Abstract

ABSTRACT This essay entitled "Implementation of the Civil Service Police Unit Performance In Enforcing Violations Local Regulation in Blora". Under the auspices of Drs. Priyono S, M.Si as a mentor I and Drs. Ghulam, S.Sos.M.Si as a mentor II. In this study, the authors brought the performance issue of satuan kerja perangkat daerah (SKPD) with a research focus onSatuan Polisi Pamong Praja (Satpol PP) in Blora, as well as the subject matter defined in this study were: 1). How well the Satuan Polisi Pamong Praja carry out their duties in enforcing peace and order in Blora? 2). How well the Satuan Polisi Pamong Praja in Blora carry out their duties without discrimination? 3. How good Satuan Polisi Pamong Prajaperformance to follow up the enforcement that have been carried out in accordance enforcement of legislation in Blora?This study aims to determine; 1) To determine the Satuan Polisi Pamong Praja performance carrying out their duties in enforcing peace and order in Blora; 2). To determine the Satuan Polisi Pamong Praja performance in Blora carrying out their duties without discrimination; and 3). To determine Satuan Polisi Pamong Praja performance on following up the enforcement that have been carried out in accordance enforcement of legislation in Blora. This research was conducted in the Office of the Satuan Polisi Pamong Praja in Blora. In this study, the theory used by the authors is the theory of performance appraisal belongs to Agus Dwiyanto (2006) which consists of the following five indicators of productivity, cauldron bags of service, responsiveness, responsibility and accountability. The method used in this research is descriptive quantitative method. The researcher’s technique used in data collection were questionnaires, interviews, observation and documentation. This study uses a sampling technique with area proportional random sampling method which is mean the data collection method takes a sample proportionately and randomly in each area with a population sample of 100 respondents. The data have been analyzed by using qualitative analysis. The results of this study showed that the Satuan Polisi Pamong Praja performance carrying out their duties in enforcing peace and order in Blora poorly because only reached 63,71%. This means that the performance of the Satuan Polisi Pamong Praja does not run well. It is known that there are three indicators have no good results, namely productivity, responsibility and accountability, while there are two indicators that get good results and thereare quality of service and responsiveness. This means that according to the performance of the Satuan Polisi Pamong Praja in Blora carrying out their duties without discrimination. As for the performance of Satuan Polisi Pamong Praja to follow up the enforcement that have been carried out in accordance of legislation enforcement in Blora, there are some things that must be addressed to improve the services performance and the quality of human resources, competencies and motivation, improved infrastructure, and further enhance the quality of the relationship of coordination with investigators Indonesian National Police (INP) and related agencies, and should always work in accordance with the rules and operational guidelines applicable, should also be more likely to disseminate to the public so that people know the role and function of Satuan Polisi Pamong Praja. Key Word : Performance, Satuan Polisi Pamong Praja, Local regulation violation

Abstract

Pemerintah daerah dewasa ini memiliki peran strategis untuk menyelenggarakan pemerintahan ditingkat daerah. Dalam menjalankan kebijakannya agar efektif dan efisien, pemerintah daerah tidakbisa menjalankannya sendiri, sehingga dibutuhkan aktor-aktor lain seperti masyarakat. Oleh karenaitu, pemerintah daerah harus bermitra dalam menjalankan kebijakannya. Tujuan penelitian dapat menjelaskan networking, menganalisa tingkat keberhasilan networkingantar aktor jaringan dalam menjalankan program-program perlindungan anak mewujudkan KotaLayak Anak di Kota Surakarta. Metode yang digunakan dalam penelitian ini adalah kualitatifdeskriptif.Pengumpulan data dilakukan dengan menggunakan teknik wawancara, dokumentasi,studi pustaka dan observasi. Dari hasil penelitian yang didapatkan bahwa Pemerintah Kota Surakarta dan Lembaga SwadayaMasyarakat telah membangun kemitraan dalam pengembangan Kota Layak Anak. Kemitraandibangun atas dasar komitmen dari setiap aktor jaringan untuk mewujudkan Kota Layak Anakdisamping agar memberdayakan kelompok masyarakat sehingga kebijakan dapat berjalan efektifdan efisien. Wujud kemitraan yaitu adanya kesepakatan antara aktor jaringan dengan perannyamasing-masing dalam setiap program perlindungan anak. Animo berorganisasi yang tinggi darimasyarakat menjadikan peluang pendekatan kemitraan secara intensif dengan menerima gagasandan membuka saran terhadap kebijakan Kota Layak Anak agar membangun tujuan yang sama.

