Abstract

The election of the village head is one of the democratic parties that are held in the regions that have the government. In the general election of village heads there are many fraudulent acts such as money politics that can affect the voice of either whether it is money or basic needs. Community participation as an option can vote in the form of votes and determine who will be elected head of the village in Pilkades directly. People who are ready in the elections whether they participate in voting or golput and whether they vote because of the influence of money politics.The method used in this study is quantitative analysis is by data collection techniques by means of observation, questionnaires and documents. Data analysis techniques used by researchers to the results obtained is by statistical instrument application SPSS. SPSS is useful to minimize errors in the calculation of data recapitulation that is present percentage so that the data obtained in valid. The results of this study indicate how the money politics that exist in the selection of Village Head Bajomulyo Juwana District Pati 2013 by way of validity, reliability, single table and cross table for the results obtained can be maximized.Furthermore, the hypothesis tested by partial t test obtained by the results of 1.990 which means to be a comparison of whether there is influence money politics on public participation in the election of Head of Bajomulyo Village 2013 that is with the results obtained at 1.556 and 1.582 which means t table is greater than t arithmetic the result is that there is no political influence of money on the participation of the people in choosing. And it is expected that village level institutions provide a lot of political learning to the public so that people know the danger of money politics.Keywords : Money Politics, Society Participation , Election of village head

Abstract

This study to find out the implementation of the small industrial area-tobacco product industry (LIK-IHT) for the period of 2009-2015 and the problems and crucial issues facing the implementation of the small industrial area-tobacco product industry (LIK-IHT).The study applied a descriptive-qualitative method using primary and secondary data. The primary data consisted of documents, archives, and human behaviors, either verbal or nonverbal. Study informants were dedtermined by a purposive sampling. Techniques of data collection used in this study consisted of interview, observation and documentation.The small industrial area-tobacco product industry (LIK-IHT) is one of leading programs of Kudus Regency, which had a purpose of providing facilities to small entrepreneurs in tobacco industry in order to survive due to the promulgation of the Minister of Financial Affairs Decree No. 200/PMK.04/2008 on Methods of Provision, Defunction, and Removal of Nomor Pokok Pengusaha Barang Kena Cukai for Tobacco Factories and Importers, which requires that cigarette firms have to possess and to make use of at least 200 meter-square area.The program began in 2009 from the allocation of the Tobacco Excise Revenue Sharing Fund (DBHCHT) of Kudus Regency. The facilities provided in the LIK-IHT consisted 11 production buidings, a laboratory, a cigarette association building, wastewater processing installation (IPAL), mushola, shops, and other supporting facilities. However, problems arose during the making of the LIK-IHT due to ineffectiveness of the facilities and infrastructures as well as budget inefficiency.This study extends the literature as it may be alternative reference for program evaluation in order to improve performance of the implementation of the LIK-IHT Program in Kudus Regency.Keywords: Program Implementation, LIK-IHT, DBHCHT.

Abstract

The control implementation of labor control unit of Semarang on foreign labor in Semarang regency has the purpose to explain the supervision on the workforce conducted by the Labor Control Unit of Semarang region in supervising the foreign worker in Semarang regency and what obstacles influence in the implementation of supervision on foreign worker in Semarang regency.This research uses descriptive qualitative method where the writer use information from agency of Labor Office and Labor Inspection Unit in Semarang Region and also outsider as balancing data, that is companies in Semarang regency on PT Samkyung Jaya Garment, PT Hoplun, dan PT Hesed Indonesia.The results of this study indicate that the control implementation of foreign workers is seen in the main tasks and functions of the Labor Inspection Unit of Semarang region through administrative supervision or licensing the use of foreign workers, and direct supervision with guidance and field inspection activities.This is done in Semarang regency because the area is an industrial area where the use of foreign labor quite a lot amount of 170 person at 49 companies (data agency of Labor Office, 2015).The control implementation of foreign workers in Semarang requires cooperation between supervisory agencies, companies that employ foreign workers and the public. The existence of supervision on foreign workers not only aims to prevent the existence of illegal foreign workers in Semarang regency but also to increase the transfer of expertise in encouraging equal distribution of employment opportunities for local workers.Supervision conducted through direct supervision such as guidance on the regulation of the use of foreign workers and field inspections, as well as indirect supervision is done through licensing procedures with the standard of labor regulations.Obstacles in the control implementationof foreign workers in Semarang Regency are the use of third parties (agents) in the management of foreign worker permits, lack of specification of certain competency standards in certification of transfer of expertise and salary differences.The conclusion of the research is in carrying out supervision on foreign workers there is a link with the labor inspectors so that the need for labor inspection to achieve the equalization of employment opportunities.Keywords : Labor Inspection, Foreign Worker, and Labor Inspection Unit

