Abstract

Indonesia menjadi negara yang darurat akan sampah terutama sampah plastik, oleh karena itu perlu adanya pengelolaan sampah yang dilakukan secara komprehensif. Pelaksanaan implementasi pengelolaan sampah tidak terlepas dari berbagai variabel yang dapat mepengaruhi pencapaian keberhasilan implementasi kebijakan. Salah satu diantaranya adalah variabel sumber daya dan lingkungan. Penelitian ini bertujuan untuk mengetahui besaran hubungan antara sumber daya dan lingkungan terhadap implementasi kebijakan pengelolaan di Kabupaten Kudus. Metode penelitian yang digunakan yakni kuantitatif dengan jumlah responden sebesar 75 pegawai teknis Dinas PKPLH Kabupaten Kudus dan UPT TPA Tanjungrejo Kabupaten Kudus. Teknik analisis data statistik yang digunakan meliputi korelasi kendall tau, koefisien konkordansi kendall tau, dan koefisien determinasi. Hasil penelitian menunjukkan bahwa terdapat hubungan yang positif antara sumber daya dengan implementasi kebijakan pengelolaan sampah di Kabupaten Kudus sebesar 39%. Terdapat hubungan yang positif antara lingkungan dengan implementasi kebijakan pengelolaan sampah di Kabupaten Kudus sebesar 10,8%. Sumber daya dan lingkungan secara bersama-sama memiliki korelasi sebesar 39,3% terhadap implementasi kebijakan pengelolaan sampah di Kabupaten Kudus.

Abstract

Effectiveness is the concept of carrying out tasks or activities by standardizing measurements to describe the success rate of an organization in achieving worthy goals to achieve. The success of a system can be seen when all goals or objectives are achieved as previously specified. . The intended effectiveness is the Effectiveness of Online Single Submission System (OSS) in the Investment Office and One Door Integrated Service Blora regency, where the system still requires many improvements. The purpose of this research is to describe and analyze the effectiveness of attempted licensing services through the Online Single Submission (OSS) system and identify supporting factors and factors inhibiting the effectiveness of attempted licensing services through the Online Single Submission (OSS) system.This research method is qualitative descriptive. This research data collection technique is observation, interview, documentation and literature studies. Determination of subjects in this study was done using purposive sampling. The theory used is the theory of measuring effectiveness according to Kettner, Moroney, and Martin including effort (effort), cost efficiency ( cost efficiency ), results ( results ), cost effectiveness , impact ( impact ). The results of research conducted, namely licensing services through the Online Single Submission (OSS) system has not been said to be effective, because there are still some obstacles encountered. Factors supporting the effectiveness of licensing services through the Online Single Submission (OSS) system are infrastructur resources, availability of special budgets, administrative systems, budgets for system maintenance and community roles. Factors inhibiting the effectiveness of licensing services through the Online Single Submission (OSS) system are human resource limitations, limited monitoring and evaluation budgets, the community still ignores socialization, the costs incurred are not in accordance with the objectives and error system.

Abstract

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi implementasi Kebijakan Pemenuhan Hak Kerja Penyandang Disabilitas di Kota Semarang dengan menggunakan fenomena Implementasi Riant Nugroho dan fenomena Implementasi Van Meter & Van Horn. serta menganalisis faktor pendorong dan penghambat dalam Implementasi Kebijakan Pemenuhan Hak Kerja Penyandang Disabilitas di Kota Semarang. Sumber data diperoleh dengan teknik purposive sampling, bersumber dari informan yang diketahui terlibat dalam implementasi Kebijakan Pemenuhan Hak Kerja Penyandang Disabilitas. Analisis data yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif yang mengacu pada peristiwa yang terjadi. Hasil penelitian menunjukkan bahwa implementasi Kebijakan Pemenuhan Hak Kerja Penyandang Disabilitas di Kota Semarang belum optimal. Hal ini dikarenakan Pemerintah Kota Semarang sendiri belum memiliki peraturan daerah yang mengatur tentang penyediaan pekerjaan bagi tenaga kerja difabel, kekosongan fungsi pengawasan di Disnaker Kota Semarang. Selain itu Disnaker Kota Semarang belum memiliki ULD (Unit Pelayanan Disabilitas) untuk faktor ketenagakerjaan dan lingkungan yaitu pola pikir masyarakat. , badan usaha dan penyandang disabilitas itu sendiri. Pemerintah Kota Semarang perlu segera menyusun peraturan daerah dan road map mempekerjakan Penyandang Disabilitas. Hal ini bertujuan untuk memfasilitasi perlindungan pekerja penyandang disabilitas dan sebagai konsep badan usaha dalam mempekerjakan pekerja disabilitas

