Demak Regency is one of the districts in Central Java that is developing and is not spared experiencing waste problems. The Department of Environment Demak Regency is an agency responsible for handling the environment, one of which is waste management. The purpose of this study is to analyze and describe the performance of the environmental agency of Demak in waste management. The methods used in this research is descriptive qualitative. Indicators are used to assess performance are productivity, service quality, responsiveness, responsibility, and accountability. In addition, the assessment of performance seen from the driving factor and a barrier to the performance of the organization. The results of this research show that the productivity performance in waste management has not been fullest because of limited human resources, facilities and infrastructure and the efforts that have not been right. Quality of service is still not optimally and needs to be increased again. Responsiveness is not optimal because there are no facilities or activities to determine the community needs. Responsibility is not maximal because it is still only focused on the Kalikondang landfill and the fulfillment of infrastructure in the city, as well as the lack of transparency to the public. Leadership and team is the driving factor, while restricting factors include a lack of human resources, limitation of funds, and a shortage of facilities and infrastructure. The researcher's recommendation is to do a strategic effort in optimizing performance, improvement of facilities and infrastructure, as well as involve community.

The Parking Technical Unit (PTU) of Kudus Regency is an organization to handle parking in Kudus Regency, Central Java. Good parking management must be applied to achieve organizational goals, therefore organizational performance can be maximized. This study aims to analyze the organizational performance of Kudus PTU, as well as supporting faktors and performance barriers of the PTU in the parking management of Kudus Regency. Type of research is descriptive with qualitative approach, conducted at the PTU of Kudus Regency. Data collection techniques were interviews, observation and documentation. The results showed that the performance of Kudus PTU Parking in parking management was still not optimal because the four indicators, namely productivity, responsiveness, responsibility and accountability, were not in a good condition yet. Productivity of parking revenues has not reached the specified target. The responsiveness aspect has not been maximized because the programs aimed at by the community have not been evenly distributed such as the installation of a portal machine in the parking area only installed a few places and not all parking uniforms have a complaint number. Then the responsibility aspects are still not maximal because of the parking rates are not in accordance with the existing regulations. Accountability carried out by the PTU is only internal, since parking revenues was not publicly reported. Supporting faktors of performance at the UPT Parking are leadership and its inhibiting faktors, personal faktors, team faktors, faktor systems and human resource faktors

This study aims to describe the implementation of regent regulation number 28 year 2014 concerning kios and los usage permits in the Batang market in Batang regency and also to find out the factors that inhibit and encourage the implementation of regent regulation number 28 year 2014. The locus used in this study is in the Batang market area in Batang regency. This study uses descriptive qualitative research methods. The results of the study show that in implementing the regent’s regulation it was found that the phenomenon of policy accuracy, the accuracy of the implementers, the accuracy of the environment and the accuracy of the process were still considered to be not right. The implementation of regent regulatin number 28 year 2014 concerning kios and los usage permits in the Batang market is still facing obstacles. The driving factors for implementatin include : bureaucratic structure, while the inhibiting factors are in communication, resources, and disposition factors. The conclusion in this study is that the implementation of regent regulation number 28 year 2014 concerning kios and los usage permits in Batang market is still faces obstacles, especially seen from the traders who break the rules such as transferring or stopping the kios or los to others without knowledge from the head of the market, the abandonment of kios and los the lack of awareness of the merchant community about market cleanliness. The based on these conclusions, the researchers recommended to the goverment to increase the intensity of the dissemination of regent regulations, community empowerment, strengthening coordination between implementing parties, adding human resources, cooperation with other parties such as the private sector in order to reduce the lack of budget

Subscription parking retribution are payments for parking fees that must be paid by the owner of a motorized vehicle registered at the SAMSAT Office in Mojokerto City for a period of 1 (one) year in which payment is made in conjunction with the tax payment of the vehicle concerned. The purpose of the subscription parking retribution policy is contained in the Mojokerto Mayor Regulation No. 7 of 2010 is to increase PAD from the regional retribution sector and to improve parking services to the public. However, in its implementation despite being able to increase PAD in Mojokerto City significantly the parking fee retribution policy has not been able to provide maximum parking services. The purpose of this study was to determine the process of implementing a subscription parking retribution policy and to find the factor of implementing a subscription parking retribution policy did not run optimally. This type of research is descriptive research using qualitative methods. The results showed that the input indicators, process indicators and supervisory indicators that were evaluated were factors for the implementation of the subscription parking retribution policy not running optimally. Among them are aspects of human resources, retribution collection methods, effectiveness and efficiency, supervisory resources, intensity of supervision, and aspects of the method of taking corrective actions. Recommendations that can be given are increasing the standard of recruitment of parking officers, giving freedom to the public to choose whether to use retribution or not, increasing the number of supervisory resources, increasing the intensity of supervision, and improving supervision methods by increasing coordination with parking officers in the field.

