Abstract

Abstract: Children have a very important role, because they are the assets of the nation for the future days. Children also participate in the making of nation's history once becoming the mirror of the way of life of our nation in the future. Therefore, it required the protection to ensure the rights of children, to create the condition of Indonesian children whose ready to continue the wheels of nation's development in the future.The Child Friendly City (Kota Layak Anak / KLA) policy comes as the government's effort to improve the child welfare through the protection to ensure children's rights. This research is a policy studies that analyzes the primary consideration in the making of the Child Friendly City policy as well as the effort that Depok City Government takes to realizing the Child Friendly City in 2015 by using qualitative descriptive research method. This research was conducted in Depok, West Java. With data collection technique through in-depth interviews and documents.In the making of Child Friendly City in Depok, researcher founds that policy surroundings factors influence the primary consideration in the making of the policy include the international policy of the Child Friendly City concept comes as the follow-up of UN's Convention on the Rights of the Child. Researcher also found the policy implementation variables that influence implementation performance towards Depok City Government efforts to realize Depok as the Child Friendly City in 2015. Especially in these findings of the research, the absence of standards and policy goals are clear and vague, giving rise to multiple interpretations between the implementor of policies and affect the performance of policy implementation. Recommendations from the researchers is to made the Regional Action Plan as the standards and objectives of the policy. And also specialized training activities related to the Child Friendly City should be done to boost the quality of human resources of implementors and society.

Abstract

The use of Instagram in political marketing strategies has become an important thing that cannot be ignored in the current digital era. Political marketing strategies begin to adopt sophisticated technology in its implementation. The existence of Instagram as a media campaign tries to overcome the weaknesses in conventional media. In order that every 2017 DKI Jakarta Gubernatorial Election candidate pairs together with his campaign team optimally uses Instagram to win political contestation.The research method used is a qualitative method. Namely in the form of a descriptive approach (explanatory) analytic with a comprehensive presentation of the results of interviews and observations and then analyzed in depth. The findings of this research are based on facts found in interviews and Instagram analysis as campaign media. Data collection through interviewing research informants, namely KPU Commissioner, Chairperson of Bawaslu, and all representatives of the campaign team from each candidates.The results of the study explain that Instagram has an important role in the 2017 DKI Jakarta Pilgub which is to reach out to first-time voters from the millennial generation (17-25 y.o.) and get public support from this audience segment. The way to package (framing) political messages in a political marketing strategy must also be adjusted to target the audience segment. In order that in packaging the content must contain important elements in it. In outline, the use of Instagram as a campaign media has two main contents, both contents that contain positive elements and content that contain negative elements. Instagram content in political campaigns that contain positive elements includes political marketing such as superior programs, interactions with the public, and political leadership figures. Whereas the Instagram content contains negative elements such as hoax issues and hate speech about the issue of SARA.Keywords: New Political Marketing Strategy, 2017 Jakarta Gubernatorial Election, Instagram as Media Campaign, Hate Speech and Political Hoax.

