Abstract

The purpose of this study is to determine the contribution of Hotel Tax to Local Revenue and obstacles in the tax collection of hotels in Semarang City Government and the efforts made by the Office of Management of Finance and Regional Assets Semarang City to increase the acceptance of Hotel Tax.This research method used descriptive qualitative research method with library data collection and field study which consist of observation, documentation and interview. The research object used is Hotel Tax and Local Taxes obtained from the Office of Financial Management and Regional Assets Semarang City Government in 2011 to 2015. In this study researchers used secondary data and primary data. Primary data is data obtained in the form of words and actions from the results of interviews with informants. Informants from this research are employees of the Office of Financial Management and Regional Assets Semarang City. While secondary data is data obtained from literature books, documents, statistical data or archives from the Office of Financial Management and Regional Assets Semarang City.Based on the results of the research note that the development of hotel taxes in 2011 up to 2015 continues to increase with the average rate of hotel tax growth per year 15.6% although income from Hotel Tax always increase every year but its contribution to the Original Regional Revenue shows results in category is very less with an average of 4.98% from 2011-2015. The obstacles encountered are lack of human resources and still low awareness in paying taxes.Keywords : Contributions, Hotel Tax and Local Own Revenue

Abstract

AbstractVolcanic eruption hazard is a threat with potentially catastrophic risks arevery high in Garut regency. Therefore, researchers want to know how disatermanagement of garut regency goverment in Papandayan volcano in 2008 as wellas how community involvement in this countermeasures of disaster..This study is a qualitative research that is a descriptive study using dataanalysis.This research is the ex post facto. Informants in this research is Tb AroHaq who is the section head of preventif BPBD Garut regency once volunteers inthe event of Papandayan volcano in 2008.The results shows that disaster management implementation ofpapandayan volcanic eruption in 2008 implemented in three stage is pre-disaster,disaster emergency response and post disaster. Paradigm developed in this disastercountermesuresis a preventive paradigm in which the change from an emergencyresponse to risk management.It is changing the way people to participate in thisdisaster countermeasures of all stage.Therefore, researcher suggests that governemnt together with the publicand private sector should coordinate to organize disaster management activities ofGarut regency and encourage preventive paradigm in countermeasures of disasterembodied in the form of policies, regulations and procedures of disaster remainsto tle lowest level of government.Keywords: Disater management, Garut regency government, Communityinvolvement, Papandayan volcano eruption in 2008

Abstract

Kemiskinan merupakan salah satu permasalahan yang menyebabkan tidak tercapainya kesejahteraan. Untuk itu, pemerintahan di kota Semarang ikut untuk melaksanakan pencapaian kesejahteraan. Upaya pemerintah dalam melaksanakan pencapian kesejahteraan dilakukan dari pemerintah pusat sampai pada pemerintah daerah. Pelaksanaan pencapaian kesejahteraan telah tertulis pada pembukaan UUD 1945 pada alinea ke empat yang mengatakan bahwa untuk memajukan kesejahteraan umum Penelitian ini menghasilkan temuan bagaimana pemerintah melakukan pelaksanaan program Kampung Tematik dalam menanggulangi kemiskinan. Peran masyarakat kampung Home Industry dan pemerintah adalah kunci dari terciptanya kesejahteraan yang ada. Untuk itu, pemerintah perlu melakukan pembinaan pada masyarakat sekitar agar nantinya UMKM yang berguna meningkatkan pendapatan masyarkat dapat berdampak secara keseluruhan.

Abstract

Abstract. Regional autonomy in Indonesia is the right, authority and obligation of autonomous regions to regulate their own affairs and interests, Including in the preparation of Local Government Budgets becomes the authority for local government. However, the existence of such authority also provides opportunities for irregularities in regional budgeting that can threaten the realization of good governance therefore, in the budgeting process it is necessary to apply principles of transparency, accountability and participation. Budget Festival Government of Batang Regency is one effort to realize the principle of good governance. Therefore, this research tries to find out the perception of society to the implementation of Budget Festival activity and also the benefit of the activity.Samples taken in the research were 100 respondents spread in Batang, Regency Of Batang, Central Java. Samples were drawn using simple random sampling technique. The data were collected by questionnaire, observation and interview. The data that has been collected is then analyzed using descriptive statistical techniques.The results show that 58% of respondents interpreter the Budget Festival as a means of providing information on the use of Local Government Budget, and by 22% interpreted the Budget Festival as a vehicle for participation, 8% of respondents rate as an activity to increase the popularity of Batang regency, 4% rate as a regular event and 8% respondent do not know the meaning of the activity. From the research results also known that the Budget Festival can increase public knowledge of local government budget, increase community participation and prevent the occurrence of irregularities.Keywords: Regional autonomy, good governance, transparency, accountability, participation.

Abstract

Peneliti berusaha untuk mengkaji strategi marketing politik Ganjar Pranowo dan Taj YasinMaimun Zubair guna mengatasi penurunan suara di Kabupaten Rembang akibat konflik yang terjadiantara Ganjar Pranowo dengan masyarakat Kabupaten Rembang berdasarkan penerbitan izinpendirian pabrik semen milik PT Semen Indonesia. Penelitian ini menggunakan metode penelitian kualitatif deskriptif yang mencoba menggambarkankondisi sebenarnya yang terjadi di lapangan serta melakukan analisis secara cermat dalam mengamatifenomena yang dijumpai, bertujuan untuk mengetahui secara mendalam dan detail mengenai suatukasus strategi pemenangan menggunakan pendekatan marketing politik yang terdapat di suatu daerah. Penelitian ini menemukan bahwa strategi berdasarkan marketing politik guna memenangiPemilukada Jawa Tengah 2018 telah diterapkan dengan optimal yang berdampak pada kenaikkanhasil perolehan suara dan kemenangan di Jawa Tengah maupun di Kabupaten Rembang. Penelitianini juga menemukan bahwa pasangan Ganjar Pranowo dan Taj Yasin Maimun Zubair beserta timpemenangan berhasil membuat mesin politik alternatif dimana pendekatan berdasarkan pemanfaatansumberdaya jaringan yang dimiliki, yaitu jaringan Santri Sarang.

