Abstract

As a form of effort to fulfill health services for the community by utilizing technological developments, the Semarang City Health Service issued the Semarang City No Queue Health Center (PUSTAKA) program for all health centers in Semarang City which is a form of public service innovation in the form of online registration to reduce queues for registration of treatment throughout the city. health center in the city of Semarang. Srondol Health Center is one of the health centers in Semarang City which has started using the PUSTAKA program for online registration for patients who register. The problem encountered is that the number of users of the PUSTAKA program is still small, so the queue for registration for treatment is still long. This study aims to analyze the effectiveness of the PUSTAKA program at the Srondol Health Center and also to see the obstacles faced in running the PUSTAKA program. This study uses descriptive qualitative methods, and uses the theory of public administration, public services, and program effectiveness. The research respondents came from the PUSTAKA Admin of the Srondol Health Center, the Semarang City Health Office and the public using the PUSTAKA program. The results showed that the PUSTAKA program had not run effectively at the Srondol Health Center due to several obstacles including: (1) lack of human resources, (2) no clear procedures, (3) lack of staff skills, (4) inadequate infrastructure, and (5) lack of socialization by officers. Recommendations from researchers to increase the effectiveness of the PUSTAKA program are by increasing the number of human resources, making clear procedures about PUSTAKA, improving the facilities used, and more often socializing to the public about the PUSTAKA program

Abstract

The city of Semarang is one of the tourist destinations for foreign and domestic tourists. Tourism villages were formed to empower the community so that they can act as direct actors in an effort to increase readiness and concern for village potential or tourist attractions in their respective villages. The development of the Nongkosawit Tourism Village can be said to be still not developing well or seems slow like other tourist villages, allegedly because the roles between the government, the community, and the private sector have not been optimal in tourism development. In this study, researchers used descriptive qualitative research methods. The results of this study are that there are five roles of stakeholders in the development of the Nongkosawit Tourism Village, namely policy creator, coordinator, facilitator, implementor, and accelerator. Stakeholders involved in the development of the Nongkosawit Tourism Village are POKDARWIS Kandang Gunung, Semarang City Culture and Tourism Office, Nongkosawit Village, Bappeda of Semarang City, Disporapar of Semarang City Public Works Service, Central Java, Universitas Negeri Semarang, Tourist, and the Nongkosawit community. The conclusion of this study is that the relationship between stakeholders is still found that is not optimal so that it hinders the development of the Nongkosawit Tourism Village. Suggestions from this research is the relationship between internal stakeholders such as the community and POKDARWIS still needs to be improved and the existing problems must be resolved immediately

Abstract

Children as the next generation of the nation have the right to fulfill their rights. The implementation of the Child-Friendly Village Program is one of the CFC policy strategies that aimed to create an environment that ensures the fulfillment of children's rights at the village level by all stakeholders. However, this program still not perfect in its implementation, there are still several aspects that obstruct the implementation process. The purpose of this research was to describe the implementation of the KRA program in fulfilling children's rights in Karanganyar Village, RW 16 and to find out the supporting and inhibiting factors. This research used the theory of child rights concept and implementation of Van Meter and Van Horn by looking at the size and objectives, resources, characteristics of implementing agents, disposition of implementers, communication, and socio-political-economic environment. This research used descriptive qualitative method with case study approach. The results showed that implementation of the KRA program was still not optimal, because there were problems in fulfillment the five clusters of children’s rights. In conclusion, the implementation of KRA is supported by variables of size and purpose, quality of human resources, characteristics of implementing agents, disposition of implementers, and socio-politicaleconomic environment. Meanwhile, the obstacle variables of this program are the quantity of human resources, budgetary resources, and communication of the implementers are obstacles. This research recommends an increase in the quantity of human resources, budget allocation from the sub-district, regeneration of the management of the task force, improving the quality of communication for implementers, and increasing guidance from the sub-district as the KRA coach

