The aims of the research is to review the policy of increase locally derived revenue from local tax sector taken by the Local Revenue Office (DISPENDA) municipality of Ternate as one of the instruments to tackle the fiscal deficit in the fiscal year 2012- 2014. The method used in this study is a qualitative approach with descriptive analysis that aims to explore a phenomenon or social fact and then classified based on the clarifications performed by describing a number of variables relevant to the problem. The location was chosen as the object of this study is Local Revenue Office (DISPENDA) municipality of Ternate. The result showed the policy implemented by Local Revenue Office includes cross functional integration as an effort to maximize the availability of the tax authorities through actions combine several jobs into one job and formed coordinator of each local tax which is responsible for the management of the local taxes.Keywords: Fiscal Policy, PAD, and Local Taxes.

This paper discusses the problems of public budgets, particularly in government spending. The discussion will be more emphasized on aspects of government and discussed about the issue of the effectiveness of public spending, especially in the case studies of Magetan district. This paper used qualitative descriptive method. The collection of data obtained through secondary data and analysis document. Data were analyzed with interactive model, through data reduction, data presentation, and conclusion.Discussion of the results shows that overall government spending and areas in Indonesia can not be said to be healthy and in accordance with the needs of the community. Their dominance of indirect expenditure in the form of personnel expenditure sector remains deeply embedded in the budget. Both on the expenditure and the shopping area, both have similarities in personnel expenditure dominance were very swollen. Besides government spending and shopping area cannot provide the impact poverty reduction and improvement of people's welfare.Keywords: Public Expenditure, Government Budgets, APBD, APBN.

PELAYANAN KESEHATAN DI RUMAH SAKIT UMUM DAERAH (RSUD) WONOSARI KABUPATEN GUNUNGKIDUL Zulkifli Bima Zalwi; Utami Dewi

This research aimed to determine the provision of health services in general hospital region of Wonosari, obstacles encountered in the provision of services and efforts made in overcoming these obstacles. The design of this research was descriptive method with a qualitative approach. The results showed that the provision of health services in general hospital region Wonosari had not fully fulfilled the overall principles of public service according to the decision of MENPAN No 63 of 2003, namely transparency, accountability, conditionality, participation, equal rights and balance rights and obligations. In the fulfillment of the Conditional Principles of RSUD Wonosari faces problem, such as infrastructure facilities in hospitals Wonosari inadequate, in particular intensive care unit . In the other hand,the obstacles of health service in RSUD Wonosari were lack of information on health and lack of capacity in human resources particulary the specialists. This research aims to describe the performance appraisal of Yogyakarta government employees as well as enabling and inhibiting factors in the assessment of employee performance in Yogyakarta government. This qualitative descriptive research shows there are two performance appraisals in the government of Yogyakarta namely Employee Performance Assessment and Job Performance Assessment government employee. Employee Performance Assessment carried out 2 times a year, in June and December and the performance appraisal only once a year. Assessment methods used in employee performance assessment is a method 360 degrees. Constraints in the evaluation of employee performance assessment is at fault understanding of the guidelines for the implementation of performance appraisal, lack of clear job description in job analysis make it difficult for employees to put it in the assessment and the absence of stylists executive staffing in evaluation of employee performance and timing issues assessment by the employer because constrained by other activity.Key Words: Performance Appraisal, Assessment Indicators, Government Employees of Yogyakarta.

