Abstract

Kemiskinan dan rawan pangan merupakan masalah utama yang pada umumnya dihadapi hampirdi semua negara-negara berkembang. Begitupula dengan Kabupaten Pemalang yang angkakemiskinannya diatas angka kemiskinan provinsi Jawa Tengah yaitu sebesar 17,37%. Salah satuupaya untuk mengatasi masalah kemiskinan dan rawan pangan di daerah pedesaan ialah melaluiprogram Desa Mandiri Pangan. Upaya pembangunan ketahanan pangan dilakukan secara bertahapmelalui proses pemberdayaan masyarakat untuk mengenali potensi dan kemampuannya, mencarialternatif peluang dan pemecahan masalah, serta mampu untuk mengelola dan memanfaatkansumberdaya alam secara efektif, efisien, dan berkelanjutan. Maka penelitian ini bertujuan untukmengetahui perbedaan dalam keberhasilan implementasi Program Desa Mandiri Pangan dan faktorpenyebab perbedaan dalam keberhasilan implementasi Program Desa Mandiri Pangan di DesaPulosari dan Desa Batursari Kabupaten Pemalang. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan databerupa wawancara, observasi, dan telaah dokumen. Penelitian ini juga menggunakan landasan teorikemiskinan, kebijakan sosial, dan implementasi. Hasil penelitian tersebut menunjukkan bahwa implementasi program Desa Mandiri Pangan diDesa Pulosari sudah berjalan dengan baik dipengaruhi oleh beberapa faktor seperti keberadaan dankeaktifan kelembagaan masyarakat yaitu adanya kelompok afinitas dan lembaga keuangan desa,sumber-sumber kebijakan yang sudah memadai, dan adanya dukungan dan koordinasi yang baikdengan Pemerintah Desa. Sedangkan di Desa Batursari belum berjalan dengan baik karena tidakaktifnya kelompok afinitas dan belum adanya lembaga keuangan desa, sumber kebijakan yang belummemadai seperti sumber daya manusia dan sumber dana serta sarana prasarana, dan juga tidak adanyadukungan dari Pemerintah Desa untuk mendukung keberlangsungan program Desa Mandiri Pangan.

Abstract

The bureaucratic reformation of the Sub-district Integrated Administration Service for the acceleration of UMK licenses in Margadana sub-district of Tegal City aim for explaining the bureaucratic reformation which is implemented PATEN by Margadanana sub-district as one of the way to improving the quality of the services. The research determines the factors which influence the success of Implementation of PATEN. The research method uses Qualitative-descriptive method, where the information is collected from the staff of Margadana Sub-district Government, the Regional Secretariat of Tegal City, and some actors exclude the government institutions as data balancer. They are the citizens, and the policy observer in Tegal City.The results show the success of the Implementation of PATEN in Margadana Sub-district can be seen in implementation process through the behavior of the employees which handle the PATEN case, the infrastructures, the form of commitment for implementing PATEN, and the accountability of the services. They make Margadana Sub-district achieve the reward from theMinistry of cooperatives and Small Medium Enterprises Republic of Indonesia, and it becomes the pilot for the other sub-districts in Tegal City. The implementation of PATEN in Margadana Sub-district brings changes the performances of the employees of Government, and it impacts in the services for the community. The aim of PATEN is not only for improving the quality of the services in sub-district, but it has another aim to closer the services to the community. The changes happen through the PATEN programs, such as the procurement of facility services, the system of the services which is more modern than before and the behavior of the employees area consistent with the standard of the services.The driving sectors of the success of PATEN are the capacity of organization, coordination and interaction each actors who are involved in the program, and the strategy of information delivery through persuasive approach which improves services, such as the enhancement of the infrastructures. Furthermore, it has positive impact to the community relate to the satisfaction of the community toward the services, although there is limited budget for improving the capacity of human resources and the infrastructures. The conclusion of the research is the provision of public services through the PATEN program is related with the employees of the PATEN program, so the necessity of the bureaucratic reformation is strongly needed to achieve the good governance. Consequently, the PATEN policy can generate the institutions which have commitment for improving the bureaucratic reformation and noticing the community necessity in public services.Keywords: The bureaucratic reformation, PATEN and, public services

Abstract

The objective of this study is to analyze advertisement management which is implemented by Department ofRevenue and Financial Management of The Local Asset (DPPKAD) Tegal Regency. Advertisement management is one of efforts to increase Regional Original Revenue in order to implement the government and reginal building. Therefore, this studywasanalyzing the organizing phases and what factors are being impeller and obstacle in this advertisement organizing process by using management function theory from George Terry which loads planning indicator, organization, actuating, and controlling.The method of data analysis was descriptive qualitative research. In collecting data, the study used observation technique, interview, documentation and literary studies. The study also used secondary data which came from documentation data and other literary sources such as books and reports or DPPKAD Tegal Regency’s archives.This study showed that advertisement management in Tegal Regency had been appropriate with the procedure but the implementation was not optimum yet, whether in planning phase, organization, actuating, or controlling. Some obstacles was still experienced by DPPKAD whether external obstacles such as less awareness from society to pay tax, or internal obstacles such as less effetiveness of employee’s performance. Therefore, the recommended suggestions from the researcher are optimization of advertisement managemnet which was done by increasing employee of DPPKAD’s performance and reducing or ommiting obstacles which along the period became obstacles in advertisement management in order to get advertisement tax income maximumly.

