Abstract

Education until this time is very important to the community particularly in the city of Semarang. Mainly on the Infrastructure that makes the competing schools viewed from the Infrastructure of each school especially the achievements obtained by the schools. In education national standards of quality (quality) is education which is capable of reaching national and international quality standards and international education should have a high competitiveness in terms of education results (outputs and outcomes), the process and the input of the school both nationally and internationally. Legislation of the national education system (SISDIKNAS) No. 20 of 2003 article 45 regional rules explained above the Semarang city no. 1 in 2007 About the Organization of Education in the city of Semarang a System Infrastructure, namely article 52 The purpose of this research was to evaluate the achievement of the objectives of the National Education Policy In Semarang city Infrastructure as well as to know the implementation of the policy. This research uses descriptive qualitative approach type. Data collection techniques are used namely observation, interview, study the documentation and study of the literature. The results of this research show that the implementation of a policy of SISDIKNAS in fairly well. There is still some still lack the Infrastructure of various schools particularly in jejang middle school (JUNIOR HIGH SCHOOL) in the city of Semarang. Semarang city already reached national standards.

Abstract

Strategic planning is not only applied in business, but also already implemented in public organizations such Social Departement of Tangerang, a technical institute of local government where the fundamental duty is to implement the preparation and execution of regional policy. Difficulties in projecting the future to face the changes that occur are the reason of the importance of strategic planning to solve the problem through programs and activities. The planning process is implemented properly will produce the right and excellent programs in order to achieve organization goals, therefore the strategic planning process must be observed at every stage, started from preparation until establishment so the organization is well prepared to face changes in the future. The preparation starts from presentation of the data and the determination of the role by analyzing the environment, until the strategic issue is attained in order to determine the right programs and activities. This study aims to analyze the strategic planning process in Social Departement of Tangerang in order to be evaluated at each steps of the plan in order to achieve the organization goal by using planned program and activity. The programs have to be well planned in order to reach the goal of Social Department of Tangerang effectively and efficiently.

Abstract

Central Java Environmental Agency was formed with the aim to develop cooperation, strengthen institutional and self-reliance of society for handling pollution and/or environmental damages and biodiversity preservation. This research analyzed central java environmental agency (Observational Study in the Field of Environmental Pollution Control Department). The PERFORMANCE Seen through three dimensions including : service quality, the need for supervision, and responsiveness using qualitative descriptive approach. The data collection techniques used in this research are observation, interviews, documentation, and Library Studies with informants from Central Java Environmental Agency (environmental pollution control Department) Based on the research indicated that performance of Central Java Environmental Agency (Observational study in the Field of Environmental pollution control department) is not optimal, because researcher found some obstacles seen on the Performance dimensions such Human Resources causing unoptimal supervision and ignorance about programs owned by Central Java Environmental Agency, while participation of society is very important to achieve its goals. To Overcome Barriers faced by Central Java Environmental Agency, some suggestions provided to optimalize its performance such as introducing Central Java Environmental Program deeply through several approaches like updating the news about implemented programs as well as conducting trainings shown to employees, engaging society in every programs, recruiting hnrary staff, and doing Periodic Maintenance And Repairing infrastructures quality.

Abstract

This research was compiled in order to know the implementation strategies used Department of cooperatives and UMKM in Central Java and knowing the factors – factors that hampered the development of cooperatives in Central Java. Development of the number of active cooperatives in Central Java as much as 22.674 (81,37%), but was not accompanied by a reduced number of cooperatives is not active in Central Java with the amount of 5.191 (18,62%). This Research is qualitative research typedescriptive with datacollection through interview, observation, and study of the literature. Informants were taken by researchers is the head of Department of cooperatives and UMKM in Central Java, head of cooperative empowerment, head of the cooperative program, the head of the cooperative loan, Head of cooperative training Hall, head of assessment and development of cooperativetraining Hall, KSU Putra Cahaya Implementation of the strategy Department of cooperatives and UMKM of Central Java in developing cooperatives in Central Java in ways that embody the first cooperative sehatdan quality, the two developed a superior product Areas of Central Java which empowered the third competitiveness, embody the human resources Manager of the cooperative that competent, professional apparatus embodying the fourth, dedicated, responsive and excellent service-oriented in empowering cooperatives, in pelaksanaanya there is still the problem that is There are still many communities that do not know what is cooperative, there are still operatives are less healthy and unhealthy, HR administrators a less competent, cooperative and the difficult access to capital loan obtained.

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

Most of professionals assume that The education system which is so far has been managed in bureaucratic and centralist represents as one of the reasons of the low educations quality in Indonesia. The forming of School's committee is considered as a solution because it play a role as the consultant on determinant of educational policy in the Institute. Nevertheless, the school's comitte still workless and un optimally yet of its role.The purpose of this research is to describe and to analyze, does the role of school’s comittee at SD Negeri 1 Kebumen, Sukorejo District, Kendal Regency is effective enough, and to identify the obstacles in the effectiveness of school's committee role at SD Ngerei 1 Kebumen, Sukorejo District, Kendal Regency. This research uses a descriptive type and qualitative approach. The data collection techniques are such as observation, interview, documentation, and literature study. The result of this research shows that the effectiveness of the school's comittee role at SD Negeri 1 Kebumen is overall effective. The school's comittee roles that still workless are The supporting agency role and The controlling agency role. Recommended to fix the supporting agency role there are some ways such as by socialize to student’s parents/guardians about the importance of meeting and opinion polling, the school’s comitee be expected to do a more comprehensive relation, keep in touch with the upper middle society and business to contribute enhance the education quality. Furthermore, to fix the controlling agency role is suggested to keep in touch in a good communication with any part of school’s components, especially comittee’s organizer and school to be together enhance the education quality at SD Negeri 1 Kebumen.

