Abstract

ABSTRACTThis research arranged to understand about influence of family, school, and communityfigure to forming of political orientation in Sedulur Sikep Community. Trough politicalsocialization, people developing attitude and orientation to political life which take place in thesociety. In this research, the most influental political socialization’s agents in the traditionalcommunity are family, school, and community figure. This research using quantitativeapproachwith explanatory research type. Data gathered from questionnaire which population are SedulurSikep community in Baturejo Vilage,Pati District, with number 1050person. Scale that used areordinal scale. Respondent choosen by Multistage Random Sampling technique, the result is 64respondent. Then, in the data analisis will using software SPSS 16.0.The result of the research are, family, school, and community figure have influence toforming of political orientation in Sedulur Sikep community inBaturejo Village, Pati district.Family(X1) with political organization (Y)have strong relationship with efeciency correlation0,624; school (X2) with political orientation (Y)have relatively strong relationship withefeciencycorrelation 0,466; community figure (X3) with political orientation (Y)have relativelystrongrelationship with eficiency correlation 0,466;and family, school, and community figuretogetherhave influence with the forming of political orientation in Sedulur Sikep community.Keyword = Influence, Political Socialization, Political Orientation.

Abstract

This study has the purpose of analyzing how the role of the Salatiga City Government and the extent to which efforts have been made by the government as a manifestation in the management and preservation of cultural heritage buildings. In it also discusses the factors that hinder and support efforts to manage and preserve cultural heritage buildings and what strategies are appropriate to overcome existing obstacles. This is interesting to study because the existence of a cultural heritage building in an area is a reflection of how the area navigated the changing times.This research is a qualitative research using a descriptive method, which is a method that describes the actual phenomena of what happened in the field and then analyzed it. Data collection techniques used in this research are observation, interviews, documentaries, and data analysis and interpretation. The theory used is preservation of cultural heritage through the application of public policy.The results of this study note that the Salatiga City Government is still not maximal in carrying out the management and preservation of cultural heritage buildings. This can be seen from the lack of policy to follow up on the Regional Regulations that have been made both through SK and Perwali. Thus the process of preserving cultural heritage buildings in the City of Salatiga is still not clear. It is known that one of the factors that hinder the preservation of the cultural heritage building itself is funding. On the positive side, there are still many people who care about the existence of cultural heritage buildings and the establishment of the Cultural Heritage Expert Team is a supporting factor in the management and preservation of cultural heritage buildings. In addition, the use of cultural heritage buildings in Salatiga also have various forms both for religious, social, educational and economic interests which are in accordance with the rules in Article 39 paragraph 1 of Regional Regulation No. 2 of 2015 concerning Management and Preservation of Regional Cultural Heritage. Keywords: cultural heritage building, management, preservation, policy, utilization, obstacles

Abstract

ABSTRACTBurial ground is one of social needs that should be fulfilled by theGovernment of Semarang City. They have provided a public burial ground inKelurahan Randusari called TPU.Bergota which has 30 hA in large, but thecondition of TPU.Begota today is getting narrow (overload). The operation ofburial ground’s setup in Semarang refers to Government Local RegulationNumber 10 of 2009 about Operation and Retribution of Burial in Semarang City.The method of this research is qualitative approach with observation andinterview as the method of collecting data. The informan in this research is theHead of Gardening Department of Housing and Residential Area of SemarangCity, the Head of Gardening and Funeral Section, officers of UPTD region IV,and people of Kelurahan Randusari and Meteseh.The result shows that the operation of Government Local RegulationNumber 10 of 2009 about Operation and Retribution of Burial Services inSemarang has not yet operated well. It can be proven by the condition of the placethat shows amount of gravestone that being a house, inappropriate size of thegravestone, no grass planted on the funeral, and not well organized.The recommendation for the Government of Semarang is they had betterhold an open socialization for all of Semarang society and do a revision ofGovernment Local Regulation according to the condition right now.Keywords: Burial Ground, Evaluation, Semarang

