in fostering the perception of ease of use of Suhita innovation. On the user satisfaction indicator, performance management innovation through the Suhita website only provides satisfaction for some users with certain positions. In the net benefit indicator, the net benefits of implementing this innovation are felt more by users with the position of personnel manager and performance appraiser. The suggestions that can be given include: 1) provide training for the innovation management team, especially innovation operators, 2) hold socialization with the target of all Suhita innovation users, 3) periodic coaching and evaluation, 4) simplify the appearance and Suhita website.
