Abstract

AbstractSemarang is the capital of Central Java province. As a big city, investment is required for regional development. One way to increase investment in Semarang is with innovations in investment licensing. The purpose of this research is to find BPPT innovations in investment licensing, how the process of innovation in the BPPT and to identify any obstacles in the innovation of investment services. This study used qualitative research methods to explore and understand the meaning that comes from social problems.The results of this research indicate that there are some innovations in investment service applied in BPPT, process of implementing the innovation of investment services and obstacles in the innovation of investment services. Investment service innovations consisting of process innovation, service innovation and system innovation. For the process of innovation implementing is based on standard operating procedures and instructions from the central government. Furthermore there are four obstacles in the innovation of investment services.Advice given to BPPT institution is the need for monitoring and evaluation of the innovation investment, studying the obstacles that occur in the process of investment licensing service and continue to develop new innovations, especially in the investment service.Keywords : innovation, investment service

Abstract

The election of the district head always become an interesting phenomenon to discuss, because it always have a different characteristic on each district. This research aims to determine the victory factors of Marzuqi-Dian in Jepara’s election 2017. This research become interesting because of even there was a huge modalities differences between the two candidates and the corruption case that he faces, Marzuqi still win the election.The method in this research is using analytics descriptive with qualitative methods. The sampling technique of this research is using purpossive sampling. Methods of data collection in this research are using interview, observation, and documents that related to this research.The result showed that there are four factors that affect Marzuqi’s victory factors to win the election, that is 1) Marzuqi’s figure displayed as a Kyai and a humble person that people loves, 2) Andi as a PDI-P politic engine driver, which the only one political party bearer that beats the nine others, 3) The strength of politic engine, Marzuqi-Dian colaborate to win the election using the network that they have, 4) The strength of victory strategy using one strong and solid political party. The four factors above is an advantages that Marzuqi have to beat the other candidate.Keyword: election, figure, politic strategy, politic marketing.

Abstract

Employers and labor will always be associated, both indirectly will need each other, it is not uncommon frequent conflicts between the two. The conflict between workers and employers is a reflection of the two parties have different interests. Labor Welfare can be seen from the fulfillment of rights - the rights of workers which include wages / salaries and employment protection. What is interesting is the conflict in the cigarette factory in Semarang PT Gentong Gotri which until now still occur due to the delay in payment of wages not paid nearly one year more. The purpose of this study was to determine the cause of the problem and how to wage or the problem-solving techniques.The study was qualitative descriptive approach. Methods of data collection are interviews and observation. Informants in this study consists of 3 people, 1 employees Disnakertrans, one person and one person union workers.Discussion of the results showed that the causes of the conflict remuneration at PT Gentong Gotri is a backdrop of a change of leadership, relationships poor communication between the owner of the company with its workers, the weak economy of the enterprise, lack of talks between the two sides and the parties involved are not serious in resolving the problem this remuneration and lack of cohesiveness on the workers and their unions still are not maximized as a representative of the workers. While the real problem resolution to resolve the conflict did not exist for the moment.The conclusion is the cause of conflict this problem occurs because the non-fulfillment of the rights of workers or laborers. Until now, there has been no real settling of each - each party, from the company, workers and government. The negotiations were conducted biparit that generate their cash and installment 15,000 daily wage shortage erratic. Advice writer is a good wake Komuikasi between Integration with the workers so as to achieve the settlement of this wage issues.Keywords : Labour, Conflict, Payment

Abstract

Community Based Organizations (OBK) have a focus on service in their respective fields in accordance with the organization's vision and mission. One of them is focusing on empowerment. Likewise with Puspita Bahari as the only Community-Based Organization in Demak District that empowered women fishermen in the coastal area of Bonang Subdistrict, Morodemak Village. This study aims to find out how Puspita Bahari works and the success of empowering women fishermen and how the Puspita Bahari organization is sustainable in empowering women fishermen. The research method used is descriptive qualitative with data collection techniques in the form of observation, interviews and documentation. The data obtained is then analyzed by triangulating data sources.The results of the research show that the workings of Puspita Bahari as a community-based organization are carried out through economic empowerment, psychological empowerment, legal empowerment and connecting them to government or network institutions. This was done not only from Puspita Bahari itself but together with the organization's network. Fishermen processing sea fish catchers empowered by Puspita Bahari can be said to have succeeded, but fishermen fishing women in the sea have not been able to say they are successful because they do not have productive economic businesses. They focus on empowerment which fights for their rights as fishermen fishing women in the sea. Organizational sustainability efforts are carried out internally through regeneration and recruiting young cadres to be able to continue the program or activities of the organization besides that there is also a coordinator in the three villages in the scope of empowerment. Externally that is building strong relationships with informal networks (community) / fishermen women, but Puspita Bahari does not build strong relationships with community leaders and religious leaders. Puspita Bahari builds strong relationships with local or national networks or organizations to partner.Keywords: Puspita Bahari, empowerment, fishermen women.

