Abstract

Abstract. Land is the most important matter in human’s life. Regardless of the activities, humans always need their land. Development, in every aspect, is paramount for society, and in accordance to development, our government has contributed in building public road, markets, dam, and many other in order to fulfill our public concerns. This public development requires vast area to occupy, and considering the requirement, either a land acquisition or retribution by the government should be done under the patronage of our Constitution of 1945. Acquiring available land for public concerns is prior to development process in order to improve prosperity by securing law and rights of the rightful ones. Nevertheless, some negations are still emerging, which means some people might accept and the rest might refuse the governmental proposal.This research uses qualitative approach by collecting some information through interview and documents review. The interviewees are Kepala Dinas Cipta Karya dan Tata Ruang Kabupaten Kudus, Tim Panitia Pengadaan Tanah, Kepala Desa Kandangmas, Ketua Koordinator Forum Komunikasi Masyarakat Korban Embung Logung (Forkomakembung), and Masyarakat Desa Kadangmas Kecamatan Dawe Kabupaten Kudus.The following results show that there are steps of process of Waduk Logung building plan, which are planning and its execution. The process as follows: locating and measuring the target area, establishing committee of area acquirement, funding the building plan, establishing committee of fund appraisal, socializing and holding a conference, acquiring the target area and funding for compensation. The reason behind the public refusal is that there is massive anxiety in the land acquirement and its retribution, communication error, and also the absence of public relation, which all of these cause social, political and economical problems. Our government has tried to overcome this public refusal by applying the theory of conflict and its resolution, which are negotiation, mediation, reconciliation, and arbitration approach, by Marc Galanter. These approaches have been held by our government to console the massive anxiety, yet it did not work as it should be. Thus, our government is reaching for a resolution through adjudication and has been through in consignment.There is a better recommendation for Pemerintah Kabupaten Kudus. Its government, in acquiring land, should be, first of all, socializing the regulations in acquiring land so that its society understands the roles of land in social development, especially in Waduk Logung case. There should be an improved communication between the government and its society, and voices should be heard and be given fast responses in order to avoid unnecessary conflict. Considering the retribution, the committee should let people give their opinions so that there would be a good relation between the government and its society.Key words: Land Procurement, Resistance, Land Acquisition and Indemnification

Abstract

Transportasi adalah salah satu aspek penting dalam kehidupan sehari-hari karena sangat memudahkan mobilitas. Seiring dengan perkembangan teknologi, banyak produsen mobil yangmenggabungkan kemajuan teknologi dan transportasi. Salah satu dampak dari kemajuan teknologidalam bidang transportasi adalah gas buang dan bahan bakar yang digunakan. Low Cost Green Caradalah salah satu inovasi yang dibuat oleh para ATPM (Agen Tunggal Pemegang Merek) diIndonesia untuk mengurangi polusi udara yang dihasilkan dan tingkat konsumsi bahan bakar diIndonesia. LCGC menjadi menarik untuk diteliti karena volume tipe mobil tersebut yang meningkatpesat sejak awal kebijakan tersebut diterapkan yang kemudian memiliki dampak terhadap KotaSemarang yang termasuk salah satu kota besar. Penelitian ini menggunakan metode penelitianmixed method guna menggabungkan data kualitatif deskriptif dan kuantitatif deskriptif danmenggunakan teori partisipasi politik Huntington dan Nelson. Hasil penelitian ini adalah mendeskripsikan hasil penerapan kebijakan, persepsi masyarakatterhadap produk yang ramah lingkungan serta gap yang terjadi antara regulasi dan fakta empirik.Kesimpulan penelitian ini menunjukkan kurangnya aksi yang berkesinambungan antara pemerintah,pihak swasta, dan masyarakat. Hasil penelitian ini adalah mendeskripsikan hasil penerapankebijakan, persepsi masyarakat terhadap produk yang ramah lingkungan serta gap yang terjadiantara regulasi dan fakta empirik. Kesimpulan penelitian ini menunjukkan kurangnya aksi yangberkesinambungan antara pemerintah, pihak swasta, dan masyarakat.