Abstract

The election of regional heads of Semarang regency in 2015 was participated by two candidates in which one of the candidates was an incumbent from the previous regent, Mundjirin. Mundjirin is accompanied by Ngesti Nugroho who is a cadre and DPC’s chairman of the carried party that is PDI Perjuangan. Besides being carried by a party with a big mass base in Semarang regency, Mundjirin-Ngesti is also supported by two other parties namely PAN and Partai Gerindra. Mundjirin-Ngesti earned 65% of the vote, that is appealing,  while major parties, who supported them, only managed to break through 41.72% in legislative elections in 2014 when the vote was combined.The purpose of this research is to analyze the role of political party machine and figure, where the party with big mass base is expected to contribute greatly to the victory of the candidate besides the candidate has their own figuration. The method used in this research is a qualitative method. Primary data from this research was obtained directly from an interview with informant through purposive sample and snowball sampling technique. While secondary data obtained indirectly through documents, articles, mass media, internet, and other literature studies. The data has been obtained then compiled with the stages of reviewing data, analyzing data and drawing conclusions and data verification. Thus, it yields descriptive data to illustrate the results of winning analysis of Mundjirin-Ngesti pair.Based on the results of research in the field, the most dominant role in the process of winning is the figure of Mundjirin-Ngesti itself mainly from social capital and economic capital owned. Party, as a vehicle of the candidate to win the election of the regional head, is less able to contribute greatly to the couples it supports. However, due to political marketing and figures with established social capital and economic capital, Mundjirin-Ngesti is able to win the election of regional heads of Semarang Regency in 2015.With the election of Mundjirin-Ngesti as the winner in the regional head election, they are expected to fulfill the promise of politics that is to strengthen Semarang regency to become Advanced, Independent, Discipline and Prosperous. Similarly, for political parties, that supported, are expected in the future to always guard Mundjirin-Ngesti during their term, if there is a policy that deviates from the goal of prospering the public, they will become the first party in giving reprimand and criticism. Key Words: Victory of Regional Head Election, Figure, Political Party, Political Marketing

Abstract

This research was conducted in order to identify Management of Rocks Mineral Mining after publication of Regulation 2014 number 23 by Kudus Regional Government. The withdrawal of mining management authority in Regulation 2014 number 23 led to various problems in regional government. It suffer loss on withdrawal of mining management authority. This research identity and explains response of Kudus Regional Government with limited authority to minimize further losses.This research used qualitative method descriptive which data are collected and expressed in form of descriptive sentences. Subjects of this research were office of mineral mining rock (BPESDM) Kudus, Central Java office of Energy and Mineral Resources, and community around the mine. Data collection techniques included interviews, documentation, and literature and then analyzed through data reduction techniques, editing, data presentation and conclusion.The results concluded that Kudus Regional Government has only limited authority on minning management of its competence, such action in form of organizing, directing, implementing, and controlling. For future reference, The law must be more stuctured and orderly to prevent overlaping regulation.

Abstract

Semarang merupakan salah satu daerah di Indonesia yang sejak dulu masih terpapar banjir rob dan seakan tak kunjung usai, sehingga diperlukan adanya evaluasi secara menyeluruh terhadap proses kebijakan penanganan banjir rob di Semarang tersebut. Oleh karena itu, fokus penelitian ini adalah pada proses kebijakan penanganan banjir rob di Kota Semarang yang dilakukan oleh Dinas Pekerjaan Umum Kota Semarang, apakah proses kebijakan telah berjalan sebagaimana mestinya dan lalu diadakan evaluasi terkait proses tersebut.Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif tipe deskriptif, dengan informan pegawai dari Dinas Pekerjaan Umum Kota Semarang yang berwenang dalam mengatasi banjir rob di Kota Semarang. Penelitian ini menjelaskan tentang apakah upaya yang telah dilakukan oleh Dinas Pekerjaan Umum Kota Semarang telah sesuai dengan teori evaluasi proses atau belum.Hasil penelitian menunjukkan bahwa dari evaluasi proses kebijakan penanganan banjir rob di Kota Semarang didapati masalah-masalah yang masih belum terselesaikan dengan baik, seperti kapasitas saluran yang masih belum teroptimalisasi dengan baik dan juga belum makismalnya upaya untuk menghentikan penurunan tanah.

