Abstract

There is an absence of a theory explaining the non-structural institutional  practice of autonomous regions in Indonesia, which is part of new public management form of decentralization. This has an effect on the increasingly unfamiliar role of civil society combined agencies and governmental elements in order to assist in the delivery of public services. Yet this relatively new institutional model, able to address the issue of substantial democracy in developing countries such as Indonesia, which affects the quality of development of a region. At the praxis level, the increasing variety of challenges both domestically and internationally and the demands of fast-paced and instant society make the central government institutions overwhelmed to answer the various policy issues. What is the role of nonstructural institutions in order to participate in local governance?This research analyzes the role of 3 non-structural institutional in  Semarang City such as Semarang City Bureau Management Board, Sima Polder Management Board and Town Planning Development Board of Semarang in local governance through interview, literature study and a series of observations on activities in the three of non-structural institutions during November 2016 until November 2017.The results show that the role of non-structural institutions involving  various stakeholders, both civil society elements and government elements, is able to accelerate the process of public participation in the framework of urban development, to present informal communication in the context of the effectiveness of public policy socialization, policy issues that are easily identified and able to present experts who comes from diverse educational backgrounds and experiences to take an active role in providing policy solutions and alternatives. Keyword : Functional decentralization, Substantial Democracy and  Non Structural Organization

Abstract

Abstract: The Role Of Kendal Regency Government In Organizing Non Formal Education As An Effort To Improve Quality Of Human Resources In Kendal Regency.Kendal Regency is one of the areas in Central Java province with high poverty levels. The high levels of poverty in Kendal caused by the quality of Human Resources is low. While the low quality of Human Resources in Kendal is influenced by education level of society. The education level of the community in Kendal regency is dominated by people with a category not/do not complete primary school. From that problem is need for follow-up in the fulfillment of public education throughout life. One of the efforts undertaken by the Government of Kendal is the issuance of District Regulation Kendal No. 10 of 2012 on the Management and Delivery of Education, where education in Kendal not only be done through formal education (schools), but also through non-formal education. This research focuses on the role of Kendal Regency Government in organizing non formal education as an effort to improve quality of human resources in Kendal Regency.The type of research is qualitative descriptive. Data obtained from the primary and secondary data, using purposive sampling techniques for the selecting informants. Data collection techniques used were in-depth interviews and documents study.The results showed that the role of the Government of Kendal in organizing non-formal education as an effort to improve the quality of human resources in Kendal are the organizers, meaning that the Government of Kendal is a party to arouse, encourage, facilitate, and manage ideas and activities development in the community in the field of non-formal education. Implementation of these roles are divided into three phases: preparation, implementation, and evaluation. However there are several factors that constraint, the first is financial and the second is is the human resource in this regard is the non formal education teachers.The writer given to the Kendal Regency Government and the people who follow non-formal education in Kendal. For Kendal Regency Government should provide more support on non formal education of organizing in order to become a partner level with formal education. As for the people who follow non-formal education in Kendal should be able to utilize the facilities provided by the Government of Kendal wisely, because such facilities as an opportunity to improve the quality of society.Keywords: Role of Government, Non-Formal Education, Human Resources

Abstract

Regional autonomy is an authority that is given to autonomous regions to regulate and manage government affairs and the interests of the local community according to the aspirations of the community to increase the usability and also the results for the administration of government in the context of service to the community and implementation of legislation. But in the implementation of regional autonomy, not all regions can develop rapidly, so that there are several regions classified as still lagging behind. One of them is Banjarnegara Regency. To relinquish its status as a disadvantaged area, the Regency has carried out various development activities and infrastructures. So that in 2010 Banjarnegara District succeeded regardless of the status of underdeveloped regions. After being detached from the status of underdeveloped regions, until now Banjarnegara Regency is still continuing to carry out various development activities to strengthen the economy of the community. Ideal development must be fair and equitable. But in practice, infrastructure development in Banjarnegara Regency has not been evenly distributed. For this reason, this study will discuss the inequality of regional infrastructure development, especially road / bridge infrastructure, irrigation networks and markets. And its impact on people's welfare. The results of this study, the inequality of regional infrastructure development is because the existing development is only focused on the urban area. Abstract

