Abstract

The DKI Jakarta AIDS Commission (KPA) seeks to prevent HIV / AIDS cases through collaborative governance between the Government, Non-Governmental Organizations (NGOs), and the community. This collaborative governance is strengthened through Pergub Number 231 Year 2015 concerning the Organization and Work Procedure of the DKI Jakarta Provincial KPA and Regional Regulation Number 5 Year 2008 concerning HIV AIDS Management. This research was conducted to analyze the collaborative process of HIV AIDS prevention in DKI Jakarta Province. In addition, this study aims to provide recommendations for effective collaborative governance in the context of HIV AIDS prevention in DKI Jakarta Province. This study uses descriptive qualitative research methods that describe the collaborative process of HIV AIDS prevention in DKI Jakarta Province. This research uses collaborative governance theory that focuses on the collaboration process. Based on the research, it is known that collaborative governance has been established between the Government, NGOs and the Community. However, it has not been effective because of the lack of roles of working groups and NGOs that still depend on donor agencies.

Abstract

This study aimed to know and deeply understand the Collaborative Governance processin the development of Baros's Mangrove Conservation and its inhibiting factors. The research design used was descriptive with qualitative approach. The resultsof this study indicated that Collaborative Governance process in the development of Baros'sMangrove Conservation that was done with the concept of agro silvo fishery had been done bygovernment, private, and community. However, the Collaborative Governance processhad not been optimally implemented, it could be seen from the inhibiting factors that occuredthat were: there was no communication forum, there was still sectoral ego, the limitedresources, and the private involvement was less than the maximum.

Abstract

ormance in ceramic potter teams and analyze the influence of team culture as a moderating variable in relation to team innovation on team performance in Cooperative Industrial Ceramics (Kopinkra) Satya Bhawana in Bantul, Yogyakarta. The used Testing in this study was linear regression and interaction test (MRA). The results of this study include, among others: first, team innovation have significant positive effect on team performance in Kopinkra Satya Bhawana. Effect of team innovation on team performance is 2,137 with a significant level of to 0,000. This condition is caused by some progressive craftsmen that produce objects which have the advantages of modern decorative material capital, symbolic and cultural. Second, the effect was not significant in the team culture moderate the relationship team innovation on team performance. Coefficient of moderation in influencing the performance of the team in Kopinkra Satya Bhawana is 0.001 with a significance level of 0.982. The reason is the process of coordinating the team as part of a team culture that carried the team in Kopinkra Satya Bhawana potter not in balance.Keywords: Team Innovation, Team Performance, Team Culture, Cooperative

Abstract

The term publicness which often stated in many literatures and public adminstration scientific discussion was originated from Western nations’ scholar nomenklatur. In its implementation in Indonesia, publicness has already been practiced since long time ago, even it rooted back to the nation founding. This papers aimed to identify the practice of publicness in Indonesia and its redefinition in the context of state administration. This study uses literature study approach. The result of the research showed that the public spirit, or the publicness has been actualized in the concept of people’s rule, the discussion to reach consensus, and the establishment of Development Plan Meeting (Musrenbang). In its implementation in Indonesia, the political term used by Bozemann in interpreting the publicness definition must be cleared, become the political authority that allocate some public goods and belongs to citizen interest.Keywords: Publicness, Public Interest, Public Administration

Abstract

Desa Mandiri Energi is a program launched by the Central Government through the Ministry of Energy and Mineral Resources, and this program requires active roles from community in its implementation. The village of Rantau Sakti, one of the villages in Tambusai Utara Sub-district, is a village where the successful implementation of Mandiri Energi Village and formed PLT-Biogas Rantau Sakti. Biogas flow was obtained from the waste of Palm Oil which eventually able to become electrical energy for the community in some villages. The running and development of the Desa Mandiri Energi program was in line with the conflict with PLN Rayon Bagan Batu which was adjacent to North Tambusai District. This article will analyze in depth, like a coin that has two sides. On one hand, when the Mandiri Energi program in several places in Indonesia failed, the program succeeded in North Tambusai Sub-district although it proved to be a conflict with PLN. Conflict goes without mediation between the two actors with different perceptions, which indicates the absence of government in the conflict management process.

