Abstract

Social Insurance Program is a form of protection for increasing the welfare of all workers, including informal worker. In conducting social insurance, BPJS Ketenagakerjaan was faced by problem about expansion of membership for informal sector worker in Semarang. This research is aimed to analyse and describe the performance of BPJS Ketenagkerjaan Semarang Pemuda to increase the expansion of membership for informal sector worker based on the performance dimension also analyse and describe the factors that support and inhibit the performance. This research uses descriptive qualitative research method. The technique of collecting data in this research is using interview, observation, and documentation. The result of research shows that the performance of BPJS Ketenagakerjaan Semarang Pemuda has been good because there’re three dimensions has been done. These three dimensions are Service Quality, Responsibility, and Accountability, and one dimensions haven’t been done is Responsiveness. Factor that supporting the performance are technological factor, organizational culture, leadership, political factor, and factor that is found in research which is cooperation, while factor that inhibit the performance is social factor, and factor that is found in research is quantity of human resource. Recommendation for the result of this research is that doing optimal utilization of drive thru facility around, increasing the capacity of information system periodically, increasing cooperation with government, increasing socialization, education, and massive assistance to informal worker, and building relation with academics.

Abstract

The improvement of the quality of service is necessary to meet all the needs of the community will be mass transport more secure, convenient and affordable service, innovation through the development of public transport BRT Trans Semarang expected level satisfaction can be improved and was able to stimulate the enthusiasm of the community to switch to using public transport services. This research was carried out in order to find out how implementation of the innovation of service of public transport BRT Trans Semarang and restricting factors affecting the implementation of an innovation. Type of this research is descriptive research kind of qualitative data collection process through an in-depth interview studies, informant against the library, documentation and observation. In this study uses the theory of characteristics of an innovation as well as the factors restricting implementation of innovation. The results of this research show that the implementation of innovation services that have been implemented by the public service Agency BRT Trans Semarang is already well underway but not yet at the maximum, that is because expectations and in fact has not been in accordance with the attributes of innovation that should be filled and there are still problems in the implementation, as well as the factors restricting the development of product innovation that is the card E-ticketing and applications playstore BRT that includes the culture of risk aversion, short term budget and planning, inability to face the risk of, there is no reward or incentive, there is technology but is hampered by the cultural and organizational setup, and excess reliance against high performer. The advice given by the researchers is employee training and development, repair the server, created a special team to handle the entire management of innovations, the application of the system of incentives to employees.

Abstract

Implementation of overseas migrant placement policy is one of the efforts undertaken by the Government of Pati Regency to overcome the problems associated with placement of migrant workers from Pati Regency who work abroad. The method used in this research is qualitative method of descriptive type. The purpose of this study is to see how the implementation of Indonesian employment policy abroad in Pati Regency as well as describe the factors that are considered to influence the implementation of policies according to Van Meter and Van Horn theory. The result of the research shows that in the implementation of the policy, there are problems related to registration, reporting, and data service and information of TKI. Factors considered to be inhibiting the implementation of the policy of placement and protection of Indonesian workers abroad in Pati Regency concerning the policy objectives, resources, and social conditions of TKI in Pati Regency.

Abstract

The purpose of this research is to analyze the implementation of the Policy on the Fulfillment of the Rights of Persons with Disabilities in the field of employment in Semarang City, as well as the supporting and inhibiting factors of implementing the Policy on the Fulfillment of the Rights of Persons with Disabilities. The method used in this research is descriptive qualitative method, data source used is primary data source and secondary data. The results showed that the fulfillment of Disability Rights in the field of employment in the city of Semarang has not been optimally viewed from 3 aspects of implementation, what happen, and implementation achievement. Viewed from the aspect of the implementation is good because the implementation is done by all agencies with their respective jobs aspects of what happen is not good because the law is still referring to the old law and the city of Semarang still do not have a local law. The aspect of achievement of the implementation has not been achieved as stated in the Regional Regulation of Central Java no. 11 Year 2014 on the Fulfillment of the Rights of Persons with Disabilities. Causes of not yet optimal implementation of this policy is the absence of funds from the APBD, there is no special staff in Dinasker for people with disability and social environment factors -culture and technology in the city of Semarang. The author’s suggestion is allocating funds from APBD, establishing special staff for the implementation of the fulfillment of the rights of people with disability, making SOP for the policy of the fulfillment of the rights of people with disability and make sosialization to change the mindset of the community should not be ashamed of the existence of PwDs and also the mindset of PwDs in order not to always feel pity.

Abstract

Performance of Civil Servants in the Central Java Provincial Secretariat is expected to increase, especially related to the order and discipline of civil servants in carrying out working hours related to the performance of civil servants with the program out of office carry card in accordance with the Decree of Central Java Governor dated October 27, 2016 Number 800/09623 about Order and Discipline of civil servants. Some experts say that performance is influenced by discipline factors. Therefore this research uses the theory of public administration, human resource management, discipline, and performance. This research uses quantitative method which involves 83 respondents namely PNS Setda of Central Java Province which is still active. Based on the results of the study, Discipline has a strong positive relationship with Performance. While in analyzing the influence, Discipline has an influence on the Performance of civil servants in the Regional Secretariat of Central Java that is equal to 47%. Recommendations that the authors provide that need to be improved back office program take the card, because the results of the study stated the program is effective.

