Abstract

The Government of the Republic of Indonesia has established Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. This regulation serves as a guideline for implementing interventions aimed at accelerating stunting reduction, with a target prevalence of 14% by 2024. In executing this intervention, the National Population and Family Planning Board (BKKBN) has developed the Elsimil program for prospective brides and grooms, which is also implemented in Ungaran Barat District. However, communication regarding this program has not been optimal. This research aims to analyze the communication of the Electronic Program for Ready to Marry and Pregnant (Elsimil) in Ungaran Barat District and to examine the supporting and inhibiting factors. The method used in this study is descriptive qualitative, with data collection conducted through interviews and documentation. The results indicate that communication regarding the Elsimil program in Ungaran Barat District has not yet reached its full potential. Aspects of communication clarity and consistency are lacking due to limited face-to-face interactions, and there are still prospective brides and grooms who do not adhere to online guidance properly.This study recommends that family assistance teams implement more flexible scheduling for support sessions, improve technology with more stable internet connections, and enhance collaboration with religious affairs offices (KUA) to make Elsimil certificates a mandatory document in the marriage registration process.

Abstract

The Jabodetabek Metropolitan Area as the largest metropolitan area in Indonesia has the highest level of commuter movement with KRL transportation mode as the main choice of commuter workers. The number of Jabodetabek KRL users continues to increase every year along with the increasing number of urban residents in Indonesia. However, the increasing number of Jabodetabek KRL users each year is not accompanied by increasing user satisfaction. The quality of service that is not in accordance with what is expected by users and the high number of KRL user complaints through social media raises a number of questions about the responsiveness of KRL service providers in handling KRL user complaints. The purpose of the study is to determine the relationship of Service Quality (X 1 ) with User Satisfaction (Y), the Relationship of Complaint Handling (X 2 ) with User Satisfaction (Y), and the Relationship of Service Quality (X 1 ) and Complaint Handling (X 2 ) with User Satisfaction (Y) simultaneously to KRL users on the Bogor Commuter Line route by applying matrix theory. The Bogor Commuter Line route is the research locus with the highest occupancy rate compared to other routes. This research applies a quantitative approach with an explanatory type through data collection in the form of questionnaires, documentation, and interviews of KRL users based on proportional random sampling techniques as many as 100 respondents scattered at each station on the Bogor Commuter Line route. The analysis techniques used are Spearman Rho validity test, Cronbach's alpha reliability test, Kendall Tau correlation (τ), Kendall Concordance (W), and Coefficient of Determination (R 2 ). The results showed that there was a positive and significant relationship between Service Quality (X 1 ) and User Satisfaction (Y) of 0.319 and the coefficient of determination contributed 22.9%. The correlation of other variables shows that there is a positive and significant relationship between Complaint Handling (X 2 ) and User Satisfaction (Y) of 0.360 and the coefficient of determination of 22.1%. Simultaneously there is a positive relationship between Service Quality (X 1 ) and Complaint Handling (X 2 ) with User Satisfaction (Y) of 0.271 and a coefficient of determination of 32.5%.

Abstract

Stunting is a significant issue in Indonesia, with the rate reaching 21.5% in 2023, only a 0.1% decrease from the previous year, and not meeting the WHO target of 20% or the RPJMN 2020- 2024 target of 17.8% in 2023. Tanjung Mas Village in Semarang City, as a priority area for accelerating the reduction of stunting, still recorded 89 cases of stunting, the highest in the city, while other villages have achieved zero stunting status. This study aims to analyze the implementation of the stunting reduction acceleration policy in this village, using a descriptive qualitative approach and data collection through interviews and documentation. The theory used is the policy implementation model by Van Meter and Horn. The results show that the implementation of the stunting reduction acceleration policy in Tanjung Mas Village has been quite effective. However, there are several obstacles, including the lack of training for the Head of Social Welfare in the village, a shortage of youth cadres, limited budget allocation in the village and Posyandu, and the economic and social conditions of the community.

