Indonesia is one of the largest archipelago countries in the world therefore it has a great potential as a marine fish producers. However, this potential can not be fully utilized by the fishing communities, so they are known as the most impoverished communities. This study discusses the relationship between structural constraints and capital scarcity faced by fishermen and their implications on economic and social behavior of the poor level of fishermen. This article is based on primary study of the Financing Fisherman conducted by the researcher during the period of 2012-2014. Source of data is collected from in-depth interview, focus group discussions, and direct observation on the fishermen communities along Java, Sumatera and Sulawesi islands coasts. The findings show that structural constraints and scarce of capital have encourage fishermen to develop specific socio-economic behavior to survive and support their incomes. These specific behaviours have caused ineffectiveness of the government policies to increase welfare.

This paper empirically examines the relationship between household debt and household consumption growth in Indonesia using the ARDL model. This paper employs quarterly time series data on Indonesian household consumption expenditures and household debt from 2002 to 2017. The results of regression analysis showed negative relationships between household debt and consumption growth in the long run, while positive linkage was found in the short run. Specifically, in the long run, a 10 percentage points increase in household debt was associated with decreasing household consumption growth by 6 percent. In contrast, in the short-run, a 10 percent increase in household debt was associated with increasing consumption growth by 29 percentage points. Thus, although the effect of household debt on consumption growth is positive in the short term, it is negative in the long term. Interestingly, the positive effect is seen to decrease when the ratio of household debt to GDP is above 12.2 percent.

This paper analyzes the opportunities and challenges for cooperatives (KSP) to participate in KUR program. By using descriptive analysis, it was found that cooperatives can play a significant role in improving the outreach of KUR on the basis of proportional sectoral and geographical distribution. However, this paper also emphasizes that efforts to invole cooperatives in the program should be implemented carefully. KUR is a banking product in which its implementation must be in line with microprudentials regulatios. Cooperatives need an adaptation period to comply with KUR’s rules and regulations. Main policy challenges that need to be addressed is to simplify complex subsidy payment mechanism. The government needs also to develop selection criterias to appoint competent cooperatives to engage in the KUR program. It is recommended that participating cooperatives should meet the following criterias: First, having strong assets and capital structures. Second, having experience in managing productive microcredit loans. Third, promoting productive microcredit professional human resources. Fourth, developing IT (Information Technology) infrastructure.

MSMEs have an important role as the economic representation for the majority of Indonesian of people. However, nowadays the position of UMKM is relatively weak. One source of the problems that hamper the development of MSMEs is that lack of access to business financing, especially from the banks. In fact, banks provide more credit to middle and large business groups rather than to MSMEs. This study is expected to provide inputs for development authority/government. The method of analysis used in this study is descriptive-qualitative to explain the condition of MSMEs and their financing problems as well as the other problems. The result of the analysis will become a basis for recommendation for MSMEs development improvement. Although MSMEs is the majority of business actor in Indonesia, they have limited access to capital, especially credit from Banks, in which they only get about one-sixth of the national credit share. In fact, in 2013 MSMEs only obtain 3 percent of national credit share. The effort to develop financing scheme for MSME that met requirements of “financial inclusion” is necessary to accelerate quality development. The structure of GDP that are controlled by few parties poses a threat to the development objectives and to the State’s existence. Therefore, it is necessary to have priority on policy particularly on the improvement of access to financing and the expansion of MSMEs capacity.

This research aims to detect early indicators of conventional banking and Islamic banking crises, identify the longest period of crisis between the two banks and compare the stability between the two. The method used is the Markov Switching Vector Autoregressive (MS-VAR) approach, where the advantage of this approach is the threshold value of the crisis index (threshold) is an endogenous variable in other words the crisis period and the duration of the crisis is part of the estimation results. Leading micro indicators for conventional banking are cash ratio and leading macro indicators for conventional banking are interest rates. While the leading micro indicators for sharia banking are bank deposits and cash ratios as well as leading macro indicators for sharia banking, namely interest rates, inflation, domestic credit, money supply and current account/gdp. The Z-score of conventional banking is higher (10.98) than the Z-score of Islamic banking (9.93) meaning that in general conventional banking is more stable than Islamic banking. But the longest distress period experienced by conventional banking is around October 2014–January 2016 while the period of Islamic banking distress around January 2008 December 2008

The Economic growth of Central Java Province from 2015 to 2018 experienced a slowdown compared to other provinces in Java. One of the main focuses on improving the economy is fiscal decentralization which is manifested in the form of village funds. This is in line with one of nine development priorities for the next five years agendas, or so- called Nawacita, namely to develop Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state. The village funds data from the Ministry of Finance shows that Central Java Province receives the largest village funds each year, but this does not necessarily increase economic growth in the recipient districts. In addition to the economic growth policy, the government also plans through investment and government spending. The purposes of this study are to determine the effectiveness of the village fund budget and the effect of the realization of village funds, capital expenditure, goods and services expenditure, and the level of open unemployment on economic growth. The method used in this study is the panel data regression analysis method with the research locus of 29 districts receiving village funds in Central Java Province from 2015 to 2018. The results of the study using the selected panel data regression model that is the Fixed Effect Model FGLS SUR show that all independent variables influence significantly to economic growth (GRDP). The variable realization of village funds and goods and services expenditure has a significant positive effect, while the variable realization of capital expenditure and the variable open unemployment has a significant negative effect on economic growth (GRDP).

The study investigates the impacts of the COVID-19 pandemic on global oil price, global food price index, meat, and sugar commodity price index using vector error correction (VECM) model covering the sample period of 1st April 2020 to 31st August 2021. Data were collected mainly from WHO, FAO, and Macro Trend Websites. The result from VECM model indicates a strong cointegration relationship among the variables. In the short run, global oil price, meat price index, and sugar price index are negatively and significantly related to the COVID-19 pandemic. In the long run, the prices of these variables do not follow to the others, but there is negative reaction of global oil prices to meat and sugar price index. The COVID-19 pandemic increased the meat and sugar price index, but not significantly at the 5% level

Does the pandemic of COVID-19 have persistent or transitory effects on Indonesia’s economy and fiscal capacity? This article addresses the empirical answer to this question by conducting unit root tests on time series data of Gross Domestic Product (GDP), income tax revenue, Value-Added Tax (VAT) revenue, the ratio of income tax revenue to GDP, and the ratio of VAT revenue to GDP covering the period from 1984 to 2019. The results find the presence of unit root process in these time series which imply that the shock from the pandemic may persistently lower the path of economic output and fiscal capacity of Indonesia.

This study has two aims. First, find and understand the root cause of the high unemployment rate in Banten Province. Second, formulate alternative policies that need to be carried out by the government to facilitate the reduction of the unemployment rate in Banten Province. The method used in the form of quantitative analysis using panel data regression equation with the Fixed Effect Model (FEM) approach. The estimation results of the model given by the White Robust Standard Error show that in-migration is the only variable that has a significant effect by causing an increase in the unemployment rate. The alternative policies that can be implemented to solve the problem of unemployment in Banten Province are the development of incentive-based labor-intensive industries in the northern region, development of the agricultural sector based on technology and infrastructure in the southern region, and job creation through the development of the informal secto