Abstract

The problem of waste is endless and has become a serious problem especially in big cities. With greater conditions and increased demand for waste collection on one side, and the limited land for waste management on the other, it requires the DKI Jakarta Government to cooperate with other areas in the vicinity. Therefore the Provincial Government of DKI Jakarta in cooperation with the City Government of Bekasi work together for waste management, the Provincial Government of DKI Jakarta bought land in the Bekasi City to be a Final Disposal Place, and over time turned into Integrated Waste Disposal Sites. In cooperation, there is a conflict between the Provincial Government of DKI Jakarta with the Bekasi City Government related to waste management, and conflict occurred in 2015 to 2016.The research method used in this research is qualitative research method with data collection technique that is interview, literature study, and documentation. The informants in this study were Chairman of DPRD Commission A of Bekasi City, Head of DKI Jakarta Environment Agency, Head of Integrated Waste Management Unit of DKI Jakarta Environment Agency and residents around Bantar Gebang.The result of this research is found the cause of conflict happened, there are 4 causes and there is: 1) Bekasi City Government feels the Jakarta Government has committed a breach of cooperation agreement, which becomes the main trigger issue is a violation of the garbage truck route that eventually open the other violations. 2) The reaction of Jakarta Governor Basuki T. Purnama who seemed arrogant to the Bekasi DPRD made the conflict heated up. 3) DKI Jakarta Provincial Government feel the cause of all this because of the default done by a third party that is PT. Godang Tua Jaya. 4) Residents who feel disadvantaged starting to close the road to Bantar Gebang and ultimately the citizens shut Bantar Gebang in June 2017, the citizens reject self-managed Bantar Gebang because they are afraid of the future of waste management is not going wellIn the settlement of the conflict, a meeting between the Provincial Government of DKI Jakarta and the City Government of Bekasi discussed the proposed amendment. Jakarta Goverment needs to deal with the waste problem from the root ranging from waste reduction were transported to Bantar Gebang and realization of the ITF, which is planned to be built to process the waste in Jakarta, because the waste problem is not going to stop because waste disposal is done in other cities although the land is owned by DKI Jakarta.Keywords: Inter-regional Conflict, Waste Management

Abstract

Tanning industry is one of the regional potential in Magetan which has existed since the end of the Diponegoro War (± 1830), the tanning industry have helped support the leather industry. But in the years 1960-1970 the tanning industry has declined and nearly died because they were unable to compete with the plastics industry. To cope the situation the Local Government Magetan . UPT Industry Leather and Leather Products Magetan aims to build through the empowerment to the tanners, either through economic empowerment and community empowerment. From this, the researchers will examine what role are being made by UPT Industry Leather and Leather Products Magetan in the empowerment of tanners in Magetan.This study aims to determine the role of UPT Industry Leather and Leather Products Magetan in empowering tanner. This type of research is descriptive qualitative analytic approach and methods used are interviews, literature, documentation, and observation.The results of this study are UPT Industry Leather and Leather Products Magetan can carry out its role properly so as to provide updates to the tanner both economically and socially. Various role of UPT Industry Leather and Leather Products in empowering tanners in Magetan can be seen from the four role that has been played by, among others, (1) Facilitative Roles and Skills, (2) Educational Roles and Skills, (3) Representatif Roles and Skills, and (4) Technical Roles and Skills.Research has been conducted to provide information that the empowerment of tanners in Magetan, UPT Industry Leather and Leather Products Magetan have contributed and perform the duties and functions in accordance with its working area. However, one thing that needs to be underlined is that basically the leather tanning industry needs a regulation that gives special attention to the tanning industry. Therefore, the leather tanning industry is not only focused on the existence of the tanning products but also on the waste produced. Abstract

One of the principles of democracy is political equality. This form of participation in political participation involves all citizens regardless of gender, ethnicity, religion, or certain social groups. All citizens have the right to use the right to participate in political activities. The phenomenon of the election of Hj. Nurhidayah, S.H., M.H. as the winner in the simultaneous local election has become a remarkable history for West Kotawaringin Regency as Hj. Nurhidayah, S.H., M.H. will be the first woman Regent. Correlation between Women’s Voting Behaviour and the Election of Women Regent Candidates in Simultaneous Local Election in West Kotawaringin Regency 2017 aims to find out whether or not there is a correlation between women's voting behaviour and the election of women Regent candidates, considering that the elected Regent candidates is the first female Regent, and from demographic and political participation aspects, female voters in West Kotawaringin Regency are quite high. This study uses a type of expanatory research with a quantitative approach. The theory used in this study is the theory of voting behaviour using two approaches namely sociological approach and rational choice approach. The statistical test tool used in this study is the contingency coefficient test by giving questionnaires to 100 female voters randomly selected in West Kotawaringin Regency. Based on the research that has been done, there is a correlation between women's voting behaviour and the election of women Regent candidates in simultaneous elections in West Kotawaringin Regency, especially educational factors and assessment of work programs / vision and mission. Female voters with higher education tend to choose women Regents and the assessment of the work program /vision becomes the basis for choosing the dominant female voters in choosing.Keywords: Voting behaviour, Gender, Election

