Abstract

The demand for change is often directed at government officials regarding the public services provided. In order to improve public services in Indonesia, a policy is needed that can regulate public services in Indonesia to be more effective. The problem that occurs in public services is that there are many public complaints related to business licensing. According to data from the East Java Ombudsman, DPMPTSP ranks 2nd largest in public reports with a total of 6.43%. The purpose of this study is to identify and analyze the Implementation of the Sidoarjo PERBUP Policy Number 62 of 2018, as well as to identify and analyze the factors that encourage and hinder the implementation of the Electronically Integrated Licensing System Policy (Online Single Submission) Based on the Edward III Model. This research method uses a descriptive research method using a qualitative approach where this study will describe and explain the objects related to the study problem. The results of this study indicate that the implementation of the electronically integrated licensing service policy through OSS, when assessed from the communication factor, is quite good but needs to be improved. The socialization that was held has spread, but it turns out that there are individual business actors who have been missed so that they have not received the information directly from the local government. The implementation of the integrated licensing service policy electronically through OSS, if assessed from the Resource factor, is good, but there are still some things that need to be improved. The existing human resources are quite responsive and most of them already understand the policy, but in fact there are still employees who do not really understand the policy, thus hampering the implementation of the new policy. The budget resources are also quite good with the completeness of the facilities and infrastructure, but need to be improved again because of frequent system errors on the OSS web. The implementation of the integrated licensing service policy electronically through OSS, if assessed from the Disposition factor, is still low. Abstract

Stunting is a significant public health issue that has a serious impact on children's physical growth and cognitive development, ultimately affecting the quality of human resources in the future. Addressing stunting requires collaboration among various stakeholders through a process of collaborative governance. This study aims to describe the process of collaborative governance in handling stunting in Bandarharjo Village, Semarang City, and to identify the supporting and hindering factors in the implementation of this process. The research adopts a qualitative approach with a descriptive design. Data were collected through in-depth interviews with relevant stakeholders, direct field observations, and a literature review to examine relevant theories. The findings indicate that, although active collaborative efforts exist, the process of handling stunting in Bandarharjo Village is not yet optimal. Collaboration among the government, private sector, and the community has not been fully implemented or effective. Key supporting factors identified include government policies that support stunting reduction programs and the political commitment of local leaders. However, dominant hindering factors include low levels of trust among stakeholders, financial constraints, cultural barriers that hinder changes in dietary habits, and a lack of structured coordination and evaluation. This study recommends increasing the frequency of regular meetings to strengthen trust among stakeholders and enhance coordination. A measurable action plan with periodic evaluations is also essential, alongside culturally tailored approaches and nutritional 1 education to raise public awareness. Programs like Gemarikan can be optimized to promote protein consumption through education and access to nutritious food.

Abstract

The Smart Indonesia Program (PIP) is a government program in the education sector in an effort to overcome school dropouts in Indonesia. Students at the high school level in Banyumanik District who received PIP Assistance amounted to 316 students. This study uses a qualitative method with a purposive sampling technique. Data sources are from the results of interviews, observations and documentation. This study aims to determine the policy implementation process and identify factors that affect the implementation of the Smart Indonesia Program in Banyumanik District by combining Riant Nugroho's theory of Accuracy with Mazmanian/Sabatier Policy Implementation. The results of the study show that the implementation of PIP in Banyumanik District has not gone well, marked by the fact that there are still many parents of students who do not understand the mechanism of PIP distribution, so that students who experience delays in activating PIP disbursement fund accounts are hampered and cause the recipient quota to be reduced. Influencing factors include the characteristics of the problem, political support and implementation stages, it was also found that party interest factors affect the running of PIP, where the requirements for the candidacy of PIP recipients proposed by political parties are different from regulations regarding PIP so that the disbursement of PIP funds is not on target. The recommendation in the study is to conduct more intense socialization related to PIP monitoring and evaluation to ensure that recipient data is valid and on target, so that it is in accordance with applicable regulations.

