Abstract

ABSTRAKPenelitian ini dilakukan untuk mengkaji dan menganalisis implementasi kebijakan penanggulangan gelandangan dan pengemis di Kabupaten Demak berdasarkan Peraturan Daerah Nomor 2 Tahun 2015. Dan berupaya menemukan faktor-faktor/elemen krusial yang mempengaruhi jalannya implementasi kebijakan berdasarkan teori George Edwards III dan Mazmanian dan SabatierFakta-fakta dilapangan dikumpulkan dengan metode kualitatif- deskriptif, yang dilakukan dengan wawancara langsung, analisis data sekunder dan pengamatan lapangan.Hasil penelitian menunjukkan kebijakan yang digunakan untuk menangani gelandangan dan pengemis di Kabupaten Demak sebangun dengan penanganan Tuna Sosial/PMKS pada umumnya. Dilakukan melalui dua pendekatan,yakni kelembagaan dan non-kelembagaan. Pemerintah juga meningkatkan pembinaan PMKS dan memberikan program PKH, P2FM dan UEP Melalui KUBE untuk memberdayakan gelandangan dan pengemis purna bina. Selain itu faktor penting George Edward III juga, sadar atau tidak sadar, telah terpenuhi oleh Pemerintah Kabupaten Demak meskipun belum sempurna. Sedangkan dari variabel Mazmanian dan Sabatier, kendala dapat ditemukan di beberapa indikator setiap variabel. Ketidaksempurnaan menyebabkan belum berhasilnya kebijakan ini dilaksanakan di Kabupaten Demak dalam rangka menyelesaikan masalah gelandangan dan pengemis. Dalam menganalisa kebijakan ini, model Mazmanian dan Sabatier lebih menjawab permasalahan dibandingkan model milik Edwards III, hal tersebut tak lain karena penyertaan unsur eksternal oleh Mazmanian dan Sabatier.Tindakan yang disarankan untuk menyelesaikan masalah kegelandangan adalah membuat kebijakan dan melakukan tindakan (pelaksanaan) dengan memperhitungkan elemen eksternal, terutama masalah penyebab kegelandangan itu sendiri dengan pendekatan ekonomi-politik-struktural. Serta membuat program pemberdayaan purna bina yang berorientasi pada productive value, dan tidak sekedar exchangeable value.Kata Kunci : Kebijakan Publik,Penanggulangan, Gelandangan dan Pengemis

Abstract

Dieng merupakan suatu kawasan potensial yang memiliki keberagaman objek wisata alam maupun budaya. Dalam mempertahankan kelestarian cagar budaya serta kondisi alam yang memilikikeunikan tersendiri. Maka dilakukanlah suatu kemitraan antara Pemerintah Daerah khususnyaDinas Pariwisata dan Kebudayaan Kabupaten Banjarnegara dengan Kelompok Sadar Wisata DiengKulon tersebut. Tujuan dari penelitian ini untuk mengetahui dan menjelaskan pola kemitraan antara PemerintahDaerah dengan masyarakat. Selain itu juga untuk mendiskripsikan tujuan dan manfaat sertamenjelaskan kendala –kendala dalam proses kemitraan. Metode penelitian yang digunakan yaitu Metode Penelitian Kualitatif dengan tipe penelitiandeskriptif. Objek penelitian di Desa Dieng Kulon Kecamatan Batur Kabupaten banjarnegara.Sumber data dalam penelitian ini adalah data primer dan data sekunder yang diperoleh dariwawancara dan studi pustaka. Hasil penelitian tersebut menunjukkan bahwa kemitraan yang dilakukan oleh Dinas Pariwisata danKebudayaan dengan Kelompok Sadar Wisata cukup berhasil, terlebih dalam hal pembinaanmasyarakat untuk mengubah mainset akan pentingnya menjaga alam serta menyadarkan masyarakatuntuk sadar wisata. Dari keberhasilan ini tentunya berdampak positif terhadap masyarakat yaitumeningkatnya pendapatan sehingga mengubah taraf kehidupan masyarakat yang mengakibatkankesejahteraan masyarakat meningkat. Hanya saja, kemitraan yang dilakukan sebatas pembinaanterhadap masyarakat dan belum adanya pengembangan pada objek –objek wisata. Kurangnyapengawasan terhadap ketertiban pedagang serta kebersihan maupun kenyamanan dalam hal kuliner.Selanjutnya dalam bidang promosi masih kurang gencar dilakukan oleh pemerintah.