Abstract

ACCESSIBILITY OF PERSONS WITH DISABILITIESON PUBLIC FACILITIES IN SURAKARTA             The existence of Surakarta regulation number 2 year 2008 about difable equality, then shows that the Government of Surakarta has already committed to pay attention to persons with disabilities. In fact, however, it’s seen from the results of previous research that there still many public facilities that are not in accordance with the accessibility standard that is their right. The question is : how the success / failure from accessibility policy for persons with disabilities towards the provision of public facilities in Surakarta? What standard of success / failure about the accessibility policy in Surakarta? The purpose of this research is to explain the success / failure of the persons with disabilities accessibility policy to public facilities, and to explain couse of the success / failure of the persons with disabilities accessibility policy to public facilities.            The research was conducted using the theory of public service, persons with disabilities as citizens, accessibility as citizen’s right, and implementation of public policy. The method used in this research is qualitative method, data collecting method by using observation, interview, and documentation. In testing the validity and accuracy of data using triangulation technique of source and theory.            The result showed from regulation aspect, Government of Surakarta deserves to be appreciated to tried to fulfill the rights of people with disabilities as citizens by providing equality disabilities regulation. However, from implementation aspect, there needs an improvements because the accessibility for persons with disabilities runs optimally can be seens through public facilities condition in Surakarta. The existing of public facilities in Surakarta do not completely ignoring the accessibility guidance which means that there are public facilities that are good enough but more are not optimal due to lack of knowledge and understanding of state organizer as policy maker to the reference of accessibilities persons with disabilities. The lack of persons with disabilities understanding as citizen have more effect to their needs are neglecated. The low of their existance from the political side as a citizen to affect the regulation and even affecting the number during elections so that their involvement is ignorance by policy maker, the involvement of many parties lead to ineffectiveness in policy implementation. The existance of a non-specific budget causes unoptimal construction of public facilities, and the lack of coordination in the form of advocacy conducted by the Social Service with other agencies. Key words : Policy, Accessibility, People With Disabilities.

Abstract

ABSTRACTChange in political officer recruitment system of indirect election system makes political space becoming more competitive. In the context of political parliament recruitment there are some symptoms that are not conducive for the process of democratic development. First, the proportional electoral system has perpetuated the dominance of oligarchs in the recruitment process. Second, the recruitment process does not take place in an open and participatory way. Third, the recruitment process does not built a good relationship between political parties and civil society. Fourth, the electoral process and the recruitment process works in the context of a less educated and critical “floating mass”. These symptoms indicate the complicated problems in political recruitment towards a democratic political order in parliament mainly occur in the recruitment of candidates at the local level. These symptoms are attracting authors to conduct a study focusing on the recruitment of candidates of the Golkar Party in the Central Java Provincial Parliament from 2014 to 2019 period.The method of this thesis using qualitative research methods. The location of this research is located in the office of Central Java Golkar Party DPD. The informants in this research is the chairman of the Central Java Golkar Party DPD, administrators Central Java DPD Golkar Party and Golkar Party Candidates of DPRD Central Java Province. The results showed that the recruitment of the Golkar party has been run according to Surat Keputusan DPP Partai Golkar Nomor. KEP-227/DPP/Golkar/1/2013. In the assessment process of legislative candidates there is an element of subjectivity because there are no clear parameters related to standard size ratings.Therefore, the researchers suggest that the Golkar Party has a detailed  standard for legislative candidates political recruitment and more transparent in setting those candidates in order to improve the the quality of the candidates themselves. Key words: Golkar Party, Legislative Election 2014, Political Recruitment.

Abstract

Politik lingkungan membuktikan bahwa persoalan kerusakan lingkungan membutuhkan intervensi pemerintah atau bentuk tata kelola lain untuk menanganinya. Good Corporate Governance diperlukan untuk memastikan bahwa pengawasan dan pengendalian terhadap lingkungan yang baik sehingga menciptakan nilai tambah bagi perusahaan. Dalam penelitian ini, peneliti mengangkat 2 masalah yaitu bagaimana upaya perusahaan dalam mengelola lingkungan dan limbah yang ditimbulkan oleh industri pakan ternak dan bagaimana tanggapan masyarakat terhadap keberadaan pabrik PT. Malindo Feedmill Tbk. Tujuan dalam penelitian ini adalah untuk mengetahui upaya perusahaan dalam mengelola lingkungan dan limbah yang ditimbulkan oleh industri pakan ternak dan untuk mengetahui tanggapan masyarakat terhadap keberadaan pabrik PT. Malindo Feedmill Tbk.Penelitian ini dilakukan dengan mixed method. Teknik pengumpulan data dilakukan dengan wawancara, kuesioner, dokumentasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa Good Corporate Governance dan persepsi masyarakat mengenai AMDAL/RKL/RPL dalam pelaksanaan kegiatan industri pakan ternak sangat berpengaruh dalam mengurangi tingkat pengangguran.Penelitian ini menyimpulkan Good Corporate Governance dalam pelaksanaan AMDAL/RKL/RPL sudah teruwjud, hal ini dibuktikan dengan adanya pengaruh positif antara perusahaan dengan masyarakat.