Abstract

Kebijakan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) yang dilakukan olehPemerintah berdasarkan Peraturan Menteri Agraria No 1 Tahun 2017 umumnya merupakan suatukegiatan pendaftaran tanah untuk pertama kali yang dilakukan secara serentak yang meliputi semuaobyek pendaftaran tanah yang belum didaftar dalam satu wilayah desa/kelurahan atau nama lainnyayang setingkat dengan itu dalam rangka memberikan jaminan kepastian hukum dan perlindunganhukum hak atas tanah rakyat secara adil dan merata. Adapun judul penelitian ini adalah PolitikKebijakan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Badan Pertanahan NasionalKabupaten Banyumas. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif denganteknik analisis deskriptif yang menggambarkan fenomena sesungguhnya dari kejadian di lapangandengan pendekatan teori politik kebijakan publik Brikland. Teknik pengumpulan data yangdigunakan adalah Wawancara, Observasi dan Dokumentasi yang terkait dengan Pendaftaran TanahSistematis Lengkap (PTSL). Politik kebijakan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) oleh BadanPertanahan Nasional Kabupaten Banyumas berjalan cukup baik walaupun Pendaftaran Tanah hinggasaat ini masih belum berjalan efektif kelihatannya lebih banyak bersifat formal, sedangkan dalamrealita ternyata tidak semulus yang dibayangkan orang, masih terdapat banyak persoalan problematickepastian hukum kepemilikan atas tanah yang telah bersertifikat hak milik.

Abstract

Soemarmo is the former Semarang City mayor elected in 2015. In his time, Soemarmo was involved in a law case forcing him to be imprisoned and surrender his position to Hendar Prihadi. In the 2015 Semarang mayoral election, Soemarmo once more submitted himself together with PKB and PKS (supporting political parties), and competed his former vice mayor, Hendar Prihadi. Despites his previous law case, he still had a high popularity among Semarang citizen. This proved by his consistency to be in the second place in every survey. In addition, the political party coalition supporting Soemarmo was considered to be a new coalition in Semarang mayoral election. Based on these, this research has objective to find out the factors causing the defeat of Soemarmo-Zuber pairs in the 2015 Semarang Mayoral Election. The type of this study is a descriptive study through qualitative approach. The data sources were gained from interview of some resources and documents related to this research. The data compiling technique used in this study is by using interview and analysis of document. Based on the research, it is known that factors causing the defeat of Soemarmo-Zuber are the supporting party machine, the figure of candidates, the winning strategy, and the negative campaign. The supporting party machine of Soemarmo-Zuber was not effective since PKS and PKB (supporting parties) were not suitable to each other in the aspect of religion value and party ideology. Moreover, PKS and PKB coalition was a small coalition in the 2015 Semarang Mayoral Election. Looking at the figure aspect, Soemarmo is quite popular for Semarang citizens. However, his negative image caused by his previous case covers his own quality. Talking about his vice, Zuber is not a popular figure for Semarang citizens. In addition, winning strategy used was not effective since their supporting party machine and coalition was not effective as well, not to mention their limited campaign fund. To add insult to injury, negative campaign from their opposition also helped to make Soemarmo’s image get worse. Keywords: Defeat, Party Machine, Figure, Winning Strategy, Negative Campaign

