Abstract

Covid-19 mulai memasuki Indonesia pada bulan Maret 2020 dan upaya yang dilakukan pemerintah adalah mengeluarkan kebijakan untuk mengurangi segala bentuk kegiatan yang berada di luar rumah dengan tujuan mengurangi tingkat penyebaran Covid-19. Kota Semarang mengeluarkan Peraturan Wali Kota No. 6 Tahun 2021 tentang Pelaksanaan Pembatasan Kegiatan Masyarakat dalam Rangka Pencegahan dan Pengendalian Covid-19 di Kota Semarang. Kebijakan tersebut mengatur seluruh sektor, termasuk pariwisata. Pelaksanaan kebijakan tersebut masih kurang maksimal, karena masih banyak masyarakat yang melanggar kebijakan, komunikasi yang dilakukan pemerintah dengan masyarakat tidak konsisten, bantuan yang diberikan oleh pemerintah tidak merata dan tidak sesuai kondisi, dan pemerintah tidak tegas dalam menindak lanjuti peraturan dari kebijakan tersebut. Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan pembatasan kegiatan kepariwisataan Kota Semarang pada masa pandemi Covid-19 sesuai dengan Peraturan Wali Kota No. 6 Tahun 2021 dan untuk mengetahui faktor pendukung dan penghambat dalam implementasi kebijakan pembatasan kegiatan kepariwisataan Kota Semarang pada masa pandemi Covid-19 berdasarkan model Edward III. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukan bahwa implementasi kebijakan pembatasan kegiatan kepariwisataan Kota Semarang pada masa pandemi Covid-19 masih rendah. Hal ini disebabkan karena empat model implementasi kebijakan menunjukan masih belum optimal, seperti komunikasi menunjukkan koordinasi pemerintah dengan masyarakat masih rendah dan seringkali terjadi perbedaan kebijakan antara Dinas Kebudayaan dan Pariwisata Kota Semarang dengan Satgas Covid-19, dari sumber daya menunjukan bahwa pengawasan yang dilakukan oleh pemerintah hanya formalitas, dari disposisi perubahan kebijakan yang tidak disosialisasikan kembali kepada masyarakat dan bantuan yang diberikan pemerintah tidak merata, dari struktur birokrasi yaitu penerapan SOP tidak ketat dan tidak ada tindak lanjut bagi pengelola yang melanggar kebijakan. Saran dari peneliti adalah mengadakan forum diskusi yang dihadiri oleh seluruh aktor yang terlibat, membagi secara rata pegawai yang melaksanakan pengawasan disemua titik, mensosialisasikan kembali kepada masyarakat tentang perubahan kebijakan, pembagian insentif harus dilaksanakan secara terstruktur, dan menindak lanjuti secara tegas setiap pengelola yang melanggar kebijakan.

Abstract

Violence against women in Semarang City is an endless phenomenon because in Semarang City itself cases of violence against women are always increasing. One of the efforts made by the Semarang City government in providing protection for women from acts of violence is by ratifying Regional Regulation No. 05/2016. The purpose of this research is to evaluate how the policy is being held and describe supporting and inhibiting factors the implementation of the policy.This research uses a qualitative descriptive approach.The informant determination techniques used are purposive sampling techniques and supported using snowball sampling with data collection methods through interviews, observation and documentation.The result of this research shows that the implementation of women’s protection policy from violent acts in semarang city is considered to be good, such as the availability of facilities and infrastructure and the existence of Standard Operating Procedures as a guide for services to victims. However, there are still obstacles in its implementation such as a lack of human and financial resources, lack of commitment from agencies who are a part of integrated service center, negative stigma from society and the absence of a forum for victims to be able to provide criticisms and suggestions for the services provided.Therefore, the recommendation that can be given to the government is: carry out a sound budget allocation planning, destroying egos between agencies, needs to establish special safe place for women victims of violence and encouraging the government to urgently discuss and pass the Draft Law on the Elimination of Sexual Violence (RUU PKS) into a law.

