The Jurnal Kajian Bali (Journal of Bali Studies) is an area study journal that specializes in publishing research-based articles about Bali. The topics of articles about Bali that can be published are very diverse including Balinese culture, politics, music, language, architecture, literature, history, mass media, popular culture, tourism, economy, environment, health, law, management, religion, and Balinese customs. The journal would also like to publish articles on Bali with comparative approaches. The Jurnal Kajian Bali (Journal of Bali Studies) is published twice a year, every April and October. Published articles are reviewed in a single blinded manner. The Jurnal Kajian Bali (Journal of Bali Studies) was first published in April 2011 by the Center for Balinese Studies, University of Udayana. Starting from April 2019, the journal is published jointly by the Center for Balinese Studies and the Center of Excellence in Tourism, University of Udayana. However, starting April 2020, the Jurnal Kajian Bali (Journal of Bali Studies) was published by the Center for Cultural Research and the Center of Excellence in Tourism, University of Udayana. This change occurred because of the reorganization of research centers at Udayana University from the end of 2019.

Abstract

Puri is seen as ’ista dewa’- a place for the king. In the era ofancient Java there was no clear difference between puri and pura– ista dewata which is a sacred complex to carry out religiousactivities to worship deva. Puri and pura in Sanskrit mean cit,palace, city centre, kingdom, or settlement that is surroundedby a high wall. But later on, pura develops a new meaning as asacred place for Bali Hindu, while puri still means a palace.As a comparative study, this paper develops its argumentsbased on a literature review and physical observation ofthe Puri Agung Sukawati and its surroundings. This puri islocated in Sukawati District of the Gianyar Regency. This puri/kotaraja still holds a representative historical record. This studyaims at analyzing the intimate relationship between the puriand its environment. This manifests itself particularly in theaccommodation of various social dimensions within the lay outand spatial arrangement of the palace.This paper proposes that Puri Sukawati has a specific spatialpattern. Apart from its spatial structure, the physical layout ofthis kotaraja incorporates as a concept and the philosophy of agridiron planning. Its buildings are designed based on Balinesetraditional architectural principles and its structural compositiondemonstrates an ideal kotaraja/puri plan. This overall strategyrepresents intimacy and is designed in accord with the socialenvironment that each kingdom contains. Furthermore, thisspatial uses and spatial pattern of a puri is a reflection of thecomplexity of its social structure which is represented by thevarious clans who live in it.The spatial hierarchy of Puri Sukawati is therefore set to accommodate various positions, tasks and duties executed byeach clan. Based on archeological and historical evidence, Balinesetraditional architectural forms and practices of Puri Sukawati,including its sacred and profane meanings and symbols, areconsistently discovered in every spatial arrangement. Thisoverall spatial matrix does not come in a single form, but in avariety of different representations.

Abstract

Environmental issue has been a prominent concern lately.Global warming has demonstrated many forms of climaticchange on earth. A notion for a green revolution is launchedto ease pressure caused by these climatic changes as well asvarious environmental degradations that inevitably take placeon a daily basis. Being part of the world community, Bali is notexcluded from these global conditions. The acceleration of Bali’sgrowth due to the increasing number of tourist visits cannotprevent changes on land utilization. Land has been treatedas a commodity. This situation has in return poisoned Bali’ssocial capital heading towards an inclining attitude favoringeconomic profits more than the tangible as well as symbolicmeanings space and the natural environment may have. A localwisdom that aims at maintaining space and its environment isdefeated by a goal to obtain financial advantages. This shift isinevitable. But how could it be controlled? In responding to thisquery, Spatial Plan for Bali No 16 Year 2009 has been instigatedto govern and manage matters relating to land uses and theenvironment. For these roles, this regulation deserves ourrespect and conformance.

