Abstract

Coaching format appropriate to the street children's needs and expectationswith respect to the factors of domestic and external factors. Among the factors in thepotential and the limitations that exist, while external factors are the opportunitiesand constraints. Effort to find a format modeled on fostering the development ofstreet children through these houses will be done by exploring the potential,weaknesses, opportunities and constraints of the problems of street children who willbe integrated with the existing pattern of approach to suit the needs and demands ofthe street children themselves. The study aims were to describe the achievement ofprogram development through Shelter Home for street children in Semarang. Todetermine the factors supporting and inhibiting formation program through a HouseShelter for street children in SemarangThe approach used in this study is descriptive qualitative data collectionmethod is observation / observation, documentation, and interviews. The gathereddata will be presented by the reduction of unnecessary data in the study. Once thatwas done inferences / verification.Based on the discussions and conclusions, the authors propose the followingrecommendations: Input, consisting of support resources and human resources.Availability of resources necessary coaching support street children in shelter homesEquivalents quite good. Process, the House dropped the equivalent of setting thework program focuses on the empowerment of street children through learning.Outputs (results), the intensity of the achievements have not been optimal, but as faras conditions permit because of the limited financial resources, human resources andmobility facilities owned houses. Outcomes (impact), viewed from the aspect ofperformance shows non optimal level of capacity or capability of a halfway houseofficers in understanding service procedures and the understanding of the socialwork profession to have an impact on the achievement of service performance.

Abstract

Billboard tax is a tax on billboards. Billboards are objects, tools, deeds, or media whose various forms and features are designed for the purpose of commercially introducing, encouraging, promoting, or to draw public attention to goods, services, people, or bodies, which can be seen, read, heard, felt, felt, and / or enjoyed by the public. This study aims to evaluate the impact of advertisement tax on local revenue and to analyze the obstacles faced by related agencies in carrying out advertisement tax collection. This study uses descriptive qualitative research methods conducted through interviews with several informants selected using purposive sampling techniques. The results showed that the impact of advertisement tax on local revenue in the district of Demak was not optimally influenced by the lack of socialization that covered all taxpayers, causing the discovery of illegal billboards both those that had not taken care of licensing or had not paid taxes. That is because there are obstacles, namely the lack of communication between agencies related to taxpayers and the unavailability of staff / employees who specifically manage advertisement tax. The recommended recommendation is to increase the socialization that has been done so far and cover all taxpayers and increase the number of staff in managing advertisement tax in according to his ability.

Abstract

The high level of development in Semarang city can be likened as a double-edge knife. In one side, it has positive impacts, but in the other side it said the opposite. It can be negative for its environment. One of the problems which appeared is floods disaster which often hit in Semarang. The impact of floods can ruin the people activities. One of efforts that Semarang city Government (Pemerintah Kota Semarang) can do is the flood control program through improved drainage Kali Semarang. This program implemented since 2010 and estimated completion in 2015. This research implemented in Dinas PSDA and ESDM Semarang city as a responsible person from the Semarang city Government party. Pengembangan Penyehatan Lingkungan Pemukiman (PPLP) of Central Java Province officer as a responsible person also from Central Java Province and kelurahan Bandarharjo which passed by Kali Semarang. This research is based on the failure of the flood control indicator in the evaluation of RPKD 2014 period about flood control. The aims of this research are to describe The Implementation of Flood Control Program Sub-Component C in Semarang City (Improvement Drainage System Kali Semarang) also describe the driving factor and inhibiting execution in the Implementation Program of Flood Control Sub-Component C in Semarang (Improvement Drainage System Kali Semarang). 2 The result showed that in the implementation there are many cases which can obstruct program implementation. This case is caused by human resources factors, the implementation team of yet understood of the standard and target of the implementation program, and few of community’s participation which caused by social and economic condition. The recommendations which appropriate are socialization about standard and target to entire of the implementation program, the staffing should be appropriate according to the competence, and the community empowerment of disaster area to increase community participation.

