<![CDATA[Pendidikan Anak Usia Dini merupakan suatu upaya pembinaan yang ditujukan bagi anak sejak lahir sampai dengan usai enam tahun yang dilakukan melalui pemberian rangsangan pendidikan untuk membantu pertumbuhan dan perkembangan jasmani dan rohani agar anak memiliki kesiapan dalam memasuki pendidikan lebih lanjut. PAUD Nonformal terdiri dari KB (Kelompok Bermain, TPA (Taman Penitipan Anak), dan SPS (Satuan PAUD Sejenis). Sarana dan prasarana merupakan perlengkapan untuk mendukung penyelenggaraan kegiatan PAUD sehingga tercipta suasana yang aman, nyaman, terang, dan menarik bagi anak-anak untuk bermain dan belajar. Penelitian ini bertujuan untuk mendiskripsikan dan menganalisis sarana dan prasarana dalam penyelenggaraan PAUD Nonformal di Kecamatan Tembalang, faktor pendukung serta penghambat pelaksanaannya. Penelitian ini menggunakan penelitian kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan pendidikan anak usia dini di Kecamatan Tembalang masih menghadapi masalah. Ditemukan PAUD yang belum memenuhi standar sarana dan prasarana dalam penyelenggaraan PAUD. Faktor penghambat adalah keterbatasan jumlah petugas untuk melayani lembaga PAUD, komunikasi yang kurang efektif, sehingga aparat pelaksana perlu memperhatikan satuan PAUD dalam penyediaan sarana dan prasarana.]]>

<![CDATA[This research uses descriptive qualitative research method. This study will describe and analyze Implementation Adolescent Reproductive Health Services in Kota Semarang along with the critical success factors that influence it. This policy refers to Government Regulation No. 61 Year 2014 on Reproductive Health and Planning Guide, Formation and Development PKPR in Regency / City. Data collection techniques used through interviews, observation and documentation of information. The theory used is the theory of five precision of public policy implementation and implementation models belonging to Grindle. The results of this study indicate that, implementation of the Adolescent Reproductive Health Care Policy in Semarang still less than optimal. Indicators that it is still not include policy measures, public acceptance, changes desired, the details of the implementing actor, resource availability, and the participation of the target group. Suggestions for improvement are given is to hold a special queue for teenagers, provide policy dissemination to parents, reproductive health education from grade 6, make regulations regional level descriptors, provides a dedicated space for counseling, and training of peer counselors each year at the city level.]]>

<![CDATA[The research is going to describe and to analyze the performance department social, youths and sports in Semarang and factors that support or detain their performances. Theory that will be used in reasearch are public administration and five dimensions of performance which are productivity, service quality, responsivity, responsibility and accountability with descriptive qualitative study. This research using interview, observation, documentation as method to get information from social services, youth and sports in Semarang and the caretaker of anak emas foundation as the extension hand of the goverment to take care of homeless kids. The result of research is showed that performance of social services, youth and sports in their role to make a better social life for homeless kid is not quite optimal specially in productivity, service quality, and accountability, we see there are some problems in human resources, budgets and lack of information in website also lack of support to another foundation as the extension hand of goverment. However, the performance of department of social, youths and sports had been supported by their ability to discover the street kid’s needs through some programs which are better than the previous year and their obedience to rules and SOP also stick to the principles of administrative as they did their job There are some ideas to counter the problem ,for example, raise the budget, add human resources, more concern about another institution and smoother the services.]]>

<![CDATA[Parking tax is the implementation of a parking lot otside the road, providing both concerned with a staple effort,including providing daycare motor vehicles. While park is a condition of a car who are not moving and temporary. The tax rate determined is 25% from the base tax. The basis for imposing tax is income from tax payers every month. The methodology is using qualitative approach descriptive to technique data collection the observation, interview and study documents. Informants for the research is the field of local taxes DPKAD of Semarang City. The result showed that the election parking tax of Semarang City using sell assesment and official assesment. Self assesment is a system who to vote tally number of parking tax rates totax payers an official assesment is a system to examination during 3 months. The parking tax rate determined 25% from the base tax. The parking taxdone by meanas of the total revenues tax payesr every month multiplied by 25%. But found obstacles in the system that the DPKAD of Semarang City didn’t know the reality of the total revenues from every tax payers every months. Recommendations can be done to improve the election about the mall parking taxis by tapping box machine, as they installed the box in every parking lot. That is the way if DPKAD want to know in reality the total revunue of tax payers every months.]]>