Abstract

Abstract Implementation of e-ticketing in Transjabodetabek as an answer of transportation problem in Jabodetabek. People who previously used private vehicles were expected to move to Transjabodetabek for mobilization to Jakarta from buffer city or vice versa because with the implementation of e-ticketing Transjabodetabek mobilization of everyday activities easier, faster, and safer.The research method used is qualitative approach with data collection technique; observation, interview and document study. The informants in this research are Bussines Development Analyst PT Transportasi Jakarta, Staff Directorate of Development Planning BPTJ Kemenhub, Executing Staff Field Activity Field Road Transportation Office of DKI Jakarta Province, and 3 (three) Transjabodetabek users.The results showed that in the implementation of e-ticketing Transjabodetabek found four supporting factors and two obstacles in implementation. The first supporting factor of communication is the purpose of apllied e-ticketing Transjabodetabek is suitable for transportation speed and security, but there is still a goal that has not been done, it is the integration between modal in Jabodetabek like with KRL and others. The second is the bureaucracy structure where the stakeholders involved already have a role but there is still overlap in terms of supervision of implementation. Third is the resources where everything is good both in terms of staff / human resources and facilities. The last is the disposition related characteristics of officers in providing services that are considered already fast but still found some officers who are not friendly. In terms of implementation barriers there are two obstacles, the first is information due to the lack of socialization, there are people who still do not know how to use and the usefulness of the e-ticket. Then the second is the division of potential where there is still overlap between stakeholders in the implementation of this Transjabodetabek e-ticketing.Recommendations can be done by the implementor is improving the quality of service by conducting various training so that the service is more friendly. Then there needs a clear division of tasks so there’s no more overlap and re-disseminated socialization and education about e-ticketing, especially to people who first use.Keywords: Implementation, Transportation, E-ticketing

Abstract

Collaborative Governance menjadi salah satu strategi tata kelola pemerintahan yang memiliki stigmapositif dapat menyelesaikan permasalahan dengan baik. Jika ditelisik lebih dalam bukan berarti teoriini tidak memiliki sisi lain sebagai celah. Melalui program kota kreatif Pekalongan, perspektifCollaborative Governance menarik untuk dikaji melihat bahwa 5 tahun menyandang predikat kotakreatif belum mengalami perkembangan, bahkan masyarakat jauh lebih mengenal Kota Bandungsebagai kota kreatif. Dengan diperkuat melalui penelitian secara kualitatif, wawancara, observasi, danstudi dokumentasi. Hasil penelitian menunjukkan bahwa proses kolaborasi dalam mewujudkan KotaPekalongan sebagai Kota Kreatif tidak terjadi karena prosesnya yang memang tidak sederhana. Tidakcukup hanya melihat peran dan hubungan, tetapi aspek politis sebagai bentuk rasionalitas para aktoryang terdapat dalam hubungan tersebut. Penelitian ini berargumen bahwa kolaborasi yang dilakukanoleh para aktor kota kreatif Pekalongan belum berjalan dengan baik. Terdapat dominasi pemerintahyang menyebabkan perkembangan beberapa program usulan aktor lain tidak dapat terealisasi.Sementara disisi lain, dominasi pemerintah juga diperlukan karena Kota Kreatif akan berkaitandengan jaringan kota kreatif daerah lain yang tentunya memerlukan campur tangan pemerintah.

Abstract

Rembang Regency is located on the north coast of Java Island which is passed by karst mountains of Kendeng Utara, so it has the potential of limestone natural resources that can be utilized as the main raw material of cement making. PT Semen Indonesia (Persero) Tbk plans to mine and establish a cement plant with a capacity of 3,000,000 tons per year in Gunem District, Rembang Regency. The plan to build a cement factory creates social conflict between supportive, rejecting, and governmental citizens. This research seeks to illustrate and analyze the causes of conflict, illustrating the development of conflict and the conflict resolution process undertaken. The research method used qualitative research methods, data collection techniques are done through interviews and documentation. The result of the research shows that the conflict of cement factory development is caused by 4 factors: conflict trigger because there is no socialization of cement factory development. The basic cause is the issue of environmental damage. Factors that mobilize, related to the economy of citizens who mostly work as farmers, as well as the deteriorating factor of environmental permits that violate regulations. The process of conflict resolution is carried out through administrative and judicial processes that are still ongoing. In the conflict of construction of this cement plant there is no effort to resolve the conflict through negotiation, so that there is no conflict of mutual benefit. Recommendation: citizen involvement in every development process is very important to minimize the conflict, negotiation is needed to generate conflict of mutual benefit, and need to be formed BUMDes to overcome the problems and needs of the citizens.
