Abstract

AbstractProgram One Village One Product (OVOP) is the government's efforts to improve thewelfare of the community through productive business activities. One of these activities isdone by increasing the value of products in the regions which have market opportunities indomestic and export markets, in addition to the program of One Village One Product(OVOP) according to the Ministry of Cooperatives and UKM RI is "the government's effortsto increase value-added products in the regions in order to improve the welfare of society ina cooperative or UKM."This study aims to determine how the implementation process OVOP program at thecooperative society of Weaving Troso and how it impacts on the OVOP programimplementation Troso Weaving cooperative society. In this study, researchers used themethod of evaluation research in a qualitative approach, namely to determine the extent ofthe effectiveness of a program once implemented fully. Evaluation of the implementation ofinforming the decision maker about what is happening in the program, how the program wasdeveloped, and why the program deviate from the original plan. Therefore, qualitativemethods suitable to describe the implementation of the program.The results of this study the overall process of implementation of the OVOP programTroso Weaving Cooperative Society has been running well in accordance with the CentralJava Governor Instruction number 518/23546. Although the input stage has a bad judgment,it is due to the unavailability of the raw material supply business unit and human resourcesare inadequate because of education . While the savings and loan business unit that alreadyexist can not fully help undercapitalized member.Keywords: Implementation, OVOP, Troso Weaving

Abstract

ABSTRAKSIHubungan kemitraan tidak akan berjalan dengan baik tanpa adanya kesetaraan dan kepercayaandari masing-masing pihak. Meski hubungan kemitraan itumelibatkan antar instansi pemerintah,namun jika tidak dilandasi dua hal tersebut, maka akan rawan menimbulkansengketa. Seperti yangterjadi pada kemitraan pengelolaan obyek wisata Telaga Warna Dieng yang dilakukan olehPemerintah Kabupaten (Pemkab) Wonosobo dan Balai Konservasi Sumber Daya Alam (BKSDA)Jawa Tengah. Kedua belah pihak yang awalnya bekerja sama kemudian menjadi bersengketa.Penelitian ini bertujuan untuk mengetahui hubungan kemitraan yang terjalin, mengidentifikasipenyebab dan dampaksengketa, dan terakhir berusaha memberikan rekomendasi penyelesaiansengketa.Metode yang digunakan dalam penelitian ini yaitu deskriptif-kualitatif. Penelitiandilakukan di Kantor Pariwisata Ekonomi Kreatif Kabupaten Wonosobo, BKSDAJawa Tengah,dan BKSDAperwakilan Kabupaten Wonosobo,sertasekitar Telaga Warna Dieng. Teknikpengumpulan data penelitian ini diambil dari wawancara, dokumentasi, dan studi pustaka.Hasil penelitian ini menunjukkan bahwa kemitraan yang terjalin antara Pemkab Wonosobodan BKSDAJawa Tengahtidaklah memenuhi prinsip kesetaraan dan kepercayaan. Mulai darikedudukan yang berbeda tingkatan, perbedaan tugas dan fungsi instansi, hingga pembagiankeuntungan yang timpang. Akibatnya,sengketatidak bisa dihindari dan berakhir denganpemutusan kerjasama. Kerugian yang ditimbulkan tidak hanya bagi pihak yang bersengketasaja,namun meluas ke masyarakat dan para pelaku pariwisata.Hasil penelitian ini diharapkan bisa menjadi acuan dalam upaya resolusisengketaantaraPemkab Wonosobo dan BKSDAJawa Tengahdengan menekankan pada kerjasama yang sesuaidengan prinsip kemitraan, agar di masa mendatang tidak terjadi kembalisengketayang merugikanberbagai pihak ini.Kata kunci: kemitraan,sengketa, pengelolaan, obyek wisata.