Abstract

Public service serves as a concrete benchmark for the government's performance standards. The government’s performance can be easily assessed by the public based on the quality of the services they receive. Online Single Submission (OSS) is an innovation introduced by the government to address issues in business licensing services. The government launched the risk-based business licensing service (OSS-RBA) as an improvement over previous versions of OSS (OSS version 1.0 and 1.1), which were not functioning optimally. Bogor City is one of the cities implementing OSS-RBA services through the PMPTSP Office at the “Grha Tiyasa” Public Service Mall. However, in practice, there are still several issues related to the OSS-RBA service. This study aims to analyze the quality of business licensing services (OSS-RBA) and identify the factors that drive and hinder its implementation. The research method used is qualitative descriptive, with data obtained from interviews, observations, and documentation. Informants were selected using purposive and accidental sampling techniques. The service quality measurement in this study employs the five dimensions of Zeithaml, Parassuraman, and Berry's theory: tangible, reliability, responsiveness, assurance, and empathy, along with a combination of expert theories from Moenir and Wolkins to analyze the driving and inhibiting factors, which include organizational factors, ability/skill factors, leadership factors, and recognition/reward factors. The research findings show that the quality of OSS-RBA services at the “Grha Tiyasa” Public Service Mall in Bogor City has not yet reached an optimal level. This is evident from the shortcomings found in the tangible and reliability dimensions. The driving factors in this study include organizational aspects, leadership, and the recognition or reward provided. Meanwhile, the inhibiting factors include limited abilities or skills, as reflected in the suboptimal performance of verifiers, which delays the service completion process. Additionally, the lack of specific OSS-RBA training for customer service staff due to budget constraints also contributes to the challenges.

Abstract

The analysis of the service quality of Microtrans Jakarta Lingkar Kota (Jaklingko) aims to describe the factors contributing to the service quality of the MikrotransJaklingko transportation mode. This study employs a descriptive qualitative approach through observations and interviews to describe the contributing factors in service quality: functionality, information, convenience, comfort, and safety. Additionally, the analysis focuses on contributing factors such as human resources (HR), systems, operational strategies, and customer interactions. The results indicate that Mikrotrans Jaklingko has positively contributed to the mobility of Jakarta's society. However, there are still shortcomings in certain areas, namely information, convenience, and comfort. Furthermore, systemic factors face several obstacles, such as inconsistent cleanliness of the fleet, driver attitudes that do not support user comfort, and inaccuracies in the information provided through the application. Other challenges include an inefficient payment system, especially during peak hours, and the need for regular evaluations to maintain service quality consistency. A lack of customer satisfaction surveys also hinders understanding of user needs and expectations. This study recommends improvements to a real-time information system, optimization of cashless payment methods, and ongoing training for drivers to enhance professionalism. By addressing these aspects, Mikrotrans Jaklingko can meet the increasingly complex public transportation needs in Jakarta. It is hoped that this research can serve as a reference for developing more efficient, comfortable, and sustainable public transportation services, thereby supporting traffic congestion reduction and improving the quality of life for the residents of Jakarta.

Abstract

The development of Telaga Jonge tourist attraction in Pacarejo, Semanu District, Gunungkidul Regency involves Jonge Raya Tourism Awareness Group (Pokdarwis), Pacarejo Village Government, Gunungkidul Tourism Office, local communities, and local businesses. This research is motivated by the great potential of Telaga Jonge tourism but has not been optimally developed, as well as the existence of conflicts related to management. This research uses Ansell and Gash's collaborative governance theory with the research objective to analyze the collaborative governance process in Telaga Jonge and identify the factors that drive and hinder the process. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The results of the study show that the collaborative governance process in Telaga Jonge is still in its early stages and has not yet run effectively. The main challenge lies in building trust and mutual understanding among the actors involved. Weak institutional design, lack of transparency, and differences in perceptions of tourism potential ownership are the main inhibiting factors

