Abstract

Tuntutan partisipasi pemilih difabel telah menjadi isu mengenai kesetaraan hak politik, hal ini terjadikarena tuntutan terhadap partisipasi pemilih difabel tidak hanya terbatas pada kehadiran saja.Meskipun kehadiran pemilih difabel dalam Pemilu serentak 2015 lalu telah dilakukan upaya dalammeningkatkan peran serta kelompok masyarakat difabel, tetap saja hal ini perlu peningkatan perhatiandalam permasalahan ini, sehingga terdapat kesempatan bagi peneliti untuk melakukan penelitianterkait bagaimana upaya pemenuhan hak politik difabel oleh pelaksana dalam pemilihan gubernurdan wakil gubernur Provinsi Jawa Tengah tahun 2018.Metodologi penelitian dalam penelitian ini adalah dengan metode penelitian campuran pendekatankualitatif analitis dengan diperkuat dengan pendekata kuantitatif. Teknik pengambilan sampel dalampenelitain ini adalah dengan non probability sampling yang berjumlah 30 responden, yang didasarkanpada kenyataan bahwa mereka adalah anggota populasi yang muncul.Hasil penelitian menunjukkan masih belum optimalnya upaya pemenuhan hak politik pemilihpenyandang disabilitas dalam beberapa tahapan pemilu. Kendala pertama adalah pada tahapanpenyusunan dan penetapan daftar pemilih. Pada tahapan ini, masih banyak ditemukan penyandangdisabilitas yang tidak tercantum dalam daftar pemilih. Di sisi lain KPU sudah berusaha menghimbausemaksimal mungkin kepada pelaksana di lapangan, yakni PPDP untuk betul-betul mendata secaradoor to door kepada para pemilih, termasuk mendata pemilih penyandang disabilitas. Namun dalampenerapannya, masih banyak kelalaian yang dilakukan petugas di lapangan terkait mekanisme ini. Adapun beberapa faktornya adalah kurang tegasnya regulasi dan instruksi yang mengatur mengenaipendataan pemilih disabilitas, dan masih lemahnya mekanisme pengawasan terhadap tahapanpenyusunan daftar pemilih. Di sisi lain pula, skeptis yang berkembang di masyarakat yangmerupakan dampak dari pemahaman perspektif medis yang kental di masyarakat juga turutmempengaruhi banyaknya pemilih penyandang disabilitas yang tidak tercantum dalam daftarpemilih.

Abstract

Semarang City as one of the autonomous regions, has actually implemented the law by establishing non-smoking areas through Mayor Regulation No. 12 of 2009 on Non-Smoking Area and Limited Area of Smoking. With the aim of reinstating the zoning of the area without smoking and its management so that public health can be protected and improved from the disruption of cigarette smoke. This study aims to find out how the implementation of Regional Regulation No. 3 of 2013 on Non-Smoking Areas in health care facilities, teaching and learning process, and government offices in Tembalang Sub-district Semarang.Dan also know what are the factors inhibiting the performance apparatus in service facilities health, teaching and learning process, and government offices in Tembalang Sub-district, Semarang City, in the implementation of Perda Non-Cigarette Regions.The method used in this study using descriptive qualitative. The subject of this research is the government that is represented by the Health Office of Semarang City, responsible for the implementation of the policy, and the community. The sampling technique used in this research is Proportionate Stratified Random Sampling. The analysis used is qualitative analysis.Based on the result of research which can be concluded: 1) Implementation of Local Regulation Number 3 Year 2013 about Non Smoking Area in health service facility, teaching and learning place, and government office in Tembalang Sub-district Semarang not optimal yet 2) Factors that hamper apparatus performance in health facility , where the teaching and learning process, and government offices in District Tembalang Semarang City in the implementation of the Regional Regulation No Smoking, among others, communication, disposition and behavior change. Keywords: Implementation, Regional Regulation, Non-Smoking Area