Rowosari village is a village included in the classification of the poor population highest in Tembalang Subdistrict. Family Hope Program (PKH) present since 2013 aims to reduce the number of poverty. This research aims to analyze the effectiveness of the Family Hope Program (PKH) in Rowosari Village Tembalang Subdistrict Semarang City. The research method used is a descriptive qualitative method with data collection techniques of observation, interviews, and documentation. Determination of research subjects using purposive sampling technique and the data validity use triangulation techniques. The criteria for the effectiveness of who used is the accuracy of the target, the accuracy of the purpose, the accuracy of the cost and the accuracy of think. In addition also be seen from the effectiveness of that. The results of the study showed that the accuracy of target, the accuracy of the purpose, the accuracy of the cost in the family hope program (PKH ) has not been fully effective, because there are still obstacles in its implementation, meanwhile in the accuracy of think already operating well. Factors that hinder the effectiveness of the program were there was no coordination, has been no planning and have not run the accuracy of service. Recommendations that can be given is improved coordination between stakeholders in family hope program in order to keep the appropriateness between the data on reality, created the clear goals and expected to the creation of policies on transparency in the use of funds to the achievement of the effectiveness Family Hope Program in Rowosari Village.

Lerep Public Health Center Semarang Regency is an institution that provides health services based on the regulations contained in the Health Ministry Regulation Numb. 75 Year 2014 concerning Public Health Center. The researcher is interested in examining the service quality at the UPTD Lerep Public Health Center because the researcher found several problems that are faced by the institution. Example coverage of health promotion and environmental health services, the cases of BTA+ that have met the target, the low claim for labor inpatient care, the low income for underpaid workers, the lack of employees, less parking area, and the very long handling time. The purpose of this study is to analyze service quality, employee capacity, and communication at the UPTD Lerep Public Health Center, and to analyze the correlation between the quality of health services and the ability of employees and the correlation between the quality of health services and communication. The research method used is quantitative with the population of patients.The sample was derived from 42 respondents from the population. The measurement used to find out how high the level of service quality at the UPTD Lerep Public Health Center, employees ability, and communication. The data analysis uses frequency distribution, the correlation used is a correlation using SPSS. The conclusion of this study shows that the level of quality of health services at the UPTD Lerep Public Health Center Semarang Regency is good. The correlation between the ability of employees and the strong service quality stands at 0.645 and the correlation between the communication and the strong service quality stands at 0.556. However, the result also shows that the institution still needs improvement in improving the quality of services, such as improvement in the service procedure, employee responsiveness and the role of the UPTD Lerep Public Health Center as a communicator.

Groundwater management is a government effort to regulate and manage groundwater use in order to achieve sustainable and sustainable groundwater conservation. The use, licensing and exploitation of ground water is regulated to maintain the stability of sustainable ground water. This research further discusses the implementation of the Central Java Provincial Regulation No. 03 of 2018 regarding groundwater management in the ESDM (Energy Mineral Resources) Office of Central Java, Semarang City. This study uses descriptive qualitative research methods. This research attempts to describe the situation or event that refers to the phenomena of research on groundwater management in the use, licensing, and exploitation of groundwater and describes the factors that influence policy implementation according to the theory of George Edward III through several variables such as communication, resources, disposition, and bureaucratic structure. The results of the study explained that the implementation of the policies realized by the ESDM Service had taken place according to regulations. Factors considered to hinder the implementation of policies on groundwater management are lack of optimal licensing. Suggestions given by researchers from the results of research on groundwater management are the realization of coordination that is harmonious, harmonious and balanced so as to realize groundwater management in accordance with the principles of sustainability and sustainability.