Abstract

This research is based on building growth in Jakarta City which is more increasing, this makes Jakarta City more loses its green area that this time experiences quality degradation in its environment. The building in Jakarta area has to place RTH as a backbone of city building in decreasing flood (water absorbing area), absorbing pollutant and supplying oxygen (city lungs). For optimalizing RTH building, Pemda DKI Jakarta has to add the total of RTH which kinds like interactive garden. Pemda DKI Jakarta interlaces cooperation with Dharmaranya Tuju Enam Foundation in building outdoor green area in Smart Garden in Warigin Raya St. No. 25/Gereja St. Kayu Putih Village, Pulo Gadung Sub-district, East Jakarta. Type of this research is descriptive analytical through qualitative approach. Sources are found from primary data that is through interviewing he informant or key person by Purposive Sampling technique. Meanwhile, the secondary data comes from documents, archieves and other sources which relate to this research. Data collection technique in this research uses interview, observation and documentation.Result of research’s found that cooperation between Pemda DKI Jakarta and YDTE based on Governor Decision No. 2 of 2002 about Manual Implementation of Miter Cooperation in Garden Affair Sector DKI Jakarta Province and Miter Program of 2008. Cooperation whis is interlaced between Pemda DKI Jakarta and YDTE is a cooperation in the form of BOT (Build, Operate, Transfer), that is cooperation is implemented by the way that private side which build Smart Garden, operating this gardenand then giving back to government after the ending of the contract, that is 5 months. There is 3 principles which become the basic of this cooperation, there are: equality, transparancy and the principle of mutual benefit. By using those principles, the more effective and comfortable cooperation pattern has created between Pemda DKI and YDTE which all this time run smooth and good based on the treaty which is agreed.

Abstract

Ponggok village is one of the villages included in the Disadvantaged Village Inpres, since Ponggok Village was headed by the Village Head Junaedhi Mulyono, SH Ponggok Village tourism in Ponggok Village began to develop and received numerous awards from the regional to the national level. The question that arises: What is the leadership of the Ponggok Village Chief in the development of community-based tourism? The research objective was to determine the leadership of the Ponggok Village Chief in developing community-based tourism.Efforts to answer the problems and objectives of the research are carried out using the theory of leadership traits and also the theory of community-based tourism development. The object of this research is tourism in Ponggok Village.The results of the study showed that in the leadership of Ponggok Village Chief Junaedhi Mulyono, SH community-based tourism development can be seen through four dimensions possessed by leaders based on trait theory namely intelligence dimensions, maturity and freedom of social relations, self motivation and achievement motivation, human relations. Ponggok Village Chief Junaedhi Mulyono, SH has strategies in the form of spatial, sectoral, community resource and information technology approaches. Tourism development in Ponggok Village always involves the community from planning to the evaluation stage and always paying attention to environmental aspects and also the wisdom of the local culture.
Waste is solid remain of human activities and is abundant in major cities. If not managed well, waste will become a problem and causes many risks and dangers for public welfare, such as causing floor, creating unhealthy environment, disturbing city scener Willybrodus Gabriel Kristifolus; Budi Setiyono; Purwoko .

Abstract

Model manajemen bencana dewasa ini berfokus pada upaya pengurangan resiko bencana (mitigasi bencana) bukan sekedar pada usaha tanggap darurat. Kabupaten Magelang merupakan wilayah yang sangat rawan bencana, terutama bencana erupsi Merapi. Perlu sebuah penanganan khusus karena Merapi selalu aktif dan akan memenuhi janjinya. Berkaca pada erupsi Merapi pada tahun 2010 yang sangat kacau, dimana pada waktu para pengungsi tidak tahu harus mengungsi kemana. Sehingga yang mereka lakukan adalah lari sejauh mungkin dari zona rawan bencana. Beberapa bahkan sampai lari mengungsi di luar kota hingga ke Sleman dan Semarang. Keadaan pada waktu sangat tidak terorganisir, warga Desa Ngargomulyo merasa tidak ada yang mengayomi sedangkan dari pemerintah Desa Ngargomulyo tidak tahu kemana saja warganya mengungsi. Bahkan beberapa posko pengungsian melebihi kapasitas penampungan karena jumlah pengungsi yang berdatangan diluar perkiraan yang berimbas pula pada ketidakmampuan relawan menyediakan fasilitas dan logistik. Belajar dari kekacauan tersebut maka dibentuk model penanganan bencana dengan model sister village yaitu satu desa rawan bencana akan diarahkan mengungsi pada satu atau beberapa desa yang menjadi penyangga mereka. Dalam model ini Desa Ngargomulyo menjalin sister village dengan Desa Tamanagung. Sehingga pada waktu simulasi penanganan bencana erupsi Merapi, warga Desa Ngargomulyo memiliki arah yang pasti dalam mengungsi. Pengungsian lebih terorganisir, bahkan penyediaan fasilitas serta logistik dapat disipakan secara akurat melalui sistem pendataan kedua desa. Warga akan merasa aman dan nyaman karena mereka bersama-sama mengungsi pada tempat yang jelas sudah disiapkan bagi mereka. Bahkan aktivitas pemerintahan Desa Ngargomulyo dapat tetap aktif di Desa Tamanagung. Sehingga sistem sister village merupakan model penanganan bencana yang tepat dilakukan di Kabupaten Magelang.Kata Kunci : Sister village, manajemen bencana, erupsi Merapi, Kabupaten Magelang