Abstract

The presence of informal sector, particularly street vendors (PKL), is an unavoidable economic reality happening to nearly all regions in Indonesia that needs special attention. On one side, street vendors have brought problems related to urban planning, social, health domain and so forth. While on the other side, street vendors are highly needed by the community in terms of fulfilling their needs and reducing the government’s burden. If managed properly, street vendors are able to provide economic improvement and community welfare in a region. Ngawi Regency is one region area inseparable from the presence of street vendors. Such informal sector has dominated centers of crowd in Ngawi Regency, including Ngawi Regional Square. Street vendors in Ngawi Regency also have also led to many problems, such as disruption to the city’s immaculacy and congestion. This research is thereby aimed to more deeply examine the Informal Sector Governance in Ngawi Regency.The present research was conducted using combination method or combining the qualitative and quantitative research with the use of observation data, interview, documentation and questionnaire in order to explain the real situation in details while using triangulation of data source, method and theory.Based on the research performed, the results obtained are: the condition and presence of street vendors in Ngawi Regency are already in accordance with the theory and concept of Informal Sector; and Ngawi Regency Government has a policy plan to relocate street vendors. Legalistic approach employed to manage street vendors is yet accurate, based on findings in the field. A combination of empowerment, structuralist and legalistic approaches is recommended in the management of street vendors.Keywords: Street Vendors, Policy, Governance Approach

Abstract

In 2013, the Provincial Election Commission to hold elections in SouthSumatra. In these elections, there are two candidates for the strongest candidate isa pair Herman Deru - Maphilinda Syahrial Oesman and partner Alex Noerdin -Ishak Mekki. There are several organizations surveyed stated that couples HermanDeru - Maphilinda Syahrial Oesman get the most votes, it is because AlexNoerdin leave the task as governor of South Sumatra and running for governor ofJakarta, not only that the issue of corruption by Alex Noerdin in developmenthouse athelete construction of a multipurpose building South Sumatra province.Herman Deru shook the first Regent of Ogan Komering Ulu Timur, andMaphilinda Syahrial Oesman is the wife of former South Sumatra Governorappointed by Herman Deru to accompany the elections in South Sumatra in 2013.Alex Noerdin governor of South Sumatra in the first period were runagain in the elections of South Sumatra in 2013 and is a former Regent of MusiBanyuasin for two periods, Alex Noerdin pointed Ishak Mekki as a deputy whohad served as Regent of Ogan Komering Ilir during two periods.South Sumatra at the General Election in 2013, the pair Alex Noerdinand Ishak Mekki guilty of corruption of the budget used for campaign purposes inseveral regencies / municipalities , despite experiencing negative issues and terevidence of corruption, the couple still won the elections of regional heads ofSouth Sumatra.The purpose of this study to determine the factors defeat Herman Deruand Maphilinda Syahrial Oesman. In order to strengthen and achieve theobjectives of this study, researchers used a qualitative descriptive approach.Extracting data through interviews with a successful team. Based on research,there are three theories to gain a whopping factor Herman roar and MaphilindaSyahrial Oesman that election, political strategy, figures, and successful team.Based on the research results , the researcher recommends that : doingthe sportive of competition and does not do character assassinations between thecandidates , the Commission and the Election Supervisory Committee must actdecisively against negative practices conducted by candidates , their improvementeducational background of candidates , and the candidates should be moreintroduce themselves and multiply achievements to be more widely known .

