Abstract

Community empowerment is an effort to provide power or reinforcement to the community. Empowerment was being carried out in various villages in Indonesia to provide strength for the community to move forward and be independent, as was done in the Kebondowo Village, Banyubiru District, which empowered the community by utilizing the water hyacinth as a craft. The intended utilization was to use water hyacinth which thrives in Rawapening as a raw material for making crafts that have a high selling value. The existence of natural resources in the form of water hyacinth became one of the support to the community empowerment. The Kebondowo Village Government formed community empowerment from 2010. This study used descriptive qualitative research method, which described a detailed description of the operationalization concepts that was observed. Community empowerment in the utilization of water hyacinth in Kebondowo Village was explained by looking at the 4 indicators of successful empowerment, namely access, participation, control and welfare. As well as looking at the driving factors and inhibiting factors of the empowerment implementation to improve the welfare of people in Kebondowo Village. Support from all parties that were involved in the community empowerment will help the achievement of community success that improve welfare of Kebondowo Village community to be independent and empowered

Abstract

Minister of Villages, Disadvantaged Regions, and Transmigration Regulation No. 5 of 2015 on The Establishment, Arrangement and Management, and Dismissal of Villageowned Enterprise followed up in regional area by Regulation Regional Regulation of Semarang Regency No. 17 of 2016 on The Establishment and The Management of Village-owned Enterprise and Shared Village-owned Enterprise regulated about the management of business units of village-owned enterprise. Desa Lerep is a village in Kabupaten Semarang that has been implementing village-owned enterprise for almost two years. The purpose of this research is to find out about how the management policy of business units being implemented in Desa Lerep, as well as the factor affecting of the implementation. This research used a descriptive method-qualitative approach. The result showed that village-owned enterprise in Desa Lerep named BUMDes Gerbang Lentera has seven business units: Public Service Unit, Small Industrial Unit, Rental Unit, General Trading Unit, Tourism Unit, Microfinance Institution Unit, and Fisheries and Livestock Unit. Each units did certain business in order to achive their respective goals. Among the seven units, General Trading Unit and Tourism Unit are the ones which show the most business perfomance more than the other. Whilst Microfinance Institution Unit show the least business perfomance of all other units. Affecting factors of the implementation are villagers participation, coordination, collaboration, limited funds, and the staffs activeness. The writer suggests to do a training on processing house waste into compost, using the authentic culinary of Desa Lerep as a catering menu, selling the local products of Desa Lerep on online sites, optimizing the saving and investment of Desa Lerep villagers, and strengthen the work ethic of BUMDes Gerbang Lentera’s staffs.

Abstract

Performance is an achievement of work in an organization that is related to the satisfaction and strategic objectives of the organization. The Semarang City Manpower Office is a government agency that has the role of planning, coordinating, and fostering employment, expanding work and empowering unemployed people. issues that are happening in Semarang City are field job that available is not comparable with movement growth people, availability vacancy job is not accordance with skill or competency, job seekers are dominated by graduate high school or vocational high school so that amount of unemployed increase. The purpose of this study is to find out the performance of the Semarang City Labor Department in the area of increasing and expanding employment opportunities. the method used in this study is descriptive qualitative with a purposive technique. Data collection techniques are done by interviewing secondary data and observations. Organizational performance measurement indicators used according to Dwiyanto, namely productivity, service quality, responsiveness, responsibility, and accountability. The driving factor and inhibiting factor of organizational performance are human resources , infrastructures and teamwork factor. The recommendations given are collaborate with private suvey instutution for collecting data of job seekers and requesting fund to local government to conduct socialization activity, so that the information and training delivered to society in Semarang City.