Abstract

The study of the existence of "shadow terminal" Sukun Banyumanik Semarang City has a purpose to know why Terminal Shadow Bread can continue to survive until now. Shadow Terminal Sukun that can continue to survive must also be based on the interconnection between networks that have the same background. In addition, the other purpose is to find out what the government's efforts to handle the Shadow Branch Terminal, and whether there are people or groups that become a strong reason why Shadow Terminal Terminal able to survive. Research on shadow terminal problem in Sukun Banyumanik area of Semarang City, especially on this shadow terminal problem will use descriptive research type with mix method approach method. Approach mix methods, namely a research step by combining two forms of approach in research that is qualitative and quantitative.. The method of mix methods in this research using Sequential exploratory model. The activities at the Banyumanik Banyumanik Shadow Terminal Semarang City is one of the problems that have existed since a long time in the area. Shadow Branch Terminal Happened due to Semarang City government policy by the end of 2010 to close shadow terminals in the city. Shadow Branch Terminal takes place in areas that have been banned for stops or parakeets. disregard the government's rules. Abstract

THE IMPLICATIONS OF THE IMPLEMENTATION OF THE GOVERNMENT REGULATION NO 48 OF 2014 ON THE TARIFFS OF THE TYPES OF NON-TAX STATE REVENUE THAT IS APPLICABLE TO THE DEPARTMENT OF RELIGIOUS AFFAIRSCASE STUDY: OFFICE OF RELIGIOUS AFFAIRS CIBINONG DISTRICTBY : MUHAMMAD IKBALUDINABSTRACTThe matter of marriage and reconciliation becomes a fundamental problem for the ministry of religious affairs. The expensive cost of the marriage and the gratuities for the regional chief often comes out in the media. The Government publishes the Government Regulation No. 48 of 2014 as a response to the problems happened. The purpose of the Implication of the implementation of the Government Regulation No. 48 of 2014 on the tariffs of the types of non-tax state revenue that is applicable to the department of religious affairs according to the case study of the office of religious affairs in Cibinong district is to find out how the Government Regulation No. 48 of 2014 affects the problems existing in the body of the ministry of religious affairs, especially in terms of marriage, reconciliation involving the regional chief, bureaucracy, and society.The method of research used in this study is a qualitative descriptive study which the primary data are the words and actions. The sources of the data obtained are derived from the primary and secondary data. The informants of this study are selected by the purposive sample method (selection on purpose). The data collection techniques used in this study is interview, documentation, observation.The Implementation of the Government Regulation No. 48 of 2014 is intended to address the existing problems in the ministry of religious affairs, especially the issue of marriage and reconciliation that becomes a fundamental need for the society. The implementation of the Government Regulation No. 48 of 2014 for the regional chief, bureaucracy, and society are to make sure about the cost of the marriage and reconciliation as well as the gratuities for the regional chief in carrying out the marriage outside the office or outside working hours. Furthermore, the implementation of the Government Regulation No. 48 of 2014 also put more steps for people registering their marriage directly to the Office of Religious Affairs (KUA). In addition, the Government Regulation No. 48 of 2014 has no implication towards the gratuities for the regional chief as it becomes the reason why the Government Regulation No. 48 of 2014 is published.Keywords: Regulation, Bureaucracy, Service

Abstract

The purpose of this research are to explain the society participation in the realization of the development Creative Tourism Village of Kenep, the empowerment activities, the obstacles and the solutions in developing the Creative Tourism Village based on community empowerment. The type of this research is descriptive analytic using qualitative approach. The data source in this research is obtained from interviewing informant and collecting archives or documents that is related to this study. In collecting the data, the writer uses interview, observation, and documentation technique. In analyzing the data, the writer uses collecting data, selecting data, presenting data and making a conclusion technique. The validation data uses source triangulation technique. According to the result of this research, we can know that the society participation in the realization of the development Creative Tourism Village of Kenep is started from the aid of Empowerment in Urban Areas (PNPM-Urban) that showed ideas from society to explore and examine the potencies in Kenep. The Villagers identify and examine the potential areas, problems and opportunities in Kenep, arrange the pokdarwis activities plan of the community involving them in training to increase their potencies maximally. The Villagers have an initiative and creativity to develop this Creative Tourism Village. The community empowerment are, for example, training how to make a batik, rambag, or another home industry by the owner directly to increase the economy of local society. The community empowerment also decrease the number of urbanization because it creates jobs and makes the area known by wide community. The villagers are involved in accompaniment activities to explore the potencies of Kenep. They are also involved in promoting and holding a festival to attract the visitors. There are some obstacles in developing the Creative Tourism Village of Kenep Sukoharjo. The community are lack of participation. They do not want to intervene because of the assumption that there are particular people managing the village. Some villagers do not really understand what tourism village is. There are some villagers thinking that they are not involved. The capital, the facilities, infrastructure and the human resources are limited. The management of the tourism village is still traditional. There is no record book to note the number of visitors and the amount of income. The packaging and the marketing of the products are not optimal. Resolving the obstacles, the village socialization activities about community empowerment have to be optimized. The involved stakeholder have to create a good and intensive communication. The society have to provide good and competent human resources to manage the Creative Tourism Village of Kenep. If the Creative Tourism Village of Kenep can be managed maximally so it will give positive influence that is increasing the economy of the local community.Keywords: Community Empowerment, Development, Tourism Village.

