Abstract

Lack of infrastructure is one of the major challenge for improving investment in Indonesia, especially in electricity. Investment in this area is very much capital-intensive which is hardly fulfilled by the sole government budget. This circumstance initiated the government to cooperate with the private sector under the scheme of public- private partnership (PPP). This is a qualitative-study based on secondary and literature study to examine the trends, performance and potential impact of electricity investment under PPP. The study shows that regardless of the economic benefits of this scheme, the social cost may need to be considered as infrastructure plants interacted with the livelihood of people living in the area that raises the resistance and the environmental cause in order to find a win-win solution for all parties Involved.

Abstract

The Regional Development Unit (RDU) strategy followed by the service center of each RDU used by the Provincial Government of East Java stated in its local regulations about Spasial Plan is suspected to be unable to reflect the real conditions. This study examines whether the indicators of development results, using the 2012-2013 Sustainable Development Indicators, can form a clustering or polarization of development in East Java Province. It indicates the absence of any proper alignment between the service center Satuan Wilayah Pembangunan (SWP) with the growth clusters formed. This study concludes that in East Javav, cities and some counties can at least be used as service centers which are areas with high development indicators. Using Sustainable Development Indicators based on their achievement levels, it can classifies districts/cities in East Java Province. This study also provides the constituent indicators of the formed clusters for 2012 and 2013 in each district/city in East Java Province.

Abstract

The analysis on manufacturing sector mostly focuses on economic valuation such as output, value added, and employment, but few studies attempt simultaneously to analyze economic, energy consumption and carbon dioxide emissions (CO₂). We applied the graph theory to select the dominant industries based on selected criteria. We found that food industry became a dominant industry. However, none industry was dominant for the all criteria. This implied that pro growth is not always similar with pro environment, even the two criteria can be conflicted one and another. We argue that different characteristics of industry need to be considered in evaluating industry performance. Finally, in terms of policy intervention, we suggest government to construct intensity indicator and to develop broad policy framework in enhancing energy efficiency.

Abstract

This paper analyzes performance of the Indonesian electricity sector. The sector is a key factor that could facilitate and accelerate an economy’s competitiveness. Unfortunately, by using descriptive analysis, this paper shows the performance of the Indonesian electricity sector left behind those in its several Asian neighbors. Main policy challenge that need to be addresed is to push the government capability and commitment to develop and manage power plant to increase power supply. In the midst more limited government financial capacity, one possible solution is to encourage private sector to participate in the development of power plant through public private partnership (PPP).

Abstract

The objective of this study is to determine the impact of Intellectual Property Rights (IPR) policy on the cooperation performance of agricultural licensing. The result of the study shows that in the period of 2005-2015 the number of cooperation agreements conducted by IAARD were 140 cooperation consisting of Patents (63 agreements), PVT (53 agreements) and Trade Secrets (24 agreements). The work unit of IAARD which has done the most licensing cooperation is Indonesian Center for Agricultural Engineering Research and Development (ICAERD) of 27 licensing agreement, followed by Indonesian Center for Land Resources (25 licenses), Indonesian Center for Horticulture Research and Development (24 license), Indonesian Center for Food Crop Research and Development (18 license), Indonesian Center for Rice Research (14 licenses) and Indonesia Center for Estate Crop (13 licenses). The number of companies that have entered into licensing agreements are 37 companies with the highest number of commodities / problem areas of fertilizers and land resources, horticulture, food crops, plantations, agricultural mechanization and biotechnology. Up to 2015 IAARD manages the royalty of licensing cooperation of Rp. 3,515 billion. The work unit that contributes the largest royalty is Indonesia Research Institute for Spices and Medicine Rp. 2,246 billion, and followed by Indonesian Research Institute for Ornamental Crops Rp. 1.177 billion. Constraints faced in licensed cooperation among others are technological performance that is not ready to be developed, limited market, human resource capability in receiving knowledge transfer and regulation obstacles.

Abstract

Electricity supply limitation and government budget constraint, State needs to encourage private involvement for supporting infrastructure development. Private participation through Independent Power Producer (IPP) had been implemented since 1990s, and to reduce business’s risks government has transformed IPP scheme into Public Private Partnership (PPP) since 2010. Unfortunately, the power plant project (2.000 MW) as part of PPP’s project has not been built since it first launched in 2011. This study based on field research in 2012 and conducted in two provinces, DKI Jakarta and Central Java. Primary and secondary data were used to analyse implementation of PPP in electricity sector, particularly identifying obstacles, problems, implementation issues, and policy recommendation. Primary data collected through in-depth interview with key institutions and Focus Group Discussion (FGD) which represented stakeholders. Using development economics, public economics and institutional economics approaches, the result explained through descriptive qualitative analysis. The finding shows that PPP implementation has remained stagnant caused by non-technical factors such as complexity of procedure and bureaucracy in Central and Local Government, society refusal of the project, land speculator, conflict politic of power between two local governments, and limitation of AMDAL process. Meanwhile for non-technical constraints are the widening gap on understanding PPP concept among stakeholders, financing issue between government budget source and PPP scheme, political economy in regions, and difficulty to maintain private’s commitment. The policy options to boost PPP implementation can be done through setting up particular team involving academics sector for land accusation; creating land- value-index for infrastructure; strengthening capacity of PPP centre and stakeholders; harmonizing regulation; and encouraging to prepare PPP document professionally.

Abstract

Increasing portion of foreign ownership in Indonesia Capital Market bring about debates on either advantage or disadvantage on the economy. On one hand, foreign ownership would induce higher dependency of the economy to the external global. Shocks, subsequently increase domestic risks. On the other hand, foreign ownership resultst on more investment and liquidities for the country that would be giving long term benefits through capital acceleration. This study examines impact of foreign pwnership and its risk to the capital market, as indicated by dynamics of capital market's volatility of Indonesia (BEI). Employing EGARCH(1,1) model, the study finds that Indonesian capitla market is intensively integrated to the world market, especially regional market of Asia compared to the US. Morever, by using OLS model to analyse factors affecting volatility of the market, the results show that along with increasing foreign trading frequencies would lead to positive impact on volatility. In other words, increasing foreign ownership would give less volatility in capital markets and therefore shows characteristics of stabilizing. Other variables are also indicated as factors affecting voaltility of markets, namely interest rates, exchange rate, and previous return.