Abstract

Members of the legislature are individuals and groups of people who occupy the legislature (DPRD) representing the community to perform its functions. In this study the author took the title of Women Representation in Decision Making Based on the Function of Parliament in the city of Semarang period 2014-2019. The functions in question include the functions of legislation, budgeting, and supervision. Women's political participation is important for achieving gender equality in politics, women's involvement in public life has increased but their participation and representation in legislative bodies at both national and regional levels can be said to have not met the 30% quota.The problem in this research is how the involvement of women council members representatives in each commission in Semarang Council for the period 2014-2019 and what obstacles women council members get in running the function of DPRD in Semarang City Council.The research method used is qualitative research method is descriptive, research data obtained through interviews, documentation and literature study. The research location is in Semarang City Council. Informants or resource persons in this study are 5 female council members on each commission as the main subject and one male board member to represent the views from another point of view.In the legislative membership of Semarang City Period 2014-2019 there are 11 female council members who legitimately win votes in each electoral district and this is the first time the number of representatives of women in the Regional House of Representatives of Semarang City has increased significantly from periods previous. However, the eleven female council members still have not occupied important structural positions, the highest positions obtained by this female councilor as vice chairman of the commission and here there are 2 women council members who occupy that position is on commission A and commission D. While 9 (nine) other female council members are only domiciled as members of one of the commissions and other DPRD fittings, such as deliberation bodies, regulatory bodies, budget bodies and honorary bodies. Performance of women council members in making decisions in Semarang City can be seen based on their efforts in fighting for the rights and demands of the people, especially for women through policy and development. Keywords: women's representation, position, role, performance, function of DPRD

Abstract

The research discusses evaluation of management parking in SimpangLima Semarang in order to improve effectiveness of management and receptionarea of parking lot. This research aims to identity implementation of managementof the parking in field with participation identifying roles parties involved andoutlining barriers encountered in the management of parking in area of SimpangLima Semarang.This research uses theories of Government Management according toSamuel e. Overman about application of management functions with new publicmanagement paradigm which mean that public management is interdisciplinarystudy of the general aspects of the Organization and is combination ofmanagement functions such as Planning, Organizing, and ControllingDepartment on one side, with the human resources, financial, physical,informational, and politics on the other. The methods used in this study i.e., mixedmethods, in which qualitative methods are more dominant than quantitative. Thisresearch uses descriptive type of case studies that attempt to describe a symptomin the field. With techniques of data collection in the form of interviews,observation or observation and documentation. Informants in this study wasDishubkominfo, Commission B DPRD Kota Semarang, and implementing asparking at Parking field.It can be inferred that parking policy planning has done well byDishubkominfo where management of the general curb parking in the area ofSimpang Lima refer to Perda No. 1 of 2004 on the Organization of the PublicStreet Parking and Perda No. 2 in 2012 about Retribution. However in themanagement field encountered obstacles in terms of less socializing, givenbehavior of interpreter that parking is not orderly, and existence of barriers tobenefit of the field coordinator who feel have parking lots. Parking managementis ultimately ineffective in the field have an impact on the acceptance of theabsorption area of the parking sector is evidenced by the realizable targetachievement never budget public curbside parking levy.Finally with this research expected street parking managementimprovements to achieve order and local revenue from the parking sector.

Abstract

The presence of Regional Head Elections is actually a manifestation of a people's sovereignty that has been fought since the past. In addition, the mechanism of this election is expected to be able to produce a leader who is in accordance with the will of the people based on the principles of a healthy and responsible democracy. DKI Jakarta Province itself is one of the regions in Indonesia that organizes regional elections. It is status as a state capital as well as a barometer center of the life of government and the nation's economy makes the DKI Jakarta regional election projected to be a role model for other regions in organizing a party for local democracy. Unfortunately, behind the success of the Jakarta Regional Election there were black spots which showed a lot of malpractice such as fraud, violations, and manipulation at each stage of its implementation. The results of this study indicate that there is malpractice with the aim of rigging the regulations or rules of the elections so that they can influence the results of the vote which impacts will harm certain parties. There are various types of violations occurring at all stages of the DKI Jakarta regional election in 2017. The condition of the legal framework that is still premature is believed to be the main root of all the phenomena of malpractice in the Election in Jakarta. In addition, the inaction of the election organizers in an effort to guard and eradicate any violations of the elections made the proliferation of all kinds of violations in this election. The situation was further aggravated when the community did not have enough intellectuality of politics in the face of the heat of a political contestation in Jakarta.Keywords: malpractice, local election, law enforcement