Abstract

Policy implementation in providing regional infrastucture towardinvestment and economic drivers is a policy that set by government into SemarangDistrict Regulation No. 7 of 2011 on the Semarang District Medium TermDevelopment Plan Year 2010-2015 by considering conditions and problems andneeds faced by communities as well as by considering strategic and potentialfactors of the community and local government.This study is a qualitative study with main purpose to describe aboutpolicy implementation in providing regional infrastuctures toward investment andeconomic drivers. It also explains inhibiting factor and the government’s strategyto solve problems. Data collection techniques in this study are using observationmethods, interviews and documentary study.The study concluded that policy implementation in providing regionalinfrastuctures toward investment and economic drivers has run optimally in itsimplementation. Semarang District Public Works Department and its Agencies /Related SKPD have made the development and roads aftercare service in thedistrict of Semarang properly and according to procedure. Moreover,socialization also has been done with coordination meeting between SKPD ordirectly to the public by village authoritiesHowever, there are some drawbacks such as lack of resources this islimitation on budgetary funds which resulted in burden for next financial year.Semarang District Government should attempte to actively communicate withcentral government to disburse APBN fund for infrastructure development in theSemarang Regency  Keywords: Implementations, Infrastructures, Semarang Regency, Policies.

Abstract

In this study aims to determine the level of satisfaction of the community in Tembalang District to the services provided in Tembalang District specifically in serving the making of E-KTP through IKM Conversion Value which refers to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concerning Guidelines for Preparation of Satisfaction Survey Public Service Provider Unit.This study uses quantitative methods. The sampling technique used in this study is non-probability sampling technique with incidental sampling type using data from observations, documentation, and questionnaires.The results showed that the value of the Community Satisfaction Index (IKM) service for making E-KTP in the Population and Civil Registration Service of Tembalang District, Semarang City was 80.85 with a weighted average value of 3.2. Then the level of satisfaction of the people in Tembalang District, Semarang City is in the Satisfied category. The results of the calculation of the 9 elements of the Community Satisfaction Index (IKM) are as follows: (1) Service Requirements which have IKM convergence values of 81,31 in the Satisfied category, (2) Service Procedures which have a IKM convergence value of 81,31 with the Satisfied category, ( 3) Service Time which has an IKM convergence value of 77,47in the Satisfied category, (4) Service Cost / Tariff which has IKM convergence value of 84,34 with the Satisfied category, (5) Service Product which has a IKM convergence value of 81.04with the Satisfied category, (6) Service Implementing Competencies which have a IKM convergence score of 76,64in the Satisfied category, (7) Service Implementing Behavior which has an IKM converging value of 82,4 in the Satisfied category, (8) Handling complaints, suggestions, and input handling complaints, suggestions, and input 76.64 with the category of Satisfied (9) Service Facilities and Infrastructure which has a IKM convergence value of 86,53 with the Satisfied category.Thus community satisfaction is related to the level of one's feelings after comparing the perceived performance / results with their expectations. If the community is not satisfied, this indicates that the performance carried out by the service provider. To achieve progress, service providers must recognize the importance of increasing work productivity and if the service is good, service providers must maintain performance and continue to increase productivity so that the community remains or more satisfied with the services provided. In this study the service provider for making E-KTP in the TPDK of the Population and Civil Registration Service of Tembalang District, Semarang City, must maintain performance productivity and must improve the quality of performance.

Abstract

AbstrakDewasa ini, dinamika politik di Indonesia semakin umum menjadi konsumsi masyarakat. Ormas terbentuk bukan semata untuk menjadi wadah untuk menyalurkan aspirasi dan ideologi politik, juga karena fitrah dan tugasnya berbeda. Namun, ormas memiliki peran yang cukup besar sebagai pemersatu para aktor atau pelaku politik. Di Kabupaten Banjarnegara, ormas Syarikat Islam (SI) berperan besar dalam proses atau aktivitas politik.Anggota SI Banjarnegara tercatat sebagai anggota beberapa Partai Politik yang berbeda. Sebagian menduduki jabatan di lembaga legislatif daerah (DPRD) Kabupaten Banjarnegara. Dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara Tahun 2017, beberapa anggota SI tergabung dalam Tim Sukses setiap pasangan calon mewakili Partai Politik yang berbeda.Partisipasi Politik anggota SI dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara tergolong tinggi. Mulai dari partisipasi politik yang terendah sampai Partisipasi Politik yang aktif yaitu sebagai Tim Sukses dalam Pilkada. Sebelumnya, pihak SI telah menghimbau kepada seluruh anggotanya dengan sebuah Maklumat untuk menggunakan hak pilih dalam Pemilu tersebut. Namun, dengan catatan harus menjaga jarak yang sama terhadap semua Pasangan Calon.Warga SI diperbolehkan berpolitik dengan ideologinya masing-masing namun tidak membawa nama besar Syarikat Islam. Partisipasi Politik yang tertinggi terbukti dengan adanya anggota SI yang tergabung dalam Tim Sukses pada Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara.Pendahuluan

