Abstract

This research aims to analyze the implementation of policy the protection of indonesian labor Majasari in Majasari village, Indramayu and the policy barriers. This research  used  descriptive  approach  with qualitative methods. This technique of data collection is done by way of interview, observation and documentation. An examination of the validity of the data is done by triangulation of sources. The data analysis process includes the collection of data, data presentation, data reduction and withdrawal of the conclusion. The results showed that the implementation of the policy of Indonesian labor protection in the village of Majasari is not yet running to its full potential. Protection undertaken include pre placement, placement, full-time placement and full empowerment and family labor indonesia abandoned integrated. Barriers in the implementation  of  this policy  related  to  budget  that  never  noted  in  the  budget  revenue  and expenditure of the village Majasari, a limited number of employees of the village, the absence of mentoring on a full-time business group of Indonesian labor Majasari, low awareness of candidates and after Indonesian labor as well as the implementing party of Labor Placement Private report to the Government of Indonesia village, trouble filling the pregnancy and childbirth on the cow.Keyword: Early Marriage, Population Policy, and Sleman District

Abstract

This study discusses forest management by local communities and society of Nagari Garabak Data and Nagari Bukik Kanduang Solok Regency of West Sumatra Province. Nagari Garabak Data is a village located in a protected forest area with the acquisition entirely in the hands of the state while in Nagari Bukik Kanduang forest is managed and controlled by people with a form of community forests (communal forest). Principal argument of this study that differences in the management model of the village causing differences in poverty communities. The purpose of this research is to understand forest management in both villages and analyze the impact of the forest management against poverty. Key Word: Forest Management, Poverty Peoples, Ulayat, Access

Abstract

Financially independent for a region is a must in decentralization era. This article try to examine how central and local government push their effort to make a region financially independent. One of the policy agenda is to delegate the authority to manage property tax from central government to local government. Based on Law Number 28/ 2009, property tax becomes the authority of local government, this is a very good news to increasing local revenue. The increasing of local revenue is expected to increasing local government capacity to funding their activity. Nevertheless, local government readiness becomes a big issue, known that until 2013 only 123 kabupaten/kota that already implemented this policy, where the rest of the kabupaten/kota are still not ready to implement it. But, the current issue is the capacity of readiness, not all of the kabupaten/kota has the capicity and capability to implement the policy. Therefore, this policy needs to be reck by central government, so in the future this policy can be a good instrument to made region financially independent.Keywords: Financially Independent, Decentralization, and Property Tax

Abstract

This research aims to find out the effectiveness of the implementation of the Generasi Berencana program in Yogyakarta City along with the supporting and inhibiting factors. This research used qualitative approach with descriptive method. The results showed that the implementation of Generasi Berencana program in Yogyakarta City had not been effective, as seen from five indicators: (1) The policy had not been effective in overcoming teenagers problem, (2) Implementers had quite effective seen from the division of duties and authority, (3) The target had not been effective yet because the intervention target had not ready to support the Genre Program, (4) The policy environment had effective but the external environment had not been effective, and (5) The process had not been effective because teenagers and families with teenagers had not understood the substance of the GenRe Program. The supporting factors were the easiness of communication and counseling training. While the inhibiting factors were low public participation, moral deviation, and time limitations of each individual.Keywords: Effectiveness, GenRe Program, dan Teenagers

Abstract

Organizational change is one thing that public organizations cannot avoid. A dynamic organizational environment and high public demands for good quality services make public organizations have to be able to adjust to change. But unfortunately the changes that occurred are not always well received, and in fact there is a resistance. Through a post positivist approach, this qualitative research seeks to analyze how public sector organizations are able to overcome the resistance of existing changes so that changes can be carried out properly and successfully achieve the desired goals. Analysis is done through literature review on several books, publications, reports or relevant news. The results of the analysis indicate that the resistance of public organizations can be avoided by the readiness of the organization to deal with changes and supported by all members of the organization, especially leaders as drivers who will bring the organization from the status quo towards the desired change. In the level of practice these efforts can be carried out by building the mental readiness of the apparatus to always be ready to face changes and be balanced with the government's ability to make responsive change policies.

