Abstract

pembangunan di Kota Semarang. Pesatnya pembangunan Kota Semarang diikutidengan peningkatan jumlah penduduk yang berdampak pula pada volume sampahyang diproduksi. Peningkatan volume sampah tidak sebanding dengan sarana danprasarana pengelolaan sampah di Kota Semarang. Mengacu UU Nomor 18 Tahun2008 yang mengharuskan Pemerintah Kota/Kabupaten melakukan pengelolaansampah, Kota Semarang menerapkan 2 strategi pengelolaan sampah yangdilakukan di hulu maupun hilir. Untuk tingkat hilir, bekerja sama dengan pihakketiga dalam pengelolaan sampah di TPA Jatibarang, sedangkan untuk tingkathulu menerapkan pengelolaan sampah terpadu berbasis masyarakat. Penerapanpengelolaan sampah terpadu berbasis masyarakat belum efektif seperti yangdiharapkan guna terciptanya zero waste di Kota Semarang. Kondisi tersebutmenjadi latar belakang dalam penelitian ini.Tujuan dari penelitian ini untuk mengetahui kondisi pengelolaan sampahterpadu berbasis masyarakat serta faktor apa saja yang mendukung danmenghambat yang dihadapi dalam penerapan pengelolaan sampah terpaduberbasis masyarakat. Data yang didapat selanjutnya digunakan untuk merumuskanstrategi alternatif yang dapat digunakan dalam pengelolaan sampah terpaduberbasis masyarakat.Untuk mengungkap permasalahan dan tujuan penelitian, penelitimengunakan pendekatan kualitatif analitik dengan menggunakan kajianmanajemen strategis sebagai landasan dasar dalam menganalisis dan merumuskanstrategi, serta kajian manajemen pengelolaan sampah sebagai indikator fenomenapenelitian. Analisis data digunakan dengan mengunakan metode matriks SWOTdan uji Litmus.Hasil penelitian yang ditemukan dilapangan menunjukan bahwa faktorpendukung penerapan pengelolaan sampah terpadu meliputi adanya dukunganpolitik, baik dari DPRD Kota maupun Walikota dan keterlibatan Stakeholder.Faktor penghambat penerapan pengelolaan smapah terpadu meliputi belumadanya regulasi lokal yang menguatkan penerapan pengelolaan sampah, peranserta masyarakat bersifat pasif belum aktif terlibat dalam pemilahan sampah,terkendala pemasaran hasil produksi, konsep swakelola tidak seperti yangdiharapkan. Dari hasil uji litmus, isu strategis dalam pengelolaan sampah terpaduberbasis masyarakat adalah meningkatkan kapasitas sumber daya dalam upayamengubah persepsi, sikap, dan prilaku masyarakat dalam pengelolaan sampah.Untuk menunjang keberhasilan pengelolaan sampah terpadu berbasismasyarakat di Kota Semarang, berikut rekomendasi yang dapat diberikan, yaitu:meningkatkan kordinasi, komitmen, dan kerjasama pihak-pihak terkait,memperkuat regulasi lokal atau landasan hukum serta meningkatkan dukungandari masyarakat.

Abstract

To unravel the problem of congestion in the capital city of Central Java and also as a responsibility to the public, the Semarang City Government established a Bus Rapid Transit policy, as a public transportation service in the city of Semarang by using Semarang City Regulation number 12 of 2011 concerning Semarang City RPJMD 2010 - 2015 concerning the provision of Semarang Bus Rapid Transit services is 4 corridors. The purpose of this study is to analyze the evaluation of the Bus Rapid Transit policy in the city of Semarang which aims to improve public transportation and describe the inhibiting factors and drivers that influence the evaluation of BRT policies in Semarang City. The method used in this research is descriptive qualitative method. The results of the study show that in the evaluation of the Bus Rapid Transit policy in Semarang City there were problems. Factors that are considered to be an obstacle to the evaluation of the Semarang Bus Rapid Transit (BRT) policy in efforts to improve public transportation in the city of Semarang are regarding the facilities and the market facilities.