Abstract

The low use of the Dukcapil Dalam Genggaman application by the people of Surakarta City and the emergence of online service problems related to service flow and application servers are separate problems in governance at the Surakarta City Population and Civil Registration Service. The concept of Agile Governance emerged as a guideline in implementing governance. Agile Governance refers to the concept of governance that is flexible, fast and responsive in facing unexpected changes to meet the demands and needs of an ever-growing society. This research aims to analyze the implementation of Agile Governance and identify supporting and inhibiting factors for Agile Governance in the Dukcapil Dalam Genggaman application. This research uses a qualitative descriptive method with data collection techniques through interviews, observation and documentation. The research results show that the Disdukcapil of Surakarta City has implemented three principles optimally, namely good enough governance, human focused and systematic and adaptive approach. There are two principles that have not been implemented optimally, namely based on quick wins and simple design and continuous refinement. The supporting factors are competent human resources, performance monitoring by leadership, systems created directly by experts and community compliance. The inhibiting factors are the applicable legal basis, communication and the government's lack of awareness of the importance of application performance assessment. The recommendation given is to hold regular evaluation meetings to improve poor communication patterns and establish application Key Performance Indicators as work guidelines to create optimal application performance.

Abstract

Development so far has been carried out more about infrastructure and urban planning, rarely talking about human development so that the poor continue to be squeezed and cannot get out of the circle of poverty. Poverty alleviation carried out by the government always places the poor as objects, namely by providing cash or non-cash assistance so that they continue to depend on this assistance. The poor as subjects means that they can participate in solving their own problems through empowerment which will later achieve independence. Women are often underestimated by society so that they continue to be marginalized. Therefore, women's empowerment is now widely pursued because empowered women are able to take part in increasing family income. The purpose of this study is to analyze the process of empowering women in the Komunitas rajut Erwela in Lenteng Agung Village, South Jakarta and to analyze the supporting and inhibiting factors for women's empowerment in the Komunitas Rajut Erwela, Lenteng Agung Village, South Jakarta. This research uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results of this study indicate that the empowerment process in the Komunitas Rajut Erwela has been successful in increasing the capacity and independence of women because it is supported by high motivational factors from community members. The inhibiting factors are government policies that have not provided support for the implementation of empowerment, limited budget and capital, and incomplete facilities and infrastructure.

Abstract

This study aims to analyze the development of tourism in Lerep Tourism Village, Semarang Regency, using the 4A dimensions: attractions, activities, accessibility, and amenities. Lerep Tourism Village holds great potential in tourism based on local wisdom, including natural, cultural, educational, and creative tourism. However, the development of tourism in this village faces several challenges, such as inadequate infrastructure, lack of promotion, and limited coordination among stakeholders. The research employs a qualitative descriptive method, with data collected through observation, interviews, and document studies. The findings indicate that tourism development in Lerep Tourism Village has shown progress, particularly in unique tourist attractions and local community participation. However, improvements in accessibility and amenities remain crucial. Supporting factors such as local resource availability and the commitment of local government contribute positively to the village's tourism development. Comprehensive and sustainable development strategy is required to establish Lerep Tourism Village as a leading destination capable of attracting domestic and international tourists. This study recommends enhancing infrastructure, digital promotion, and collaboration among stakeholders to support community-based tourism development.

Abstract

The Community Based Intervention Program (IBM), designed by the National Narcotics Agency (BNN), aims to address drug abuse by involving the community in interventions for individuals misusing drugs in East Jakarta. This study evaluates the community development processes implemented by BNN to ensure the sustainability of IBM and identifies the factors influencing this development. The research employs a descriptive qualitative approach, utilizing observations and interviews with relevant informants. The findings indicate that community development within the IBM program is progressing well, despite some challenges. Key components developed include empowerment, network strengthening, and sustainability. Identified supporting factors encompass community assets and potentials, community participation, leadership, and partnership networks, while the use of technology still faces obstacles. A significant finding is the importance of communication both direct and through other media in building relationships among individuals and achieving IBM's objectives. This insight presents an opportunity for BNN to formulate more effective communication strategies. To ensure the continued success of the IBM program, it is recommended to conduct regular and transparent evaluations so that all stakeholders can track its progress.