Abstract

Kota Semarang sendiri telah memiliki Master Plan untuk menerapkan Smart City yang bertajuk “Semarang Hebat”. Master Plan tersebut tertuang dalam Perwal no 26 tahun 2018. Penelitian ini bertujuan untuk 1) mengetahui implementasi masterplan Smart City di Kota Semarang dalam studi kasus pelaksanaan Adminduk berbasis Android di Kecamatan Pedurungan. 2) mengetahui perkembangan Adminduk berbasis mobile di Kota Semarang dinilai belum optimal Berdasarkan hasil penelitian diketahui bahwa 1) Implementasi smartcity kota semarang pelaksanaan adminduk berbasis android, aplikasi ini sudah berjalan baik akan tetapi masih dirasa kurang efektif terutama penggunaannya yang masih sering eror, serta kualitas pelayanan yang masih perlu ditingkatkan. 2) Perkembangan Adminduk Berbasis Mobile Di Kota Semarang Dinilai Belum Optimal. Abstract

Semarang City is a city that has great tourism potential. There are various types of tourism in Semarang. However, during the COVID-19 pandemic, the decline in the number of tourists and the Regional Original Income (PAD) of the City of Semarang made the City of Semarang have to prepare a development strategy in order to survive. Taman Lele Tourism Village as one of the leading tourism sectors under the auspices of the Department of Culture and Tourism is expected to increase the income of the city of Semarang. This study aims to describe the collaborative governance process and the influencing factors in the development strategy of the Taman Lele Tourism Village. The results of this study indicate that the governance collaboration process carried out by the Semarang City Government, especially the Semarang City Culture and Tourism Office is quite good. However, the lack of actors to collaborate in making development strategies only involves the government and the community. This study uses qualitative methods, data collection by interviews and observations, data sources using primary and secondary data

Abstract

The Semarang City Government implemented a residential relocation policy for the Tambakrejo community by preparing Rusunawa Kudu. However, some people choose to stay because Rusunawa Kudu is far from the sea and has the potential to jeopardize the income of fishermen. To that end, the government built row houses. The goal of this research is to assess the relocation policy and examine the elements that support and hinder it. The research method is descriptive qualitative, while the determination of informants uses the purposive sampling method. The findings revealed that an effective relocation policy was defined by a clear knowledge of the objective, as well as clear and easy implementation instructions. The relocation policy in Rusunawa Kudu has been efficient in terms of the ease of the relocation implementation process. However, the relocation of row houses is considered inefficient because additional government efforts are ranging from mediation, communication, to the construction of row houses. The relocation policy of Rusunawa Kudu has the potential to cause population problems even though it has met the need for decent housing. Meanwhile, the relocation of row houses has not provided a maximum solution to the problem seen from the incomplete public facilities. The relocation policy of Rusunawa Kudu and row houses have been considered justice for the people of Tambakrejo. The relocation policy is considered to be appropriate with the distribution of Tambakrejo residents who have been relocated. In the implementation of the settlement relocation policy, there are supporting factors, namely the resources that are used properly, and the powers, interests, and strategies of the actors are applied systematically. The incompatibility of interests that affect the settlement relocation policy is one of the policy's stumbling blocks, as well as the level of compliance and low capture power.

Abstract

Indonesia is facing the challenge of the 2020-2035 demographic bonus. It is important for youth to take part in every aspect of public activities to develop a pioneering spirit. The pioneer youth program is one of the government's programs to appreciate young people who have played a role, made new breakthroughs, were able to create real works that the community could feel their impact, and pioneered other youths to play a role in regional progress. The purpose of this study was to determine the evaluation of the implementation of the pioneer youth program in Rembang Regency, analyze the driving and inhibiting factors, and determine the role of pioneer youth in the development of Rembang Regency. The study uses the Stufflebeam model program evaluation theory (CIPP), which sees the important purpose of an evaluation as improving, not proving something. This research is descriptive qualitative by taking a case study at the Department of Education, Youth, and Sports in Rembang Regency. Data collection techniques were carried out by interviewing, library research and documentation through primary and secondary data sources. The results show that the pioneer youth program in Rembang Regency has been running well, it's just that the socialization system that is carried out is still lacking and limited so that it has an impact on the low number of participants in this program. So in this study it can be concluded that the low participation of youth in participating in the pioneer youth program is caused by the socialization system that is still less effective, the institution should be able to take full advantage of social media platforms and media partners and send letters directly to each agency so that information can be obtained. related to this program can be spread widely