Abstract

Poverty is a classic problem of mankind in every part of the world andbecomes a complex issue because it is not just about low income. The low level ofeducation, skills, and the lack of introduction to technology are the human resourceconstraints that are closely related to the causes of poverty. Purbalingga regency isone of the areas with a high percentage of poor people who are always ranked in thepoorest areas in Central Java Province. The purpose of this research is to analyze thepolicy of poverty reduction by Purbalingga Government through establishment ofBoarding School of SMK Negeri 3 Purbalingga.This study uses mixed methods between qualitative and quantitative with aqualitative approach remains the main approach. Data collection techniques werecarried out, among others, by collecting documents and in-depth interviews withactors involved in the policy, and using a research questionnaire to the researchsubjects of alumni / boarding school graduate SMK Negeri 3 Purbalingga. Analysisof research data is done by combining primary data obtained and findings in bothqualitative and quantitative data.Based on the research that has been done, it is known that the policy has beenimplemented optimally, consistently, and there is a continuous suitability of visionamong policy actors in 3 different Heads of District (Bupati), and achievements thatcan penetrate TOP 35 in Public Service Innovation Competition (SiNovik) 2016.Quantitative data shows that there is an increase of living standards of alumni SMKNegeri 3 Purbalingga coming from poor families, as the object of poverty problem inPurbalingga Regency. This shows that policies that have the principle of breaking thepoverty chain have succeeded in reducing the number of poor people, thesustainability of the program is likely to reduce poverty significantly.Keywords: Poverty Reduction, Education Implementation Model, PolicyImplementation.

Abstract

In this globalization era, information becomes an important commodity. As the growth of technology development, people want a fast, easy and efficient service. In the case of the high requirement towards the enhancement of public service quality, Directorate General of Customs and Excise becomes one of the government institutions which does the transformation by applying information technology based service and integrated communication. Problem formulation on this research is “How is the implementation of electronic government in the environment of Kantor Pengawasan & Pelayanan Bea Cukai (KPPBC) Type of Pratama Tegal?” and “What are the outcomes or results from government electronic system that have been implemented by KPPBC Type of Pratama Tegal?”. This research is aimed to explain about the implementation of electronic government and find out about the outcomes or results from the electronic government system that have been implemented by KPPBC Type of Pratama Tegal. The research method that have been used in this research is qualitative by using data collecting method that is interview with research object, observation and based on secondary data which is available and earned. The results of this research shows that the implementation of electronic government in KPPBC Type of Pratama Tegal based on the implementation theory of George Edward III have gone pretty well with some errors, for instance the lack of human resources quantity and quality from internet connectivity, as well as the disturbance on server which causes downtime system can find the outcomes from the implementation of electronic government in KPPBC Type of Pratama Tegal, that becomes faster and easier service, to increase efficiency for the service user, to increase transparency and to prevent the existence of corruption, as well as to ease the supervision. The recommendations that can be given are; to maximize the supervision and service in KPPBC Type of Pratama Tegal need to increase capacity from server and increase internet speed, besides the existence of reserve connection by using another operator if there is disturbance on the operator that is now being used. Abstract

The purpose of this study was to determine the perception of the bureaucracy against the district head Ahmad Marzuqi in Jepara district, with indicators; 1) the perception of bureaucracy to figure Ahmad Marzuqi regent; 2) perception of the bureaucracy against the Regent Ahmad Marzuqi ability to communicate; 3) perceptions of ability in the ability to take policy; 4) perceptions of the ability to excite or motivate subordinates; and 5) the perception of the ability to establish cooperation with outside parties. This type of research is descriptive analysis and used a qualitative approach because it only intends to describe the leadership of Ahmad Marzuqi Jepara regent in perspective, so it does not require a quantitative approach requires standard size.The results showed that the leadership of Regent Ahmad Marzuqi period served as Regent of Jepara between 2012 s / d 2017 is quite good, because its action can be perceived in a positive way for the majority of the people of Jepara, good development in infrastructure, health, education and public policy developed. Based on data analysis are built according to information sources and documentation, then it is understood that: 1) The Regent Ahmad Marzuki figure Jepara Regent known as the most popular over-the regent of Jepara Regent before, as evidenced by the survey results of the Office of Information and Communications; 2) Before serving, Regent Ahmad Marzuqi has completed a Master degree as the level of formal education. Phenomena such as these have at least been able to justify their pernyaataan that higher levels of formal education a person, the higher the level of social status were successfully acquired, so the expectation is led by the mayor, with formal education, it will be able to bring a breakthrough policy of positive and innovative ; 3) Regent Ahmad Marzuki from among noble families with socio-economic tingakat high enough, so in this case can be expected to be able to create a pattern of obedience to the community leaders. It is based on the feudalistic system is quite thick and thrive in Jepara society, which regards the social status and economic status of a person is one of the references; 4) Profession of Ahmad Marzuki before this was teak furniture entrepreneurs who reside in District Keling, so sociologically have a level of social closeness (proximity) to build Jepara regency to be similar or parallel to the district / city to the other; and 5) Figure Regent Ahmad Marzuqi very popular in the public eye today Jepara, where the provision of such popularity in the elections simultaneously, the later Regent still have a high level of elektabilitas anyway.Keywords: Public Perception, district leader Ahmad Marzuqi