Abstract

Abstract. One of the efforts to accelerate the development of the region/city is to establish cooperation, one of which is a Sister City partnership. This cooperation serves to overcome the problem by increasing bilateral and multilateral relations with utilizing an acceleration in the fields of science, technology and information, as well as the economy. Sister city cooperation is usually based on similar characteristics or similar conditions both regions/cities. The method used is a qualitative approach. With the data collection techniques used is to make observations (qualitative observations), qualitative interviews, collecting documents qualitative literature study and draw conclusions. Informants in this study is a Staff Section Cooperation Secretariat of Semarang and the Division Head of Spatial Planning and the Environment and Development Planning Agency of Semarang. The results showed that the reason for Semarang city government in cooperation sister city is because of the similarity of characteristics, have an attachment relationship with Beihai City as well as an interest in the work culture in China, one of the Beihai City. In the process of cooperation, in 2008 the MoU was signed, but after that there was no follow-up so that the cooperation stopped. As for the obstacles that led to the cooperation of the city government stalled Semarang is no initiative to make the idea of the idea of sustainability sister city program. While from the Beihai is none other than because of the policy of the leader at the time. Related to these findings, recommendations can be given is expected the two sides were able to overcome the obstacles that hinder cooperation during this sister city, such as giving the initiative in proposing or making the idea for the program and in giving further response so that communication and cooperation continue to run uninterrupted. Because if this cooperation run and managed then the benefits that can be by both cities will greatly impact the city of Semarang and Beihai own. Keywords: Cooperation, Sister City, Obstacle

Abstract

INTISARI Pilkada DKI Jakarta 2017 memiliki antensi yang menarik dikarenakan adanya gerakan sosial politik masyarakat bercirikan relawan. Relawan ini dinamakan Relawan Teman Ahok. Ahok sebagai figurdiusung oleh Relawan Teman Ahok untuk maju sebagai Calon Gubernur melalui jalur independen. Penelitian ini menggunakan metode kualitatif dengan desain penelitian deskriptif. Subjek datapenelitian ini adalah staff pribadi Ahok, individu-individu Relawan Teman Ahok, KPUD DKIJakarta, Bawaslu DKI Jakarta, dan peneliti-peneliti politik. Relawan Teman Ahok dalam mendukung Ahok memiliki dua periodisasi yaitu masa pada saat Ahokdi jalur independen dan Ahok di jalur partai politik. Proses pendukungan Relawan Teman Ahokterhadap Ahok tidak sesuai rencana awal dimana Ahok maju secara independen. Alasan utama Ahokmemilih jalur partai politik adalah sebuah tindakan pragmatis. Pragmatis ini bernilai negatif karenatidak ada diskusi dengan Relawan Teman Ahok dalam mengambil keputusan tersebut. RelawanTeman Ahok pun dalam tim pemenangan tidak dapat posisi strategis. Problematika ini dinamakanoleh penulis sebagai politik ketidakberdayaan. Hal ini juga berlanjut pada saat kampanye hingga akhirPilkada DKI 2017 selesai dimana Relawan Teman Ahok masih dalam suatu ketidakberdayaan. HasilPilkada DKI 2017 yang dimenangkan oleh Anies-Sandi jadi sebuah dasar analisis dari tindakan Ahoksendiri dalam sebuah pertanyaan: “apakah Ahok seharusnya mengambil jalur independen atau jalurRelawan Teman Ahok agar dapat memenangkan Pilkada DKI Jakarta 2017?”.