Abstract

Generasi Pesona Indonesia (GenPI) is a community that was inaugurated by the Ministry of Tourism, Republic of Indonesia. This community stands as an effort in the development of Indonesian tourism, especially in tourism promotion.  GenPI is spread in 22 provinces, one of them is in Central Java. Central Java has 511 destinations in 35districts/cities. However, the amount of tourism potential can cause problems in terms of tourism marketing that is not evenly distributed. This is due to the the inability of the Central Java government to market these tourist destinations.This research aims to find out and analyze the role of GenPI Central Java in developing Central Java tourism as seen from the perspective of community development and how the forms of coordination are created between GenPI, government and society in developing tourism in Central Java. Type of research used in this research is analytical descriptive research type through qualitative approach. Sources of data used in the form of primary data derived from the results of in-depth interviews of research informants and secondary data in the form of archives and documentation. The technique of selecting informants using purposive sampling.The results of this research indicate that forms of movement made by GenPI  Central Java are very instrumental in helping the government in promoting tourism in Central Java. People who feel the impact of the forms of movement carried out by GenPI in the development of tourism are the people involved and play a direct role in the tourism development program conducted by GenPI. The GenPI movement as community development itself is divided into two, namely creative movements or creative values and commercial movements or commercial values. GenPI has a form of coordination that involves and connects academics, business people, communities, government, and the media both in the movement and in coordination, GenPI divides it into 6 ex-residency areas so that the role given can be evenly distributed throughout the Central Java region.The suggestion that can be conveyed in this research is that the GenPI Central Java needs to consolidate and strengthen its membership in overcoming internal and external problems. Creating good communication in the GenPI Central Java with the outsiders such as the government and the society. The Central Java GenPI should not only move to gather the masses but must pay attention to aspects related to the sustainability of a destination. Abstract

ABSTRACT Implementation of policies Reforms in Central Java Provincial Secretariat stipulated in Presidential Decree Number 81 Year 2010 About Reforms in Central Java Provincial Secretariat for guidelines to strengthen the accountability framework and establish a system of integrity in local governance. Reforms are also needed to face the globalization era. This research is a descriptive qualitative research that describes in depth on the Implementation of Presidential Decree No. 81 Year 2010 About Reforms in Regional Secretariat of Central Java province. And wanted to explain the factors driving and inhibiting and what efforts were undertaken Regional Secretariat of Central Java province in implementing Presidential Decree No. 81 Year 2010 About Reforms. Data collection techniques in this study using interviews and document study. From the research it can be concluded that the implementation of Presidential Decree No. 81 Year 2010 About Reforms in Regional Secretariat of Central Java province has been carried out properly and optimally. Regional Secretariat of Central Java province has been doing the structuring and strengthening of some areas, among others: the organization, the regulation, legislation, human resources personnel, oversight, accountability, public service and mindset and work culture. Nevertheless there are still areas that have not implemented the changes properly and optimally yan due to limited budget you have. Central Java Provincial Secretariat should attempt to communicate actively with the legislature to improve and accelerate the process of the budget in the following year. Abstract

Hasil penelitian tersebut menunjukan bahwa PBNU bersama dengan neven-neven memiliki peranyang besar dalam upaya mencegah radikalisme di Indonesia pada tahun 2018 melalui berbagaiprogram yang telah dilaksanakan. Peranan ini terbagi menjadi 4 (empat), yaitu 1) Pemikiran,dengan cara penguatan prinsip Ahlissunnnah waljamaah an-Nahdliyyah; 2) Administratif, dengancara memberikan berbagai insruksi yang terstruktur dan sistematis dari pusat ke daerah; 3) Gerakan,dengan cara melakukan berbagai kegiatan pelatihan, program-program lembaga, dan kaderisai; dan4) Merespon Keadaan, dengan cara memberi pernyataan sikap, komentar, kritik, dan saran. AdapunFaktor yang menguatkan peran NU dalam mencegah radikalisme adalah nilai-nilai Ahlisunnah WalJamaah, khazanah tradisi Budaya warga Nahdliyyin, peran ulama NU dalam menyampaikanpendamian antara nilai keagamaan dengan kebangsaan, lembaga pendidikan pesantren, sekolahfromal berbasis NU, tasawuf dan thoriqoh, massa dan jejaring NU, dan Akses kepada Pemerintah. Radikalisme agama adalah sebuah fenomena yang menjadi persoalan global, dianggap sebagaipemicu aksi terorisme yang mengganggu keamanan dan kedamaian di mana-mana. Radikalisme agama tidak terjadi hanya pada agama tertentu saja tapi semua agama besar di dunia mengalaminya. Dan dalam konteks keindonesiaan, gerakan radikalisme Agama sangat identikdengan agama Islam sebagai agama mayoritas.. Para oknum ini sering kali memberikanpernyataan kepada publik atau pengikutnya bahwa Islam di Indonesia sedang dijajah, adanyagerakan liberal dan sekularisme, sehingga mereka mencita-citakan terlaksananya syariat Islamdalam kehidupan sosial politik. Dan untuk mencapai cita-cita itu dilakukan tindak-tindakkekerasan yang drastis. Nahdlatul Ulama sebagai organisasi masyarakat berbasis Islam terbesar diIndonesia menjadi salah satu target kelompok radikal ini. Dimana NU menghadapi permusuhandan serangan dari pihak-pihak ini. Gelombang fitnah yang dilakukan secara terorganisir, sistemtisdan meluas ini mengarah kepada semua aspek ke-NU-an. Penelitian ini mengambil fokus kepada Pengurus Besar Nahdlatul Ulama (PBNU) sebagai salahsatu Civil Society Organization (CSO). Pembahasan pada penelitian ini berusaha mengungkapkanseberapa besar peranan PBNU terhadap upaya mencegah radikalisme di Indonesia pada tahun2018 dan faktor yang menjadi penguat peranan PBNU dalam isu radikalisme ini. Metodepenelitian yang digunakan adalah studi kasus dengan pendekatan kulitatif deskriptif yang dapatberupa kata-kata, gambar, kutipan-kutipan hasil wawancara mendalam, dan telaah dokumen.

