Abstract

Stunting is a chronic nutritional problem caused by a lack of nutritional intake, especially during the first 1000 days when a baby is born, resulting in impaired growth in children. Many toddlers in Ngagel Village tend to lose weight, this is due to congenital diseases and lack of nutrition in toddlers. This condition is thought to be due to the low economic condition of the parents of toddlers due to the current economic uncertainty. Based on the problems and conditions experienced in the Wonokromo area, the Ngagel Rejo Community Health Center created an innovation which became a superior program, namely: Posyandu Stunting with the aim of reducing the prevalence rate of stunting in Ngagel Village. This type of research is qualitative research with a descriptive analytical approach that refers to the program evaluation model. The analysis technique used uses content analysis and discourse analysis. Data collection was carried out using observation, interviews and documentation techniques. The research findings show that (1) the Ngagel Rejo Community Health Center does not have a long-term plan related to Posyandu Stunting that has been formulated, (2) the Ngagel Rejo Community Health Center has carried out all activities related to efforts to reduce stunting in toddlers in Ngagel Village, (3) There are differences in toddler data stunting from the Ngagel Rejo Community Health Center and the Surabaya City Health Service. The author's recommendations that can be used as input from the results of this research are (1) To achieve zero growth stunting, the Ngagel Rejo Health Center needs a long-term plan related to Stunting Posyandu, (2) So that there are no differences in data from the Ngagel Rejo Health Center and the Health Service, it is important to provide an application or website that contains accurate stunting data.

Abstract

The Sumenep District Public Works and Spatial Planning Office is one of the offices formed due to the merger of regional apparatus organizations. The Building Arrangement Division is one of the fields in the office that was formed as a result of the merger. The merger can be a challenge for the Building Arrangement Division in carrying out its duties. The Building Arrangement Division has an activity program in the form of organizing building buildings in the Regency / City area, granting building permits and building function certificates. This research evaluates the Building Structuring Division of the Sumenep District Public Works and Spatial Planning Office, especially in 2022. The research method used is using descriptive research type, and using a qualitative approach. The focus of this research is using evaluation criteria consisting of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The data collection technique is using interviews, observation, documentation, with data analysis techniques in the form of data collection, data reduction, data presentation, and conclusion drawing. The results showed that the program activities of the Building Structuring Division in 2022, on the criteria of effectiveness, adequacy, responsiveness, and accuracy were well implemented. However, the criteria of equity and efficiency, especially information equity and time efficiency, are still not well implemented. Where, due to the lack of information / socialization from the Building Structuring Division about building permits and certificates of fitness for function, and the slow response of applicants in making building permits or certificates of fitness for function, the achievement of the target performance indicators of the Building Structuring Division is less than the desired target

Abstract

The increasingly complex development of digitalization has made the government continue to develop electronic government as a form of accelerating bureaucratic reform. This applies to the Surabaya City Public Housing and Settlement Areas and Land of Surabaya City which has developed service innovations in the form of the E-Rusun platform. This technology-based platform or application is designed based on the needs of local governments to improve the quality of public services. One of the public services which is the task of DPRKPP is the management of flats with all the complexities faced, especially the administration of service administration. The presence of the E-Rusun platform is intended so that the community (users) get easy access to services without having to go through offline services. Furthermore, in the context of improving service quality, researchers want to sharpen the usefulness and impact of services that have been implemented through the E-Rusun platform in a study with a focus on innovation management used by E-Rusun platform developers. This research uses a qualitative approach with content analysis techniques. Content analysis is used to be able to sharpen each substance that will be reduced and compiled in the content analysis. The analysis was then carried out by building a content analysis matrix to get positive and negative sentiments from each substance of information obtained from sources and other supporting data. Data was collected through interview instruments, observation and documentation. The results of the analysis show that the application of E- Rusun application innovation in DPRKPP Surabaya City is good, it is proven by the improvement in the quality of flat management services in Surabaya City as seen from the number of services served: such as registration of flat permits/leases and flat payments faster and easier. However, the analysis also found technical problems such as: lack of understanding of the community in accessing the application due to the lack of socialization provided by DPRKPP Surabaya City. Thus, the recommendation that can be given by researchers is that the DPRKPP of Surabaya City needs to increase socialization to the community, especially flat residents.

Abstract

Efforts to modernize public service activities have become a goal for the government to reduce the phenomenon of bureaucratic pathology. Such as through the use of technology in the form of electronic government. The e-government that the Surabaya City Government is pursuing, namely licensing services, is presented in the form of the SSW Alfa website. The aim of this research is to describe and analyze the implementation of online based licensing services through SSW Alfa in the one stop integrated service unit (UPTSA) in Surabaya City. The method used is a qualitative descriptive method. The focus of this research uses the theory of electronic government success factors according to (Hafid, 2017). The research method used is descriptive with a qualitative approach. This research was conducted at UPTSA Surabaya City using observation, interview and documentation techniques. This research uses narrative analysis techniques including data collection, data reduction, data presentation and drawing conclusion. The research results show that the application of SSW Alfa operates well, making it easier for applicants to apply for permits. However there are still several problems that need to be fixed, such as an error on the website server so that the proposed service experiences delays in processing files, as well as the use of double website servers to accomodate files that cannot be uploaded via SSW Alfa. Based on the research results, the suggestions given are 1) Surabaya City Diskominfo needs to improve the system so that it is able to accommodate all files via SSW Alfa, 2) Surabaya City DPMPTSP needs to integrate permit services so as not to use multiple systems, 3) Technical Regional Apparatus needs to make adjustments so that processing is systemized through SSW Alfa.

Abstract

Program Roti 7 Lapis (Response Time 7 Menit Layanan Pemadaman Gratis) bertujuan untuk mengurangi statistik kerugian kebakaran dengan menggunakan percepatan waktu tanggap jadi tujuh menit yang diselenggarakan oleh petugas pemadam kebakaran. Namun dalam penyelenggaraannya terbisa beberapa kendala yang bisa menghambat jalannya program. Dengan demikian, dilaksanakan penelitian ini yang bertujuan untuk menganalisis efektivitas Program Roti 7 Lapis (Response Time 7 Menit Layanan Pemadaman Gratis) di Dinas Pemadam Kebakaran dan Penyelamatan Kota Surabaya. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teori yang digunakan yaitu teori efektivitas program menurut Annas (2017) yang mempunyai tujuh indikator, yaitu ketepatan waktu, sumber daya manusia yang mengelola program, mekanisme kerja yang baik, kerja sama dan komunikasi antar tim, penyaluran dana yang benar, tidak adanya penyimpangan serta monitoring dan evaluasi. Data penelitian dibisakan melalui observasi, dokumentasi dan wawancara. Hasil penelitian menunjukkan bahwa Program Roti 7 Lapis (Response Time 7 Menit Layanan Pemadaman Gratis) di Dinas Pemadam Kebakaran dan Penyelamatan Kota Surabaya sudah dilaksanakan dengan efektif. Namun masih terbisa kendala yang berpotensi untuk menghambat waktu tanggap tujuh menit, maka dari itu saran yang bisa diberikan peneliti untuk mengoptimalkan efektivitas Program Roti 7 Lapis yaitu dengan melakukan mentoring kepada masyarakat melalui telepon 112 untuk melakukan penanganan pertama sewaktu petugas pemadam kebakaran dalam perjalanan menuju lokasi. Selain itu, pendidikan dan pelatihan petugas pemadam kebakaran bisa dijadwalkan lebih rutin secara mandiri untuk mengasah keahlian dan keterampilan petugas pemadam kebakaran.