Abstract

Green Open Space is a need for each region of the area, where the provisions stipulated in the Act No. 26 of 2007 on Spatial Planning. Each district / city is expected to meet the percentage of green space area that is 30% which is divided into 20% public and 10% private. Tegal regency, according to existing data, which is owned green space area have not reached 30%. So this study is intended to examine more deeply linked Tegal regency government regulations relating to the procurement of green open space, through Regulation No. 10 Year 2012 on Spatial Planning Tegal Year 2012-2032.This research was conducted using qualitative methods descriptive type, using existing data and documents, as well as extracting information from the government sector and civil society, who will explain the detail of the real state. As well as using triangulation types Triangulasai Source Data to compare the data document with the results of indepth interviews.Of all the research that has been done, it can be seen that the lack of policy consistency and a lack of compliance with the zoning of green open space scattered throughout the district, as well as the implementation of which is considered less than optimal (the role of actor and policy targets), and an indicator that determines success have not been fully considered. Keywords: Green Open Space, Policy, Implementation.

Abstract

Perubahan dari Pemilu tidak langsung menjadi Pemilu langsung khususnya di tingkat daerahmembawa tantangan dan konsekuensi tersendiri. Salah satu tantangan terbesar yang dihadapi adalahmengenai tingkat partisipasi pemilih dalam Pemilu. Pelaksanaan Pilbup Boyolali dan PilbupPemalang sejak tahun 2005 hingga 2015 memiliki trend yang cukup menarik. Pada Pilbup Boyolalicenderung memiliki trend partisipasi yang tinggi, sedangkan dalam Pilbup Pemalang cenderungmemiliki trend partisipasi yang rendah jika dibandingkan dengan Pilbup/Pilwakot lainnya di JawaTengah. Penelitian ini bertujuan untuk mendeskripsikan faktor yang menyebabkan tingginya partisipasi padaPilbup Boyolali 2015 dan faktor yang menyebabkan rendahnya partisipasi pada Pilbup Pemalang2015. Teori yang digunakan dalam penelitian ini adalah teori partisipasi politik pemilih. Tipe penel itianyang digunakan adalah tipe penelitian campuran (mixed methods) dengan strategi metode campuraneksploratoris sekuensial (sequential exploratory mixed methods), dan dengan menggunakan teknikpurposive sampling. Adapun teknik analisis data yang digunakan adalah reduksi data, penyajian danmenarik kesimpulan. Dari hasil penelitian, diketahui bahwa tingginya partisipasi pada Pilbup Boyolali 2015 disebabkanoleh efektifnya kinerja KPU dalam menyosialisasikan tahapan dan informasi pemilu denganmenggunakan berbagai pendekatan sosialisasi. Pemutakhiran data pemilih juga dilakukan secaraberkala dengan melakukan croscheck intensif disetiap tahapan pemilihan. Masyarakat turut berperanaktif dalam mengawal akurasi data pemilih dengan kembali memastikan validitas DPT yangdikeluarkan oleh KPU. Selain itu faktor sosial budaya yang masih kental dalam masyarakat sertakesadaran politik pemilih dan status sosial ekonomi pemilih yang cukup tinggi juga menjadi faktoryang menyebabkan tingginya partisipasi pemilih pada Pilbup Boyolali 2015. Adapun faktor yang menyebabkan rendahnya partisipasi pemilih di Pilbup Pemalang Tahun 2015disebabkan oleh DPT yang tidak akurat dan respon pemilih yang minim terhadap validitas DPT, sertarendahnya tingkat kesadaran politik pemilih yang ditandai dengan kejenuhan masyarakat terhadapkondisi politik yang berkembang.