Abstract

The sprawl covid-19 pandemic that is spreading and difficult to control has made college in the red zone covid-19 and affected areas mandatory online lecture. Diponegoro university rector issued a bill of rector number 20 / un.7. P/ se /2020 asa basis for the implementation of online college and subsequent release of letter number 23/ un7. P/ se /2020 as standard operating procedure (SOP) in implementing online lectures at diponegoro (undip). In the online college implementation using two platforms Ms. Brushes and undip. The purpose of the study is to analyze the implementation of online lectures at diponegoro university and analyze the host factors from the implementation of online lectures at diponegoro university. The study employed a decadent qualitative study method, attributing the informer to the custodian method of sampling and snowball sampling. Although the implementation of online lectures at diponegoro university is consistent with the established standard procedure (SOP), it is not going to be a success, because student LPS is not offset by student competence by its scientific discipline. That is because in the implementation of online lectures at diponegoro university, they still meet some obstacles that are a hindrance to learning achievement. A deterrent factor in the implementation of online college at diponegoro university is internal and external factors

Abstract

The background of this research is the problems of tourism management of the Tinjomoyo Tourism Forest. The purpose of this study is to analyze tourism management in the Tinjomoyo Tourism Forest and its driving and inhibiting factors. The theory used is the theory of public management functions by Garson and Overman and the theory of tourism management functions by Damanik and Teguh. This study uses a qualitative descriptive method with snowball sampling technique. The results showed that tourism management in the Tinjomoyo Tourism Forest had not been running well. There are management functions that have not been implemented well, namely planning functions, finance functions, organizing functions, and implementation functions. The functions that have been implemented quite well are the relationship function, information function, and control function. Factors that drive the success of the management function are collaboration with other agencies, disciplined employees in collecting data, and firm leadership. There are also inhibiting factors, namely the lack of involvement of UPTD Tinjomoyo and the community in planning, refocusing the budget due to COVID-19, lack of investor interest, poor communication, lack of human resources, budget constraints, and unstable land conditions. Suggestions that can be given by researchers are that the management of the Tinjomoyo Tourism Forest must empower the surrounding community, find investors for resources, improve communication between UPTD Tinjomoyo and the Semarang City Culture and Tourism Office, and avoid development on slopes.

Abstract

Health is an important aspect of the development of the country. The government was realizing the first level of health services then formed the Puskesmas. Patients want satisfaction through improving the quality of health services. In 2015-2019 there was a decrease in the number of visitors to the Puskesmas Cilacap Tengah I. It was due to the lack of service quality, unfriendly staff, and doctors who were not clear in providing information related to patients' illnesses. This study aims to analyze the relationship between service quality and patient satisfaction at Puskesmas Cilacap Tengah I. This study uses a quantitative approach. The sample of this research is 99 using the accidental sampling technique. The analysis technique used the Kendall b test and the Kendall W test. The results showed that reliability, responsiveness, empathy, and the physical evidence had a positive and significant relationship to satisfaction, while assurance had a positive but not significant relationship. Simultaneously reliability, responsiveness, physical assurance, empathy, and evidence have a relationship with patient satisfaction

Abstract

The village has the authority to organize and take care of the interests of its people within the framework of the autonomy of the village itself. In order to answer various problems at the village level, the application of village e-government requires a careful planning. This underlies the initiative of the village-level government to run the Village Information System.Kendal Regency implemented the Village Information System since 2019, then regulated in Kendal Regent Regulation No. 39 of 2019 on Village Information System Development Guidelines as a follow-up to Central Java Governor Regulation No. 47 of 2016 on Village Information System Development Guidelines. This research aims to analyze the effectiveness of Information Systems in Purwogondo Village, Boja Subdistrict, Kendal Regency, as well as identify and analyze inhibition factors. This study uses a type of qualitative descriptive research with the determination of informants through purposive sampling techniques. Data collection techniques are used through observation, interviews, and documentation. The results of the study showed that based on seven phenomena of effectiveness of village information systems, namely relevance, variation of reports or outputs, and the quality of information can be said to be ineffective. This is due to the presence of obstacles in the application of Information Systems, (1) Human resources, namely the lack of ability to manage village information systems and the lack of regulation regarding job descriptions of each village information system management team at the village level, (2) Procedures, namely the absence of Operational Standard Procedures to provide quality information, and (3) Communication, namely the absence of communication or role built from the Village Head as a protector or from the Village Secretary as the managing chairman of Information System. The support from the Village Chief and the Village Secretary provided has not been felt by the village information system operator.