Abstract

Metode penelitian yang penulis gunakan untuk melakukan penelitian adalah metode kualitatifdeskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Dasarpenulis menggunakan metode kualitatif karena penulis ingin mengetahui dan menganalisis secaramendalam tentang apa saja penyebab gagalnya proses relokasi pedagang pasar Rejomulyo Semarangsementara proses revitalisasi pasar Rejomulyo Baru sudah dilaksanakan. Selain itu penulis juga inginmengetahui apa saja tindakan Dinas Perdagangan Kota Semarang selaku pelaksana danpenanggungjawab dari pelaksanaan kebijakan relokasi pedagang pasar Rejomulyo. Relokasipedagang adalah suatu bentuk tindakan yang dilakukan untuk memindahkan pedagang dari suatutempat ke tempat lain. Relokasi pedagang merupakan bagian dari revitalisasi pasar dimana biasanyarelokasi pedagang dilakukan untuk memindahkan pedagang dari pasar lama yang sudah kumuh kepasar baru yang lebih baik dari hasil revitalisasi pasar. Salah satu pasar tradisional yang telahdilakukan revitalisasi dan relokasi pedagang adalah pasar Rejomulyo Semarang. Program kebijakanrelokasi pedagang pasar Rejomulyo Semarang telah dilaksanakan. Namun, pelaksanaan kebijakantersebut tidak berjalan dengan baik dan timbul permasalahan. Penyebab permasalahan yang timbulakibat pelaksanaan kebijakan tersebut yaitu tidak adanya partisipasi dari pedagang pasar Rejomulyo.Hal ini terjadi karena Dinas Perdagangan Semarang selaku eksekutor dari kebijakan tersebut kurangdalam memberikan sosialisasi atau diskusi dengan pedagang dan Dinas Perdagangan Semarang tidakbisa mengatur pedagang agar melakukan hal yang diinginkan, sehingga pedagang tidak mengetahuibagaimana struktur bangunan pasar Rejomulyo Baru yang akan dibangun maupun proses relokasipedagang yang akan dilakukan. Tindakan Dinas Perdagangan Semarang dalam membuat pedagangagar bersedia direlokasi merupakan tindakan koersif, dimana Dinas Perdagangan Semarang memutusaliran listrik dan mengerahkan kepolisian. Selain itu tidak adanya faktor kepemimpinan antaraPemerintah Kota Semarang dengan Dinas Perdagangan Semarang membuat permasalahan sulitdiselesaikan.

Abstract

Political recruitmen function in today era reform is not implemented properly. Political party must recruits its candidates for legislative body using strict system regarding stages and requirements. It is important in order creates integrity public official.PKB Party is a political party who carry Islam Tradisional ideology and becames a political forum for NU (Nahdlatul Ulama). The majority of strategic officials is fulfill by cadres who have a family relationship with the famous local Kyai there. This reason can lead to indicated of patrimonial political practice.The purpose of this research is to knowing about how PKB Party in Central Java recruits and forming the cadres. The method used is a qualitative research model, with descriptive type. The primary data obtained through interviews with sources in this case the DPW board PKB Party in Central Java. Secondary data was obtained through literature and articles that are relevant to this research focus.Based on the finding, according to the party rules No. 02 of 2012 on The Forming of Cadres, PKB Party implements level cadres in three levels, namely KTP (Beginner Forming of Cadres), KTM (Intermediate Forming of Cadres), KTA (Above Forming of Cadres).The conclusion is that the forming of cadres implemented by DPW PKB party in Central Java in the period 2012-2017 are less democratic, it is happened because the party has not working agenda like in the AD/ART Party.Keyword : Political Recruitment, DPW PKB in Central Java,the Forming of Cadres

