Abstract

HIV and AIDS cases in Yogyakarta city until March 2017 experience case addition. Increased cases of HIV AIDS can be caused due to the transmission of cases, also caused by increased awareness to check themselves. This issue is become responsibility together so that the effort in treatment need collaboration. The purpose of this study was to determine Collaborative Governance in HIV AIDS Prevention in Yogyakarta City and to find out how far Collaborative Governance contributes to tackling HIV AIDS in Yogyakarta City. This study uses a qualitative descriptive approach with data collection techniques carried out through participant observation, in-depth interviews, and documentation studies. The results showed that Collaborative Governance in the prevention of HIV and AIDS in the city of Yogyakarta had been carried out quite well, the implementation of collaboration was not binding and there was no hierarchical structure. The collaboration takes place in accordance with the work program and duties and functions of each institution. Motivation together there is a shared belief in carrying out collaboration, but the mutual understanding is not optimal because of the implementation of separate collaborations. Capacity aspects of financial resources, facilities and human resources are still limited. The impact of Collaborative governance in overcoming HIV and AIDS is to be able to minimize the spread of HIV and AIDS in the city of Yogyakarta as well as an increase in the handling of people affected by HIV and AIDS.

Abstract

In global there has been an increase in the number of women who work in the public sector including Indonesia. However, it did not have much effect on the number of women civil servant representation in high managerial or structural positions as part of career development in PNS Management. This condition is also faced by the Ministry of Finance, which have a high commitment to the implementation of pro-gender staff development policies. This study aims to find out how the career development of women civil servants in the Ministry of Finance through the post-positivism approach uses qualitative methods with literature studies and in-depth interviews with officials related to career development. Theories from Viki and Fiona regarding women's career development through individual and organizational aspects are used in conducting analyzes. The results showed that the career development of women civil servants in the Ministry of Finance had not been running optimally. The high number of male civil servants affects the low number of women civil servants who will occupy higher-level structural positions.  Furthermore, it can be seen in the individual variables that there is still a lack of interest in female civil servants participating in education and training, and also not all female civil servants get female mentors who can become a role models because mentors are direct supervisors of employees.  while the organizational variables indicate that there are still gender issues faced by female civil servants in the Ministry of Finance.

Abstract

Poverty in Indonesia raises various complex problems such as unemployment, crime, and other social problems. Surabaya is one of metropolitan city in Indonesia, yet still has a high poverty rates. Various attempts have been made by the Surabaya City Government to overcome the problem of poverty. Some of the policies implemented by the Surabaya City Government are Urban Farming Program and UMKM Tangible Economy Heroes Program. This study wants to answer empirically how effective the program is. Effectiveness according to Budiani (2007: 53) can be measured through the determination of program objectives, program socialization, program objectives, and program monitoring. This program takes place in Kelurahan Keputih and Rungkut Lor, Surabaya using a comparative descriptive method with a qualitative approach. The Urban Farming Program is a program to spur improvement in the living standards of the poor who are engaged in strengthening the urban agriculture sector. The Urban Farming Program is felt to be lacking in accuracy of the program targets due to incompatible products produced with demand, incompatible characteristics of the area with what is planted, and products produced can only be consumed alone. Intangible UMKM Economic Heroes Program is a program to empower housewives from poor families and MSME entrepreneurs. The Intangible Economy Hero Program of UMKM is deemed effective in minimizing poverty.

Abstract

The Government of Special Capital Region of Jakarta until the end of 2019 seeks to revitalize tourism program by launching double-decker bus. But this implementation, there are still problems with a low level of passenger services, shelters without seats, small bus AC rooms, and responsiveness of PLB officers is still low. Purpose of this study is to explore values bus transportation services that are predicted for quality and service satisfaction. The approach used is survey methodology with results show that bus transportation service predicted values for service quality is transparency aspect; accountability; and conditional; all service products used by passengers. While, participatory aspect; equal rights; and the balance of rights and obligations, predicted to impact in service satisfaction received—recommendations for improvements in service quality, especially provision facilities and ease accessibility. While improvement service satisfaction is improved, safety on buses and empathy PLB officers in responding services.

Abstract

This study aims to review and develop auditor inspectorate competency model in Timor Tengah Utara (TTU) regency to support the implementation of supervisory duties. This study uses a qualitative-descriptive method with data collection techniques through observation and interview. Data analysis method used in this research is literature study. The results of this study found problems related to work discipline and auditor's personal safety. The development of competencies safety awareness requires auditors to be able to identify and improve situations that have an impact on personal safety in each process of carrying out supervision whereas the development of competencies time management requires auditors to be able to plan and regulate the use of time in setting priorities in carrying out supervisory duties with the result that they can be carried out effectively.

Abstract

In his capacity as governor, Hamengkubuwono has a coordinating role to play between the provincial, municipal and district governments in Yogyakarta. Though most policy responsibility lies with the districts and city of Yogyakarta, the sultan still has an important function to fulfil as effective cooperation between different tiers of government is a crucial factor in facilitating successful policy outcomes at the local level. For the sultan, his role as mediator and coordinator works well because it reinforces public perceptions of him as a neutral arbiter who stays aloof from the bickering of day-to-day politics. Over the years, he has cultivated this image of a paternalistic figure by making regular appeals to district heads and the mayor of Yogyakarta to serve the people better. In the rare events where conflicts arise over public policy (for example over land), Hamengkubuwono successfully deflected the blame for controversial policies to the lower-level governments, even though the royal palace often has a direct stake in these policy decisions.

Abstract

This study aims to create a procedure model of cash expenditure system assets in the village accounting system to be used in villages throughout Indonesia so that the administration of village accounting can be run accountable, transparent, can be accounted for according to applicable laws. Based on the preliminary interview conducted by the researcher to the village officials, it was found that in the implementation of the procedure for issuing cash on asset purchases, procedural errors sometimes occurred in the village accounting administration due to the incomplete documentation of the procedure model. This procedural error led to irregularities in village financial managers. Therefore we need a well-documented and complete procedure for cash disbursement procedures for asset purchasing as a guideline for administering village accounting. The methodology of this research was carried out by data collection techniques through interviews, observation, and system documentation carried out in the villages of Parongpong District, West Bandung Regency, West Java Province, with stages starting from planning, surveying, analyzing and designing systems. In designing this village accounting procedure model, the author follows applicable government laws and regulations and literature studies on village accounting

Abstract

This study has two main objectives. The first is to explain the achievement of the value of Total Fertility Rate (TFR) in the Special Region of Yogyakarta (DIY). The second is to explain the population control policy after the increase in TFR in DIY results of the 2017 IDHS. The population control policy taken by the DIY government comes from the Grand Design of Population Development document published by the People's Welfare Bureau. The method used in this study is library research. The analyst uses qualitative descriptive. The results showed that according to IDHS data, there had been fluctuations in the value of TFR during 1991-2017. In the last ten years, the pattern of TFR values in DIY has tended to increase. Population control is necessary to prevent this tendency. The policies taken by the government in the future in terms of population control in DIY include suppressing population growth rates, maturing marital age, controlling the value of TFR, and increasing the prevalence of contraception. The DIY government will implement at least this policy until 2035.