Abstract

The problem that occur in Kutowinangun, Kebumen related with Third Water Supply And Sanitation For Low-Income Communities Project (WSLIC-3 or PAMSIMAS) is many people in these location is difficult to get clean water. Beside of that, the people also don’t understand how to a good sanitation is, because there are still many people who do not reflect the behavior of a healthy lifestyle, such as defecation, so that rates of diarrhea is still quite high. The purpose of this study is to identify and analyze the social impacts and factors affecting WSLIC-3 or PAMSIMAS Program. Data is collected with interviews and observations technique, and processed and analyzed qualitatively. The result showed that social impact perceived by the people after WSLIC-3 or PAMSIMAS program applied is more the people feel more convenient and easier to access clean water and sanitation, improve self-awareness of children from an early age to have a clean and healthy behaviors supported by sanitation facilities in schools, as well as an improvement of hygienic and healthy behavior, although the impact has not been fully felt by the entire people yet. This is due to several factors affecting the mindset of the people who still rely on government assistance, economic constraints, and the negligence of the operator. The suggestion of this research is the need for intensive guidance to the people to apply a clean and healthy lifestyle, as well as regular monitoring of physical facilities.

Abstract

Community Learning Activity Center (PKBM) Dian Putri Waringin Jaya is an educational unit that is assigned by the Department of Education, Youth and Sports Purworejo to provide universal school education programs Packet C in Purworejo. This study aims to find out about the quality of service in the PKBM Dian Putri Waringin Jaya Bayan district of Purworejo. This study uses descriptive qualitative research. The author is using five quality dimension to measure the services quality at society learning centre Dian Putri Waringin Jaya there are tangible, realibility, responsiveness, assurance, dan empathy. The services quality influenced by two factors, that are human resources factor and communication factor. The result of this research shows that services quality of package C school education at Society Learning Centre Dian Putri Waringin hasn’t done well completely as the five dimension that used by the author. It known by tangible, assurance, and emphaty dimension. The obstacles inside are the limit of human resources and Communication between employees who are less well established. Based on the result, the author recommend to PKBM Dian Putri Waringain Jaya Bayan district of Purworejo to fix some of the dimensions and factors assessed is still not optimal.

Abstract

This research is motivated by problems - problems that occurred in the Village Mangunharjo Semarang, such as the level of welfare of society. The purpose of this study to describe the strategy in an effort to optimize public welfare. In answer to the problem and the purpose of this study, the authors used the theory of empowerment and strategic prencanaan using descriptive qualitative research methods. In collecting the data, the writer uses tehnique through interviews, observation. The informants were selected include: urban employees and the people of community. The results showed the results of the existing planning. Recommended in this research to increase the number of human resources so that the service provided to the community becomes optimal

Abstract

PLTU Tanjung Jati B adalah pembangkit listrik tenaga uap yang dibangun di Desa Tubanan Kecamatan Kembang Kabupaten Jepara. Melalui pembangunan PLTU Tanjung Jati B di Desa Tubanan Kecamatan Kembang Kabupaten Jepara, diharapkan mampu memenuhi kebutuhan listrik Nasional untuk wilayah Jawa – Bali – Madura. Desa Tubanan yang terletak di pesisir pantai Bayuran dipilih karena lokasi yang dekat dengan laut dan diperkirakan tidak ada pergerakan lempeng yang besar diwilayah pantai utara tersebut. Tujuan penelitian ini untuk mengevaluasi dampak yang ditimbulkan dari pembangunan PLTU Tanjung Jati B di Desa Tubanan. Untuk mengevaluasi dampak yang terjadi akibat pembangunan PLTU Tanjung Jati B di Desa Tubanan tersebut menggunakan model evaluasi bebas tujuan, yang dikemukakan oleh Michael Scriven yang terdiri dari tiga indikator yaitu pengaruh sampingan yang negatif yang tidak diharapkan, pengaruh positif sesuai dengan tujuan yang ditetapkan, dan pengaruh sampingan yang positif di luar program yang ditetapkan. Model evaluasi bebas tujuan tersebut digunakan untuk mengevaluasi dampak terhadap aspek-aspek yang telah ditentukan yaitu individu, organisasional, masyarakat serta lembaga dan sistem sosial yang terjadi di Desa Tubanan. Hasil penelitian ini menunjukan keberadaan PLTU Tanjung Jati B memberikan dampak terhadap aspek-aspek tersebut. Dampak terhadap aspek Individu, dampak yang dirasakan adalah masyarakat merasakan banyak perubahan seperti perekonomian yang meningkat dan pendapatan bertambah namum ada yang menjadi keluhan masyarakat seperti menimbulkan kecemburuan sosial antar warga. Dampak organisasional memuaskan dan menambah pengalaman setiap kelompok atau organisasi, namun masih terdapat kecemburuan sosial, seperti yang dirasakan oleh kelompok nelayan pantai Bayuran. Dampak masyarakat mengalami peningkatan yang baik dalam hal perekonomian, pendidikan dan keagamaan namun masih terdapat keresahan dalam aspek lingkungan. Dampak lembaga dan sistem sosial memberikan pengaruh yang baik kepada lembaga yang ada, namun permasalahan sosial semakin banyak dan meresahkan masyarakat. Berdasarkan permasalahan yang terjadi, langkah yang ditempuh adalah penghijauan dan pembuatan peraturan.