<![CDATA[The aim of this study to analyze enforcement of disciplinary rules and implementation of civil service disciplinary sanction in Dinas Pendidikan Kota Surakarta based on Government Regulation No. 53 Tahun 2010 about discipline of civil servants. The type of this research is qualitative descriptive. Technique of data collecting used direct observation to the main object, held interview with informant to get comprehensive information by asking some question about the main problem. Study of literature by reading books, magazine, newspaper, documents, legislation and other information that relevant with the object of research and supported by secondary data. The result of research showed that enforcement of disciplinary rules in Dinas Pendidikan Kota Surakarta is still not optimal whereas the application of disciplinary sanctions in accordance with the rules of discipline of civil servants is Government Regulation No. 53 Tahun 2010.]]>

<![CDATA[Pemuda memiliki peran strategis dalam perubahan yang fundamental dalam pembentukan karakter bangsa Indonesia melalui program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda. Maka, perlu peranan negara dalam memberdayakan pemuda pemuda Indonesia. Berdasarkan data yang diperoleh dari Sakernas Agustus 2011-2013 Jawa Tengah, TPT di Kabupaten Batang mengalami fluktuasi dimana TPT pada tahun 2012 sebesar 5,90% dari 5,91% pada tahun 2011 dan 6,98% pada tahun 2013. Tujuan dari penelitian ini adalah untuk mendeskripsikan bagaimana proses implementasi program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda di Kabupaten Batang. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif tipe deskriptif. Adapun penentuan informan dalam penelitian ini menggunakan teknik snowballing. Selanjutnya teknik pengumpulan data yang diterapkan ialah wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa Implementasi Program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda (PUPKKHP) dalam Rangka Mengentaskan Pengangguran Pemuda di Kabupaten Batang masih belum maksimal. Dari ketiga tahapan dalam proses implementasi program ini masih terdapat hambatan-hambatan. Maka dapat disimpulkan bahwa adanya program ini belum mampu mencapai tujuan yang diharapkan yaitu mengurangi pengangguran pemuda sebab belum adanya solusi dalam hal permodalan dan bimbingan secara praktik benar-benar dilapangan serta tidak maksimalnya anggaran yang mempengaruhi ketersediaan waktu serta fasilitas pelatihan yang mana juga diakibatkan dari tidak dijabarkannya program secara langsung oleh Disdikpora 2 sendiri. Disarankan agar ada sistem pinjaman modal, bimbingan saat merintis usaha, dan membuat sitem sewa alat.]]>

<![CDATA[Regional Income is an areas income earned by local regulations in accordance with the legislation. Fluctuations in tax revenues indicate a problem in the implementation of development. The purpose of this study was to analyze management and Local Revenue enhancement strategy Semarang through advertisement tax and the factors that influence the acceptance of advertisement tax in Semarang. This study analyzes management of advertisement tax and factors that influence the government revenue in Semarang. The method used in this research is descriptive qualitative method. Data collection techniques used in this study by the method of field studies (interviews, observation and documentation) sampling method informant used purposive random sampling. Analysis of the data used is to use a SWOT analysis to determine the strengths, weaknesses, opportunities and threats in the advertisement tax collection. Results from the study showed that the planning concept is still weak and analyzing the potential, challenges and constraints in the management of the to increase advertisement tax. The strategies carried out in terms of intensification taxation namely simplification of administrative processes and stronger law enforcement are required. The etending taxation are increasing tax amount and taxed objects.]]>