Abstract

The problem of poverty never ends to be discussed, especially on the issue of housing because basically the house is a housing need. In line with the Minister of Social Affairs Regulation Number 20 of 2017 concerning the Minister of Social Affairs Rutilahu and Sarling in order to overcome the problem of poverty, in it is implementation, especially the provision of assistance for R-RTLH activities in Trimulyo Village, Semarang City, there are still problems regarding not achieving the target number of houses to be rehabilitated. The aims of this research are: (1) to analyze the procedure or mechanism for the implementation of R-RTLH activity assistance in Trimulyo Village and (2) to analyze the driving and inhibiting factors for the implementation of R-RTLH activity assistance in Trimulyo Village. The method used in this study is a descriptive method with a qualitative approach with a focus on Research Implementation of R-RTLH Activities, and the locus of the Trimulyo Village, Semarang City and using the theory of policy implementation according to George C. Edwards III in the form of Communication, Resources, Disposition/Attityde Behavior, and Bureaucratic Structure. Data collection techniques with primary data collection in the form of interviews, field observations, and documentation. Determination of informants in this study using a purposive technique with 1 person from the Semarang City Housing and Settlement Service Office, Trimulyo Village Head, Genuk Sub-district Head, BKM Coordinator, Semarang City Gapensi Chair, 3 RT Chairs in Trimulyo Village, and 3 beneficiaries R-RTLH activities. The results of this study indicate that the implementation of assistance for R-RTLH activities in Trimulyo Village has not been optimal. The contributing factors are communication and socialization of activities that have nor been maximized, limited budget funds, lack of human resources, limited human resources skills, slow disbursement of funds, low community capacity for assistance, lacj of good response to the community, lack of consistency of implementers, and long acceptance of requests for assistance. Several efforts are needed, such as a serious commitment to carry out activities, as well as improving coordination and communication of the parties involved to synergize with each other so that activities run well and have a positive impact on poverty alleviation in Trimulyo Village, Semarang City.

Abstract

Transport has a role very strategically in the process of infrastructure development activities in urban areas. The emergence of the policy Bus Rapid Transit in Semarang was triggered by the efforts of the improvement of public transport is conducted by the Government of Semarang, Department of Transportation, and Public service Agencies Bus Rapid Transit Semarang. The research aims to analyze the role of actors and explain the driving factors and inhibiting factors for the success of the actor's role in achieving the objectives of the implementation of the policy BRT Semarang in addressing traffic congestion in the City of Semarang. This research uses descriptive qualitative research methods, data collection techniques through interviews, observation, and documentation. The results show that the role of the society is still relatively small because there is no interest and power possessed by the community as an actor in implementing Semarang's BRT policy, the inhibiting factors for the success of the actor's role are still not optimal in participation in supervision carried out by the government, human resources owned by the Semarang BRT Public Service Agency and participation, accessibility and the level of community knowledge in the implementation of Semarang's BRT policy. Suggestions that researchers can give, To increase the role of the community, the Government, the Department of Transportation and the Semarang BRT Public Service Agency need to provide socialization for the community. The Semarang City Government needs to increase participation in supervision, the BRT Public Service Agency needs to increase human resources for drivers in supporting performance in the operation of the Semarang BRT and in increasing participation, accessibility and the level of community knowledge all the main actors need to provide support and guidance.

Abstract

This study examines the problems of the homeless and beggars in the Kabupaten Demak. The emergence of homeless and beggars is the accumulation and interaction of variety problems such as poverty, lack of skills work of which is owned, low education, environment, social, cultural, healthty. Therefore the problem of homeless and beggars should be treated immediately so as not to bring up other issues such as: environmental problems, population problems, as well as the issue of security, order, and crime. While the failure of efforts to control the vagabonds and beggars can be caused due to lack of resources, Lack of capacity 2 and capabilities of the committee, the socialization, the monitoring that does not go well, the mismatch between planning with the implementation of the program. This study uses a qualitative descriptive approach. To see the implementation of the program is running, the researcher used the theory of Korten, namely the suitability of between 3 elements: programs, organizations, and benefits. The stage of the evaluation the researcher used the theory of Dunn, namely effectiveness, efficiency, adequacy, alignment, responsifitas, and accuracy. The results showed that reduction programs homeless and beggars that are being implemented this has not been successful due to the lack of compatibility between the program with the implementing organization, the traffic that is owned implementing units, as well the last of the benefits the program have not been fully felt by the beneficiaries.