Abstract

ABSTRACT            Social policy is one of the purpose of the national development which aims to create social welfare. Political consideration can not be separated from policy even social policy because the policy establishment and implementation was made by politic actors who have interests in policy so there are many bargains happend in social policy.            BLT and BPJS are quite popular social policies that were issued by the government of Susilo Bambang Yudhoyono which aims to compensate fuel price and ensure public health. Aspects and political meanings are inseparable from those two programs including the political timing. This research was using descriptive qualitative method with in depth interview and document as the data collection.            In the implementation and establishment of BLT and BPJS researcher found one of the political aspect in the policy was the mobilization of voters and the use of BLT and BPJS to face the election in 2009 and 2014 as the political gain of the government of SBY. Researcher also found behavior and responses from SBY in responding the problems and pro contra from BLT and BPJS is to maximize political gain. Abstract

Hubungan kemitraan tidak akan berjalan dengan baik tanpa adanya kesetaraan dan kepercayaandari masing-masing pihak. Meski hubungan kemitraan itumelibatkan antar instansi pemerintah,namun jika tidak dilandasi dua hal tersebut, maka akan rawan menimbulkansengketa. Seperti yangterjadi pada kemitraan pengelolaan obyek wisata Telaga Warna Dieng yang dilakukan olehPemerintah Kabupaten (Pemkab) Wonosobo dan Balai Konservasi Sumber Daya Alam (BKSDA)Jawa Tengah. Kedua belah pihak yang awalnya bekerja sama kemudian menjadi bersengketa.Penelitian ini bertujuan untuk mengetahui hubungan kemitraan yang terjalin, mengidentifikasipenyebab dan dampaksengketa, dan terakhir berusaha memberikan rekomendasi penyelesaiansengketa.Metode yang digunakan dalam penelitian ini yaitu deskriptif-kualitatif. Penelitiandilakukan di Kantor Pariwisata Ekonomi Kreatif Kabupaten Wonosobo, BKSDAJawa Tengah,dan BKSDAperwakilan Kabupaten Wonosobo,sertasekitar Telaga Warna Dieng. Teknikpengumpulan data penelitian ini diambil dari wawancara, dokumentasi, dan studi pustaka.Hasil penelitian ini menunjukkan bahwa kemitraan yang terjalin antara Pemkab Wonosobodan BKSDAJawa Tengahtidaklah memenuhi prinsip kesetaraan dan kepercayaan. Mulai darikedudukan yang berbeda tingkatan, perbedaan tugas dan fungsi instansi, hingga pembagiankeuntungan yang timpang. Akibatnya,sengketatidak bisa dihindari dan berakhir denganpemutusan kerjasama. Kerugian yang ditimbulkan tidak hanya bagi pihak yang bersengketasaja,namun meluas ke masyarakat dan para pelaku pariwisata.Hasil penelitian ini diharapkan bisa menjadi acuan dalam upaya resolusisengketaantaraPemkab Wonosobo dan BKSDAJawa Tengahdengan menekankan pada kerjasama yang sesuaidengan prinsip kemitraan, agar di masa mendatang tidak terjadi kembalisengketayang merugikanberbagai pihak ini. Kata kunci: kemitraan,sengketa, pengelolaan, obyek