Abstract

The KASN report (2023) highlights low achievement in the career development aspect of Indonesia's State Civil Apparatus (ASN), with a score of only 33.5%. This reflects a lack of attention to talent management, including the absence of talent pools and succession plans in government agencies, affecting the optimal implementation of the merit system. The Bekasi City Government has attempted to implement talent management through Mayor's Regulation No. 12 of 2022, but challenges persist, especially in ensuring comprehensive implementation. For instance, there was a score of 0 in the availability of a succession plan, and issues like position trading have occurred. This study aims to describe the stages of talent management implementation in the Bekasi City Government and identify the factors influencing its execution. The theories applied in this research are Person-Organization Fit (Kristof, 1996), the talent management framework (Kartika, 2020), and factors influencing talent management (Sehatpour et al., 2020). The research uses a qualitative approach with a combination of purposive sampling and snowball sampling to select relevant subjects from the Bekasi City Personnel and Human Resources Agency (BKPSDM). The results indicate that while talent management stages in Bekasi City have begun, they have not been fully optimized or implemented comprehensively. Talent acquisition, development, and retention have been initiated but require further improvement, and talent placement has not been aligned with succession plans due to incomplete information systems. Factors influencing the implementation include cultural, managerial, human resources, and environmental aspects, as well as the commitment of leadership and the readiness of a talent management information system. The study recommends strengthening talent acquisition strategies, launching a cadre school program for career development, and ensuring talent placement aligns with a more structured succession plan.

Abstract

In Indonesia, research on Community Based Tourism has been widely conducted. However, mapping of the topics and novelty of these studies has not been done. Therefore, this study uses a Systematic Literature Review to map the scientific structure of Community Based Tourism in Indonesia today. Using PRISMA Flow The stages carried out start from identification of publication collection from Scopus, determining keywords, then the screening stage so that data extraction, eligibility, namely the stage carried out by reading the whole by looking at the title and literature extract, and finally the included stage. The results of the analysis for research that is in accordance with the topic and research questions are the development of knowledge on the topic of Community Based Tourism. The results of the study showed an increase in terms of the number of publications and the reach of the countries of origin of the contributing authors. Then from the mapping of keywords, it shows that the focus of Community Based Tourism research is quite varied. The main research results that are widely discussed are about community participation, while the aspects that are less discussed are about income equality. Therefore, further research on Community Based Tourism can focus on the economic aspect.

Abstract

BRT Trans Semarang is a strategic effort of Semarang City Transportation Agency through BLU UPTD Trans Semarang in organizing public transportation in Semarang City. However, there are 642 user complaints who are dissatisfied with Trans Semarang BRT services. This study aims to analyze the effect of service quality (X1) and servicescape (X2) on user satisfaction (Y) of BRT Trans Semarang using SERVQUAL theory from Parasuraman, Zeithaml, and Berry (1988) and SERVICESCAPE theory from Bitner (1992). The type of research used is descriptive quantitative with 100 respondents from Trans Semarang BRT users. The results of the analysis show that service quality has a partial positive effect on user satisfaction of 0.069. Servicescape has a partially positive and significant effect on user satisfaction of 0.211. Simultaneously, service quality and servicescape affect user satisfaction by 0.564 or 56.4%, while the remaining 43.6% is influenced by other factors not examined. Suggestions given by researchers to BLU UPTD Trans Semarang to increase user satisfaction of Trans Semarang BRT are to increase the intensity of cleaning bus stops, review travel routes, tighten the standardization of driver certificates, and design inclusive bus stops.

Abstract

RSUD K.R.M.T Wongsonegoro, Semarang City, as a hospital owned by the Semarang City Government developed the My RSWN application innovation to facilitate online registration and access to other health services. However, there are several problems that indicate that the diffusion of My RSWN application innovation has not been optimal. This research aims to analyze the diffusion of innovation process and the factors inhibiting the diffusion of innovation the My RSWN application. This research applies a descriptive qualitative approach using interview, observation and documentation data collection techniques. The research results show that the diffusion of innovation the My RSWN application has generally gone well, but there are several aspects of innovation diffusion that have not been fulfilled. Innovation meets the attributes of relative advantage, suitability, testability and observability. The communication channels used are mass media and interpersonal. The time period in terms of when the application is created is sufficient and its acceptance through the stages of the innovation decision process. The hospital's social system has been supportive, as can be seen from the support of leaders, collaboration with Health Facility 1, and acceptance of innovation by employees as a group. The innovation diffusion element that has not been fulfilled is the innovation in the complexity attribute. The inhibiting factors are psychological barriers at the level of experience of people who are less familiar with technology, practical barriers to technical availability in terms of system errors and limitations in people's devices, and the age factor. The suggestions given are completing the FAQ menu, providing a guide to using the application in the information section, updating the application regularly and completing the online registration website with a menu like in the application, and providing a special information service counter for the elderly.

