Abstract

This research conducted to explain the result from the role of Badan Perencanaan Pembangunan Daerah (BAPPEDA) Semarang Regency and participation of society in sanitation development implementation in Jambu Village, Semarang Regency. The purposes of the research are society welfare enhancement through a planned effort, do an evaluation of accountable region development plan, do an assesment of region development potential analyticaly, do coordination of integrated planning, and do administration BAPPEDA Semarang Regency. This research is helpful for monitoring and evaluating implementation of sanitation development plan in Jambu Village including to assure policy, program, and project are implemented accordance with the determinded plan, and also to obtain feedback from policy, program, and project that is done as well as in progress. This research used qualitative descriptive method which supported by quantitative data and particularly used mix method research focused on purposive sampling technique to explain the role of BAPPEDA and participation of society in sanitation development implementation. Source of data were primary and secondary data. Collection of the data used observation, interview, and literature review. The result shows that implementation of sanitation development in Jambu Village Semarang Regency has worked well. The positive effect of this policy has achieved proved by society utilize irrigation canal easily for daily life, perceive ‘gotong-royong’ to other society, and easily get clean water so they have assured health and well field watering. The exist of sanitation development program in Jambu Village is expected affect to better social-economic and physic condition for society thus farmer’s income will increase. Abstract

The Regulation of the Minister of the Interior Number 2 Year 2016 onChildren Identity Card was enacted as a form of government policies for children’s protection of their identity rights. To follow up this regulation, Semarang City government issued Regional Regulation of Semarang City Number 4 Year 2016 on the Implementation of the Population Administration. The purposes of this study are to find out how the implementation of this regulation of the minister of the interior about Children Identity Card (KIA) in Semarang City is and what efforts have been done to overcome every obstacles. The results showed that Semarang City governments will carry out this regulation of the minister of the interior about Children Identity Card (KIA) in 2017. The preparations the Semarang City governments do are to collect datas of children, to discuss the addition of KIA’s benefits with several stakeholders, to conduct a comparative study into areas that have already implemented KIA, and to disseminate about KIA and its basic regulations. However during preparations Semarang City governments experiencedsome constraints such as, obscurity in distribution of KIA form, limitations anddelays in budget provision, lack of competent human resources to operatePopulation Administration Information System (SIAK) and the lack of regulationimplementing the Regional Regulation Number 4 Year 2016 on the Implementationof the Population Administration. Therefore, Semarang City governments makeefforts such as, provision of KIA own forms, preparation of training SIAKoperation, and make the technical regulation of Regional Regulation Number 4 Year2016 on the Implementation of the Population Administration.Keywords : Children Identity Card (KIA), Semarang City

Abstract

AbstractPublic Service in providing licensing services are now familiar with theattendant bureaucracy which often provide a very complicated procedure. This studywill reveal the performance of public services in providing licensing servicesBuilding Permit (IMB) as an indicator of good governance. This study aimed toanalyze the efforts and the factors that hinder the Semarang city government incombating illegal fees in licensing services Building Permit at the Department ofInvestment and Integrated Services One Stop Semarang. In this study, researchersused a descriptive approach qualitative research methods, the research illustrates aphenomenon that has been going on and analyze the phenomenon through qualitativeresearch procedures. The results of this study in the realization of public servicessuch as service licensing, DPM_PTSP Semarang already provide a good enoughservice. Although in the realization of licensing services still do not meet the serviceof what has been determined in accordance with standards of public service, that isno problem at the speed of service and service schedule certainty. StandardOperating Procedure (SOP) has not run optimally, making it less effective andefficient in completing the work and the resulting deviant behavior extortion andkickbacks to the official community care givers.Keywords: public service, licensing services