Abstract

Levy of the tourism management under the auspices of the Department of Youth Sport and Tourism of Kendal Regency, and its establishment are arranged in Regional Regulation No. 10 of 2011 of Kendal Regency “the levy of service business in Kendal Regency” which is written in Chapter VII pertaining to the levy of the recreation areas and sports that serve as the legal foundation of an area in Kendal Regency in terms of the handling and management of the Tourism Levy. This research aims to ascertain the development of the levy of the tourism sector in managing three tourist attractions, which are Sendang Sekucing Beach, Curug, Sewu, Boja Swimming Pool as well as to understand the issues faced by Tourism Sector in Kendal Regency in managing the levy. This research is a descriptive research that uses the qualitative approach as the method. Based on the existing types of research, it is acknowledged that there are several issues in regard to the policy of tourism levy, which cover the financial budget funds, addition of the number of the rides or innovation in tourism management, as well as other factors such as human resource in Kendal Regency, which can be seen from the considerably low quality and quantity. The offered solution comprises the government’s action in improving the infrastructure development in many tourist sites being managed by the local government to adequately maintain and enhance the number of human resource in the work environment, regarding both the quality and quantity of the tourist destinations in Kendal Regency that should be well-organized.

Abstract

The existence of street vendors often considered as an illegal because it occupying publicspaces and its selling at the edge of Semarang highway. In Indonesia, especially the area ofSemarang City, the Government has made a Regional Regulation No. 11 of 2000 on Regulationand Development of Street Vendors to resolve the existing problems of street vendors inSemarang.The purpose of research is to analyze how the implementation of the Regional RegulationNo. 11 Of 2000 on Regulation and Development Street Vendors in Kokrosono Street Semarangand to analyze what makes the implementation of the Regional Regulation No. 11 Of 2000 onRegulation and Development street vendors in Kokrosono Street has not run as expected.According to George Edward III, he asserts that to consider four key issues in order to be aneffective policy implementation is to look at communication, resources, disposition, organizationalstructure. This research uses the exploratory qualitative type with the respondent from MarketOfficer and Kokrosono Street Vendors. The data sources of this study is primary and secondarydata, the data collection techniques used were interviews, documentation, observation. The dataquality that used in this study is the technique of triangulation data.Overall, the results of this study are the implementation of Regulation No. 11 of 2000 isnot running as expected. It can be seen from the accuracy of implementation and precision of thetarget policy is running well, but the accuracy of the process is still problematic. It can be seenfrom the accuracy of the implementation process, those Kokrosono street vendors aren’tunderstand, accept, and ready to implement this policy yet. And it can be seen with still manystreet vendors who sell on the roadside. The causes of this unexpected result are from thecommunication, resources, and disposition factors. Advice from researchers is to multiply thecommunication, increase the number of human resources, and do collaboration with theassociation chairman, local district to conduct surveillance.

Abstract

Open Green Space is an important component needed by citizen to do outdoor daily activity. A district has ideally 20% Public Open Green Space of total area. Semarang Timur District has not accomplished 20% public open green space yet because the area tends to flooding that causes the green plants not to grow well. Open Green Space arranging implementation in the Semarang Timur District refers to Local Regulation of Semarang No. 7 of 2010 about Open Green Space Arrangement. Research method uses descriptively qualitative approach with observation, interview, and literary review as the data collecting technique. The interviewees are Landscape Gardening Division Head of Hygiene and Landscaping Gardening Department of Semarang, Developing Section Chief of Eastern Semarang District, and people of the district. The research results that Open Green Space arranging implementation in the Semarang Timur District is not fully accomplished, proven by lack of Public Open Green Space especially Public Park that is supposed to be 8.95 ha, the work has just accomplished 1.7 ha. However, the people have felt the park Public Park Open Green Space benefit as the place to get along for adults and to play around for children. The research states that people participation in the Public Park Open Green Space care is still not enough, proven that Rejomulyo Park in the Semarang Timur District is lack of handling. Recommendation to properly implement for Public Park Open Green Space arrangement in the Eastern Semarang District is to issue a regulation that requires every sub-district to develop Public Park.

