Abstract

This study aims to describe community participation in community-based waste management at Tri Guyub Rukun Waste Bank, which includes background participation, forms of participation and level of participation. In addition, to see how the factors that encourage and hinder community participation in waste management. The research method used in this study is a combination of qualitative and quantitative descriptive. The informants of this study were administrators and customers of the waste bank.The results of the study showed that the background of the community participated, namely the socialization of the waste bank management, local village government support, and individual motivation. The form of participation that was carried out included the participation of thought, energy, skills and goods, while participation in the form of money was not found. Community participation in Tri Guyub Rukun Garbage Bank for external matters according to Arstein is at the degree of citizen power level, while for things that are internal at the level of non participation. Factors that encourage the existence of norms (norms), trust (trust) and network (network). The inhibiting factors are infrastructure, time, communication, stakeholders, distance, and unexpected agenda.Suggestions from this study are that Tri Guyub Rukun Waste Bank administrators increase the number of field officers, make neat transportation schedules, make permanent shelter posts and not too far away, improve waste segregation socialization, provide incentives for customers who contribute greatly, provide training in making cycle goods repeat from waste, create smooth communication, and build public opinion related to the planning of waste management programs.Keywords: Community Participation, Waste Management, Community

Abstract

On December 9, 2015, for the first time, the Government holds simultaneous region headelection in 264 regions, one of all is Semarang. The most important thing in the election ofMayor and Vice Mayor is participation from all local citizens who already have voting rightsincluding the voters with a disability.This research aims to know the forms and factors that influenced the politicalparticipation of person with disability in Semarang on the Mayor and Vice Mayor election ofSemarang in 2015. The method used in this research is a combination quantitative research andqualitative research method, with the techniques of data collection is questionnaires andinterviews. To determine the sample is used accidental sampling, and to determine the subject ofresearch is used purposive sampling. The result showed that there were some forms of politicalparticipation of person with disability are joining the campaign, supporting a particularcandidate and became a participatory supervisor. Meanwhile, the factors that affect the politicalparticipation of person with disability, including data entry, socialization, facilities andaccessibility.The recommendations that can be done by KPU Kota Semarang is doing socializationseparately, present an interpreter when socialization, and ensure the tools for disability on theballot. The recommendation can be done by the family of the person with disability is not hidingtheir family members with a disability. Abstract

Implementation of Local Government in the framework of the arrangement of traditional markets and modern markets in Jepara regency has the aim to determine the policy implementation process in protecting traditional markets dam arrangement of the modern market, to know, to know the effort to empower traditional traders and knowing implementing policies in protecting against traditional markets and modern markets structuring. Methods of execution in this study using a qualitative descriptive study with primary data types are the words and actions. Sources of data obtained derived from primary and secondary data. To search for informants in this study is conducted with a purposive sample (making intentional) and accidental sampling (sampling by accident when he met at the study site). Techniques for collecting data later using interviews, observation and documents. Structuring traditional market and modern market in Jepara district is one of the government's policy which aims to make the arrangement of traditional markets and modern markets, but in fact in the process of implementing its policies are not appropriate where there is still a traditional market that is not well ordered and market presence more modern and within walking distance of traditional markets made some traders complained because their incomes to decrease. Abstract

Insurance comes from the word insurance that has the meaning of insurance. Insurance is an agreement between the insured or the customer with the insurer or the insurance company. The insurer is willing to bear the amount of losses that may arise in the future after the insured agreed on the payment of money called the premium. Premium is the money spent by the insured in return for the insurer. Formally, within the law, insurance is defined as an agreement between two or more parties, in which the insurer binds itself to the insured by accepting the insurance premium to provide reimbursement to the insured due to loss, damage or even loss of expected profit.In this research, the Rice Farmers Insurance (AUTP) program, which is a gold program from the central government, is a mainstay for farmers throughout Indonesia. The problems faced by rice farmers are very complex and diverse from the arrival of floods, to pests and plant-eating organisms (OPT) which resulted in farmers experiencing crop failure. Thus thegovernment provides a facility in the form of agricultural insurance in the hope that it can be utilized properly.This research was conducted in 3 regencies of Kudus, Pati and Rembang districts where in each region have different characteristics and various problems. Therefore, the government in cooperation with State Owned Enterprises (SOEs), namely PT.Jasa Indonesia (JASINDO) as the insurance party in charge. In implementing the Rural Farmer Insurance Business program is needed a regular socialization so that farmers in each region can understand and know that this program is very useful for them. Therefore the government is aggressively and actively in disseminating this program with the hope that farmers in the country especially in the 3 districts can contribute in the success of government programs together.Keywords: Insurance, Farming

Abstract

ABSTRACTStudy of the role of Central Java Information Commissions in encouragingdisclosure of information in Central Java, has purpose to explain the role ofCentral Java Information Commission in encouraging disclosure of informastionas on UU KIP and Additionally described obstacle and proponent factors KI rolein encouraging the achievement of a disclosure in central Java province.In the implementation of the study authors using agency theory, agencytheory which describes the relationship between the donor authority / principal(KI Prov Central Java) to those who run errands / agent (public board) bound bythe Nexus of Contract. This study used qualitative methods, with data collectiontechniques such as interviews as the primary data and documents as secondarydata. In determining the informants using purposive sampling technique, in whichmembers of KI Central Java Province as an informant.In carrying out its role KI Prov Central Java continue to emphasize to thepublic board that is to have a professional Official Information andDocumentation (PPID), where PPID is the people who are assigned specifically tobe PPID instead of an employee that already exist given the dual position intoPPID, found also the group that uses the public information for his own benefit sothat people can not get the necessary information, and also the elements PPIDconducting information asymmetry, where PPID is not doing a deal that is setexample is PPID non-reporting services annual information and does not provideinformation on people for no apparent reason.Finally, although in encouraging disclosure of information in Central JavaKI got a lot of obstacles, but KI continues to strive as much as possible, one ofthem by utilizing the existing civil society so that they continue to force publicbodies to be more transparent. The program aims to contribute to society and the environment, improve the community economy, strengthen destinations, tourist areas in Boyolali and the surrounding region, as well as improving rural welfare. Abstract