Abstract

Volcanic eruption hazard is a threat with potentially catastrophic risks are very high in Garut regency. Therefore, researchers want to know how disater management of garut regency goverment in Papandayan volcano in 2008 as well as how community involvement in this countermeasures of disaster.. This study is a qualitative research that is a descriptive study using data analysis.This research is the ex post facto. Informants in this research is Tb Aro Haq who is the section head of preventif BPBD Garut regency once volunteers in the event of Papandayan volcano in 2008.The results shows that disaster management implementation of papandayan volcanic eruption in 2008 implemented in three stage is pre-disaster, disaster emergency response and post disaster. Paradigm developed in this disaster countermesures is a preventive paradigm in which the change from an emergency response to risk management.It is changing the way people to participate in this disaster countermeasures of all stage.Therefore, researcher suggests that governemnt together with the public and private sector should coordinate to organize disaster management activities of Garut regency and encourage preventive paradigm in countermeasures of disaster embodied in the form of policies, regulations and procedures of disaster remains to tle lowest level of government. Keywords       :  Disater management, Garut regency government, Community involvement, Papandayan volcano eruption in 2008

Abstract

Development of technology has been growing into government system. Charge of bureaucracy reformation has brought technology to participate in governance system, especially in public service innovation. Development of technology in Indonesia has not yet distributed well, it is shown by many areas have not aware of technology. Inline with Law Number 6 Year 2014 about Village that said “Village has right to get information access through Village Information System which developed by City/Regency Governance”.The research describe society participation which are ICT Volunteers in helping governance program that is Village System of Pemalang Area (SIDEKEM) in Pemalang Regency. Research’s method is descriptive qualitative and theory being used is individual and society participation theory.Research result shows that ICT Volunteers participation has born from passion and concern of society in development. Through Empowerment Center of Information and Village (PUSPINDES), ICT Volunteers can participate in supporting governance policy. ICT Volunteers participation can be obtain by governance role which is Society and Village Governance Empowerment Body (DINPERMADES). However, there are some obstacles, which are the lack number village governance officer who understand about technology, indiscipline action of village officer in training held by PUSPINDES and lack of awareness village society on the importance of technology. The obstacles can be overcome by appointing village administrators, giving award to villages, ICT Volunteers and DINPERMADES continuously supervising and evaluating as well as giving some innovation in the implementation of SIDEKEM.Keywords: Society Participation, ICT Volunteers, PUSPINDES, DINPERMADES,Innovation, SIDEKEM

Abstract

 Abstract The merger policy villages in Pekalongan, a State government efforts in governing effectively and efficiently. However, on the way the pros and cons of the public arising from the impact of the implementation of the policy, both in administrative issues as well as history. As his case that occurred in the village incorporation Landungsari and Noyontaan in Pekalongan, a conflict people who do not agree with the policies of the Pekalongan government.This study aims to determine the public perception of merging the village Landungsari and Noyontaan in Pekalongan. This study uses a quantitative method with a non-parametric approach. The use of this type of research can be pursued gives an overview of the public perception of the incorporation of the Village in the Landung sari Village and Noyontaan Village, in the implementation of data collection in the field, researchers get 99 respondents using multystage system of random sampling.According to the research found that the majority of the village Noyontaansari not agree with the merger of the villages of Pekalongan City because people Noyontaansari strongly objected to the name of the result of merging the village that did not involve the wider community in policy-making village incorporation. Later in the process can seem abrupt and without their dissemination to the public beforehand. In this case the community, its specialty Noyontaansari society wants the government to restore  their Village to original name, because the name is related to the history of their village.The conclusion that the authors get Noyontaansari Village are society consider merging the Village is not important because before and after unification are not many changes that occurred in the village Government bureaucracies, both in terms of effective and efficient services. Keywords: Policies, Perceptions, Effective, Efficient