Abstract

Kota Tanpa Kumuh (KOTAKU) is a programme runned by the Direktorat Jenderal Cipta Karya to support the fulfillment of the RPJMN targets for 2015 - 2019. Presidential Regulation No. 2 of 2015 mandates the construction and development of urban areas through the handling of the residential environments quality. The results of the study shows that East Semarang has 6 urban village that are included in the slum area, namely Bugangan, Rejosari, Mlatiharjo, Mlatibaru, Rejomulyo, Kemijen. KOTAKU programme gets APBN found of 17,2 billion to run the program. Through a qualitative-descriptive approach, this study aims to find out how the implementation of the Kota Tanpa Kumuh (KOTAKU) in the District of East Semarang. There are 5 programmes has to be implemented, namely improvement of building conditions, improvement of environmental roads, provision of drinking water, provision of waste management facilities, and provision of fire protection. The results of the study showed that there was a reduction in the size of the slum area from 415.83 Ha to 118.5 Ha. The implementation of the KOTAKU programme has an inhibiting factor, such as the lack of socialization from the government related to the program in community, and the lack of community participation in the development process. The conclusion of this study is the implementation of KOTAKU in East Semarang has been in accordance with the needs of local community and there was a reduction in the size of slum area 71,5%. This study provides recommendations that, from the government perspective it is necessary to increase socialization related to the program and to coordinate directly with the community to increase participation in the KOTAKU programme. The suggestion for further research is the need for a strategy in socialization carried out bottom-up so that more people are actively involved.

Abstract

Various problems such as lack of public awareness of the Semarang District particular demographic data ownership birth certificate into the background of this research. This study aims to determine how the implementation of Semarang District Regulation No.7 of 2009 on Population Administration in Semarang district and identify factors driving and inhibiting in the implementation of the registration and recording of population. This study uses descriptive qualitative research methods. The subjects in this study consists of six (6) key informants.The results showed that the implementation of Semarang District Regulation No.7 of 2009 on Population Administration shows that walking good implementation. But Less Her amount of resources to be a problem that must be faced by the Department of Population and Civil Registration Semarang district in providing services to the public, as well as the transitional administration system administration manual to computer systems that have not been synchronized, causing inaccuracies in the data has. And the lack of public awareness that has been aged for ownership of population data to itself.Based on these conclusions, the researchers recommend to the executive population registration and civil registration in order to encourage dissemination to the public to register themselves in the Department of Population and Civil Registration Semarang district and implementing e-government in the implementation of the settlement administration.

Abstract

Semarang City’s goverment impose the Program of Exclusive Breast Feeding by publishing the Semarang Mayor goverment’s regulation nomor 7 by 2013. The low attainment of breast feeding in Gajah Mungkur compare with the target Dinas Kesehatan and national target were the background of done this research. The research aimed to analyze the implementation process these regulation later on it could be deduced that efforts need to be made in order to be effective implementation. This research was used qualitative research with observation, interview, and documentation to collect the data. The result of this research showed that the mplementation these regulation about the incresing of Exclusive breast feeding in Gajah Mungkur subdistrict have not been appropriate with these regulation. This problem occur because of a shortage in terms of resources, funds and facilities, the breast milk exclusive group support, communication, coordination, training of the officers which insufficient and the social economic effect of the society. Based on that problems, are needed to do some efforts which can be started by give right communication and continue support for the cadre ASI exclusive, coordination among Clinic officers Pegangan with group target and implementing the policies so that effective implementation require these regulation.

Abstract

There are still infraction in the form of various types of buildings at the irrigation border of Magelang City and some even stand on the irrigation canal of Magelang city become the background of this research. The objectives of the study were to describe and analyze the implementation of the ban building policy along the irrigation border of Magelang City. In addition, to identify and analyze any supporting and inhibiting factors that result in the policy of building ban along the irrigation border of Magelang city can not be implemented properly. This study uses the implementation theory of Van Meter and Van Horn and Daniel A. Mazmanian and Paul A. Sabatier where the variables taken are the characteristics of the problem and the policy environment with a qualitative approach. Data resource obtained from informants and documents. Data collecting techniques using interviews, observation, and documentation. Selection of informants using purposive and random sampling techniques. The results of the research shows that the obstacles to the implementation of this policy are the level of technical difficulties, plurality of target groups, socio-economic conditions, and public opinion, while the supporting factors are constituency groups and interest groups support. The recommendations that can be given are the need for supervision from non-governmental organizations, approaches to target groups, community empowerment, and providing flat.