Abstract

In 2015, the executive and legislative goverment made dicision for the implementation of simultaneous elections which held for every region whom governor / mayor terms of service would complete by 2015. On 9th December 2015, the elections held, one of the region is Surakarta. Among every citizens who have voting rights in the elections, there are people with physical or mentally boundaries, people with different abilities. Regulation and condition had adjusted to ease diffable people who used their voting rights, but it was under expectation. The objective of this research was to find out diffable voter's political perception towards election in Surakarta by 2015. This research used Almond & Verba indicators to answered the problems in line with the purpose of the research, which is knowledge, participation, and assessment to election. Accessibilty was added too as additional indicator to find out the implementation of election.This research used quantitative and descriptive method which analyzed and presented in tabular formed, processed by SPSS program to generate valid results. Population for this research was all diffable voters in Surakarta, and 54 samples taken by stratified random sampling technique. The result showed that most of diffable voter's political perception was in good level, they have searched for the information and participated the election. In order to make the election will be accessible for diffable voters, goverment shall increase the  service and capacity of the facilities and infrastructures that suitable for their needs.  Keywords: Election; Perceptions of Different Voters; Access Election

Abstract

DEVELOPMENT PROGRAM ANALYSIS OF WONOLOPO TOURIST VILLAGE IN SEMARANG CITYREZZA ABDY PRADANA(GOVERNMENT SCIENCE, FISIP UNDIP, SEMARANG)ABSTRACTIONThis research was motivated by the Tourism Village Wonolopo in Semarang who can not develop like other tourist village in the city of Semarang. So the tourist village in the Village program Wonolopo threatened not to proceed. Wonolopo Tourism Village Development Program should be maintained to create a prosperous society and independent evenly according to the Indonesian government program that people want mensejahterkan evenly from the Central State to the people in the village and prepare people to face the free market in ASEAN. To maintain Wonolopo Tourism Village, Semarang city government should be able to develop tourism village Wonolopo. Semarang city government should establish cooperation with Tourism Awareness Group Wonolopo and Tourism Village community in managing the program Wonolopo tourist village in Sub Wonolopo.This type of research is descriptive analysis with qualitative approach. Sources of data derived from primary data through interviews with key informants or person with semistructure interview techniques. Secondary data derived from the data of documents, archives and other sources related to the research. Data collection techniques in this study using interviews, observation and documentation. While the analytical techniques used in this research by analyzing qualitative data analysis in the form of a description or notes, depictions and conclusion on the symptoms studied.The results of this study found that the program is not developed tourist villages in the Village Wonolopo there are problems that are diinternal Wonolopo Travel Awareness Group itself. The problems started with the improper management of funds acquired through PNPM assistance of the Central Government by one group of people in the Travel Awareness Group. Additionally, adannya supervision less than Department of Culture and Tourism of Semarang on Wonolopo Travel Awareness Group. Moreover, the lack of attention from the local government of Semarang look at the lack of supporting facilities for running programs Wonolopo Tourism Village. Road infrastructure is still a lot of damage and there are no signposts direction. Abstract

This research was conducted to explain the efforts of the Semarang City Government in relation to policy evaluation regarding the revitalization of the Kalisari Flower Market. The research on "Evaluating the Implementation of Government Policy on the Revitalization of Kalisari Flower Market" with a Case Study in Kalisari Flower Market in Semarang City uses Qualitative research methods with a descriptive approach to find out what is the direct impact of Kalisari Flower Market Revitalization as a monitoring and evaluation process, and find further solutions to the problems faced after revitalization. The results of the research show that the local government of Semarang City always strives to provide a policy solution for the community, especially the object of policy, namely the traders in Kalisari Flower Market as a form of evaluation of the previous policy of Kalisari Flower Market Revitalization. The effort was proven in the Kalisari Phase III Flower Market Development plan, namely the addition of a Canopy on the back side which later served as a land for craftsmen to carry out flower arrangement activities so that flower arrangement activities were no longer in the sidewalk area so that the comfort of the sidewalk users or foot guarantee.Keywords: Efforts, Policy, Evaluation, Revitalization, Public Facilities