Abstract

Innovation is an important aspect of public service. The existence of people's needs continuously increases with the development of the era is one of the factors needed innovation in the public service. Innovation must follow the times, especially in the field of information technology. An innovation is expected to help solve the problems that exist in society. Online registration innovation in hospitals K.R.M.T Wongsonegoro based on the existence of queue problems that can not be handled with previous programs. This research uses descriptive method with qualitative approach The result of this research is making online registration innovation in RSUD K.M.R.T Wongsonegoro Semarang City there is a process of innovation that can be seen from seeing opportunities, finding ideas, reviewing ideas, and implementation. While there are supporting and inhibiting factors seen from the process of online registration innovation. Supporting factors of online registration innovation are (1) There is a desire to change oneself, from being unable and from being ignorant to know; (2) The existence of freedom of expression; (3) Availability of facilities and infrastructure. While the inhibiting factors of online registration innovation are (1) No rewards or incentives; (2) Administrative pressure and obstacles and (3) Risk Aversion Culture.

Abstract

Achieving the welfare of the people in a region is determined by many factors in which one of them is the professional performance of the Civil State Apparatus in the area. The number of Corruption, Collusion, and Nepotism (KKN) cases that happened lately proves that the performance of employees has not been maximized. This fact relates to how the Management of Human Resources is running in an area. Human Resource Management still needs improvement to reform the Bureaucracy in order to actualize the professionalism, transparency, and accountability. The implementation of Bureaucratic Reform should also starts from improving the quality of Human Resource management.The research method used in this research is descriptive qualitative. To get information of research data, the writer used purposive sampling. As in common qualitative research, the author used in-depth interview method (in depth interview) with informants who was related and perceived as having the knowledge to this research.The results show that the management of State Civil State Apparatus Resources (ASN) for Bureaucratic Reform in Regional Agency of Education and Training Employment (BKPPD) ofPekalongan City is in accordance with 8 aspects specified in the regulations covering: Recruitment, Job Analysis, Job Evaluation, Preparation of Standard of Managerial Competence, Individual Assessment based on Competence, Performance Assessment, Human Resource Management Information System, as well as Education and Training. Those have been implemented in accordance with the objectives of the Bureaucratic Reform though there aresome of them which are not yet to be done, such as the evaluation of positions as it is currently being conducted in the early stages by providing the socialization and dissemination of the information form about structural position factors to the position holders.The management of Civil State Apparatus Resourcein this research is appropriate enough with the objectiveof Bureaucratic Reform although there is still one aspect that has not been implemented yet and other aspects that still need to be improved again.

Abstract

Bidikmisi scholarship program is allocated for Senior high school graduates from low-level-community who are willing to continue studying in university. However, there is an unsuitability of bidikmisi scholarship during its implementation to its proper beneficiaries. Therefore, this research aims at analyzing the suitability of bidikmisi scholarship program in Diponegoro University viewed from its beneficiaries as well as finding out the constraints of bidikmisi scholarship implementation. This study used qualitative descriptive method. The data of this research are obtained from some informants chosen by purposive technique. Moreover, the data are analyzed using triangulation method. In addition, the result of this study shows that the program suitability with the benefit has positive result which is seen from the benefit obtained by bidikmisi scholarship beneficiaries. Nevertheless, the program suitability with the implentor organization shows less optimal result since sometimes there is a delay in bidikmisi scholarship disbursement. Besides, the suitability of the tergeted community with the implementor organization shows similar result, i.e. the regulated requirements have not been implemented consistently. There are some constraints of bidikmisi scholarship program found in this research, i.e. a lack in human resources managing this program and a long complicated procedure in the program administration. The researcher suggests that Diponegoro University needs to improve the quality as well as the quantity of human resources managing bidikmisi scholarship program. Moreover, Diponegoro University needs to improve supervision and responsiveness to coordinators of bidikmisi scholarship program in each department.

Abstract

Handling of the street children has a goal to reduce the growth’s number of the street children in the City of Semarang. This research was conducted in Social Department in the City of Semarang by using internal and external environmental organization analysis approach. Internal and external analysis of the organization aims to determine the supporting and inhibiting factors in the management of strategy for handling the street children in the City of Semarang. In the process of handling of the street children in the City of Semarang, the writer uses theory from Bryson about the nine basic steps in strategic planning. The approach that the writer used is descriptive qualitative with the data collection techniques interviews, observation and documentation with the informants who has competence in the field of Social Rehabilitation of Social Tuna and People Trafficking, Social Service Outreach Team (TPD), House of Children Social Protection (RPSA), and Non Governmental Organizations (NGOs). The management of strategy for handling of the street children in the City of Semarang still needs to be improve because there is still a culture of giving and buying from society to street children so that street children continue to feel comfortable to stay in the streets. In searching for the right strategic issues in this study, the authors use SWOT analysis techniques (Strength, Weakness, Opportunities, Threats) and Litmus Test. The results of this study yield four strategic issues and based on Litmus Test, the strategic issue of the management of strategy for handling the street children in the City of Semarang which has the highest score is utilizing the suitability of mission vision accompanied by increased cross-agency cooperation and institutions.

Abstract

There are still infraction in the form of various types of buildings at the irrigation border of Magelang City and some even stand on the irrigation canal of Magelang city become the background of this research. The objectives of the study were to describe and analyze the implementation of the ban building policy along the irrigation border of Magelang City. In addition, to identify and analyze any supporting and inhibiting factors that result in the policy of building ban along the irrigation border of Magelang city can not be implemented properly. This study uses the implementation theory of Van Meter and Van Horn and Daniel A. Mazmanian and Paul A. Sabatier where the variables taken are the characteristics of the problem and the policy environment with a qualitative approach. Data resource obtained from informants and documents. Data collecting techniques using interviews, observation, and documentation. Selection of informants using purposive and random sampling techniques. The results of the research shows that the obstacles to the implementation of this policy are the level of technical difficulties, plurality of target groups, socio-economic conditions, and public opinion, while the supporting factors are constituency groups and interest groups support. The recommendations that can be given are the need for supervision from non-governmental organizations, approaches to target groups, community empowerment, and providing flat.