Abstract

Indonesia is a country where every law that citizens have rights andobligations which should be protected by law. A right is something that is inherentto the human being, not only a perfect man but also inherent to the human beingless than perfect (disabled). This needed protection which guaranted the rights ofthe disabled to realize equality, independence and disabled priority in KlatenRegency.Regional Regulation of Klaten Regency no. 2 of 2011 on Equality,Independence, and Disabled Prosperity as the basic of law about education,health, employee, social-politics, economy, and culture for the better future ofdisabled in Klaten Regency. This study discuss about the policy study to analyzehow Klaten Regency Government actualize the regional regulation by qualitativedescriptive methode. This study was held in Klaten Regency, Central Java. Bydata collection of interview and documents.Researcher found in Regional Regulation of Klaten Regency no. 2 of 2011on Equality, Independence, and Disabled Prosperity about policy implementationvariabels that influence the implementation performance of Klaten RegencyGovernment effort to create equality and disabled prosperity. At this study, Paguyuban Penyandang Cacat Klaten (PPCK) were been the mediator to regionalregulation implementation. Factors restricting the research is not yet evenlysocialization of local regulations to the disabled and limited budgets in support ofimplementation of the change. Recommendations of the researcher is to saw thefinancial resources and cooperation between the various parties to support theimplementation of local regulations and thorough socialization from Governmentto society in order to identify their contents nor diffable of regional regulationsand created a good relationship between the Government with the disabled.Keywords: Disabled, Implementation, Klaten

Abstract

Tourism is one industry that can be relied upon to benefit the government and the people living in the area concerned. For the government as a provider and manager of tourism, the tourism sector will stimulate the economy of the region, driving the pace of regional development, and improve the welfare of the people in the regions concerned. This research was conducted with aim to identify various strategies of government of Pekalongan regency in developing Ecotourism Petungkriyono, by analyzing participation of tourism awareness groups in developing Ecotourism Petungkriyono, and determine relationship between the Government of Pekalongan District with the groups of tourism awareness in the development of Ecotourism Petungkriyono. The method used in this study was a mixed methods, a method that combines qualitative and quantitative approaches in terms of methodology combines two approaches in all stages of the research process. The population and sample in this research are the community of Petungkriyono District which affiliate into the manager of tourism awareness groups, through questionnaires and interviews supported with an explanation. This study used the population study, because the population is less than 100 respondents, as many as 84 respondents who are the managers of 3 tourism awareness groups, and 11 informants. These results indicate that strategy of the Government of Pekalongan District and tourism awareness groups participation effect on the development of the potential of Ecotourism Petungkriyono. There are no specific regulations provided to organize the development of Ecotourism Petungkriyono, lack of access roads, and the lack of coordination among stakeholder institutions which become main constraints on development efforts. Recommends the government to promote the development of Ecotourism Petungkriyono with optimal coordination between the stakeholders involved, and the need for specific policies drafted to Ecotourism Petungkriyono development. In addition, the community needs to increase the number of groups of tourism awareness and strengthen the institution. Abstract

ABSTRACTThis research was conducted to explain the government's efforts by Joko Widodo and Jusuf Kalla as an effort to establish a dialogue for Papua's vertical conflict resolution.This study uses a qualitative-descriptive research methodology because this study explains phenomena relating to current and experienced situations, attitudes and views that are present at the moment, the relationship between variables contradicts two or more conditions, the effect on a condition, and the difference between facts. This study is conducted by asking for information to the primary subject, namely the source and main informants and secondary subjects, as additional data sources, reinforced by literature. The data then explained the efforts made by the Government of Joko Widodo and Jusuf Kalla as an effort to establish a dialogue for resolving Papua's vertical conflict as a new government paradigm, it’s also approached establishing relationships with conflict actors and stakeholders supporting inter-Papuan consultations, helping Papua prepare a resolution process potential conflict with the central government, and understand the conflict between the government and pressure groups and separatist groups.The results of the study indicate that the Government policies of Joko Widodo and Jusuf Kalla in seeking dialogue on the resolution of Papua's vertical conflict have challenges. The dialogue paradigm that has misconceptions, where dialogue as a concept and approach that has not been properly understood, and factors that influence dialogue efforts on vertical conflict resolution in Papua have not succeeded where the history of integration and identity, political violence, development failure, and marginalization of Papuans as the root the problems that occur in Papua and West Papua have not been resolved completely by the government.In the future the Government of Joko Widodo and Jusuf Kalla needs to re-consolidate state institutions that run solitary and inconsistent in understanding dialogues that are not biased. The governments of Joko Widodo and Jusuf Kalla also need to have a long-term main strategy in making projections of various aspects and dimensions that have connections between one another to be in harmony and not fragmented.Keywords: Dialogue, Conflict Resolution, Papua, Joko Widodo's Government