<![CDATA[Semarang city as a capital of Central Java Province is located in a strategic location and supported by the availability of facilities and infrastructures. Therefore Semarang became the center of economic growth in the region of Central Java, especially in the procurement of goods and services. Increased of Community’s needs resulted in the promotion of goods and services competition with variuos kinds of media one of which is advertisement. A lot of billboards constructed not according to the rules in any places so that interfere public order. To manage the growth of billboard in Semarang, government makes Regulation No 14 Year 2012 about Implementation of Advertising, which aims to improve the control and oversight of the advertisements and improve services to the public openly and fairly. The research method used is desciptive qualitative, The data collected with interview literature review and observation. This research subject is department PJPR, Satpol PP Semarang and advertisement agency. The Purpose of this research is to evaluate implementation of advertisement policy in Semarang City and reveal supporting and obstacle factor of advertisement policy. This research is connecting between Perda No 14 Tahun 2012 about Implementation of Advertising with evaluation criteria according to William N. Dunn which is effectiveness, efficiency, adequacy, grading, responsiveness and accuracy. The results of this research indicate that implementation of advertisement in Semarang that have not been implemented optimally. There were many abuses by advertising agency that the placement of billboard was not according to the rules and interfere the public facilities. Limited human resources. Less intensity of coordination between the implementers.]]>

<![CDATA[This study aims to evaluate of the implementation of the Keputusan Menteri Dalam Negeri Number.17 of 2000 about Human Resources Management Information System which is applied in the Subbidang Dokumentasi dan Pengolahan Data Badan Kepegawaian Daerah Pemalang Regional and describe the factors that support and obstruct the implementation of the policy. This study uses three main aspects, namely the system and the four factors that affect by qualitative descriptive approach. Data collection techniques were used observation, interviews, documentation and literature study with the informant of employees Subbidang Dokumentasi dan Pengolahan Data Badan Kepegawaian Daerah Kabupaten Pemalang. Based on the results of the study, researchers concluded that the results of the evaluation of the implementation of Keputusan Menteri Dalam Negeri Number.17 of 2000 on Human Resources Management Information System applied in the Badan Kepegawaian Daerah Pemalang Regional has been well. This is indicated by the clarity of access, timetables and mechanisms of the program activities and services that systematic implementation of the tasks according to the procedure, successfully serving the SIMPEG data process consideration decision making, evaluation of e-file is routinely conducted, applying the principle of transparency of information and have a proactive attitude in refining the program to successfully develop online SIMPEG, Management Information System performance Analysis and Mapping Management Information Systems Master. It's only that they found several inhibitors that cause results still not maximized, such as the limited number of executive staff, executive staff competence is still not evenly distributed, using the old SOPs and the lack of participation of civil servants to actively evaluate their own data. To overcome these problems, there are some suggestions that can be done such as system development should be supported by education and training as increased capacity and competence of staff implementing evenly, fix the coordination to support the data updating, create SOPs / guidelines contain standards to assess whether it is appropriate with the purpose or not, and disseminate to all civil servants to actively evaluate the data itself through the access rights granted.]]>

<![CDATA[Ownership of birth certificate is very important since it is a form of someone’s identity which will be used as the basis to obtain other public services. Based on the data from Department of Population and Civil Registration of Semarang in 2004-2014, there are still 127.369 childerns have not had birth. Thus, this research aims to analyze the quality of service of the birth certificate and to know factors influence it in Department of Population and Civil Registration of Semarang. The research method used was descriptive qualitative while the election informants technique was purposive sampling. The researcher collected the data through interviews, observation, and study documentation. The result of this research indicates that, there are three of five quality dimensions service that are not qualified. Those are tangible, reliability, and responsiveness. It is seen from the quantity of infrastructure that is still inadequate and less carefully preserved, the procedure of birth certificate that is not socialized well, the customer service that does not serve well, the lack of awareness of the birth certificate applicants for their rights, and there is no customer care available yet. Therefore, Department of Population and Civil Registration of Semarang has to give more good response to all the service birth certificate with responsive, reliable, right, and accurate. Also, the applicants should be more active and aware of the importance of the birth certificate. They could also take part in the service of birth certificate in Department of Population and Civil Registration of Semarang.]]>