Abstract

This research was conducted to explain the efforts of the regional government in increasing regional budget transparency in the city of Semarang. This study uses a qualitative-descriptive research methodology because this research describes phenomena relating to current and experienced situations, attitudes and views that are present at the moment, the relationship between variables contradicts two or more conditions, the effect on a condition, and the difference between facts. This study is conducted by asking for information to the primary subject, namely the source and the main informant and the secondary subject, as an additional source of data in strengthening the data. The data then explains the efforts made by the Semarang City Government in increasing regional budget transparency as basic services as a condition for implementing good good governance with the principle of public information disclosure. The results of the study show that the Semarang city government always strives for improvements to increase budget transparency to the public. The Relationship of Budget Transparency with Public Information Openness, encourages the government to establish a legal basis regarding the guidelines for managing public information and documentation within the Semarang city government. In addition, it also explains the authority, problems, supporting and inhibiting factors, efforts, achievements and reforms, support for superiors, and relations between institutions in all ways to improve regional budget transparency. In the future, the Semarang city government needs to optimally and consistently improve regional budget transparency. Bringing up new innovations and fostering civil apparatus so that it becomes the best governance process and results. Abstract

Sosialisasi politik adalah suatu proses penanaman orientasi politik melalui agen-agen sosialisasi politik kepada seorang individu. Dalam penelitian kali ini, agen-agen sosialisasi tersebut adalah variabel independen (X) yaitu, Keluarga (X1), Sekolah (X2) dan Media Sosial (X3) yang memiliki hubungan terhadap orientasi politik yang merupakan variabel dependen (Y).Tujuan penelitian ini adalah untuk mengetahui bagaimana pengaruh Keluarga, Sekolah dan Media Sosial terhadap pembentukan orientasi politik pelajar SMA di kota Semarang. Penelitian ini menggunakan pendekatan kuantitatif dengan tipe penelitian eksplanatori. Prosedur pengambilan sampel menggunakan probability sampling. Data diperoleh melalui kuesioner berisi 25 pertanyaan yang disebarkan pada responden dimana populasinya adalah pelajar Sekolah Menengah Atas (SMA) di kota Semarang, dengan N= 191 siswa . Skala yang digunakan adalah skala ordinal. Selanjutnya dalam analisis data dilakukan dengan program komputer SPSS 16.0.Hasil penelitian ini adalah Keluarga, Sekolah dan Media Sosial memiliki pengaruh terhadap pembentukan orientasi politik pelajar SMA di kota Semarang. Keluarga (X1) dengan orientasi politik (Y) memiliki hubungan yang cukup kuat dengan koefisien korelasi 0.490; Sekolah (X2) dengan orientasi politik (Y) memiliki hubungan yang cukup kuat dengan koefisien korelasi 0.594; Media Sosial (X3) dengan orientasi politik (Y) memiliki hubungan yang juga cukup kuat dengan koefisien korelasi 0.467; dan keluarga, sekolah, dan media sosial secara bersama-sama memiliki pengaruh yang signifikan terhadap pembentukan orientasi politik.Kata kunci: Agen sosialisasi politik, Orientasi politik

Abstract

Analysis problematics of illegal practice in Tanah Abang Market Central Jakarta has apurpose to find out why the practice of illegal parking in Tanah Abang Market could persistuntil today, when it was often obtain enforcement of formal institutions that deal with theseillegal parking. Another aim is to determine wheter there is a local strongman in the illegalparkirng so that activities can continue and secure until today.Methods of execution in this research use qualitative descriptive research with primary datatypes are the words and actions. Sources of data obtained derived from primary andsecondary data. To search for informants in this study is conducted with a purposive sample(making intentional) and accidental sampling (sampling by accident when he met at the studysite). Techniques for collecting data using interview, observation and documents.The practice of illegal parking in Tanah Abang Market is one of the problems that have beenaround a long time in this area. Illegal parking is the case in areas that already have a ban onparking. Illegal parking makes the area more often jammed, irregular, and rundown. Variouspolicies have been issued by Department of Transportation and Transport Jakarta in dealingwith this case, but still no result has yet effective way to reduce this illegal parking. Dept ofTransportation and Transport Central Jakarta City Administration has also done various waysand methods to combat this illegall parking. The result are still the same and there has beenno change that we can see. Illegal parking practices are able to continue to survive and carryout daily activities. Abstract

