Abstract

Micro, small, medium enterprises or commonly known as UMKM is an independent productive economy national program, conducted by individuals without any constraints on other business companies. Many of UMKM doesn’t handled by the related office as the consequence of the huge amount of UMKM in Kudus regency. The Department of Manpower, Industry, Cooperatives and UMKM of Kudus regency runs the program in accordance with the planned programs and activities that are developed on the Renstra on the program by developing the small and micro enterprises due to improving the prosperity of the people in Kudus regency. The development program for the small and micro enterprises which was undertaken by the government attracted the writer to undergo a research that whether the development of umkm has been effective or not effective yet. The purpose of this study is to determine whether the development of umkm conducted by Disnakerperinkopukm Kudus has been effective or not. Researchers used 4 aspects to measure the effectiveness of the development of UMKM program in Kudus regency identified from the productivity, motivation, adaptation and integrity. The method used in this research is descriptive qualitative method. The result of this research shows that Disnakerperinkopukm of Kudus Regency in conducting empowerment through the umkm development is optimal, while there are some aspects that not optimal yet, it is related to the procurement of minimum training quota and the uneffective socialization. Recommendations gained from the research are; increasing the quota for business development training and socialization related to government policy about UMKM.

Abstract

Tourism development is an effort to create the synergy in the use of tourism resources as well as to increase the role of government and local people in Semarang Regency that has a lot of tourist attractions, one of the priorities is Gedongsongo Temple. The development of Gedongsongo Temple is done by several related stakeholders. Every stakeholder has different roles and tasks. The roles must correspond to every stakeholder’s scope so that the stakeholders analysis is being done in the process of the development; it is needed to prevent the overlapping and and to see the effectiveness of the stakeholders’ roles. By all means, the analysis connects each of the stakeholders who are involved on the development of Gedongsongo Temple. The connection produces a policy network. The result of the policy network helps every stakeholder to coordinate and to support one and another so that there will be no misconcepting and overlapping.

Abstract

Semarang Government has set regulations prohibition of parking in the central of souvenirs store Pandanaran Semarang based on Undang-undang Lalu Lintas Aturan Jalan number 22 year 2009 and regional regulation of Semarang City number 1 year 2004 about Penyelenggaraan dan Retribusi Parkir di Tepi Jalan Umum. This regulation start from 2014 to reduce the problems of congestion and undisciplined traffic in the central of souvenirs store Pandanaran Semarang. However now, transgressor still found frequently, and author wants to do related research about the effectiveness of parking arrangement program also factors which give influence to effectiveness of the program. Method of this research is descriptive, with qualitative approach. The result of this study show that the parking arrangement program is effective enough to reduce congestion although was not maximal, because congestion is also caused by high-volume vehicles that pass. Furthermore, the factors that influence can be seen from two factors, infrastructure and society behavior. In terms of infrastructure, Semarang Government has provided infrastructure that support the parking arrangement program specifically parking lot and free shuttle bus, while in terms of society behavior shall have high awareness to not parked their vehicles into the side of road. Recommendation for Semarang Government shall improve socialization about parking arrangement program and infrastructure which provided and shall give firm punishment to deterrent violators.

Abstract

Taxes are a source of major domestic acceptance. Low levels of compliance in the reporting annual informing letter ln Kantor Pelayanan Pajak (KPP) Pratama Semarang Candisari This is caused by the low level of awareness of the tax payers as well as suboptimal functioning of existing facilities and infrastructure. The purpose of this study is to formulate a strategy to increase Taxpayer compliance in annual informing letter in Kantor Pelayanan Pajak (KPP) Pratama. The research method used is descriptive qualitative approach with data collection techniques interviews, observation, and study of the literature. SWOT analysis techniques and Litmus Test is used to produce eight strategic issues.. The strategy that has the highest score i.e. increase effort of socialization about reporting annual informing letter by leveraging the positive response of Taxpayers toward the socialization as well as enforcement of the regulations. Recommendations to improve Taxpayer compliance, needs to be improved through various efforts such as improving the socialization of reporting annual informing letter periodic and ongoing as well as carry out missions build trust and awareness of Taxpayers through the enforcement of taxation applies.

Abstract

Almost 75 percent of the people of Jepara work in the furniture industry, so that Jepara District get the icon and known as "Kota Ukir". For maintain the existence and to increase productivity of the furniture industry, the Government of Jepara District issued a Regional Regulation of Jepara District Number 2 year 2014 about Protection, Empowerment, and Development of Furniture Industry. This research is designed to explain how the Implementation of Regional Regulation of Jepara District Number 2 Year 2014 about Protection, Empowerment, and Development of Furniture Industry and the factors that become the incentive and resistors in the process of policy implementation that using the van Meter and Van Horn Theory. This research uses descriptive qualitative research method with data collection technique of interview, observation and documentation. Based on the results of research, the implementation of the regional regulation is still efforted by the goverment. This thing marked by the education, training and guidance that has been done to the actors of furniture business. There are aspect which was considered to the regional regulation, one of the aspect is protection, such as facilities and infrastructure that supporting the furniture industry (raw materials) and the provision of legal assistance which marked by the lack of public’s understanding about “Indikasi Geografis”. Other inhibiting factors are in the resources, and social political and economic conditions where there are still many public who are not aware of the existence of the regulation. The researcher recommends that socialization be done thoroughly to the public and the implementor so that later this policy can run optimally.