Abstract

The sending of Indonesian workers abroad is an effort made by the Government of Indonesia to increase the country’s foreign exchange. In addition, with the presence of worker’s Remittances an important part of international capital flows, especially for labor exporters, this remittances has important meaning for development, because it can contribute 10% of the APBN value. Based on data obtained from the Development and Information Research Center (Puslitfo BNP2TKI), Malaysia is the main destination for sending Indonesian workers. But Malaysia has complex level of complicated problems for migrant workers in the informal sector because of the large number of cases of abuse, exploitation and threats of criminal penalties. This is what attract researcher to conduct research on the role of representatives of the Indonesian Government in providing protection for Indonesian Migrant Workers.This study aims to determine the factors that led to the case of Indonesian workers while working in Malaysia and also to analyze the role of representatives of the Indonesian Government in providing protection for Indonesian migrantworkers. This study uses a descriptive analysis type with qualitative approach. The main data are obtained from the interview process, observation and documentation.The result obtained in this study are found 3 factors that cause female workers to experience case of violence when working in the destination country that is due to lack of control from the government, low level of education and workers do not understand the contents of the employment contract agreement. In addition, after an analysis of the role of representatives of the Indonesian Government in providing protection for migrant workers, it was found that there were 3 efforts made in providing protection. Based on the findings above, there are several recommendation obtained, namely the Indonesian government must really suppress undocumented Indonesian migrant workers as an effort to reduce the spread of illegal Indonesian migrant workers, the cooperation between G-to-G between Indonesia and fellow labor-sending countries is needed.Keywords: Indonesian Migrant Workers, Social Welfare, Gender

Abstract

Abstract. Water is a natural resource that is very useful and most potential in human life as well as other living beings so that it can be said that water is the source of life on Earth, where the need for water is increasing from time to time. Water is one of the important aspects in the world of agriculture is considering his position as one of the essential needs for plants especially plants in wetlands. Many agricultural water needs are met through irrigation. Irrigation systems are there in Indonesia comes from the existence of a river basin as well as the sources of water. The quality of the streams and springs that well be crucial. The quantity of irrigation water from any source becomes the deciding the smooth process of farm peasants. But the presence of these water sources become endangered because it utilized by persons who are not liable in exploiting existing water sources.The research method being used was qualitative approach with the techniques of data collection were observation, interview and study of documents. Informants in this Study was the Head Office of PKPLH (Perumahan, Kawasan permukiman dan Lingkungan Hidup) of Kudus Regency, Head office BPSDA (Balai Pengelolaan Sumber Daya Air) of Kudus regency, Member of the Commission C DPRD of Kudus Regency, the head of the village of Kajar, entrepreneurs Water and farmers of Kajar Village.The results showed that water resource conflict began around the year 2000 when entrepreneurs began many drinking water. Factors cause of conflict is a source of water commercialization by employers so that farmers are difficult to get water to irrigate rice fields. Government's efforts for conflict resolution is in compliance with the conflict of theory and in accordance with the theory of conflict resolution efforts through the approach of negotiation, mediation, conciliation, and arbitration. A fourth approach that was undertaken by the Government to deal with the conflict, but to no avail.A recommendation Thar could be made for the Government of Kudus is making a binding regulations regarding the business license of water resources and crack down on employers that stubborn firmly not to do activities of exploitation of water again by doing a sustainable socialization and formulating policies by involving the community in order that the policies formulated according on goals and prosper in society.Key words: Water Resources, Exploitation, Conflict, and Conflict Resolution