Abstract

The dominance of male village chief in Semarang City is not a challenge for Mangunharjo village chief as a female leader. On the other hand, the village chief of Mangunharjo showed a good performance and even brought changes to the Mangunharjo area. It has been proven that under the leadership of the village chief since 2012, Mangunharjo has won many competitions. This research was conducted to describe and analyze the leadership style applied by female village chief in Mangunharjo Village and to analyze the driving factors of the success of their leadership. The approach used is descriptive qualitative. Data were collected from interviews with the village head, village officials, village partners, and the community, as well as supporting documents. The research findings indicate that the leadership of the Mangunharjo village head tends to practice a transformational leadership style. The factors that support the success of the Mangunharjo village head include a sense of belonging from subordinates, openness to suggestions and input, community involvement, and support from various parties.

Abstract

The Directorate General of Human Settlements, Ministry of Public Works and Public Housing, initiated the construction of a collaboration platform through the City Without Slums Program (KOTAKU), thus every government policy in an effort to empower the community. Community participation is very important in achieving success and sustainability and is one of the benchmarks for the success of the Kotaku Program. This paper was written to explore more about the driving and inhibiting factors of community participation. The research method used based on the above understanding is using a qualitative descriptive type method. The purpose of this study was to analyze the driving factors and inhibiting factors of community participation in the Kotaku Program in Rejomulyo Village, East Semarang District. The people in Rejomulyo have a high willingness to participate in the Community Kotaku Program to take part in planning through representatives and attend socialization organized and take care of the results of development. Meanwhile, the main factor that hinders community participation is the economic condition which includes work and income, which is a factor inhibiting community participation, because people have to work for money so they do not have time to participate in the implementation and only participate in their spare time. The community is also unable to contribute funds to the Kotaku Program due to low incomes. The recommendation for this research is that a schedule for the implementation of work for residents in the afternoon or evening should be made and a village development savings or savings system made from the community, whose money is withdrawn routinely every day with a small nominal that is mutually agreed upon.

Abstract

Republic of Indonesia has a national principle of Pancasila and explain to UUD 1945 has an duty to provide legal status about population event felt by citizens to be reported to government. Citizens are basic elements of the state. Without citizens it is impossible for country to run its life cycle, and population will continue to grow and experience events in their lives such as marriage, birth or death.Purpose of this study is to explaining implementation Population Administration case study death registration in Semarang Regency and to finding factors that influence policy implementation using The Theory of Van Meter and Van Horn. This study uses qualitative research method and source of data come from interview, observation and documentation. The Result of research is Disdukcapil of Semarang Regency had tried implementation this policy with some program they have, however the programs still have some obstacles. The policy is obstacled by characteristic of executor, communication between organization, characteristic of executor, and socio economic of community. And policy supported by standards and objetive of the policy, Disposition of executor. The Researcher recommendation is add more staff, improvement of facilities, improvement socialization to community

Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan kebijakan pengukuran profesionalitas ASN di Bagian Organisasi Sekretariat Daerah Kota Semarang dan menganalisisnya berdasarkan teori implementasi kebijakan dari Grindle. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data meliputi observasi dan wawancara. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan pengukuran profesionalitas ASN di Bagian Organisasi Sekretariat Daerah Kota Semarang sudah dilaksanakan sesuai dengan Peraturan Menteri Pendayagunaan Apratur Negara Reformasi Birokrasi Nomor 38 Tahun 2018 tentang Pengukuran Indeks Profesionalitas Aparatur Sipil Negara dalam dimensi kualifikasi, kompetensi, kinerja, dan disiplin. Adapun implementasi pengukuran indeks profesionalitas ASN di Bagian Organisasi Sekretariat Daerah Kota Semarang berkaitan dengan faktor-faktor yang mempengaruhi menurut Teori Grindle diketemukan bahwa keberhasilan implementasi yang terdiri atas Content of Policy dan Context of Policy dalam tiaptiap indikatornya berpengaruh positif