ABSTRACTLocal election is one of the important instruments in order to realize the life of democracy at local level. Through elections, it is hoped that elected regional heads have legitimacy in the eyes of their citizens because they are directly elected by their constituents. In order to realize democratic elections and uphold equality, not only a policy about party nomination was made, but it was also independen nomination. An independent path is the nomination of a candidate pair without the support of a political party formally with the conditions that have been determined - one of them is the support of ID cards by citizens. In 2015 local elections in Rembang Regency, Abdul Hafidz and Bayu Andriyanto as the pair of number three came out with a 68.50% win. The couple advanced through an independent path. Actually, the independent path is chosen not only because they are non-party people, but also because the party from PPP candidate is experiencing internal conflict at the central level so it cannot be used as a political vehicle in political elections 2015. While Nasdem Party, which is the party of origin of candidate Vice Regent only get vote in Election 2014 equal to6,6%, whereas the requirement to nominate candidates for Regents and Vice Regents are 20%.The victories of Hafidz and Bayu are phenomenal considering they are nominated through independent path. Based on the research conducted by the authors, there are several determinants that affect the victory of Hafidz and Bayu in the 2015 Local election ago. First, the Identification of PPP and Nasdem party voters. Evenhough Hafidz nominate himself as an independent candidate, but the party machine is engaged in mobilizing voters' votes to influence the voter networks of both parties. The second factor is candidate. The figure of Hafidz as an incumbent influenced his victory in elections in 2015. Added to the background of Hafidz as a religious figure who often fill the recitation also provides social capital from the congregation. The last factor is the success of the work program. One of the work programs known during Hafidz's previous tenure was to raise the salary of a ‘madrasah’ teacher. The success of a good work program can foster public confidence so that Hafidz is re-elected in the 2015 elections.Keywords: Candidate, Independent, Local Election, Party Machine.1. Pendahuluan

Abstract

This research aims to examine about the village heads election at Boyolali District in 2013 that is using a new method, namely electronics election (electronic voting). E-voting methods are used only in 8 villages, namely Kebonbimo Village, Kebongulo, Gondang Slamet, Sambi, Trayu, Genting, Karangnongko, and Dologan Villages. The use of e-voting is conducted to reduce errors and barriers which occur ini elections by conventional means. This research analyzes use of implementation factors expressed by van Meter and van Horn are; 1) Standard and Policy Goals; 2) Resource; 3) Communications; 4) Implementating Agent Characteristics; 5) Disposition; 6) Environmental Conditions (social, economic, polital). The methods used in the study is a research method in combination with qualitative and quantitative approach with a descriptive method. In obtaining the data, the researcher use research tools interviews with research informants is the District Secretariat of Boyolali District, Election Committee of the district and of the village and then distributed questuinnaire spread to the community. The research also use secondary data derived form documentation contained in the District Secretariat of Boyolali District and also other literature sources such as books and journals.Results of this research showed that the implementation of e-voting has been implemented by the Government which is also supported by the villager. The villager is satisfied with use of methods of e-voting in an election. Implementation of e-voting in Boyolali District also reached the goals, that is to reduce errors that occur in election, especially in the vote count. In addition to the support resources also have an important role in the execution of a program. Communication is intertwined between the Committee, the Committee of village, district, and also the villager looks satisfied towards using of method of e-voting. social condition, economy, and politics is not so influential in the implementation of e-voting, because the villager felt that use of methods of e-voting in election already as applied in Indonesia not to outmoded.

Abstract

This research was conducted to explain the efforts to empower through a village tourism program in tackling poverty in the Cempaka Village, Tegal District.This research uses qualitative research methods that are descriptive in nature by giving a description of the problem systematically, carefully, in detail and in depth to reveal the facts of a problem or event. This study was conducted by requesting data from informants who were carefully selected and considered appropriate or representative in providing information about research problems. The data then explains the efforts made by community empowerment actors in overcoming poverty.The results of the study show that the government, society and the private sector have sought to empower the community in overcoming poverty in the Cempaka Tourism Village. Each actor has an important role in the empowerment process in Cempaka Tourism Village.In the future, the government, the public and the private sector need to enhance the optimal and consistent cooperation relationship in empowerment in the Cempaka Tourism Village.Keywords : Empowerment, Cempaka Tourism Village, Poverty, Actors of Empowerment

Abstract

Thesis entitled “Evaluation of Mine Management Based Institutional Studies and Transfer ofAuthority After The Enactment of Law No. 23 Year 2014 on Regional Government (CaseStudy : Clay Mining in Kebumen Regency)”. Some of the issues examined are : 1) How doesthe institutional management of the clay mine in Kebumen Regency run after authorities inmanaging mine switch from County Government to the provincial government. 2) Obstaclesfaced by the provincial government in conducting the management of mining clay in kebumenregency. In doing the analysis and evaluation of institutional, used six indicators i.e. 1)Availability of human resources. 2) Affordability of access to public services. 3) Communityinvolvement. 4) Technical skills and managerial officers. 5) Coordination. 6) Range ofcontrol.The results of this research show that the views of institutional aspects, managementof the clay mine in Kebumen Regency hasn't been going well. It can be seen from someindicators. First, the provincial Government still encounter obstacles in the form of lack ofhuman resources and the mine supervisor officer distribution that has not been evenlydistributed. Second, the affordability of access to public services, in particular the service oflicensing, it is difficult to reach because of people who want to ask permission to go throughBPMPTSP that is located there in the province. Thirdly, the involvement of the communitiessurrounding the quarry clay to help the Government keep tabs on the activities of the claymine is still not optimal. Fourth, the transfer authorities of the mine management fromCounty Government to the provincial government make the range of control of theGovernment against further mining activities.Key words : Evaluation, Mine management, Institutional, Transfer of Authority