Abstract

Follow-up is an activity undertaken in the framework of completing the management of public complaints. Community complaints management in Tegal District is conducted through the process of receiving, recording, reviewing, distributing, confirmation, clarification, research, inspection, reporting, follow-up, and archiving. The substance of the public complaint consists of: the substance of public complaint is supervised and the substance of public  complaint  that is not supervised.The research method used is qualitative research method with explorative research type. Data collection technique used is interview, documentation, and literature study. The informants in this research are LPPL Tegal Radio Slawi Ayu FM (Director & Host of "Kabar Bupatiku") and 13 Local Government Organization of Tegal Regency (Secretary of Goverment Service, Head of  Division, Head of Sub Division and Section Head).The results of the research showed that the management of 37 community complaints that was not supervised on the 23 editions of the "Kabar Bupatiku" broadcast: 17 complaints have been followed up, 7 complaints are being followed, 4 complaints have not been followed up, and 9 complaints are not followed up. With this research, it is expected to be used as input material in the management of public complaints on the broadcast of " Kabar Bupatiku ".The recommendations that can be given to the Government of Tegal Regency is by making Standard Operating Procedures (SOP) management of complaints broadcast " Kabar Bupatiku " and by trying the attendance of the Regent to be able to escort complaints that are delivered  on " Kabar Bupatiku" broadcastKeywords: Management, Follow-Up, No Supervision

Abstract

This research was conducted to see the effect of Dalihan Na Tolu Batak customary values on the Regional Head Election by taking the location in Tarutung District, North Tapanuli Regency. The kinship system in Batak people is still very strong with Dalihan Na Tolu which includes Hula-Hula, Dongan Tubu, and Boru. The research method used is a quantitative method with an explanatory descriptive approach that explains the relationship between independent and bound variables from the research theme, namely explaining the position of the variables Hula-Hula, Dongan Tubu, Boru, and preference choosing and the relationship between variables one with other variables. The data is then processed using regression analysis techniques. To obtain data, the authors conducted data collection through a questionnaire where the population was 42.125 people in Tarutung Subdistrict. Questionnaires were distributed to the community through the determination of samples carried out by a simple random sampling method of 400 people. The results of the study can be concluded that there is a significant influence between Hula-Hula (X1) and preference choosing (Y), then there is the influence of Dongan Tubu (X2) with preference choosing (Y) and the influence of Boru (X3) on preference choosing (Y). The magnitude of the influence given by the variables Hula-Hula, Dongan Tubu, and Boru simultaneously on preference to choose is 35,3%. This means that 35,5% of the preference factors for choosing people in Tarutung Subdistrict in the Election of Regent and Deputy Regent of North Tapanuli Regency in 2018 were due to contributions from the variables Hula-Hula, Dongan Tubu, and Boru. Abstract

This study is motivated by the increasing or the number of Children with Special Needs, so also the number of SLB that has been established in almost every regency / city. From the above statement it does not make the role of the Department of Education and Culture of Central Java province is completed, because the problem of education in SLB is not only related to the quantity but also the quality. This means that the Office of Education and Culture of Central Java Province should also have a role in improving the quality of education in SLB Negeri and private SLB as an effort to improve quality in public schools so that SLB graduate students can also have good quality. This research has purpose to know the role of Department of Education and Culture of Central Java Province in the way to develop SLB in Semarang. The type of research used in this study is qualitative research method using an analytical descriptive approach that describes the actual situation occurs and create a systematic, factual and accurate description of the facts, properties and relationships between the phenomena investigated. Methods of data collection in research using observation method, documentation and open interview. In this study the data that have been collected will be analyzed and then drawing conclusions. The results of this study found that the Role of Education and Culture Office of Central Java Province in the development of SLB in Semarang is as a policymaker, coordinating, coaching and supervising as well as compiling learning programs based on the curriculum used is K-13 curriculum, In accordance with government regulations for special needs schools. Programs planned and to be delivered must contain 5 aspects to be conveyed. The five aspects are: 1) Games, 2) rhythmic activities, 3) development activities of religious self-test, 4) physical fitness activity, and 5) health, the five aspects are developed into standard competence and basic competence.

Abstract

The importance of political participation which does not discriminate where people are can be shown in the political participation of the convicts in women’s correctional facility II A Semarang in mayor of Semarang election. The background of this research is the political participation of the convicts in mayor election. Research type that is used is qualitative – analytic descriptive, a method that tells and paraphrases the available data. The purpose of this research is to explain the political participation of the convicts inside and outside the correctional facility in the mayor election based on the facts found during the research. However, with all the limitation, the convicts were willing to participate in the mayor election and understood what political participation was. Limited information did not diminish the enthusiasm of the convicts in the election process. This should be watched by the government in order to equalize the right of the society to get information. Socialization and guidance needs to be given by the government to increase the quality of political participation of the convicts inside the correctional facility.