The implementation of Local Regulation Banjarnegara District Number 7 Year 2013 about Role of Society in Education Sector aims to improve the quality of education in Banjarnegara district. There are still problems that occur in education in Banjarnegara district which cannot be separated from the role of the community as the provision of educational resources, the implementation of educational units, and the use of educational outcomes. The purpose of this study is to describe and analyze the implementation of Local Regulation Banjarnegara District Number 7 Year 2013 about Role of Society in Education Sector, and to identify the supporting and inhibiting factors for the implementation of Local Regulation Banjarnegara District Number 7 Year 2013 about Role of Society in Education Sector. The researcher used an implementation model that researcher compiled with a Top-Down approach based on the Van Meter Van Horn theory, Merile S. Grindle, and Daniel Mazmanian and Paul A. Sabatier. The factors that researcher use in discussing the implementation of the regional regulations studied are standards and policy targets, resources, communication between organizations, as well as social, economic, political conditions. The results showed that the implementation of Local Regulation Banjarnegara District Number 7 Year 2013 was not optimal due to the influence of the factors of lack of clarity on standards and targets for regional regulations, lack of human resources, and facilities and economic, social, and political factors of Banjarnegara society.Suggestions that researchers provide are by increasing teacher competence, fulfilling educational facilities and infrastructure, conducting socialization in schools to increase awareness of education, and optimizing Operational Assistance School.

This research aims to describe the evaluation of roadside parking retribution policy in Semarang. The discussion was conducted because this policy is judged very important in order to local governments were able to dig up the resources and potential of the area which is owned to fullfill the needs of financing Government regions themselves, as the embodiment of an autonomous right which had owned. Semarang has so much potential that can be maximized to donate Original Income area (PAD) of the roadside parking retribution sector. And that is interesting to researched is the result of the implementation of roadside parking retribution policy in Semarang that so far has still not succeeded in reaching the target revenue levy regions. This research uses the qualitative method with type a descriptive research. The research site is in Semarang with the determination of the informant using the technique of purposive sampling. The data source in this research is the source of primary data and secondary data obtained from data collection techniques in the form of in-depth interviews and documents reviewing. The results obtained indicate that the roadside parking retribution as far is still seen as one of the Favorites of the original source of revenue (PAD) Area which certainly will be very loaded with conflict of interest from all parties is in it. It became one of the reasons why these policies greatly influence become so complicated and filled with a variety of issues in implementation. Similarly happened in the city of Semarang. Semarang City Government as State organizers so far assessed failed in implementing a policy of retribution on the edge of the street parking is generally the most noticeable, the issue can be seen is that the Government always fails Semarang meet the target achievement of roadside parking retribution. To achieve success, the city government officials through the Organization of Semarang is recommended to maximize its role in managing roadside parking, formulate the firmly and clearly policies, as well as maximizing the role of Academics in strategic studies with regard to policy of roadside parking retribution. In addition this course should also be the focus of the entire party is there, especially in this case is the community, to contribute to and build commitment in order to achieve the success of a policy of retribution on the curb parking in General the city of Semarang.

Public service is a strategic issue to be discussed, because it deals with meeting the growing needs of the community along with the development of Science and Technology. The government as a public service provider is required to continue to improve the quality of services to the community. One way to achieve this is by innovating public services. The Quick Response Information System (SIQUPON) is an innovation that is implemented in the Department of Transportation of Pekalongan City. SIQUPON functions as an information and coordination center to overcome traffic problems. However, in its implementation SIQUPON has not been able to run optimally. The purpose of this study was to analyze the Quick Response Information System Innovation (SIQUPON) at the Pekalongan City Transportation Agency. The research method used is descriptive qualitative by analyzing using 5 attributes of innovation which include real benefits, suitability, complexity, possibility of trying, observing and analyzing supporting and inhibiting factors. Supporting factors for SIQUPON's innovations include the desire to change, openness to aspirations, and the existence of responsible parties. The inhibiting factors include the absence of special budget planning, dependence on certain figures, the absence of awards or incentives. Suggestions that can be given include SIQUPON budgeting, renewal of the structure and clear division of tasks towards SIQUPON managers, increasing work motivation through awards and incentives, applying democratic leadership styles, branding the public about the importance of carrying out orderly traffic and use of SIQUPON through social media media.