Abstract

This study was aimed to evaluate one village one product program (OVOP) that is implemented by DISNAKERPERINKOP and UKM Kudus Regency in 2014-2017. The teory that uses in this study is four evaluation indicators which are: Indicator Input, Proses, Output, and Outcome. This study used a qualitative method with descripetive analysis. The primary data in this study derived from interviews data from informants who considered have knowledge about program that implemented at Loram Wetan Village, while the secondary data derived from documents, internet, and anything else that relate to this study.            The survey shows that the program has been well implemented accordance to the program planning. Since 2014-2017 year the implement program already can accommodate 36 craftmans groups at Loram Wetan Village. Impact of this program to the craftmans that perceived their business network help the craftmans to share information about how to solve problem they had also cooperate each other and the program have potency to absorb labor with tailor mastery.            Based on survey result this study conclusion is from four evaluation indicators show if indicator input not well implemented caused lack of human resource and lack of capital. OVOP Program that implemented at Loram Wetan Village in 2014 shows two obtacles which are: lack of labor with tailor mastery and lack of capital resouce to increase the production. Keyword: Evaluation, Program, OVOP

Abstract

ABSTRACTThis research aims to identify public participation in the revitalization oftraditional markets. Traditional market revitalization in Semarang City is done tomantain traditional market. This research analyzes the interaction the actor whogets involved in implementing revitalization, knowing traders involvement andsociety around this location which become attention in this research. Theresearcher chooses Sampangan Market in Semarang City as research case study.Where it will be measured how far traders and society participation they havebeen given and knowing participation proccess in implementing marketSampangan revitalization.Methods which are used in this research are combination method byqualitative and quantitative approaches and descriptive method. In data collection,researcher used interview as a research tool and the research informant wasDepartment of Market and Market Management Sampangan and then distributedquestionnaire to society and traders then it was analyzed by using likert scale.Researcher also used secondary data came from documentation data which wasprovided in Department of Market and mass media and also other literaturesources such as books and journals.Results of this research showed that revitalization had been implementedwell by government which was supported by public participation and tradersparticipation. Society and traders supported revitalization program from planningprogram until monitoring program. Based on this research results could beconcluded that public and traders participation was an important thing inimplementing each traditional market revitalization program in order to marketrevitalization program run appropriate with the goal. Every participation proccesswhich was given by society and traders impacted towards traditional marketprogram’s success. Therefore, government should always involve public andtraders participation, not only in implementing phase but hopefully untilmaintaining and monitoring phase to maintain tha market which had beenrevitalized.Keywords : Revitalization of Traditional Markets, Public Participation,Participation of Traders

Abstract

Penelitian ini membahas tentang studi orientasi ideologi marhaenisme DPD PDI-P Jawa Tengah. Kajian mengenai hal tersebut dilakukan karena ideologi seringkali tidak dijadikan pedoman dalam pembuatan kebijakan, ideologi masih dipandang sebagai sesuatu yang sifatnya abstrak. Akibatnya kebijakan internal maupun eksternal sering bersifat normatif dan bukan penurunan dari nilai-nilai ideologi tersebut. Penelitian ini menggunakan metode kualitatif dengan instrumen wawancara dan telaah dokumen dalam pengumpulan data. Temuan penelitian yang diperoleh adalah ideologi sebagai dasar perjuangan terbukti diterapkan dalam konsep kerja organisasi di DPD PDI-P Jawa Tengah. Namun orientasi kognitif yang dimiliki kader dan anggota DPD PDI-P Jawa Tengah menyajikan realitas bahwa pemahaman marhaenisme sebagai dasar perjuangan hanya dalam tataran informatif belum pada pelibatan perasaan dan kombinasi nilai dalam tindakan. Akibatnya hambatan datang dari kurangnya pemahaman secara konseptual dan praksis tentang marhaenisme sehingga materialisasi nilai ideologis yang telah terkonsep dalam kerja organisasi di DPD PDI-P Jawa Tengah tidak berjalan.