Abstract

Balinese society has from a long time ago managedand developed their land based on environmentallyfriendly principles. These principles have been inspired byimplementations of the Balinese Tri Hita Karana conception. Thisarticle attempts to explain various spatial developments relatingto ecotourism activities that are founded by Tri Hita Karanavalues and practices. It constructs its arguments by conductingan intensive literature study to review relevant hypotheses andconcepts proposed by scholars in the field. The article concludesthat ecotourism is a form of environmentally friendly touristdevelopments and is seen to be the most sustainable modelfor future’s tourism. The article completes its conclusion byunderlining that for its success, ecotourism related developmentpractices should be first understood. It then should come witha certain framework and standard for its implementations. Bestpractices pertaining to the ecotourism development should becertified and accessible by public and others parties involved. Inaddition to these remarks, the article conclusively proposes TriHita Kharana conception as a framework that offers guidancefor sustainably developed ecotourism. This local concept alsoprovides direction as to how its development and its impact onspatial development can be approached and managed, especiallyto the case of Bali.

Abstract

Activities pertaining to development of spatial planningpolicy, its execution, its evaluation and review in spatialdevelopment at a national, provincial, and regencial level inIndonesia is first mandated by the Indonesian State RegulationNo. 24/1992. In line with the instigation the State LocalAutonomy Policy, this regulation has then been substituted bythe Indonesia State Regulation No. 26/2007 on Spatial Planning.For its implementation, this regulation is later completed withthe release of the Indonesian State Regulation No 26/2009.Conformance with these regulatory products as well as theIndonesian State Regulation No. 5/1960 on Land Reform, havegenerated problems, which are different to those of othercountries.Problems relating to spatial planning in Bali are morecomplex compared to those generally encountered by otherprovinces in Indonesia. As an illustration here is a list ofspatial predicaments that Bali has been faced with for the lastfour decades: dispute over land tittles situated in both socioculturallyand environmentally strategic zones; problemsrelating policy development; ambiguity in regard to the integrityof each regulatory product imposed on the society; provisionof financial requirements as well as provision of adequateexpertises required to bring policy into its implementation;development of spatial database system; conflicting interests inland development; economical aspects; socio cultural concerns;environmental protection; politics, demography; security andsafety. In terms of policy implementation, Bali has problems withpermit and public participation. And in term of control, Bali hasdifficulties in regard to the roles of each local government, thepublic and its various social groups. This paper emphasises that the problems stated above canbe approached using a local to national strategy. The proposedstrategy is to be excecuted by providing every community witha definitive framework, that is completed with a detailed policyattached to every single spatial zone exist at a village level.Govenrment at a district, regencial as well as provincial levelsare also equipped with detailed governing functions and rolesto ensure that they are fully informed and have the capacity toimplement the imposed spatial plan adequately. Within thisstrategy, the main controling position will be held by the public,medias, as well as other parties who have great commitmentsand concerns in protecting Bali’s natural environment, itsculture, and promoting growth and development activities thatconsciously embrace local wisdoms within the dynamic of theIndonesian State.

Abstract

Kajian kebudayaan Bali kebingungan oleh karena yang dimaksudkan dengan ‘kebudayaan’ sangat kurang terang. Apakah kebudayaan merupakan esensi atau jiwa orang Bali, suatu gagasan politik yang direkayasa oleh Orde Baru, atau cara menjual seni pertunjukan, barang atau pengalaman kepada wisatawan? Jarang disadari di Indonesia bahwa Bali terkenal di Eropa sebelum Pulau Bali ditemukan oleh pelaut Barat yang sedang mencari sorga di dunia ini. Sejarah Bali tidak bisa dipisahkan dari khayalan orang Barat. Dilihat dari pandangan cultural studies, dari awal Bali merupakan ‘brand’ untuk dipasarkan – dan objek yang dijual adalah kebudayaan. Untuk mengerti apa yang sedang terjadi di Bali, perlu dipahami teori konsumsi dan branding. Walaupun kelihatannya yang dijual dan dibeli adalah barang atau pengalaman, sebenarnya yang dikonsumsi adalah perbedaan. Artikel ini menawarkan pemahaman mendalam mengenai hukumhukum branding dari sudut pandang kajian budaya. Kata Kunci: Bali; Branding; Kebudayaan sebagai Komoditi; Teori Konsumsi; Discourse.