Abstract

BRT Trans Semarang memiliki peranan penting sebagai pelayanan transportasi publik di Kota Semarang. Transportasi ini digunakan untuk mobilitas masyarakat setiap hari. Namun kenyataannya, masih ditemukan permasalahan dalam pelayanan terkait operasionalisasi BRT Trans Semarang berupa armada BRT dan shelter BRT. Selain itu, muncul keluhan dari masyarakat terkait rute pelayanan, waktu pelayanan dan sikap petugas. Sehingga menyebabkan berkurangnya kepuasan masyarakat sebagai pengguna BRT Trans Semarang.Penelitian ini bertujuan mengidentifikasi tingkat kepuasan masyarakat terhadap pelayanan BRT Trans Semarang pada koridor I, II, III, dan IV di Kota Semarang. Dalam penelitian ini menggunakan metode deskriptif kuantitatif dengan teknik observasi, penyebaran kuesioner dan dokumentasi berdasarkan Permenpan Nomor 14 Tahun 2017. Responden dalam penelitian ini adalah pengguna BRT Trans Semarang Koridor I, II, III, dan IV.Berdasarkan hasil survei yang dilakukan, penilaian IKM pelayanan BRT Trans Semarang koridor I, II, III dan IV menunjukan kategori puas. Dari penilaian 9 (Sembilan) unsur,unsur biaya atau tarif menjadi faktor pendorong tertinggi kepuasan masyarakat pada BRT Trans Semarang koridor I, II, III dan IV. Namun terdapat faktor penghambat pada BRT Trans Semarang koridor I, II, III dan IV yaitu unsur waktu penyelesaian dan faktor penghambat pada BRT Trans Semarang koridor III dan IV yaitu sarana dan prasarana. Dua unsur ini menjadi penyebab kurang optimalnya pelayanan BRT Trans Semarang sehingga masyarakat merasa kurang puas. Hal ini menunjukan bahwa setiap koridor memiliki tingkat kepuasan yang berbeda dari setiap unsur sehingga mempengaruhi kepuasan masyarakat ketika menggunakan koridor yang berbeda.

Abstract

ABSTRACTThe existence of green open space continues to decrease as a result of development. Reduction in the quantity of green open space which is very significant in urban areas, causes in lower quality of urban public green open space as a consequence of the development of the city that needs a lot of land. Though the existence of public green open space is needed as one of the important elements of the urban.This research was conducted with the aim to know how the existing condition, external and internal environment aspects in the management of green open spaces by the government that affect the prospect of development of existing green open space in the future in Surakarta. The results showed that there is a big gap between the percentages of obligations (20%) with a percentage of the existing condition of public green open space that exists (9.17%). The problem of green space in the city is related with the poor distribution and maintaining of green space, ineffective implementation of the regulation, budget and land limitation for the development.The recommendation could be made to the Government of Surakarta by arranging law enforcement related to the environment, good physical planning, and standardization of for human resources recommendation in the institutions which is responsible to manages of green spaces, direct the activities of Corporate Social Responsibility (CSR) for public green open spaces. In addition, look for alternative fulfillment of public green space area with the acquisition of private land, the revitalization of green space that has undergone over the function, or through the development of green space in the special functions.Keywords: Condition, Prospect, Existing, Public Green Open Space Development

Abstract

Pendamping Lokal Desa (PLD) merupakan salah satu Tenaga Pendamping Profesional yangbertugas untuk melaksanakan pendampingan implementasi Undang-Undang Nomor 6 Tahun 2014.Para PLD melakukan pendampingan melalui asistensi, pengorganisasian, pengarahan dan fasilitasidesa. Salah satu tugas PLD yaitu mendampingi pihak Desa dalam urusan Perencanaan PembangunanDesa. Tujuan penulisan ini untuk mengetahui terkait bagaimana Pelaksanaan Pendampingan desa iniberjalan di Kecamatan Dawe Kabupaten Kudus dan faktor apa saja yang menjadi pendukung danpenghambat dalam proses pendampingan desa ini. Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulandata berupa Observasi, Wawancara dan Dokumentasi. Data dianalisis menggunakan triangulasisumber data. Teknik triangulasi tersebut menggunakan data primer dari hasil observasi danwawancara, serta data sekunder berupa dokumen terkait. Pendampingan yang dilakukan PLD telah berjalan efektif sesuai dengan peraturan perundangundangantentang pendampingan desa dan buku SOP yang ada, dengan cara memfasilitasi danmendampingi Desa Faktor pendukung dalam pendampingan ini adalah penerimaan, kapasitasPendamping yang sudah mumpuni, motivasi diri PLD. Serta Faktor Penghambatnya adalah SDMPerangkat Desa yang masih rendah karena usia, wilayah dampingan yang cukup jauh, sertapenghasilan PLD yang masih dianggap belum layak.