Abstract

The implementation of public services can’t be separated from the relation of government as the services providers and the public as the users of public services provided by the government. Semarang Class I Immigration Office is the agencies in the field of immigration services. One of the services provided by Semarang Class I Immigration Office is the making of passport for people who need it. The passport making service quality is influenced by several variables, such as service procedures and employee’s ability. This research aims to determine the influence of service procedures and the ability of employees towards the service quality of passport making in Semarang Class I Immigration Office. The approach that used in this research is a quantitative approach by conducting research on 100 respondents who want to apply passport. The result of the research on the respondents will be analyzed using Kendall correlation coefficient, Kendall concordance coefficient, and determination coefficient. The result showed that there is a positive and significant correlation between service procedures and employee’s ability with the service quality. The percentage of influence between service procedures to service quality is 9,79%. While the percentage of influence between employee’s ability to service quality is 21,52%. The value of determination coefficient in collaboration of service procedures and employee’s ability is 69,88%. It can be concluded that there is a significant influence between service procedures and employee’s ability towards the service quality of passport making in Semarang Class I Immigration Office.

Abstract

The implementation of the policies of fire hazard countermeasures in Semarang city is one of the regulation made by the Government as prevention of Semarang area and tackling a fire hazar because of it is increasing and loss either materially or casualties inflicted. The role of Government in Fire Department of Semarang and the community is very important to resolve the issue. The regional government demanded ,Semarang was able to complete the problems related to prevention and tackling the fire which occurred in accordance by applaying the local policy number 2 Year 1994 about Countermeasures with fire rescue by seeing some aspects namely surveillance, security , the availability of facilities and infrastructure, as well as the suitability of the procedures. This research is a descriptive qualitative research with informants staff on duty fire department of Semarang and self-described community is prone to fire rescue. This research aims to analyze the process of implementation of the policy and the factors that inhibit. The theory used in this study is George Edward III, who said that the factors of restricting implementation are disposition or attitude, communication, resources, and bureaucratic structure. The results of the research show that in the implementation of policies for tackling the fire in Semarang was still hampered by weak supervision, lack of human resources, financial resources or facilities, lack of awareness, lack of socialization. So it can be concluded that the implementation of policies for tackling the fire rescue in Semarang city have not been running well and optimally.

Abstract

Public service innovation is a thing that must be done by the Government to be able to fulfill public need for fast and easy public service. Semarang City Government builds 3 in 1 IT-based public services innovation that can be used free called Public Information Center (PIP). One of the three services that provided by PIP is Citizen Complaints Management Centre (P3M). P3M is a recipient of complaints and aspirations which is an innovation from Complaint Management Service Center (P5). This study uses descriptive qualitative. This research aims to determine the innovation process of P3M services along with its supporting and inhibiting factors. The result of this research are P3M service innovation process can be seen from three aspect. The three aspects are opportunity, adoption, and implementation. The entire process of P3M service innovation has been running well but there is still a lack of promotion and understanding about the role of P3M. Factors that supporting P3M are (1) the desire to create new things; (2) innovation development creativity; (3) the presence of responsible person; (4) availability of facilities and infrastructure; and (5) supporting environmental conditions. Abstract

The territory of Indonesia is a ring of fire area and is in the meeting of three tectonic plates potentially against the threat of natural disasters. Semarang city is a city with high disaster risk class. Given that the community is the biggest victims and first in facing disaster, the government has developed a community-based disaster risk reduction program. Community-based disaster risk reducation efforts in Semarang implemented through the establishment of Kelurahan Siaga Bencana (KSB). Jomblang is one of the KSB in Semarang City with the highest incidence of disaster events in 2016. In KSB Jomblang needed active participation from the community. This study aims to describe the implementation of organizing in disaster management in KSB Jomblang as well as supporting and inhibiting factors in the implementation of organizing. This research uses qualitative method with descriptive analysis model. The results of this study indicate that in the implementation of organizing KSB Jomblang when viewed from the process of organizing; the details of work, division of labor, grouping work, coordination of work, monitoring and reorganization has not been implemented optimally. Supporting factors in organizing KSB Jomblang are the high of social and tolerance, a division of labor according to skill, disaster administration has been running, and support from various parties. While the inhibiting factors are the differences of perception about the objectives, limited resources, the unclear division of work, lack of coordination, and the apathy of Karang Taruna. Suggestions that can be given include KSB Jomblang need to restructure and reorganize within their internal.

Abstract

The village funds are funds sourced from the National Budget that allocated for the village, transferred through the District / City Regional Government Budget then proceeded to village budget. This policy is regulated in Government Regulation No. 60 of 2014 on Village Funds as amended in Government Regulation No. 8 of 2016. The village funds are used to finance the administration, village development and community empowerment. The nominal amount of village funds raises concerns in the implementation. Central Java is included in the province's largest recipient of village funds in Indonesia, District Semarang receives a significant increase in village revenue every year. In accordance with the recommendations of Semarang district government and initial observations, Randugunting village is a village that needs attention in the implementation of village fund policy. This study aimed to determine the implementation of policies and obstacles that are experienced in the implementation. This research uses descriptive qualitative method. The results showed that the implementation of village fund policy when it viewed from the stage of distribution, stage of use, and the reporting stage based of Bupati Regulation No. 71 of 2016 not maximized. The implementation of the village fund policy encountered obstacles, that is policy content and policy context. Researchers recommend to Randugunting Village Government to improve understanding of policy objectives, interests, strategies and responsiveness. Then the government needs to improve training and coaching, evaluate the process of setting policy implementers, and make adjustments to existing regulations.