Abstract

Kota Tanpa Kumuh (KOTAKU) is a programme runned by the Direktorat Jenderal Cipta Karya to support the fulfillment of the RPJMN targets for 2015 - 2019. Presidential Regulation No. 2 of 2015 mandates the construction and development of urban areas through the handling of the residential environments quality. The results of the study shows that East Semarang has 6 urban village that are included in the slum area, namely Bugangan, Rejosari, Mlatiharjo, Mlatibaru, Rejomulyo, Kemijen. KOTAKU programme gets APBN found of 17,2 billion to run the program. Through a qualitative-descriptive approach, this study aims to find out how the implementation of the Kota Tanpa Kumuh (KOTAKU) in the District of East Semarang. There are 5 programmes has to be implemented, namely improvement of building conditions, improvement of environmental roads, provision of drinking water, provision of waste management facilities, and provision of fire protection. The results of the study showed that there was a reduction in the size of the slum area from 415.83 Ha to 118.5 Ha. The implementation of the KOTAKU programme has an inhibiting factor, such as the lack of socialization from the government related to the program in community, and the lack of community participation in the development process. The conclusion of this study is the implementation of KOTAKU in East Semarang has been in accordance with the needs of local community and there was a reduction in the size of slum area 71,5%. This study provides recommendations that, from the government perspective it is necessary to increase socialization related to the program and to coordinate directly with the community to increase participation in the KOTAKU programme. The suggestion for further research is the need for a strategy in socialization carried out bottom-up so that more people are actively involved.

Abstract

Street vendors are one of business activities that perform an important role in the economy sector. The number of street vendors is increasing each day and those street vendors occupy the land that is not owned by the government (illegal). Based on the existence of these problems, the government seeks to arrange and determine the location for street vendors. The Government issued Mayor Decree Number 511.3 / 1112/2016 concerning Determination of Land or Location of Street Vendors in Semarang. This study aims to determine the implementation of the Mayor Decree of Semarang Number 511.3 / 1112/2016 concerning Determination of Land Location of Street Vendors in Semarang, especially in the area of Tlogosari Kulon Village and Muktiharjo Kidul Village and the factors that can influence the implementation process. This research is a research that used the qualitative descriptive method. The implementation process is carried out based on the objectives of the implementation, the ability of the program to reduce the problems of the existence of street vendors, community participation, government data collection, and the implementation of relocation which includes supervision and development. The results of the study shows that the policy set by the government are considered not running well because of the lack of routine communication between the government and street vendors. The government has provided a place to sell at Suryokusumo Shelter, but it does not implement the policy because of some perceived by the street vendors themselves, to carry out this policy is needed cooperation, good communication between the government and street vendors, by socialization or formation of organizations to facilitate coordination through the management representatives.

Abstract

Tax is one of the public role in regional autonomy and revenue in an effort to regional development. Tax is one of the biggest sources of income for the regions. The existence of tax also contribute to the economic growth and national development. Nation. Taxes provide a great role so that the Indonesian government continue to improve and optimize nilai-nilai as sources of income tax and revenue for the country. An advertisement tax and hotel tax is two out of eleven local taxes in the district of Banyumas included into the genuine revenue (PAD). Both the tax is a tax where the number of potential investors, a vendor, the tourism and hotels that are increasingly multiply in the Banyumas regency. Total revenues up and down and the realization that does not meet the target is a problem of the two tax. Revenue in the Banyumas regency 2017 hit a slump in years a keen. On the basis of a decrease in the amount of revenue Banyumas regency absorbing not maximal. Research aims to understand how big the influence of advertisement tax and the hotel on local revenue ( PAD ) Banyumas regency. This study using quantitative methods involving 56 respondents that is the employee badan banyumas financial districts. Based on the research, advertisement tax and tax hotel has an effect on local revenue of 17 %. While advertisement tax and the hotel simultaneously influence on local revenue. Recommendations or suggestions of the research that the agency should improve the supervision to the financial taxpayers advertisement the tax payers from hotel

Abstract

Semarang regency labor issues today is the lack of quality labor that it has. BLK Semarang Regency is a technical executive unit of labor office which has task in the area of labor training. This research aims find out UPTD BLK’s performance in running the competency based training. The method used in the research is the qualitative descriptive type. Indicators used to assess performance are productivity, service quality, responsiveness, responsibility, and accountability. The results showed that the performance of the UPTD BLK of the Labor Office in running a competency based training program was not optimal, there were still some problems with indicators of productivity, service quality, responsiveness, and accountability,only indicators of responbility that had gone well. The factors that inhibit the performance of UPTD BLK covering human resources and infrastructure. Related to effort of improving UPTD BLK’s performance in running the competency based training, researcher’s recommendations are to add the amount of classrom, to establish cooperation with company to distribute BLK’s graduates, to complete facilities in dormitory, to socialize thoroughly in Semarang district, and to update information displayed on the website.