Abstract

Since the PAMSIMAS program was implemented in Semarang Regency from PAMSIMAS I (2008-2012) to PAMSIMAS II (2013-2015) program, there are 93 PAMSIMAS facilities in the village from the total number of villages in Semarang Regency. However, until 2015, there was 1 non functioning village and 6 partially functiong villages in the PAMSIMAS program in Semarang Regency. One of the villages is Timpik  Village in Susukan Sub-district. The aim of this study is to describe how the implementation of PAMSIMAS, the form of PAMSIMAS program, the form of implemented community empowerment, and solutions to overcome problems that arise in the Timpik Village. The theoretical approach used in this research is the Bottom-Up policy implementation approach which emphasizes the importance of considering two important aspects in the implementation of a policy, such as lower level bureaucrats and policy target group. This research used qualitative approch as its main aproach. The process of collecting data in this study used several techniques of observation, interview and documentation. In testing the validity and reliability of data, this research used triangulation technique of data source. The results showed that in the implementation, all elements that play a role in the PAMSIMAS program managements institutions and administrators both from the village and dsitrict have performed their duties and functions well so that peple get various benefits, especially in the field of access to drinking ater from them. However, there are still several obstacles which make this PAMSIMAS program not always run smoothly. The recommendation of this research is that the village level implementor should be more visionary and innovative in the future in solving the existing obstacles. In addition, it is expected that the community will participate and supprt in the development related to the continuations of PAMSIMAS program and continue to innovate in developing the programs that have been run before. Abstract

issue of gender is an issue that since the agreement had been made both in Indonesia andin other countries, in essence the issue of gender is an issue that demands for equal rightsbetween men and women, gender is a dominant aspect in politics, in relation class, age group orethnicity. Since 2002 the issue of increasing the number of women to become involved in thepolitical world has begun socialized until finally in the 2004 elections the representation ofwomen in politics has begun to be increased to 30% in Parliament until now.The methodology used in this study is a qualitative research methodology. In thisresearch, data collection techniques used were interviews with sources and literature that supportto this research. The location of research undertaken is at the secretariat office PDI P Cirebon,PDI-P faction Office of Cirebon, and at the homes of volunteers.In this study include two discussion is to see how the role of women in the managementand see how the legislative nomination process that took place whether or not gender responsive.Discussion on the role of women include the level of the role of women in the management cadreof the party, while the discussion on legislative nomination process includes female cadresnomination process flow from the bottom to the top.The conclusion of this study, the first formulation of the vision and mission of theIndonesian Democratic Party of Struggle in general very focused on women because there is nodifference between men and women, the second in response to the policy of affirmative DPPissued a decree mandating the nomination process must include 30% representation of women,this shows that the party is very responsive to the policy, the third in performing its role in worldpolitics cadre of women experience some psychological barriers such as barriers, culturalbarriers, and economic barriers.

Abstract

The religious sentiment that occurred at the end of 2017 seemed to have an impact on the political dynamics in Indonesia, and continued in the next political year, one of which was the party of democracy in Central Java. At that time the 2018 Central Java Pilgub was motivated by a political map that tended to be nationalist-religious and scrambled for votes among the Muslim community. Santri is one of the elements of the Muslim social class. Bothsides are from among the santri, namely Taj Yasin and Ida Fauziyah. The researchers were trying todo research on santri and were aiming to determine the level of participation and voting behavior of santri in Demak Regency in the 2018 Central Java’s governor election. This study used a quantitative method with a descriptive type of research.. The research was located in Demak Regency with cluster random sampling technique to determine the samples, and 96 respondents were taken as samples. Then the research data collection uses a questionnaire and literature study instrument. The results showed that the level of participation of santri in Demak Regency in the 2018 Central Java election was low. Abstentions are still high. Then psychologically the santri in Demak Regency are mostly classified as the "negative partisans" type of voters, that is, there is a negative correlation between feeling like the party and the candidates they choose in the 2018 Central Java governor election.