ABSTRACTION Warung Kamtibmas in response to the limited number of police personnel is considered to be solving the right problem, related to security and public order. But in reality the expectations of the formation Kamtibmas point different from the reality. Warung kamtibmas not working properly. Many cases Kamtibmas disorder that has been completed, but the results of the solution are not optimal and is not finished, giving rise to new problems again, like the case of brawl happened several times. Based on these problems it is necessary to evaluate the implementation of the program point Kamtibmas in Indramayu Police. The purpose of this research was to determine the implementation of the internal security point, the factors that affect the implementation of Warung Kamtibmas, and evaluation of the stalls kamtibmas in Indramayu in 2014. This research was conducted a qualitative approach, to make observations on the location of shops Kamtibmas, conducted interviews to Indramayu Police Bhabinkamtibmas personnel who perform the technical development of society in Warung Kamtibmas and to study the document to the data relating to program management Warung Kamtibmas in Indramayu. The results of this study indicate that the implementation of the stalls kamtibmas conducted through partners / co-operation with the community, perform troubleshooting and perform problem resolution activities in the community which is carried in the shop or in the police kamtibmas. Several factors are influential in the implementation of point Kamtibmas, among others, this constraint is derived minimal number of personnel, lack of socialization Bhabinkamtibmas to the public about kamtibmas stalls and the lack of means of communication. While supporting factors in the management of the shop kamtibmas, that good relations between citizens and Bhabinkamtibmas, resulting in problem solving will be quickly implemented. Abstract

Direct elections by the people began in 2005 based on Law No. 32 of 2004 on Regional Government. The behavior of the community can be seen when the community participates in the election, in this context the community's participation in the elections. Part of the voters is the novice selector who in setting options tend to be more bail or easy to change depending on the information obtained. The behavior of choice is influenced by many factors, one of which is personal branding and positioning politic. This study aims to determine the influence of personal branding (X1) and positioning politic (X2) on the behavior of selecting beginner (Y) voters in West Payakumbuh District in the pilkada Payakumbuh 2017.Results and discussion: Quantitative analysis, Personal branding do not affect the behavior of selecting beginner voters while the positioning politic effect. Personal branding and positioning politics influence the behavior of choosing beginner voters. The results of a qualitative analysis, Personal branding effect on the behavior of choosing beginner and positioning politic also influential. Personal branding and positioning politics influence the behavior of choosing beginner voters. Analysis of mix method, personal branding and positioning politics will influence the behavior of selecting beginner voters if done simultaneously.Conclusions and suggestions: Personal branding and positioning politics will influence the behavior of choosing beginner voters if done simultaneously. Abstract

Administration of population is one form of public service that must be held by the Local Government related to basic services of life. Subdistrict as government agencies, are required to provide excellent service (one of which is the settlement administration services) to the public. Good public services can be achieved if accompanied by an excellent resource officers. The aim of research to find out the perception of public perceptions of public services, especially in the field of population administration at the district office Ungaran Barat, Semarang regency in 2017. Efforts to address concerns and objectives of research carried out using public service indicators that have been developed by Zeithemal, Parasuraman & Berry consisting of tangibles, relibility, responsiveness, competence, courtesy, credibility, security, access, communication, and understanding the costumers. This research uses descriptive quantitative research methods, which dianalisisa and presented in tabular form and processed using SPSS program for the data to be valid.The population in this study is the community sub-district of West Ungaran. While the sample is most people who use the District of West Ungaran public services in the field of population administration drawn at random (accident sampling) and numbered as many as 100 people. The results showed that the public service field of population administration at the district office Ungaran Barat largely rated by the community. People are already satisfied with the performance Ungaran Barat district office employees. But the need to improve services so that excellent service can always be realized. Abstract

This discusses a puppeteer being a regent using his network, the puppeteer Enthus or commonly called Ki Enthus utilizing his social network to win the 2013 regional head elections in Tegal Regency, Central Java. the title selection was in the background because there was an interesting phenomenon that occurred in the Tegal regional election, namely Ki Enthus, a puppeteer who did not have a political background, but he ventured to advance to become the regent of Tegal Regency in 2013, because he wanted to realize that Tegal must have leaders who are clean and effective in serving the community. This study aims to see the condition of Enthus Susmono social network in winning in the regional head elections in Tegal Regency in 2013. The type of research that researchers use is descriptive qualitative with a case study method. Data collection techniques through primary data in the form of interviews and secondary data in the form of documents related to research. The informants chosen in this study were the closest people or the belief of the late Enthus Susmono, Deputy Regent of Tegal in 2013, bearer political parties, Success Teams and Community Leaders.Ki Enthus Susmono victory in the regional head election in Tegal Regency in 2013 was not only based on Ki Enthus popularity, but from his Deputy contribution, Umi Azizah. The Enthus-Umi couple has its own social network, and in their campaigns they share their respective duties. Umi Azizah has a strong base in the eyes of the public, especially mothers. This is because Umi Azizah has been the Chair 2 of Fatayat and Muslimat for two periods. The success of Ki Enthus in winning the regional head elections in Tegal Regency in 2013 was inseparable from several factors in the eyes of the people of Tegal Regency, through puppet shows and the style of mastering it was different. Ki Enthus strategy proves his ability in the art world, while the strategy carried out by Umi Azizah can create songs as a medium of communication to the public.