Abstract

Agricultural development is expected to be able to prosper the community by utilizing modern technology that is effective and sustainable. Agricultural activities are dominated by fertilizer use which aims to increase land production and commodity productivity. The reality that is often encountered by farmers is scarcity of fertilizer. Scarcity of fertilizer results in the difficulty of farmers in increasing land productivity. The government is working with Bank Rakyat Indonesia (BRI) to present a farmer card that aims to overcome various problems related to the availability of subsidized fertilizers while at the same time getting convenience in banking services. The form of the farm card is the BRI cobranding debit card, its use is done by swiping on the BRI EDC (Electronic Data Capture) machine that is placed at the retail stand. This study uses a descriptive method with a qualitative approach. The results of the program effectiveness research use four indicators, namely the success of the target, the achievement of overall goals, the availability of work facilities and infrastructure, and the system of supervision and control that is educational in nature. In the effectiveness of the farmer card program in Banjarnegara Subdistrict, Banjarnegara Regency there are driving factors and inhibiting factors that affect the program's effectiveness, namely technology, regional regulations, human resources, and the absence of a special budget for farmer cards. Suggestions given includes regular socialization, regeneration related to elderly human resources, procurement of budgets for farmer card programs, and increased coordination between complete retailer kiosks, farmers, and Banjarnegara District Agricultural Extension Center.

Abstract

Innovation of public service must be performed by government, so that the public services provided can be more effective and efficient. Online People's Aspiration and Complaint Service or LAPOR Hendi is an innovation of public service at the initiative of the Mayor of Semarang. LAPOR Hendi is a means of aspiration and complaints in order to increase public participation in controlling the development and implementation of public services for information and evaluation of Semarang City Government performance. This study uses a qualitative method with a descriptive approach. This research uses atributes of innovation theory from Rogers, driving factor of innovation theory from Rogers, and obstacle theory of innovation theory from Suwarno. The results of this study indicate that LAPOR Hendi innovations have 1) relative advantages, 2) compability, 3) triability and 4) observability, but still have complexity. In its implementation, LAPOR Hendi innovation has a motivating factors, that is the desire to change oneself’s, freedom to expression, broad-minded and creative counselors, the availability of facilities and infrastructure, and a harmonious environment. However, the innovation of LAPOR Hendi has inhibiting factors in its implementation, i.e. dependence on certain figures, lack of appreciation, inability to face risks, and administrative pressure. The writer suggests to maintain collaborative and cooperative relationships with interested parties, to improve the ability of employees in the field of information and technology, giving awards to employees, and giving socialization of information regarding the requirements for filing complaints.

Abstract

The existing development in big cities must be balanced with the preservation of the surrounding environment. Environmental preservation is one of the characteristics of sustainable development. The development that doesn’t only pay attention to the present but also the future. Gajahmungkur Subdistrict is an area that has not fulfilled the minimum percentage of green open space in Semarang City. Problems that arise : How is the implementation of green open space arrangement area of settlement in Gajahmungkur District? What are the factors that influence the implementation of the green open space arrangement area of settlement in the Gajahmungkur District? The purpose of the study is to analyze the implementation of the arrangement of green open space in the Settlement Area in Gajahmungkur District, Semarang City and to find out the factors that influence the implementation of the public green open space arrangement in Gajahmungkur District, Semarang City.The researcher focused on the implementation of the arrangement of settlement area green open space through the use of green open space in the center of the environment, the use of green space on the roadside and the use of green space on the yard / housing yard by taking into account communication, resources. The researcher used descriptive qualitative research methods. The technique used in selecting informants with snowball technique.The results showed that the implementation of Green Open Space in settlement area arrangement in Gajahmungkur Subdistrict had not gone well. There are still many areas in Gajahmungkur Subdistrict that do not meet the requirements of green open space, especially in green open space area in the Environment Center. One of the main causes is poor communication. The intended communication is that there is a lack of good transmission of policies so that there are still many target groups of people who do not know about green open space management, especially through utilization activities. It is recommended to further improve communication with each target group by conducting community socialization on Green Open Space structuring policies in the Settlement Area so that the community understands the importance of Green Open Space in Settlement areas
