Abstract

Abstract            Elections are one indicator of democracy, where the people directly involved in determining the direction and policy leaders and state politics for the next five years. But this time they found the lowest participation rate caused by several factors: a decrease in the level of confidence in the behavior of the corrupt political elites, factors critical meaning critical community can analyze the results of the previous general election in realizing the promise during the campaign, a factor the circumstances in which the person does not may vote at the polling station where he lived because the person registered at the polling station other areas eg people who wander, lack of socialization election by the general elections Institute so that people do not know how big the benefits of involvement in the election itself, the lack of role of political parties in political socialization.            Of these factors, the Election Commission of Semarang had planned strategies such as long-term evaluation. In 2015 came the idea and creation to increase political participation as student council president election held in SMA / SMK / MA as the city of Semarang. Then with Effectyang Multiple factors together with the first simultaneous elections or through Parliament as the previous year which caused controversy. The controversy is being used for public communication. After seeing the condition as a way strategy, the State Election Commission conducted a survey with academics that Cepp UNDIP to make an assessment of the participation of local elections of 2015. Abstract

The religious sentiment that occurred at the end of 2017 seemed to have an impact on the political dynamics in Indonesia, and continued in the next political year, one of which was the party of democracy in Central Java. At that time the 2018 Central Java Pilgub was motivated by a political map that tended to be nationalist-religious and scrambled for votes among the Muslim community. Santri is one of the elements of the Muslim social class. Bothsides are from among the santri, namely Taj Yasin and Ida Fauziyah. The researchers were trying todo research on santri and were aiming to determine the level of participation and voting behavior of santri in Demak Regency in the 2018 Central Java’s governor election.                    This study used a quantitative method with a descriptive type of research.. The research was located in Demak Regency with cluster random sampling technique to determine the samples, and 96 respondents were taken as samples. The data in this study are primary data and secondary data which were obtained from data collection using questionnaires and literature studies.The results showed that the level of participation of santri in Demak Regency in the 2018 Central Java’s governor election was low. The number of abstention is still high. Moreover, the behavior of selecting santri in Demak Regency in the 2018 Central Java’s governor election tended to be rational, most of them made their choices based on the candidate's vision and mission, performance, and track record. There were no influence of money politics on their political attitudes. Instead, they use their right to vote and determine their choices based of their own will.Keywords: Governor election, participation, voting behavior, money politic

Abstract

The presence of informal sector, particularly street vendors (PKL), is anunavoidable economic reality happening to nearly all regions in Indonesia thatneeds special attention. On one side, street vendors have brought problems relatedto urban planning, social, health domain and so forth. While on the other side,street vendors are highly needed by the community in terms of fulfilling their needsand reducing the government’s burden. If managed properly, street vendors areable to provide economic improvement and community welfare in a region. NgawiRegency is one region area inseparable from the presence of street vendors. Suchinformal sector has dominated centers of crowd in Ngawi Regency, includingNgawi Regional Square. Street vendors in Ngawi Regency also have also led tomany problems, such as disruption to the city’s immaculacy and congestion. Thisresearch is thereby aimed to more deeply examine the Informal Sector Governancein Ngawi Regency.The present research was conducted using combination method orcombining the qualitative and quantitative research with the use of observationdata, interview, documentation and questionnaire in order to explain the realsituation in details while using triangulation of data source, method and theory.Based on the research performed, the results obtained are: the conditionand presence of street vendors in Ngawi Regency are already in accordance withthe theory and concept of Informal Sector; and Ngawi Regency Government has apolicy plan to relocate street vendors. Legalistic approach employed to managestreet vendors is yet accurate, based on findings in the field. A combination ofempowerment, structuralist and legalistic approaches is recommended in themanagement of street vendors.Keywords: Street Vendors, Policy, Governance Approach

Abstract

There is an interesting fact when Indonesian Presidential election 2014 was holding on at Banyumas Regency where one candidate that is Prabowo Subianto who was born and had Banyumas’s blood line were losing his chance to be Indoneisan President for 2014-2019 in his hometown. Prabowo is partner to Hatta Rajasa (Prabowo-Hatta) only gained 346 345 votes from total valid votes that is 959 571 votes, only get 36.09% votes and they got failed 27 Districts in Banyumas Regency. Since his firts candidacy, he is predicted to be Indonesian President of from Banyumas when he win that election. Some banners are blooming on the road which show and give another support to Praboso Subianto by writing down “Banyumas Descent, Leads Indonesia” it means the Banyumas people who lead Indonesia. By this research, the authors used a qualitative descriptive design methods, the research to draw on a carefully about specific individuals or groups on the circumstances and symptoms. Research results show that the cause of failure Prabowo Hatta in Banyumas, among others: Team Success is deemed not solid and just run what was outlined by the DPP, brought the primordialism issue on the ground which is where ancestral Prabowo is an innovation, but should not only it is implemented. In this case the process of political communication, political marketing execution by bringing personal branding and primordial issues are considered less effective and less able to meet the tastes of the public choose. Abstract