Abstract

ABSTRACTOne of the concept of development is sustainable, which means the process or development activity is an activity that is carried out on an ongoing basis with the main goal is to meet the needs of human life in order to improve the welfare of man. In carrying out development activities, the Government involves other parties such as private and public. This happens almost every development activity, not least the development of green space in Tangerang. Regulation No. 26 of 2007 concerning spatial explains if every district / city must have green open space at least 30% of its area, with the percentage of 20% of the public green open space which became the responsibility of the Government and 10% Private green open space which became the responsibility of the private sector and the community.Research methods used in this research is the mix method by using the technique of sequential explanatory, this technique is characterized by the data collection and analysis of quantitative data on the first stage, followed by the collection and the analysis of qualitative data at the second stage, in order to strengthen the results of quantitative research in the first stage. Research done in district of Tangerang to the number of samples as much as 68 respondents, with a research instrument using a detailed questionnaire. Researchers also use data results of in-depth interviews with resource-related, as well as other supporting secondary data that comes from books, journals, news media, and sources of other libraries.The results in this study indicate that there is a significant influence of the private sector with a percentage of 10% and the effect of a strong influence on public participation with a percentage of 20.8% influence in the development of open green space in the district of Tangerang. RTH development process will continue to be implemented, so that at the end of a planning period of development (2032) RTH percentage can reach 30% as mandated by law. Increasing the role of the private sector and community participation will continue to be pursued, the regulatory application process improvement will be done so that development planning activities can be run in accordance with what has been organized and planned in the regulation. Keyword: Role of the Private Sector, Public Participation, Development of Green Open Space (RTH).

Abstract

Population grows significantly changing consumption pattern has increasing amount of waste in community that affect diversity of garbage in Semarang City. In order to diminish the amount of waste and prevent its detrimental effect on environment, the government issued Constitution Number 18 Year 2008 about Waste Management which elaborates mechanism of waste management, namely Sanitary Landfill. Since 1995, Sanitary Landfill has been applied in Jatibarang Landfill, Semarang, but nowadays implementation is not applied optimally as several problems found.The purpose of this research is analyze inhibiting factors of the Sanitary Landfill’s application in Jatibarang Landfill as well as issues in waste management in Semarang City. This research is a descriptive analytic research which uses a qualitative approach. Data collected through interviews with informants, direct observation in the study site, and documentation studies conducted on various documents relevant to this study.The result shows that final processing of waste in the Jatibarang Landfill tend to use the Controlled Landfill system as Sanitary Landfill system cannot function properly. It is influenced by the separation of waste by resources has not worked well, increase in waste generation, budget realization has not be absorbed  maximally, and weather factor.Recommendations that can be given are raising public awareness of waste management through government programs, involving the Head of Neighborhood Unit in oversight of waste management, improvement of policy formulation of waste management in landfill, and maximized budget absorption by considering the scale of priority of waste problems.Keywords: Inhibiting Factor, Sanitary Landfill, Waste Management

Abstract

Pati local elections in 2017 which only included one single candidate leaving an interesting political phenomenon. Of the 101 regions in Indonesia that conduct head local election (PILKADA), there are only 9 regions whose Pilkada consists of single candidates, one of them is Pati. In Pati, "empty box" have triumphed in several polling stations. The victory is based on several things and certainly can not be separated from the influence of a social movement that intensely campaigning and influencing people to choose "empty box". The purpose of this study is to find out about the dynamics of the victory of empty box and the winning factors of empty box in the Pati Election of 2017.The method used in this research is the qualitative technique with the method of collecting observation data either through interviews and/or document studies. The selected informants were the citizen in three villages of Margoyoso sub-district and the volunteers of AKDPP and related parties.The results of this research shows that the victory of empt box in a number of Voting Station consists of several stages. And the victory happened is due to the society's disappointment of petahana, the influence of AKDPP social movement and the problem with the construction of a cement plant permit.The recommendation that can be given is the strengthening of civil society, so that the public can control the governance and licensing of AKDPP to become a legitimate and more organized movement by registering to Kesbangpol.