Abstract

This study aims to analyze the effort that has been done by Women Empowerment,Child Protection and Family Planning Bureau (BP3AKB) of Semarang city. This is aqualitative research. The technique of collecting data employed interviews, documentation,book references, and related agencies official documents. The results showed that: a)SERUNI service center is not optimal, can be seen from number of violence against womenstill remains high from year to year. b) Limited mentor in SERUNI service center that werelacking, budget to handling are less dan facilities and infrastructure to reporting andassistance is good enough. c) Factors that affect the handling of violence against women inSemarang City is the quantity of human resources are inadequate, the commitmentIntegrated SERUNI service centers to provide maximum services to victims of violence,lack of budget assistance, facilities and infrastructure SERUNI service centers inadequate,lack of awareness and community participation in the elimination of violence againstwomen, characteristics abusers are difficult to handle, and Semarang as destination forjob seekers.Keywords: Public Service, Violence Against Women, Affecting Factors

Abstract

This research aims to analyze benefits gained by carrying workers, and how gender responsiveness in the activities of the Sekolah Buruh Gendong operated by Yayasan Annisa Swasti (Yasanti). The research method used was descriptive qualitative with Longwe analysis technique. The result of the research showed that the leadership school of the workers has provided the benefit of structured access to education for 25 women workers, so that this activity increases the capacity of the carrying workers. Through Langwe's analytical techniques, the upgrading of the carrying women capacity has led to a critical awareness and participation of the carrying workers about their existence, both as a woman and as a worker. Critical awareness creates courage to speak so that they can hold an audience with members of the Yogyakarta City House of Representatives and two (2) workers have became the paralegal representatives in LBH (Legal Aid Institute). However, the school activities have not guaranteed the carrying workers’ economic welfare and also have no control over health insurance or social protection.Keywords: Gender Responsiveness, Longwe Analysis, and Yasanti

Abstract

Yogyakarta is one of Indonesian’s regions that has implemented the smoking ban policy. One of the points of this policy is to regulate the provision and using the smoking room in public spaces. The aim of this study is to describe for what extent that smokers complied using smoking room and the factors that affect the compliances. This study used a qualitative descriptive method. Based on the research results, it can be concluded that smokers have a very diverse compliance. Smokers in City Hall of Yogyakarta have a very low compliance in the use of smoking room. On the other hand, Yogyakarta Adisucipto Airport smokers have a quite high compliance in the use of smoking room. There are five factors used to explain this study. Awareness, attitudes, and perceptions of the law or punishment proved significantly affect to a person's compliance. These three factors have a parallel relationship to the compliance. Education and age are not proved to give effects on compliance. Both of them do not have a significant effect and does not guarantee that there will always affect a person’s compliance.

Abstract

Delivering public service is an important matter where the performance of government institution is equally related to the public satisfactions. This study conducted from nine types of taxes in Bandung Municipal City. Survey has been held to assess the public satisfactions of the tax service performance in Bandung Municipal City for future tax service improvement and innovation to society. Importance-Performance Analysis is being used to measure the service attributes that provided by the authorized government institutions alongside SERVQUAL model from Parasuraman et al. (1985). The results indicate that there is no further handling from the submitted complaint by taxpayers, the limited infrastructure to pay the tax and also the media to convey their dissatisfaction toward current service. Hence, the tax payment system integration is needed which providing tax information base and require procedure to educate the taxpayer and improve accountability of authorized the local government institution.

Abstract

This study aims to analyze the management of change in the licensing service reforms undertaken by the Government of the city of Yogyakarta. Urgency of the study was conducted because of the constraints faced in the process of reform of the licensing service in the city of Yogyakarta and potential resistance from the aspect of human resources (HR) to respond to changes. This study used a qualitative approach. Reform of licensing services at the Licensing Agency of Yogyakarta directed to the arrangement of three aspects: First, reforming the institutional and human resources; Secondly, the implementation aspects of licensing services; and Third, aspects of organizational innovation with the development of the use of information technology. The impacts of the implementation of information technology-based licensing service at Licensing Agency of Yogyakarta, has had a positive impact in terms of efficiency, effectiveness and permits the achievement of performance targets Licensing Agency of Yogyakarta and have public accountability. Management changes in the reform of the licensing service in the city of Yogyakarta to do with the model of planned change through three stages, namely unfreezing, changing and moving, and refreezing.