Attempt to realize a child friendly city need community participation inparticipating in every policy that protects children's rights, communityparticipation is very important to know what they need to improve children'swelfare and development. Communities are given space to participate and channelideas and aspirations in child worthy programs. In this regard, the Surakarta citygovernment asked the community to participate in achieving success and careabout the children's issues needed by the children of Surakarta City in Realizing aChild Friendly City. this is focused on communities that have child care such asnon-governmental organizations and children's forums.This study aims to explain how the process of participation and forms ofcommunity participation and obstacles encountered in the implementation ofchild-friendly city policies in Surakarta City. What forms of participation arecarried out by the community. The researcher also wanted to find out how theprocess of community institutions that have concern for children and the Surakartachildren's forum was able to get an award. The research method used isdescriptive qualitative. The technique of collecting data is done by interviews,documentation and literature. Data validity and reliability were tested using thedata source Triangulation technique.The results of these studies are that community participation is realized because ofthe high public awareness of children's rights that must be fulfilled. The enormousenthusiasm of the community successfully delivered the city of Surakarta to thehighest award. The form of community participation is in the form of energy,mind and material. Communities work with movers from the formal and nonformalsectors. From the non-formal sector there are Non GovernmentalOrganizations, the Business World together with the Surakarta Children's Forumalways support and invite the public to be involved in supporting governmentpolicies. From the government itself, it always provides an open space forparticipation to convey the aspirations of the community. The challenge faced bythe city of Surakarta in realizing a city worthy of children is the still highegosectoral inter DPOs in Child-Friendly Cities and the unavailability of a childdata information system in Surakarta.Keywords: Community Participation, Child Friendly City

Abstract

Abstract. Gender equation concept has been spread out and developing in such way that affecting the reformation of Indonesia. One the changes that did by the reformation related to the system which aim to make women can fight for her interests in many sector, and politic is one of them. Political party is one of the most important factor that deciding whether the women’s political participation and representation. Women’s political participation will never fully happen if the political party does not have the commitment to support it.The research discussed a woman political participation practiced on Partai Keadilan Sejahtera, Moslem Welfare Justice Party. Research method that used is the qualitative approach by collecting data using deep interview, observation, and document study. Informant of this study are Head of DPD Partai Keadilan Sejahtera (PKS) Kabupaten Jepara, Staff of DPD) Partai Keadilan Sejahtera (PKS) Kabupaten Jepara, and Head of BPKK DPD Partai Keadilan Sejahtera (PKS) Kabupaten Jepara.Result of this study shows that women’s political participation in PKS Kabupaten Jepara is good, although there are still has some obstacles. The biggest obstacle comes from within women cadres. They are not enthusiastic about competing with man cadres because they think an intense competition will take up much of their time. Women claim they have difficulties to split their time for household duties, professional duties and also the duties that connected to their position in the political party. In the end, women prioritizing household duties rather than other duties. As a result, women become more comfortable with their position as good supporters of PKS and not as competitors for men in obtaining certain positions. Most of the affairs that are not related to womanhood are entirely handed over to male cadres.

Abstract

This recearch is based on the lack of marketing land for transaction activity of regional agriculture products which is causing people open their own trade space illegally existing in Grobogan Regency, exactly in Ahmad Yani St. This is causing aesthetic, sanitation, and city comfort distrurbance and also causing traffic jam around the location. This research will be describe the role of Grobogan Regency Government in overcoming that which based on Perbup No. 35 in 2008 contained Main Tasks, Function, Description of Position’s Tasks and Working Procedure of Department of Industry’s Organization, Trade, Mining and Energy Grobogan Regency. This research aims to identify the role of Grobogan Regency Government in the way to develop Agro Holticulture Market.Type of this research is qualitative by phenomenological approach. Source of data is found from primary data through interviewing the informant or key person by Purposive Sampling Technique. Meanwhile, the secondary data comes from document data, archives, and other sources relate to this research. Collecting data technique in this research uses interview, observation, and documentation. Meanwhile, analysis techique wich is used in this research is qualitative data analysis by analyzing in the form of explanation, description and concluding of indication which is researched.Result of this research is found that the role of Grobogan Regency Government in Developing Agro Holticulture Market is as a policy functionary, by the activities such as development, data colletion, collecting and booking tax and controlling admnistration management of regional market. Other result in field shows that Agro Holticulture Market’s development from year to year is increasing continually whether from total sellers side, incresing of rent result every year and increasing of Locally Generated Revenue through market retribution. This is of course not separated from local government’s role as an actor in the way to develop Agro Holticulture Market.Keywords: Role of Government, Agro Holticulture Market, Grobogan Regency.