Abstract

Lingkungan merupakan aset penting dalam kehidupan manusia. Sehingga Perlindungan terhadap lingkungan hidup merupakan hal penting. Undang-Undang Nomor 32 tahun 2009 diharapkan dapat mengakomodir pengelolaan dan perlindungan lingkungan dengan baik. melalui BPBD sebagai implementor. Undang-Undang Nomor 32 tahun 2009 belum dapat berjalan dengan baik. Salah satu faktor yang menyebabkan buruknya implementasi UU nomor 32 tahun 2009 adalah faktor komunikasi. Penelitian ini bertujuan untuk menganalisis proses komunikasi dalam implementasi undang-undang Nomor 32 tahun 2009 di Kabupaten Pelalawan. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif, dimana metode dilakukan dalam satu waktu. Dalam memperoleh data peneliti melakukan wawancara pada Badan Penanggulangan Bencana Daerah Kabupaten Pelalawan, Wahana Lingkungan Hidup Riau, dan Masyarakat dari desa terdampak kabut asap. Peneliti juga menggunakan data sekunder dari data dokumen tentang kebijakan Undang-Undang Nomor 32 tahun 2009 dan sumber kepustakaan lain seperti buku dan jurnal.Hasil penelitian menunjukan bahwa penyelenggaraan Undang-Undang Nomor 32 Tahun 2009 tentang Pengelolaan dan Perlindungan Lingkungan Hidup belum membawa perubahan ya signifikan terhadap kinerja atau pun kasus kebakaran hutan yang ditangani Pemerintah Pusat, Pemerintah Daerah, ataupun BPBD dalam menangani Penanggulangan Bencana Kabut asap. Proses komunikasi yang buruk adalah salah satu penyebabnya. Manajemen yang buruk, dan minimnya sarana prasarana yang mendukung dan sumber daya manusia yang kurang memadai menjadi penghambat Undang-Undang ini dapat terlaksana dengan baik.Rekomendasi yang diberikan kepada BPBD Kabupaten Pelalawan dan Pemerintah daerah adalah mengevaluasi kembali kembali pelakasanaan implementasi kebijakan yang ada dan harus mampu mengakomodir kebutuhan segala pihak, memenuhi hak masyarakat dan mejalankan kewajiban yang baik sebagai implementor.Kata Kunci : Implementasi Kebijakan, Pelayanan Publik , Pengelolaan Lingkungan Hidup, Perlindungan Lingkungan hidup

Abstract

This study was conducted to determine how the relationship between institutions andenforcement of Syariat Islam in Aceh as well how the process of cooperation as well as theseparation of powers between the relevant institutions. The objectives to be achieved in thisresearch is to identify and analyze the role of the Department of Syariat Islam and itsposition in the governance of Aceh. This type of research is qualitative descriptive researchtype with survey research, by analyzing data in the field on a direct source in the form ofwords, the picture is not numbers, data obtained include interviews, field notes, documentsand so on others. This study aims to describe, summarize a variety of conditions, varioussituations that arise on implementation of Islamic Law in Aceh local governance which is theobject of this study, based on what happened then raised to the surface of the character /picture of conditions and circumstances. The focus of research is the Islamic Lawenforcement agencies in Aceh who participated in providing support and assist theDepartment in enforcing the Syariat Islamic Law.From the data processing research showed that the relationship of the Department ofSyariat Islam in Aceh with the relevant institutions have close cooperation and mutualsupport in the enforcement of Shariah. Cooperation between the Department of Islamic Lawwith the relevant institutions have been better when compared to previously where therelevant institutions to help the enforcement of Syariat Islam only as guidance only, but nowthe Department of Islamic Law together with the relevant institutions can conduct training,investigation, interrogation until the execution which will be performed by the judiciary ofSyariat Islam law in Aceh on the legality and authority he had. Socialization provided by thegovernment of Aceh has also been quite good, with a positive response from the people ofAceh and the Aceh government's support of the enforcement of Syariat Islam in Kaffah torealitation.Keywords : Authority of Syariat Islam, Place of Syariat Islam,The Judiciary of Aceh, Acehgovernment.