Abstract

In this article, I question the conceptual categories of “religion”, “agama”, “dharma”, and “Hinduism”, in order to investigate through which processes and within which contexts the Balinese religion resulted in being construed as agama Hindu. After having investigated how the Sanskrit loanword agama came to designate in Indonesia an Islamic conception of what “religion” is about, I assess the similarities between the construction of Indian Neo-Hinduism and the interpretation of the Balinese religion as agama Hindu. In particular, I pay attention to the controversy which has been dividing the Balinese intelligentsia over the proper name of their religion, as it reveals a perennial conflict between the Balinese who want to retain the specificity of their customary ritual practices, and those who aspire to reform the Balinese religion by conforming it to what they think Hinduism is about.

Abstract

Sudah cukup jelas bahwa ada hubungan mendalam antara seni pertunjukandan kesusastraan Bali. Yang mungkin masih kurang jelas adalah karakter darihubungan tersebut. Para penulis akademis maupun nonakademis seringkalimenekankan pentingnya sastra kuno India dan cerita babad untuk lakon wayangkulit, arja, topéng dan lain sebagainya. Walaupun ahli seni pertunjukan dariluar negeri kerapkali menekankan pentingnya sastra kuno, di mana sebenarnyamereka tidak mempunyai latar belakang yang kuat di bidang bahasa lokal dansastra kuno, mereka jarang sekali mengomentari masalah seni pertunjukan.Memang ada beberapa pengecualian yang penting. Akan tetapi, pada umumnya,itulah keadaan yang terjadi sekarang di bidang studi seni pertunjukan. Artikel inimenggunakan contoh dari sebuah pertunjukan topéng pajegan untuk menyarankanbahwa kita perlu memperhatikan sejarah, bahasa dan sastra lokal secara lebihbernuansa. Pendekatan seperti ini mungkin akan lebih sensitif terhadap sisipolitik—baik dari seni pertunjukan Bali maupun dari proses pengajarannya.

Abstract

The Indonesian language has developed very fast in modernizing its vocabulary by taking in many influences from foreign languages including Arabic, Dutch, English, Sanskrit, Tamil and Chinese. Similar tendencies are apparent in local languages, taking vocabulary in limited numbers from limited sources. Balinese, for instance, has taken loan words in classical and traditional religious matters from Sanskrit through Old Javanese and has let itself be influenced almost exclusively by English for modern vocabulary. Meanwhile Indonesian, which originated from Malay, has developed progressively from an early history, such as Sriwijaya kingdom, to becoming a coastal linguafranca across the country and the declaration of the language as the national language. Nowadays the government and educated people do very little to control influence on the language. A careful academic examination in relation to microlinguistic and macrolinguistic systems, cultural identity and nationality should be considered seriously when new foreign words are taken as part of the Indonesian vocabulary. Otherwise, in the long run, the national language will lose its identity and spoken and written Indonesian will be massively shaped by English elements. This kind of tendency has been very widespread in recent years

Abstract

Politik liberalisasi dan desentralisasi dari kuasa negara sejak 1998 telahmentransformasi lanskap sosial dan politik Indonesia. Pergeseran itudiilustrasikan dalam artikel ini dengan membahas Bali sebagai sebuah studi kasusyang relevan. Sebagai rumah bagi sebagian besar warga Indonesia beragamaHindu yang minoritas, Bali juga dipengaruhi oleh dampak dari meningkatnyagerakan revivalisasi Islam dan ekstremisme agama. Sebuah gerakan sosial barutelah mencuat dan memicu sebuah pergeseran ke arah identitas Hindu yang lebihtegas. Tulisan ini meninjau persimpangan antara geopolitik dan proses perubahanlokal untuk memahami lebih baik karakter dari ‘gerakan-gerakan lokalisasi’, yangmungkin merangsang penggunaan agama sebagai kekuatan dalam perjuanganuntuk meraih otonomi lokal, tetapi mungkin juga pemanfaatan wacana-wacanalingkungan, etnik, dan sejarah.