Abstract

This study was conducted to determine the quality of service to outpatients at Diponegoro National Hospital through a service quality approach. This research is a quantitative study using descriptive methods. Respondents in this study were 98 respondents, who were taken with non-probability sampling techniques and purposive sampling approaches. This research was conducted on outpatients with BPJS at Diponegoro National Hospital. Data collection techniques through observation, questionnaires and documentaries. The data was analysed using the SERVQUAL model. The results of the analysis show that the reliability indicator falls into quadrant IV, namely excessive, where patient perceptions of RSND services are higher than their expectations so that RSND has succeeded in exceeding patient expectations, especially in terms of timeliness and accuracy of service. Then the physical evidence indicator is in quadrant III, which is low priority, which indicates that although its performance is still less than optimal, this aspect does not have a major influence on overall patient satisfaction. Then, the responsiveness and assurance indicators are in quadrant II, namely maintaining achievement, where the performance provided by RSND in providing services to patients is good and needs to be maintained. Finally, the empathy indicator is in quadrant I, namely the main priority, which shows that this indicator has a weakness that is considered still not optimal which must be corrected immediately because it has a major influence on patient satisfaction. Based on these results, it is necessary to improve the empathy indicator with training for staff in order to provide optimal service for RSND patients.

Abstract

Accessibility refers to the ease of reaching a location or facility, while facilities encompass the infrastructure and amenities that enhance residents' comfort. This study aims to analyze the relationship between accessibility and facilities with resident satisfaction at Rusunawa Kudu, Genuk District, Semarang City. A quantitative approach was employed using a survey method based on the Guttman scale to measure residents’ responses regarding accessibility, facilities, and satisfaction. A total of 104 residents were selected as respondents through a stratified random sampling technique. Data were collected using questionnaires and analyzed through validity and reliability tests, Pearson correlation, multiple linear regression, and coefficient of determination to assess the contribution of each variable. The results show that accessibility and facilities, both partially and simultaneously, have a significant positive relationship with resident satisfaction. Accessibility factors, such as the ease of public transportation and proximity to public facilities, significantly contribute to residents’ comfort. Adequate facilities, including complete physical and infrastructure amenities, also significantly enhance resident satisfaction. The recommendations include improving accessibility through the provision of closer public transportation options and optimizing strategic locations. Furthermore, enhancing the quality and completeness of facilities is necessary to fully support residents' activities. This study is expected to contribute to Rusunawa managers and local governments in improving housing quality and resident satisfaction in the future.

Abstract

Penelitian ini mengkaji strategi pengembangan Desa Wisata Migas Teksas Wonocolo di Kabupaten Bojonegoro, Jawa Timur. Desa ini memiliki potensi unik sebagai destinasi wisata edukatif berbasis sejarah pertambangan minyak bumi, namun menghadapi tantangan berupa aksesibilitas terbatas, infrastruktur yang kurang memadai, dan minat wisatawan yang rendah. Metode penelitian yang digunakan adalah mixed method dengan pendekatan deskriptif kualitatif untuk analisis SWOT dan kuantitatif untuk validasi melalui uji litmus. Hasil penelitian menunjukkan keunikan Teksas Wonocolo sebagai satu-satunya desa wisata migas di Indonesia. Dukungan pemerintah daerah dan keterlibatan masyarakat menjadi kekuatan utama, sedangkan kelemahan mencakup akses jalan yang buruk dan fasilitas penunjang yang minim. Peluang meliputi pengembangan kolaborasi dengan institusi pendidikan dan promosi digital, sementara ancaman mencakup persaingan dengan destinasi lain. Strategi yang diusulkan meliputi pengembangan infrastruktur, diversifikasi produk wisata, dan peningkatan keterlibatan masyarakat melalui pelatihan. Kesimpulan pada penelitian ini yaitu strategi berbasis kolaborasi lintas sektor dan pendekatan partisipatif dapat meningkatkan daya saing dan keberlanjutan desa wisata ini. Saran diberikan kepada pemerintah daerah untuk mempercepat pembangunan infrastruktur, memanfaatkan teknologi digital, dan memperkuat promosi wisata berbasis edukasi. Kolaborasi dengan sektor swasta dan komunitas lokal perlu dioptimalkan untuk meningkatkan kunjungan wisatawan.