Abstract

The purpose of this research is to measure citizen engagement on social media interaction of 32 regencies/ municipals government official Facebook accounts in Central Java Province.To do so, a quantitative approach was conducted. The data ware collected from 32 official accounts and categorized into five aspects namely like, comment, share, followers, and post. The result of engagement measuement based on likes, comments, share, followers, and posts, shows various level of engagement among municiplities or regencies. The average engagement in facebook interaction is 0.0432. Purworejo regency official facebok account placed in the first rank with 0.2981. Followed by Grobogan Regency official facebok account as second winner by 0.2524. Given this result, local government units, specifically, those deal with strategic public communication may draw lesson learns to manage their official facebook account. A good management of social media is needed to improve citizen engagement.

Abstract

This research discusses about environmental movement initiated by the people of Kampung Gambiran and Kampung Gondolayu Lor, Yogyakarta City. The main argument of this study is that different outcomes by the two environmental movements were affected by the difference in social capital. This is qualitative study. The result of the study shows that the influence of social capital in determining the outcome of environmental movement. Environmental degradation in Kampung Gambiran motivated the local inhabitants to do internal integration and building network outside community. Kampung Gambiran has several achievements, facilities, and activities supported by community fund and outside donors. The movement was also spread by Forsidas Gajah Wong and Merti Kampung. In Kampung Gondolayu Lor, environmental movement was caused by garbage problems and the instruction by the government. The environmental activity without social integration in Kampung Gondolayu Lor resulted in inability to mobilize internal resources and building external network.Key Word: Environmental Movement and Social Capital

Abstract

The purpose of this study was to describe the specifics of population policy in Sleman post-MDGs. The issues are limited to a few indicators of education, health and poverty reduction. This research is a survey with key data used comes from Bappeda publication, the Central Bureau of Statistics, BKBPMPP and Dukcapil Sleman. The results showed that the achievement indikators of education, health and poverty reduction showed improvement from year to year. In 2015, most of these indikators have succeeded in meeting the targets set by the MDGs. In the future, education, health and poverty reduction still remains a strategic issue in the population development in Sleman. Some policies crafted to ensure that the development of population becomes better. Some of these policies are contained in the main points of development to create quality education, the creation of a healthy life and to realize a prosperous society and without poverty.Keywords: population policy, the subject of development, Sleman Regency

Abstract

This research aims to know the dynamics of collaborative governance process in implementing Legu Gam as cultural tourism of Ternate City, which the process of collaboration involves multi-stakeholder in accordance with capacity, motivation and extent of involvement starting from planning process and implementation from each stakeholder. Based on the focus, this research used qualitative descriptive approach with data analysis method refers to the interactive analysis model. The results showed that collaboration forum was formed based on Idin Kolano or The decree of the Sultanate Ternate. The value that underlies the Sultanate Ternate in organizing Legu Gam was to preserve adat seatorangin in daylife lifeamid waning of indigenous values and culture of Ternate. Abstract

This study aims to discuss policies in the agribusiness sector that was carried out by the Fakfak Regency government. This becomes important considering various policies in improving people's welfare was unsuccessful. Special autonomy which is expected to accelerate the pace of development has made the dependence on central government funding was increasing. This study used a qualitative approach.. The results of the study showed that the Fakfak Regency has large natural resource potential in the business sector. Policies that have been implemented the Agropolitan, Agro-tourism and Forest Management program. That policies trigger significant progress in productivity. The policies faced some challenges that is the availability of labor, the mindset of the community, customary land rights, investment, banking, cooperatives and the lack of performance of institutional networks (public, private and civil society partnerships).