The Ombudsman study explains the lack of complaints not because of the performance of public services either, in fact people are reluctant to complain because it is considered not to bring any changes to the public service. The central government develops the LAPOR / Aspirations and Online People's Complaint Service, based on electronic applications, targeting in 2017 all Institutions / Ministries / BUMN / D / LGs can be integrated into the LAPOR program in order to improve the quality of public services. In 2016 the city government of Semarang began to implement the LAPOR policy with the name of Lapor Hendi. This policy is categorized as the use of electronic facilities by government / e-government in the field of public services, specifically the public service complaints management section.The objective of this research is to know Lapor Hendi process as public policy which is electronic from the side of its policy resources, using theory of policy resources from Harvard JFK School Of Government study, that is from Support, Capacity and Value aspect. Researched with descriptive kuaitatif method, by way of data retrieval through interviews, observation, and literature study.The result of the research shows that from the support side, there is support from the regulation of mayor that regulate Lapor Hendi, commitment in the form of routine report discussions, the allocation of physical infrastructure as the facilities and infrastructure of the activity, and also the socialization of Lapor Hendi indirectly to the community. In terms of capacity, the financial program of Lapor Hendi has been allocated to APBD, institutional, human resources managers and implementers along with technology infrastructure has been provided for this program. In terms of benefits, there are 3 parties who get from the benefits of Lapor Hendi policy, the community both Semarang City and outside the city of Semarang that utilize the facilities of Semarang City, Semarang City Government, and Profit Organization.Keywords: public service, Lapor Hendi, public policy resources, Support, Capacity, Value.

Abstract

The Implementation of Regional Regulation Number 12 of 2013 on the Management, Empowerment, and Protection of Traditional Market in SalatigaABSTRACTThe aim of this research was to investigate the implementation of Regional Regulation number 12 of 2013 on the management, empowerment, and protection of Traditional Market that took place on Blauran Traditional Market in Salatiga. Municipal Administration of Salatiga does the implementation of Regional Regulation to maintain the existence of Traditional Market on the rapid development of Modern Stores. This study analyzed how the implementer does the management, empowerment, and protection of Traditional Market on Blauran Traditional Market that became the highlight in this study. The researcher chose Blauran Traditional Market in Salatiga as a case study research. The method used in this study was a qualitative research method with in-depth interview method and observation. In obtaining the data, the researcher interviewed the research informants which are Department of Industry, Trade, and Cooperatives and Micro, Small, Medium Enterprises of Salatiga and also Regional Technical Implementation Unit district II. It was analyzed used George Edward III theory. In addition, the researcher used secondary data derived from documentation data in Department of Industry, Trade, and Cooperatives and Micro, Small, Medium Enterprises of Salatiga.The finding of this study shows that the implementation of Regional Regulation concerning Management, Empowerment and Protection of Traditional Markets in Salatiga has not been run in accordance with the regulations that have been made, with the initial goal is to maintain the existence of Traditional Markets Salatiga of rapid Modern Shop. This is evidenced by the failure of the government through the Department of Salatiga and UPTD market to meet the needs of target groups in implementing aspects of management, empowerment and protection of traditional markets. Of the 15 Traditional Market in the city of Salatiga not all traditional market that has implemented the three aspects of Regulation Number 12 of 2013, namely Management, Empowerment and Protection of Traditional Market. Government Salatiga through the Department less active role in the implementation of this law on managing the existence of market vendors, provide guidance to the merchant market and provide physical facilities through the renovation of traditional markets and support facilities Traditional Markets in Salatiga, but in the aspect of protection of traditional market in the provision of location strategic and profitable been fulfilled by the Government of Salatiga to provide locations in strategic places.Keywords: Regional Regulation, Traditional Market

Abstract

ABSTRACTThe implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable.The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation.The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Abstract

ABSTRACTIONThis study aims to analyze the implementation of Mayor Regulation No. 34 of 2017 which has been implemented since mid-2017 until now and the extent to which the implementation can achieve the established goal of realizing the management of public complaints to be more coordinated and provide access to the community to participate actively in submit complaintsType of research used in this research is analytical descriptive research type through qualitative approach. Sources of data used in the form of primary data derived from the results of in-depth interviews of research informants and secondary data in the form of archives and documentation. The technique of selecting informants using purposive sampling.The results of the study found that in the implementation of this Mayor Regulation is effective in increasing the active participation of Semarang City community participation in 2017 in conveying complaints due to the massive socialization conducted by the Semarang City Government. Sources of input reports from the public most use the means of complaints via SMS, Twitter and Web laporhendi. Types of categories of complaints are classified into 3 types of mild, moderate and severe reports after passing the verification and clarification stage of P3M before the report is disposed to the integrated OPD. While some of the obstacles are if there are reports of public complaints involving many WSS and are not included in the planning and budget of the year, and there are still procedures for handling different OPDs.The recommendation that the author gives to the Complaints Management in Semarang City is that Each response answer from the OPD needs to include contact person who can be contacted to facilitate the community who want to ask more questions related to the problem and displays additional image features on the system before and after the results of reporting through images to make it more credible.