The high public demand for quality improvement on KIA becomes the basic fundamentals for the government of Yogyakarta to upgrade the quality and efficiency of KIA services. One of the implemented policies is the application of smart city in the health sector, primarily focusing on e-Health development. This research aims reviewing innovation in the implementation of e-Health in health centers Mantrijeron by employing a qualitative approach with interviews, observation, and documentation. The results showed that innovation of e-Health was divided into four categories: man, money, methods and machine. In terms of man (human resources) there were Simpus facilitation officer and adequate number of qualified human resources. Meanwhile money innovation occurred by adequate financial support from APBD, BOK and BLUD budget. Method innovation came in with the application of SOP in each service which also describes the associated use of Simpus. Machine innovation occurred through adequate computer devices, efforts to restore the hardware restoration efforts, routine network maintenance by a team of Service Level Agreement (SLA) and assistance from the Department of Communications, Information and Coding of Yogyakarta City.Keywords: e-Health, SIMPUS, Innovation, Service Quality

ANRI Records Center has a strategic role for the record management. ANRI as a national archive institution has the consequence that ANRI records center is considered a role model by the public in terms of institutional aspects of the records center, facilities and infrastructure, management and service management. This consequence requires ANRI Record Center to have good governance in the implementation of its duties and functions. This study aims to analyze costumer satisfaction index of ANRI Records Center services using Importance-Performance Analysis (I-P Analysis) through combination of gap analysis and quadrant analysis. The research used quantitative method with descriptive data analysis on costumer satisfaction index and I-P Analysis. The result of research shows index of satisfaction ANRI Records Center that is 3,23 with value of conversion index equal to 80,47. It shows the quality of service classified as "B" and the performance of service units predicated "Good". However, the Gap Analysis shows a negative gap value which means that the performance of each service indicator is not as optimal as the user expectation. The service elements that should be a performance improvement priority include: service convenience; completeness of service and service procedures.

Since the Washington Consensus in the 1990s, participation has become a mainstream issue in development policy, including in Indonesia post-Political Reformation in 1998. The involvement of the community in development policy achieves moral and intellectual support so that not only national, the local-level policy also uses participatory approach as it is considered to be effective in empowering people. Using a descriptive-qualitative approach, this study is an analysis on how participation in the Development Innovation and Regional Empowerment Program (PIPPK) brings impacts to empowerment of Bandung communities. According to data gathered in Bandung, participation cannot bring empowerment instantly. PIPPK has encouraged empowerment in terms of capability expansion, but it has not brought changes in opportunity structure. There are two main factors which leads to the results, those are: (1) that empowerment is complex, multidimensional, and continuous so that it is challenging to explore to what extent empowerment has progressed and (2) that the participation of people in PIPPK is restricted to the program implementation and not yet reflect the citizen power.Keyword: development, empowerment, community participation, participatory approach

Multi-factor interpretation of the concept that is used in every public policy often becomes the cause of problems in implementation. This problem arises when there are different interpretations among those who involve in the implementation phase. Problems will be bigger when the differences in interpretation can not be compromised. Therefore improper definition variable of the concept-to be the root causes of this phenomenon of multiple interpretations.Meanwhile, the different perception variable, different interests, different socio-cultural settings and other differences in society are variables that strengthen the foundation of the emergence of these differences. The logical consequence that must be faced in every public policy is that the use of the definition of the concept of right-of-use is a demand that must be met in order to prevent the emergence of various implementation issues derived from the variables mentioned above. This article was written to gain a deep understanding of the right-to aspects related to the use of the definition of the concept in Law No. 5 of 2014 on the Civil State Apparatus. The goal is that it can assert potental material that raises issues of the implementation of the law and can also be used as an academic paper refinement and consideration for the development of policies and / or regulations to implement the Act. The objective of this research is to examine the implementation of transfer of training in regional employees services agency, Yogyakarta special administrative region. the research used descriptive qualitative research methods. Research results show that the implementation of transfer of training in regional employees services agency, fosters the acquisition of knowledge, both during training exercise and from working colleagues. Employees of the regional employees services agency implement knowledge that they acquire during training that entails takes theories and practices as well as in modifying the implementation of core task and functions. This research found significant influence, include a) internal factors that comprise facilities, leadership support and working colleagues, and reward and punishment; b) external factors that comprise central government policy that by and large, is not commensurate with those implemented at local government level, and technology.Keywords: human resource development, Transfer of Training