Abstract

HIV/AIDS appears to have disappeared since Covid-19 was declared a global pandemic, despite the fact that its spread continues. The number of people living with HIV/AIDS in the city of Semarang is growing every year. The prevalence of high-risk HIV/AIDS behaviors in key population areas contributes to the increase in HIV/AIDS infections. Furthermore, the general public's understanding of HIV/AIDS prevention, transmission, and management remains limited. The lack of public awareness will almost certainly result in a high negative stigma in society. In this regard, the Semarang City Government established a legal basis, namely the Semarang City Regional Regulation Number 4 of 2013 concerning HIV/AIDS Prevention in the City of Semarang, in response to the large number of HIV/AIDS cases and the lack of public understanding. The purpose of this study is to identify and analyze how HIV/AIDS prevention policies are implemented in the city of Semarang, as well as to determine how far the strategies that have been carried out by the city of Semarang's local government to achieve the successful implementation of these policies have progressed. The descriptive qualitative research method is used in this study. The findings revealed that the implementation of the HIV/AIDS control program in the city of Semarang was quite good, based on the local regulation of the city of Semarang Number 4 of 2013 concerning the prevention of HIV/AIDS in the city of Semarang, namely promotion, prevention, treatment, and social rehabilitation. However, there are still several factors impeding the program's implementation, including underutilized condom distribution activities, PLWHA dropping out of treatment, not all parties involved understanding the contents of the Regional Regulation, and the Covid-19 pandemic factor. As a result, the recommendations that can be made are to increase outreach activities as well as outreach to places where people are at high risk of contracting HIV, and to collaborate with KDS/WPA to approach and assist PLWHA.

Abstract

Public services in Indonesia continue to strive to realize the concept of good governance, one of which is by implementing the digitization of the PBB program in electronic form (e-PBB). The Gunungpati District Government of Semarang City is one of the government agencies that intensifies this program to make it easier for its people to pay PBB, given that Gunungpati District is the sub-district with the lowest PBB income in 2019 in Semarang City. The purpose of this research is to describe and analyze how the implementation of tax payments using e-PBB, and to find out strategies that make it easier for people to make tax payments via e-PBB in Gunungpati District, so that there is no tax arrears. The study used a qualitative descriptive approach with primary and secondary data types obtained by literature review, observation, and field studies. The object of the research consisted of 2 government sources and 1 community resource, with the research location being Gunungpati District, Semarang City. The analytical method used is descriptive analytical. The results showed that the implementation of e-PBB in Gunungpati District used a management pattern of Organizing, Actuating, and Controlling. In addition, Gunungpati District has implemented several programs to provide convenience to the community in paying PBB-P2 and to pursue the target for PBB-P2 payments. This effort has partially fulfilled the application of the New Public Service paradigm.

Abstract

Population growth in Indonesia is increasing and uncontrolled, need to overcome it through family planning programs. However, in the implementation of the family planning program in Batuwarno District, Wonogiri Regency, male participation is still low. Whereas the Male Operation Method which is part of the Long Acting Reversible Contraceptive Method can reduce the rate of population growth. This study used qualitative research methods. The purpose is to analyze the policy advocacy of increasing male participation and its inhibiting factors. The theory used is theory advocacy by Ramaditya Rahardian. The results of the research are policy advocacy that implement through the Priyo Utomo group in Batuwarno sub-district has not succeeded in increasing male participation. The results of policy advocacy not as expected. The strategy of Communication, Information and Education, and socialization of Male Operation Method and use print media. The inhibiting factors are the religious, less of human resources, less of human resource, less of budget, less of coordination, and technical negligence. The researcher recommend is formulating a regulation for male participation so that can encourage increased male participation

Abstract

Community empowerment through the Gedawang Asri waste Bank program in Gedawang Village is an effort to make waste management can run optimally. The purpose of the study was to analyze the stages of community empowerment through the Gedawang Asri garbage Bank program in Gedawang Village, Banyumanik District, Semarang City and to analyze the factors that influence it. The research method used qualitative descriptive method with data reduction analysis method, data presentation and conclusion. Informants in this study were Chairman of waste Bank, Vice Chairman 1 and 2, Manager, Coordinator of RW using purposive sampling method and customers using accidental sampling. Data collection techniques by way of observation interviews and documentation. The results of the research, the stages of community empowerment is done through 3 stages, namely awareness, exploration and Empowerment. empowerment has not run well because at the stage of awareness there is still a lack of community role in deliberation, socialization that has not been maximized, the absence of a reward and punishment system. At the stage of coordination is still lacking, there is no training related to the marketing of recycled products produced, and finally the stage of Community Empowerment has not maximized the opportunities that exist even though there has been a change in the character of the community in waste management. The factors that encourage this empowerment are infrastructure and cooperation with other parties. The inhibiting factors are the wrong mindset of the community, the lack of customer discipline and the covid - 19 pandemic. The conclusion drawn by the researcher is that the three stages of empowerment in the Gedawang Asri garbage Bank has not run well where there are still driving factors and obstacles that affect the three stages. Suggestions that can be given are the need to resocialize, training for administrators, and product marketing training.
