Abstract

E-Government is actually an application of business concept in the public sectorwhose existence is now recognized many countries as being to their advantage inserving its citizens more efficiently and effectively. The main purpose of the paper isa review of E-Government as a system, which should be observed for E-Governmentadoption process more quickly and successfully. As a system, E-Government consistsof seven elements that are interdependent with one another, namely the government’scommitment, the characteristics of users, website design, cultural awareness, servicequality and clients satisfaction. Abstract

The concept of good governance is one of the current paradigm of development inpublic sector that enables to overcome development problems and enables to motivatethe acceleration in achieving the objectives more quickly. This matter particularlyrefers to the rise of development challenges, which must be faced by the state and itsgovernment. It relates to internal demands in terms of the fulfillment of society needs,service improvement, problems handling and solving, and also global challenge interms of the increase of competitive ability.The above-mentioned concept implies that there is a shift of paradigm and con-cept in the state role to fulfill the needs and service to the society from the welfarestate, which gives greater role to the state in fulfilling all the main needs to its citizensthat is burdening and stressing as it creates inefficiency and uneconomical.The concept of good governance implies paradigm that government matters,especially in fulfilling public needs, must be handled together with other domains oflife beside government, namely: domain of entrepreneurs and domain of society.In terms of manpower sector in Indonesia, the concept of good governance hasbeen stipulated as the policy in various matters, such as in expanding employmentand job opportunities, in improving the quality of manpower, in industrial relationsphenomena, and in protecting manpower.This matter is conceptually influenced by the failure in determining the devel-opment choices, particularly the model choices in implementing state administrationin terms of economic, technology and politic. Therefore, development model thatis oriented to human resource is considered to be the most appropriate model inimplementing the concept and the policy of good governance.Keywords: good governance, public services, welfare state

Abstract

Resource - based view theory is a theory that is prominent in the strategic manage-ment field since the early 1990s . Principally due to the prominence of this theorythat prioritizes the role of internal resources that when certain conditions are metwill bring the company gain the competitive advantage even sustainable competitiveadvantage that will lead to superior performance .Resources in general consists of tangible and intangible resources. Intangibleresources according to many researchers is the strategic resources because these re-sources which will bring the company is able to achieve competitive advantage andsustainable.competitive advantage .This paper seeks to describe the elements of intangible resources includingthe factors or indicators . expressed in this paper are four elements of intangibleresources, namely human capital , structural capital , relational capital and customercapital . Considering that relations with the students is really important as one of the approachesto get its competitive advantages, a university must knows exactly eachof the students so the university’s staffs can interact, communicate and fulfill thestudents needs personally. Abstract

Franchise is increasingly becoming an option for people who want to become anentrepreneur. Someone who has the capital to pay royalty fees and meet the re-quirements specified by the franchisor thus he/she soon became a franchisee. He/shecan immediately run the business without necessary start a business from zero. Infranchise business, franchisee operation can not be separated from control by thefranchisor as the owner of the franchise because the franchisee is bound to what iswritten on an agreement that has been made by the franchisor. In addition to theformal relationship between franchisee and franchisor, there is also a non formalrelationship between franchisee and franchisor. Abstract

English has been known as the international language that will be needed to communicateworldwide. In the other hand, this language has been perceived as a difficultskill to learn. That will create a de-motivation condition upon several people to learnthis skill. In that condition, the English course service providers must carefully delivertheir programs to get people’s attention as well as their loyalty. In this case,the providers not only need to offer a good value of their programs but also a goodcustomer relationship. Abstract

This study is aimed at evaluating financial performance of micro and small en-terprises and social economic impact of government’s community-based povertyalleviation program (PNPM Mandiri). Evaluation focuses on comparing the financialratios and social economic indicators before and after using of the revolving fund.Improvement on these ratios and indicators is argued as one of indications for povertyalleviation. Data were collected from owner of 80 micro and small enterprises in8 Kelurahan. Based on Wilcoxon singed-rank test, the results are varies. There isno significant difference in current ratio, quick ratio and return on equity of thesemicro and small enterprises before and after using the revolving fund, while there issignificant difference in cash ratio, return on asset and net profit margin.