Abstract

This study aims to describe the effectiveness of information integration services through the Public Information Center (PIP) in the Office of Communication, Informatics, Statistics and Coding of Semarang City. In reality, the implementation of information integration in PIP is still a problem that exact time of fulfilling the request for information that is more than 10 days maximum conditions. The method used in this study is descriptive qualitative using taxonomic analysis with examine the element that achievement of objectives said to be successfully supported by organizational factors in the form of a clear division of labor according to the Standard Operating Procedure (SOP) in achieving its goal as realization of information centralization, but there are factors that inhibits the implementation is the lack of technological capabilities experienced by employees in the integration of information. Second, integration is influenced by conducive environmental factors that support the integration of information, but labor factors inhibits the integration of information because there are rolling employees that cause new employees to be required to understand their tasks from the beginning. Third, adaptation is supported by organizational factors in the form of a division of labor in accordance with the SOP so as to minimize errors when the adaptation process is carried out, but the worker factor inhibits the implementation of adaptation due to lack of understanding of the device regarding information integration. Recommendations for other researchers are expected to examine the institutional form and position of PIP.

Abstract

This research aims to analyze the implementation socialization program of Government Regulation Number 53 of 2010 concerning Civil Servants in Disciplinary of Cirebon Regency and the factors that influence of socialization program. Locus of this research is Badan Kepegawaian, Pendidikan dan Pelatihan Daerah Cirebon Regency in Bidang Pembinaan dan Kesejahteraan Pegawai as implementers of socialization program. This research used qualitative research methods explorative. Subjects in this research consisted from implementers and receives of socialization program.  Results of research show that the implementation socialization program of Government Regulation Number 53 of 2010 concerning Civil Servants in Disciplinary of Cirebon Regency has reached with good results. Implementation of socialization program has some problem, that is the absence of Standard Operating Procedures for socialization program, uncoordinate placement and selection of employees make some problems in work time employees. Suggest for problems that influence implementation of socialization program that is make an analyze of Standard Operating Procedures as a reference implementation of socialization program and make fixed schedule for employees who give a socialization services.

Abstract

The purpose of this research is for analyzing the performance of Cleanliness and Landscaping Service of Semarang City and analyzing factors that causing the performance of Cleanliness and Lanscaping of Semarang City is not optimal yet. The problem that is existed in Cleanliness and Landscaaping Service of Semarang City is the lack of infrastructures and the lack of human resource that causing the performance is not optimal yet. According to Dwiyanto (2002:16), the rate of organization performance from public opinion is based on five dimensions : productivity, quality of services, responsivity, responsibility and accountability. The performance result that has done by the Cleanliness and Landscaping Service of Semarang City could be said well done enough from five dimensions above. But, to achieve good organization performance still constrained by productivity aspect, because the lack of infrastructures in Cleanliness and Landscaping of Semarang City, and in responsibility aspect the employees still confused to do their jobs because there is incompatibility of the majors that they had taken and their job so additional time is needed to train these employees first, beside that the employee with old age is also an obstacle of responsibility because they tend to be difficult to follow development. The conclusion of this research overall is organization performance can’t be said optimal yet because the productivity and responsibility aspect couldn’t be well done yet.

Abstract

As a public service providers, SAMSAT Semarang Units III is still not optimal in carrying out payment services the Vehicle Tax (PKB). In this study the authors examined the quality of payment services the Vehicle Tax (PKB) in SAMSAT Semarang Units III to determine whether there is influence between the factors of work ability and discipline of employees for payment of service quality of the Vehicle Tax (PKB).Type of study is a research type ekspalanatori. This study used a sample of 40 respondents to the selection of accidental sampling technique. Analysis of data using quantitative methods. Testing the hypothesis using Rank Correlation Coefficient formula and formula Kendall Coefficient of Concordance.According to the results showed a significant relationship between work ability variables (X1) with the quality of service (Y) with great effect by 25.50%, a significant relationship between the discipline variable (X2) with the quality of service (Y) with the major influence of 16.24%, and significant relationship between work ability (X1) and discipline (X2) on the quality of service (Y) with 52.42% of the effect. Based on the results showed that the work ability and labor discipline an employee has a relationship with the quality of the Vehicle Tax payments (PKB) in SAMSAT Semarang Units III.
