Abstract

Coal ash was included in Hazardous and Toxic Waste (LB3). It required manage seriously so it was not warm to environment and human’s health. LB3 management becomes an obligation for the industry which producing itself. This condition becomes a burden to industry itself due to the waste utilization project often regarded as the high-cost investment projects or less profitable. This study aims to conduct an economic assessment of pilot- scale projects in bottom ash utilizing to support the clean industry strategy. The study mixed coal bottom ash with biomass from municipalities solid waste (MSW), called bio-coal fuel (BCF). These raw materials were combined by a composition of 60%:40% weight (bottom ash: biomass) to be briquette by adding amylum as a binder. This study used the benefit-cost analysis approach to assess economic feasibility. Tree indicators used in this study were net benefit-cost ratio, payback period, and return on investment. These indicators provided the company policy to continue or stop this project. The finding study showed air emission test under emission standard and burning test did not disturb to boiler perform. Financial calculation showed that the company got a payback period and net benefit from ninth year. The company also achieved a net B/C ratio was more than one, and ROI was 1.09 times in ninth year. Abstract

This study investigated the impact of the Indonesian tax administration reform on tax compliance and tax revenue. This study employs provincial-level data obtained from two main sources: Directorate General of Taxes (DGT) and Indonesia Statistic, and I applied multiple regressions with a fixed-effect model. The results show that individual taxpayer compliance was positively affected by the tax administration reform. Tax revenue, however, was negatively affected by the tax administration reform due to DGT’s productivity problem meaning that tax potency did not affect tax revenue after the tax administration reform completed. The findings identify several areas for improvements and suggest several policy implications. First, improving administration in Small Taxpayer Office (STO) especially for individual taxpayers is needed. Second, tax revenue strategy focusing on individual taxpayers is required to materialize improvement in individual taxpayer compliance into tax revenue. Third, problems in productivity suggests that DGT should improve its input side by improving law enforcement, widening delegated authority, and increasing budget allocation.

Abstract

Lake Maninjau in Agam district has played a significant role for the livelihood of people in West Sumatera. This lake has been utilized for many purposes. Unfortunately, this utilization did not regard the environment. As a result, the lake becomes polluted and lose its economic value. One of the primary dilemmas in Lake Maninjau is the presence of floating net aquaculture. This activity has contributed not only to local income but also to social conflict. Thus, this article will analyze the problem of the lake management and the role of local community in Lake Maninjau. This paper is based on research report “Optimalisasi Pemanfaatan Danau Secara Multifungsi untuk Pembangunan Daerah”. Questionnaires and participative observation were applied to collect the data. Besides, researchers conducted several interviews and focus group discussion. The result showed that the local community has a positive environmental attitude, but there is a gap in their actual behavior. Finally, lack of support in term of surveillance, regulation, and cultural aspect become prominent factors to the ineffectiveness of lake management in Lake Maninjau.

Abstract

National development in education is essentially carried out in order to improve the quality of human resources. In practice, this is established in a series of programs and activities involving the central and regional governments related to authority and funding capacity. One of the efforts to reduce fiscal inequality in education, the central government allocates Special Allocation Fund (DAK). This paper analysed the planning and implementation of the Special Allocation Fund 2019 for physical assignment in education from the perspective of development evaluation. This study is a descriptive research uses a mixed method (qualitative and quantitative) with numerical data even secondary and primary. Data collection was obtained through discussion and questionnaires. The study also analyse news analysis by using Intelligent Media Monitoring (IMM) tool. The results of the study found several obstacles, including: disparity in the ability of human resources in preparing proposals as well as differences in information accessibility between vocational high school (SMK) managers in urban and rural areas, budget planning is not optimal in the Special Allocation Fund proposal, Student Practice Room (RPS) is not optimal due to the unavailability of practical equipment and equipment, determination of the allocation does not fully reflect the magnitude of the needs of school accreditation, and lack of transparency and public audits in the management of Special Allocation Fund of Education Sector. Some recommendations that can be given to improve the implementation of Special Allocation Fund on Physical Assignment for Educational Sectors are: capacity building for government employee, equal role between the Ministry of National Development Planning/ National Development Agency and the Ministry of Finance in determining allocations to regions, involving the Ombudsman in supervision for the prevention of maladministration, improving coordination and one gate report; building a joint monitoring and evaluation system.

Abstract

Recent research states that relationship between inflation and economic growth is not linear. When inflation exceeds threshold, it will negatively affect economic growth. This study aims to investigate a linear and non-linear relationship between inflation and economic growth in Indonesia using provincial panel data. Linear relationships are tested using a fixed effect panel while non-linear relationships use the threshold fixed effect panel. Linear relationship of inflation in Indonesia has a negative effect on economic growth as well as government expenditure ratio growth and population growth, while investment growth and economic openness growth have a positive effect on economic growth. When conducting non-linear test, inflation in Indonesia negatively affected economic growth when it exceeded 9,57 and 9.59 percent. Meanwhile, when inflation exceeds 5.09 percent, economic growth in Indonesia has slowed. Inflation control policies must still be done to reduce the adverse effects of inflation, because high and fluctuating inflation is not good for the economy. This study advises stakeholders such as Bank Indonesia (BI) and the Regional Inflation Monitoring and Control Team (TPID) to be cautious when inflation starts to exceed 5.09 percent and be alert when inflation exceeds 9.57 percent and 9.59 percent.

Technological development in the financial sector has developed in recent years and affected to change people’s behavior in financial transactions. This can be a solution to the financial problems faced by MSMEs. The limited ability and knowledge possessed by SMEs were recognized by Financial Technology (Fintech) institutions and they tried to synergize with the cooperatives to overcome these problems. This study aims to find out the synergy carried out by Fintech institutions with the cooperatives, and their impact on MSMEs, cooperatives and Fintech institutions, especially in West Nusa Tenggara (NTB). This study used a qualitative analysis and quantitative descriptive. The results show that there are two cooperatives in NTB that synergized with Fintech institutions namely Koperasi Mitra Dhuafa (Komida) with Fintech Mekar, and Koperasi Tani (Koptan) Wira Singe with Fintech Mandiri e-cash. Fintech Mekar provides applications as a medium for meeting investors and borrowers. Komida facilitated its members to obtain a loan funded by Fintech Mekar, while Fintech Mandiri e-cash, a Fintech payment similar to cellphone accounts, cooperating with Koptan Wira Singe helped Bank Mandiri to educate and facilitate its members to be able to access Mandiri e-cash. From this collaboration, both Fintech, cooperative and member institutions have a positive impact in the form of returns, increased number of customers, capital assistance, increased sales and profit transactions, increased number of business relations, and financial literacy.

Abstract

Small Micro Enterprises (MSEs) are populist businesses that have the potential to continue to be developed. To develop the business, MSEs should increase the product capacity needed so that it is requiring much capital. Lack of capital and the ability and knowledge MSE managers make MSEs unable to keep up with changes in customer satisfaction and global competitiveness. The purpose of this study is to analyze the factors that influence the low access of MSEs to capital resources in West Sumatra Province using the logistic regression method. The results of the study indicate that MSEs incorporated in cooperatives have three times greater opportunities to gain access to capital from formal financial institutions compared to businesses that are not members of cooperatives. MSEs that have a business development plan is twice as likely than other businesses that do not have a development plan can access capital from formal financial institutions. From the results, it can be seen from MSEs whose managers are male, less education than high school, locations in rural areas, that work more than five years and have more money to get funds from formal financial institutions.