Abstract

The policy for the development of Kampung Bahari Tambaklorok is a special instruction from the President of the Republic of Indonesia, Joko Widodo in 2014 to the Semarang City Government. The Kampung Bahari program is described in detail in the Land and Building Planning Plan (RTBL) of Kampung Bahari Tambaklorok for 2016 which was prepared based on the Semarang City Regional Spatial Plan (RTRW) for 2011 – 2030 and the Regional Medium Term Development Plan (RPJMD) for the City of Semarang 2016 – 2021. Through a descriptive qualitative approach, this study aims to analyze the implementation and constraints of the Kampung Bahari Tambaklorok program in a sustainable development perspective. The results of the study indicate that the development policy of the Kampung Bahari Tambaklorok program aims to realize the principle of sustainable coastal area development based on an advanced, beautiful, and prosperous local economic environment. In its implementation, Kampung Bahari Tambaklorok sustainable development policy has not been fully fulfilled. Constraints faced in the implementation of development policies are the absence of a contribution to the Regional Original Income (PAD) of Semarang City, there is still resistance from community groups, social empowerment programs have not been implemented, changes to existing areas, the absence of legal and independent regulations regarding the village program, permits the lease-to-use asset has not been approved by PT. Pelindo, as well as institutional complexity. This study provides recommendations that Regional Original Revenue (PAD) can be obtained from development programs that have been completed, there is a need for synergy and synchronization between stakeholders from each development plan, the need for a review and evaluation of the implementation of development programs, the need for transparency in program implementation, and protection of the area through construction sheet pile needs to be implemented immediately, it will be an obstacle to other development programs

Abstract

Fulfillment of children's rights needs to be improved by the Government for the success of future development. There are still children's rights whose civil rights have not been fulfilled, child marriage, limited child-friendly infrastructure, high maternal and infant mortality rates, malnutrition and stunting, low school participation rates and cases of child violence. The purpose of this study was to describe and analyze the implementation of Child Friendly District policies in an effort to fulfill children's rights in Brebes Regency along with the driving and inhibiting factors. This research uses a qualitative descriptive research type. The informant determination technique used was purposive sampling with data collection methods through interviews, observation and documentation. The results showed that the implementation of Child Friendly District policies in an effort to fulfill children's rights in Brebes Regency was good, seen by the Government's commitment through Regional Regulation No. 4 of 2014, the establishment of Child Friendly District Task Forces and various programs or activities to fulfill children's rights. Although, the fulfillment of children's rights has not been fully optimal due to sectoral interests, communication between organizations is not going well and the economic, social and political environment is not yet conducive

Abstract

Participation is the participation of a person into an organization and is managed properly. This study examines the participation of the Yayasan Emas Indonesia Foundation in the character forming program for street children in the city of Semarang. This study aims to analyze the participation of the Indonesian Gold Foundation in the character building program for street children in the city of Semarang. This study used descriptive qualitative method. Sources of data in this study obtained from interviews, observations, and documentation. The informant selection technique was carried out using purposive sampling and accidental sampling. This study uses the theory of participation success dimensions. The results obtained, namely indicators of trust, responsibility and concern have been fulfilled and support the implementation of participation. Indicators that do not support the participation carried out are contributions, quality and quantity, as well as ideas or aspirations. The contribution is still lacking because the aspects in the contribution have not been fulfilled. Quality and quantity have not yet been implemented. The indicators for ideas or aspirations have not gone well due to limited funds. The driving factor for the participation of the Indonesian Gold Foundation is the opportunity, the willingness and the ability. The inhibiting factors for participation are limited human resources and inadequate materials or facilities in the ongoing participation. The advice that can be given is that the Indonesian Gold Foundation can improve the management of existing resources and participate in many events with various parties to introduce the Indonesian Gold Foundation to the public.