Abstract

Dalam kurun waktu 10 tahun terakhir, Kabupaten Banyuwangi menunjukan adanya peningkatan yangsignifikan dari segi pembangunan daerah melalui strategi investasi. Investasi yang ada, dikelola untukdapat dialokasikan kedalam kebutuhan daerah seperti pembuatan lapangan pekerjaan baru,peningkatan PAD, dan sebagainya. Berdasarkan analisa melaui teori yang dipakai, maka diperolehhasil penelitian yaitu, pemerintah Kabupaten Banyuwangi sukses dalam mengelola investasi yangada di Kabupaten Banyuwangi akan tetapi kurang optimal dalam melakukan pembangunan daerah.Hal ini dibuktikan dengan masih minimnya peran swasta dalam memberikan kontribusi bagi daerahdan masyarakat. Meskipun demikan dalam hal lain pembangunan daerah juga dapat dikataka berhasildengan bukti pengangguran berturun secara drastis, angka kesempatan kerja dalam kurun waktu 5tahun terakhir stabil pada angka diatas 90%, dan murahnya biaya hidup. Dengan demikian penelitian ini mendapatkan kesimpulan, strategi investasi mempunyai peran dalampembangunan daerah. Melalui strategi investasi, daerah mampu memasarkan daerahnya secara efektifdan efisien agar investor tertarik untuk berinvestasi ke daerah tersebut. Setelah investasi masuk, makadapat dikelola sebagai modal dalam pembangunan daerah. Akan tetapi bisa jadi daerah menemuikendala dalam pembangunan daerah apabila pemerintah daerah tersebut tidak memiliki fokus danketegasan dalam pembangunan daerah.

Abstract

Strategy of Women’s Empowerment and Child Protection Policy in Rembang Regency 2016 ABSTRACTBacground: The high number of women and children violence, followed by the lack of active PUG institution becomes the the basic reference of researchers to assess the accomplishments of  PUG  implementation in 2016, the efforts of officers in implementing the strategy and the efforts to preserve the mentor category of APE in Rembang.Methods: A qualitative study involves collecting various empirical materials (interviews, personal observations, social interactions) to describe the problem, routine moments and its meaning in individual and social life.Results: The Implementation of policies related to gender mainstreaming in Kabupaten Rembang 2016, in routine evaluation through program evaluation meetings and in the district mid-term district development plan (RPJMD) section has integrated gender issues of strategy and policy direction integration of gender perspective in regional apparatus units.Conclusions: Implementation of gender mainstreaming in Rembang regency 2016, the achievement of the highest appreciation of godsend parahita ekapraya (APE) category of mentor and child-friendly district, while the constraint is limited resources such as supporting gender mainstreaming and technical guidance.Keywords: Strictness, Policy Strategy, Gender Mainstreaming

Abstract

ABSTRACTTraining is an acitivity that aims to improve a person’s skills and and also aims to increase the human resources so that they can compete in the world of work.Vocational training centers in Magelang district is one of the government agencies that provide training and aims to improve the quality of human resources as described earlier.Participants who have attended the training are expected to work according to the skills that have been given. The data were taken from in-depth interview, photos, documents, and observations.According to the results showed that the implementation of the training has been going well as it should.But the overall implementation of the training activities encountered some resistance training are the obstacles related to the condition of facilities and insfrastructure are lacking to meet the needs of training departments and also contstraints regarding the number of instructors that do not coresspond to the number of existing training department.Related cooperation is carried over to the training cooperation is not cooperation employment.The advice given author is a training facility that is more in added and customized with modern equipment.In addtion, it is alsonecessary for cooperation student placement training.With the implementation of these recommendations the training will run well.Keywords : training, human resources, labor

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana perjuangan Warga Register 45 dalam Pemilihan Bupati dan Wakil Bupati Mesuji 2017 dan faktor-faktor-faktor yang mempemudah dan mempersulit perjuangan Warga Register 45 di Kabupaten Mesuji 2017 dalam memperoleh hak-haknya.Tipe penelitian ini adalah studi kasus melalui pendekatan kualitatif. Sumber data yang digunakan berupa data primer yang berasal dari hasil wawancara mendalam terhadap beberapa informan penelitian dan data sekunder yang berupa arsip dan dokumentasi. Teknik pemilihan informan menggunakan purpossive sampling.Penelitian menemukan masih terdapatnya berupa perlakuan diskriminasi yang dilakukan oleh pemerintah terhadap Warga Register 45. Bentuk perlakuan diskriminasi berupa tidak mendapatkan sensus penduduk secara konstitusi, tidak terdaftar sebagai pemilih didalam pemilu dan tidak mendapatkan sosialisasi tentang pemilu. Perjuangan Warga Register 45 ini di bantu oleh Komisi Nasional Hak Asasi Manusia. perjuangan Warga Register 45 ini mendapatkan hambatan dengan ketidak responan dari pemerintah langsung.