Abstract

The Honorary Board (BK) appears on the reformation era, the Honorary Board is a permanent equipment that is tasked with upholding the code of ethics for the members of the board. BK is one of the manifestations of the moral responsibility of council members towards the people. The formation of BK is a public spotlight on the poor performance of some members of the Board. Several cases were highlighted, such as the case of gun attacks, domestic violence and other cases. The need for integrity of the honorary body itself is very important to pay attention to.The method used in this research is qualitative descriptive. This research was conducted at the Central Java Provincial DPRD, the Honorary Board of the Central Java Provincial DPRD, the Central Java Provincial DPRD Secretariat and the Central Java Representative of the GNPK RI. Data collection techniques are carried out with interviews, documentation and literature studies.Based on the results of the study, the Effectiveness of the Board of Honor Board in Enforcing the Internal and External Code of Ethics in maintaining the image of the Legislative Institution (Case Study of the Central Java Province DPRD Honorary Agency) with the Institutional Effectiveness theory according to Martani and Lubis of the three approaches resulted in deficiencies in the three approaches because the initial approach was still less than perfect and BK has not been able to enforce a code of ethics for Board Members due to several factors.The results of this study are expected to provide good benefits for the parties involved. Based on the results of this study, the authors propose a recommendation that the requirements to become a member of the BK must be strengthened or seek figures who have good ethics and high discipline, make improvements to the rules of the Code of Ethics and Code of Conduct and increase the role of the community by providing guidance and counseling towards the community about the DPRD and the provision of guarantees of protection for people who want to complain / report violations of the Code of Ethics.Keywords: Effectiveness, Honorary Agency, Code of Ethics

Abstract

Indonesia as a democratic country puts the supreme power on people's hands by holding elections to choose candidates for the leader. Of 269 simultaneous elections held in 2015, one of the interesting local elections are elections Rembang. Rembang’s local leader election be attractive because candidates who advanced through independent pathways emerged as the winner defeating another pair of candidates backed by the major parties.The method used is a qualitative approach to data collection techniques are in-depth interviews. Informants in this study are H. Abdul Hafidz as a candidate who won the election Rembang 2015, Pair candidates Abdul Hafidz-Bayu Andriyanto’s team, Pair candidates Hamzah Fatoni-Ridwan’s team, Pair candidates Sunarto-Kuntum Khairu Basa’s team, Regional general election commitee, Election supervisory committee.These results indicate that there are four factors that influence the election of candidates Abdul Hafiz-Bayu Andriyanto advanced through individual lines can emerge as winners beat another candidates pair who supported the major parties. First, Abdul Hafidz figure already strong in Rembang, because of its track record as a member of third period parliament and incumbent. Second, the strength of the political machine possessed, as though advancing through independent channels, but there are three political parties PPP, Nasdem, and PAN are supporting a successful team despite not officially registered at the Commission as a party supporter. Third, the strategy adopted by successful teams effective in reaching people both constituents and non-participants, provide vision and mission as well as a good program, and in addition the pair advanced through independent channels are also benefited by being able to campaign at the time of collecting evidence of support as required by the Commission before another pair of candidates can campaign. Fourth, the economic capital of the pair is superior to the other candidate pairs, economic capital is then used to make money politics given the characteristics of voters in Rembang pragmatic.Keywords : Local Leaders Election, Independent Candidates, the winning of Independent Candidates

Abstract

The inter-religious harmony established in Salatiga City is inseparable from the role of civil society. The respect for each other, which has become a habit for the community since the beginning, made Salatiga one of the most populous cities in Indonesia according to SETARA Institute. So this study aims to determine the benchmark of the success of religious tolerance according to Salatiga City itself, the reality of intertwined religious tolerance, and the factors that support religious tolerance.The research method used is descriptive qualitative where data collection techniques in the form of interviews, documentation, and direct participation. The data is then analyzed using data source triangulation.The results of the study indicate that the success of Salatiga as one of the most populous cities in Indonesia from 2015 to 2018 due to the habit of the Salatiga City people who have always been conducive to conducting various interfaith activities, supported by the Religious Harmony Forum (FKUB). The obstacles encountered were awareness of illicit organizations that caused intolerance.Keywords: Civil Society, religious tolerance, FKUB