Abstract

Parking is part of a sub-system of the implementation of the road freight traffic carried by local governments, in order to improve the organization of the society in the field of environmental management, order and smooth flow of traffic as well as a source of revenue (PAD). Pekalongan city parking retribution policy refers to the Regional Regulation No. 21 of 2011 on Service Fees for parking. Has the objective to increase transparency and accountability, and to support the process of monitoring the implementation of parking retribution. These objectives can be achieved through the implementation of the views of the appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the process environment. Parking Retribution Policy Implementation process in achieving the objectives are factors inhibiting and supporting factors. But in its application in the field face many obstacles that the implementation of parking charges less walking is not optimal. This research was conducted with descriptive qualitative research methodology that aims to identify and analyze the implementation of parking charges implementation of the results of this study is not optimal due to the presence of obstacle factor the resource factor in the number of staff employees and the bureaucratic structure of the relevant Department. Parking attendants themselves are also often delayed depositing retribution results due to use such proceeds to their daily lives. In addition, public opinion against the parking retribution to be indifferent to never ask for proof of parking tickets after paying. Abstract

The development of minimarkets in Semarang by the end of year have increased. In 2014, Badan Pelayanan Perijinan Terpadu (BPPT) Semarang has delivered 119 Ijin Usaha Toko Modern (IUTM) which the most trade license of minimarket is in Banyumanik. Increasingly the minimarket investment on Peraturan Daerah Kota Semarang Nomor 1 Tahun 2014 tentang Penataan Toko Modern and Peraturan Walikota Semarang Nomor 5 Tahun 2013 tentang Penataan Toko Modern Minimarket Kota Semarang. The purpose of policy is to keep the growth balance between minimarket and the figure of micro trade. While commit, there still have any obstacles such as the regulation of minimarket in Semarang which has to built >500m from tradisional market exactly around of Rasamala market has built some minimarkets less than 200m from traditional market. Besides, the government limits the establishment quota based on the trade license which has been delivered. Minimarket quota restrictions only with IUTM and in fact there are many minimarkets operating without a business license pocketed. Therefore, the government should also coordinate with the sub-district to conduct surveillance to monitoring of the development minimarket

Abstract

From the explanation of the Semarang City Government viewed the outflow of commuters entering the city is big enough, those who come in on the job and returned home after finishing their work, plus the Semarang city population which has now reached 1.5 million, will certainly lead to the density of traffic flow at the some point in city. Through these phenomena, Semarang city government issued a BRT operation policy that is intended to overcome these problems, the policy also aims as appropriate which of these explanations is an effort in the reduction of traffic congestion. BRT Operation Policy BRT has been running since Okober 2010. The evaluation is needed by this program to see monitoring the BRT operation program by using the policies evaluation criterias by Peter Rossi. They are Operating Program that includes design program and implementation program also Population Target. The obstacle course is seen from the planning, implementation, and monitoring. Data collection techniques used is through observation , interviews , documentation and literature study with the informant staff at the Department of Transportation , Communication , and Information Semarang The results showed that the Operations BRT performance in realizing Semarang Setara was good, it's just still some obstacles such as human resources, limited budgetary funds until the minimal community participation. There are some suggestions to overcome these obstacles that can be done such as opening a new corridor, skill training to improve the quality of human resource, increasing the number of human resources for maximum public services, proposed adding the amount of the budget in accordance with the needs required in Semarang city budget and make efforts to disseminate to the public until they realize that traffic congestion is a complex problem and affects many other sectors.

Abstract

Based on the records of PHBS from 2012 to 2014 there is a decline of PHBS program implementation in Sarirejo Village Eastern Semarang, Semarang City. This indicates a problem that can be researched to find out the cause. The purpose of this research is to evaluate and to find the cause of problem in the implementation of the Perilaku Hidup Bersih dan Sehat (PHBS) Program. This method is a qualitative research and is a descriptive type. Snowball sampling is used to find the informants for this research. . Data gathering techniques used in this research are observation, interviews, literature, and documentation. The response of the PHBS Program from the public is insufficient. The PHBS program was not able to reach all the targeted groups. Only one targeted group was reached, the elderly group. Based on the research can be conclusion is responsiveness of the PHBS Program was not to reach of the targeted groups. Core issue of the PHBS Program is lack of advocacy and social support from government, low level of knowledge and public awareness. The recommendation for government to make a figure, commitment, and have a good relationship with society. As well as, for society to leave unhealthy behaviors with to increase of knowledge and healty awareness.