Abstract

AbstractEnvironment and natural resources is a gift from God Almighty shall bepreserved and developed ability to remain can be the source and support of humanlife and other living for survival. This study aims to determine how theimplementation of environmentalmanagement policies in industrial activity in thecity of Semarang according to local regulations Semarang City Number 13 Year2006 regarding environmental control and to determine the obstacles or barriersanything that happens in the implementation of environmental managementpolicies in industrial activity in Semarang city.This study took place in Semarang city government, because of the variousproblems that arise on the management, protection and environmental pollutiondue to the many industry sectors, as well as the community's role in it, often havea variety of interesting new problems to be studied further.The results showed that the implementation of Regulation mayor ofSemarang No. 5 of 2009 concerning Directive Implementing Regulation of theSemarang City Number 13 Year 2006 regarding Environmental Control has beenperforming well, having been through the process of delivering a regulation withthe right target, and then implementing these regulations in accordance with theduties principal and functions of the actors who play a direct role to implement aregulation. Impacts of air pollution motor vehicle can be prevented by theseelections is enough traffic away from population areas and reduce trafficcongestion. While the factors that inhibit failure of the community in thedevelopment and maintenance of the environment, internal constraints inhibitingthe realization of development. The progress of industry had a positive impactwheels society, but in reality progress industry not only had an impact on theinterconnected economy, but also the environment in which the companyoperates.Keywords: Activities Industry, Environment

Abstract

The representative of Woman is regulated in every election process stages settled in the Law. Where the quota regulates party organizing and legislative candidacy. The Party is required to comply with these rules in order to become an election participant. Moreover, the party is also required to be able to nominate the best cadres to be able to compete with other candidates. The party has a right to vote for those to be nominated in order to increase the party's vote. In addition to parties that compete in the election, each candidate of course also compete with other candidates to get support from the community including women candidates. The purpose of this paper is to know what are the factors to influence in the winning of women legislative members from PKB and PDIP fractions in the 2014 Election in Pekalongan Regency reminding the votes of both parties are consistent from the 2009 General Election and 2014 Election.The theory used in this research is the Political Marketing theory used to be able to know the strategies used by each elected female candidate. In Political Marketing theory there are 4 aspects namely Product, Promotion, Price, and Place. The research is done by qualitative research method. The data collection is done by through in-depth interviews with source persons and field documentation.The results of research that done are in the vote acquisition each candidate have its own factor. The factors used in the winning of female legislative members from PKB and PDI-Perjuangan fractions in the 2014 Election in Pekalongan Regency are political parties, candidate figures, successful teams, and families. Each of these factors has its own role in accordance with the needs of the candidate. The strategy used through Political Marketing theories are Product, Promotion, Price, and Place. The product is the vision and the mission that is offered to the community. The mission vision is about sustainable development for the improvement of the people's economy. Promotion is the strategy used by each candidate. The strategy used is to go directly to all levels of society. Price is a range to know the cost required of each candidate. For the price of one seat a legislative member is very expensive given the intense competition. Places are used for mapping territories and approaching communities regarding language use for campaigns. Because of the women election become legislative members, it is expected to give spirit and motivation for society especially women to be brave of politics because politics not only belong to men but also women can compete even their achievement can be more than men.Keywords: political party, female candidate, winner