Abstract

Penelitian ini dilakukan untuk membahas kerjasama antara Pemerintah Kota Semarang dengan PT. Telkom, mengkaji realisasi implementasi kerjasama tersebut dalam menghasilkan program-program terkait pembangunan Semarang smart city.Serta untuk mengetahui faktor-faktor yang mempengaruhi implementasi pelaksanaan kerjasama tersebut.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data primer melalaui wawancara, yang dilakukan dengan informan atau key person, sedangkan pengumpulan data sekunder dilakukan melalui studi dokumen, arsip, atau sumber lain yang berhubungan dengan penelitian. Data yang telah dikumpulkan dianalisis dengan teknik analisis data deskriptif-kualitatif, yang dilakukan dengan memahami data yang diperoleh dari informan dan menarik pernyataan yang relevan, kemudian dianalisis untuk menghasilkan kesimpulan atas hasil data penelitian berupa kata-kata dan kalimat.Hasil penelitian menunjukan bahwa dalam implementasi kerjasama antara Pemerintah Kota Semarang dan PT. Telkom dalam membangun Semarang smat city, berjalan dengan baik dan telah mampu menghasilkan program-program yang berdayaguna dan inovatif dalam pemenuhan kebutuhan peningkatan kualitas pelayanan publik. Dalam melaksanakan program-program tersebut keterlibatan birokrat tidak dapat dipisahkan, namun belum seluruh birokrat Kota Semarang mampu mengoperasionalkan teknologi dengan baik, diharapkan pemerintah dapat menyelenggarakan pelatihan atau program-program pembekalan bagi para birkorat sehingga dapat menunjang efektifitas pelaksanaan program yang telah dibangun.Kata Kunci: Implementasi, Kerjasama, Smart City, pelayanan public

Abstract

ABSTRACT Research about Implementation of EMAS (Expanding Maternal and Neonatal Survival) program as efforts to Decrease death rate of mother and newborn baby in Tegal aimed to review implementation of EMAS Program in Tegal regency. In addition, this research also has a purpose to review the obstacles appeared in implementation of EMAS Program in Tegal regency. This study using implementation theory of Donald S. Van Meter and Carl E. Van Horn, especially the factors affected the implementation of a program. Methods used in this Research is qualitative descriptive methods as data collection methods which are completed through an interview and observations. Informants engaged by researcher are the Secretary of the Working Group (WG) EMAS Tegal, Team Leader of EMAS Tegal, Secretary of Civil Society Forum (FMM) Tegal, Strengthening Civil Society Coordinator (CSSC) EMAS Tegal, Provincial Team Leader gold Central Java Province, Head of Budget Planning Department Of Regional Planning And Development Agency (Bappeda) Tegal regency , health worker at Tarub health center, dr. Soeselo Hospital And Islamic PKU Muhammadiyah Hospital and Tegal society as recipients of mother and newborn baby health service. Results showed factors affecting the implementation of EMAS Program in Tegal regency and restricted factors appearing in EMAS Program Implementation in Tegal regency. Based on result of this research, can be concluded that the implementation of EMAS Program in Tegal haven’t reached the targets to reduce mother and newborn baby death rate by 25%. From this facts, there are some aspects that need more attention. The result of this research expected to provide materials for government and stakeholder to evaluate implementation of EMAS program, so in the Future the death rate of mother and newborn baby in Tegal can be decreased.Keyword : Program Implementation, EMAS of Tegal Regency, Mother and Newborn Baby.