Abstract

Traffic jam is a complex problem which has been faced by DKI Jakarta Province. The high rate of using private transportation in DKI Jakarta makes the condition of capital city of Indonesia is more crowded, but commuter people who live in buffer zone of DKI Jakarta (Bodetabek) also make the roads more crowded by their private transportation which used to DKI Jakarta. Many ways have been done by local government to decrease the total private transportation which enter DKI Jakarta, such as by repairing all mass transportation to mobilize people to move from private transportation to mass transportation. This research aims to see how is the implementation of APTB operational in DKI Jakarta Province also analyze what are problems faced by APTB.This research uses qualitative research method with descriptive analysis approach. Source of data which are used coming from primary and secondary data. Informant decision was done by snowball sampling method. The researcher uses two methods in collecting data,which are interview and literary study. This research is done in Communication and Transportation Department DKI Jakarta also busway stop.In 2012, Government of DKI Jakarta Province collaborate with Local Government of (Bogor, Bekasi, Tangerang) City have had cooperation to launch APTB which is integrated with busway track, so people can enjoy the facilities comfortably, without facing traffic jam. In early of launching this APTB, people accept well and run well. After almost 4 years APTB runs, there are so many problems are found in body of this APTB. Researcher finds 3 main problems which are faced by APTB, there are about license, an option given by government to operator which is disadvantageous and grant vehicles given by Ministry of Transportation.APTB is a mass transportation which is needed by capital people. However, because of many problems which are faced, government should look for the best solution for APTB operational, so that people can enjoy the service safely and comfortably, without facing conflict that makes people confused.Keywords: Traffic Jam, Commuter, Mass Transportation, APTB.

Abstract

The existence of shadow station is a phenomenon that appears as a form of policy that made by the user community. Shadow stations appear in several locations which according to the user community are strategic locations. Jatibening Shadow Station located in the toll road area of ex Pondok Gede Timur. Its existence facilitates the needs of the community, but violates the existing rules. This caused a conflict between PT. Jasa Marga as the toll road manager and the community around the station. Conflict of the existence of Jatibening  Shadow Station has purpose to knowing how to resolve conflicts and the results of existing conflicts resolution, as well as knowing the appearance of the Jatibening Shadow Station itself.This study uses a type of descriptive research with a qualitative approach. Qualitative approaches use structured interview techniques, field observations, and document review. Document review is used by adding data from books, scientific papers, and articles from the internet that support research.Activities at Jatibening Shadow Station have been going on for a long time. The results showed that the main cause of the community's rejection of the total closure of Jatibening Shadow Station was its very strategic location being the main attraction of the Jatibening Shadow Station. Its existence also helps the economy of the surrounding community. PT. Jasa Marga want to restore the function of the toll road in accordance with existing regulations triggers different conflicts of interest. Compromise was taken as a middle ground in resolving conflicts over the existence of Jatibening Shadow Station. The compromise taken resulted in a letter of agreement between the two parties. Abstract

ABSTRACTThe cooperation of managing parking on streetc by the Government of Pekalongan City and parkers departing from regional autonomy. The government has the authority to manage the potential in their own areas.This can be undertaken in collaboration with the private sector. The Goal of roadside parking management cooperation common in Pekalongan is to carry out the mandate of the Regional Regulation No. 21 Year 2011 on retribusion parking on street. This system replaces the old system by the ticketing and auction to third parties. Cooperation is intended to optimize the management of retribution.This study uses qualitative descriptive method to describe the system of parking on street management cooperation common in Pekalongan.The data used was taken from in-depth interviews, field notes, and study documents.Cooperation management of parking on street is technically done by the Department of Transportation in Pekalongan and parkersr with the contract model each year from 2013 to 2015 targeted Rp700.000.000. The target is always achieved and fulfilled. Then the management of parking lots for the better with their letter of agreement that binds the parties working together.Cooperation management of parking on street is not free from problems. Limited human resources on the Department of Transportation to control is not optimal.As a result there is dishonesty in cooperationof management parking on street. The solution to this problem limited to a reprimand and termination of cooperation.From the research that has been done, this cooperation was successful because the targets have been achieved.But still need the arrangement of the methodology determination of potential retribution.Keywords: Cooperation, Parking Management, Local Government, Parkers.
