Abstract

Smoking is one of the biggest health problems in Indonesia. One of the problems caused by smoking is a decrease in one’s cognitive abilities. The number of smokers in Indonesia is always increasing from year to year. According to the Basic Health Research (Riskesdas) data in 2018, the number of smokers aged over 15 years old was 33.8% with the 62.9% of smokers being men and 4.8% of smokers being female. This research aims to analyze how much influence smoking status has on a person’s cognitive abilities. The authors use longitudinal data from the Indonesian Family Life Survey (IFLS), which follows data from 7,970 individuals aged 15 and over from 2007 (IFLS 4) to 2014 (IFLS 5). Using panel data regression with a random effect model and controlling for socioeconomic characteristics and trends effect, the results show that being a smoker has a negative and significant effect on a person’s cognitive abilities. The results also show that being a smoker is associated with lower cognitive levels of 0.1 Standard Deviation (SD) compared to nonsmokers. When the smoking status was broken down according to the level of addiction (namely light, medium, and heavy smokers), the effects of cognitive decline became bigger, respectively 0.08, 0.11, and 0.25 SD.

Abstract

This paper examines whether Indonesia needs a Health Endowment Fund (HEF) to find the efficiency and effectiveness of the health cover fund. Since 2014, Indonesia has officially implemented the National Health Insurance (NHI or Jaminan Kesehatan Nasional/JKN) according to Law No.40/2004. The implementation of NHI is technically managed by Health Social Insurance Administration Organization (HSIAO), also known as Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan. Since 2014, the trend of people living with non-communicable diseases (NCDs) hasincreased between 2007and 2014. This trend may lead to future consequences of potential fin ancial deficits for HSIAO. Furthermore, many countries, including Indonesia, have been facing fiscal shock due to recessions from the COVID-19 pandemic and increasing deficits from health insurance claims. By employing secondary data IFLS4, IFLS5, and BRIN survey data in 2020, this study investigates the effect of NCDs on household expenditures to assess the need for HEF in Indonesia. Using regression analysis, the result showed that NCD was associated with household’s per capita expenditure and access to health care. Moreover, NCDs harm subjective health status. Therefore, HEF may be a long-term solution for the financial burdenthat HSIAO may face mitigating fiscal shock for the government budget.

Abstract

The farmer card program had been launched since 2016 in the Java region, but its implementation had not shown significant progress until now. The objective of this study is to analyze the farmers’ perception of the farmer card program in supporting the distribution of subsidized fertilizers. The results of the analysis using the Weighted Average Index (WAI) showed that there were some strong and weak factors of farmer’s perceptions of this program. The farmers gave a strong factor in their perception about the certainty of obtaining subsidized fertilizers and the ease of obtaining subsidized fertilizer by using the card. However, the farmers also had a strong factor in their perception that the farmer card program wqs not well socialized and had difficulty using the card. On the other hand, the analysis also found that farmers had a weak perception of using farmer cards. This was because the use of farmer cards was not compulsory for the farmer, and there was a lack of promotion from the local kiosk in using the farmer card to obtain fertilizer from local fertilizer distributors. The main problem in implementing farmer card was the lack of awareness from the farmer to use them, difficulties in using the card, and the use of this card was not being required by the local government. To make farmer card program successful, we recommended to implement it as a national program, enhance cooperation and common views among the parties, provide the availability of a communication infrastructure network, and socialize it more comprehensive and planned.

Abstract

Indonesia has abundant marine and fisheries resources. This potential will have a greater impact if the availability of infrastructure in the capture fisheries sector has an optimal role. In fact, infrastructure needs and its availability have a non-linear relationship,  therefore, the role of government and the private sector is crucially needed in accelerating the establishment of infrastructure. This study was conducted to analyze the role of government and the private sector in the provision of capture fisheries infrastructure which located in Bitung, North Sulawesi. Data was obtained by using indepth interviews, focus group discussions, and field observations. Analysis is carried out qualitatively with primary and secondary data collections. The results show that the private sector still have lack of involment in providing theinfrastructure such as self-interest terminals (TUKS), cold storage, ice factories and utilization of the area as a place of operation for fish processing units. Hence, there should be a collaborative mechanism between government and private sectors to provide sustainable infrastructure.

Abstract

A previous study has shown that households with both the head and the spouse joining the labor force tend to exit from poverty. In Indonesia, women that actively participated in labor market were relatively small, only around 50% in 2017. Meanwhile, most of the women in Indonesia were married in 2017. A husband was one of the factors affecting their wife’s decision to participate in labor market. This study investigates married women’s employment conditions and the effects of husband’s occupation and education on their labor market participation. The research sample consists of women aged 15-year-old and above, married, and living with their husband. We found that the higher the husband’s education, the lower married women’s probability of participating in the labor market. Husbands with an informal occupation increased married women’s probability to be in the labor force.

Abstract

Poverty and income inequality are still the major problems faced by Indonesia. Some scholars argue that economic development in the country had created a trade-off between economic growth and distribution. The conventional distribution approach seems to fail in overcoming these two problems. Hence, introduction of zakat mechanism is highly needed as an alternative approach to solve the problems. This paper aims to discuss role of zakat in reducing poverty and income inequality. The result shows that: First, there is a significant gap between potential and realization of zakat in Indonesia. Second, the official zakat institution has not played the important role in fundraising of zakat, because there are still many zakat payers which use the unofficial zakat institution. Third, the allocation of budget to support the productive zakat is still limited because of some obstacles faced. However, the presence of zakat programmes has reduced the poverty incidence and income inequality of zakat receivers.

Abstract

This study aims to investigate the effects of FDI spillover on labor productivity of the firms in the five priority manufacturing sector industries in Indonesia, namely food and beverages, textiles, wearing apparel and footwear, chemicals and pharmaceuticals, electronics, and automotive and transport equipment industries. Using firm- level data from 2000 to 2015, we find positive effects in the horizontal spillover, which measure the presence of foreign firms on the labor productivity of local firms in the same industry. However, the effects of FDI on the labor productivity of domestic in backward spillovers shows negative results, which means foreign buyers, fail to give benefits to domestic suppliers. Moreover, the relationship between foreign suppliers and domestic buyers in the forward spillovers also show negative effects. These findings are also in line when the analyses are disaggregated into each industry, except for the electronics industry. Based on the different results of the three spillovers, our findings suggest that the FDI spillover has not provided comprehensive benefits for local firms.

Abstract

Government policies in the form of input subsidies have become an essential instrument for improving the performance of the agricultural sector and overcoming the limitations of resources owned by farmers. However, there are still questions about how effective this policy can be in boosting agriculture performance. This study aims to examine the impact of channeling input subsidies on agricultural productivity. Using the 2014 Agricultural Census microdata, 26,079 rice farm households were included in the analysis. Propensity Score Matching (PSM) is used to examine the impact of input subsidies on agricultural productivity represented by the productivity of rice farming. PSM was chosen because it can overcome the selection bias that could potentially arise in the analysis process. The analysis showed that the PSM model succeeded in reducing bias and confirmed that input subsidies had a significant effect on the productivity of rice farming. Thus, the input subsidy policy is an important and relevant instructor to improve the performance of the agricultural sector.
