Abstract

The establishment of reserve component becomes an important part in the military system of a state. However, the reserve component in Indonesia is still not clear yet to be established, although, as an organization that has biggest personnel than the others. The Army has an interest to prepare the reserve component for support the regular components of the countrys defense. This paper will discuss how the Army reserves component organization established ? How do the composition and the number and distribution of the Army reserve component personnel ? This paper also will examine the possibility of cooperation between the Army and the Local Government in the process of recruitment, maintenance, and deploy of the Army reserves component.Keywords : the Army, the Ministry of Defense, the Reserves Component, the Local Government personnel

Abstract

Abstract: The paper is trying to look whether China is a status quo power or a revisionist power in theSouth China Sea dispute based on status quo indicator developed by Johnston and perspectives onconformity towards norms. Meanwhile, this paper argues that China is neither a status quo nor arevisionist in the South China Sea dispute to the extent of its compliance with the Declaration on theConduct of Parties (DoC) in the South China Sea. Using status quo indicators developed by Johnstonand also the perspectives on conformity and violation towards norm, it is found that Chinas position inthe South China Sea is determined by its interests over the disputed area. A moral dilemma betweenexpected behaviors in the South China Sea based on Chinas involvement in the DoC and Chinas otherself interests. Moreover, China has been conducting activities which fall under both categories, bothstatus quo and revisionist. China is lying in the middle between status quo and revisionist in the SouthChina Sea dispute, between an obligatory action that is mandated by the DoC and the desire to act inorder to pursue its self-interest such as its sovereignty claim, natural resources, and geostrategicposition of the disputed territory. Chinas position in the South China Sea dispute as well as its moraldilemma in the end could be seen through its mixed and constrained actions indicated by an aggressiveact and a justification related to the aggressive act.Key words: China, South China Sea Dispute, Status Quo, Revisionist, Norm, DoC.

Abstract

Abstract: The Government of the United States under Barrack Obama has sued Standard and Poors, arating agency, for their alleged act of deceiving investors. In this article, the writer tries to analyse threeresearch points. Firstly, the writer tries to probe the common characteristics of rating agencies ingiving investment performance analyses; secondly, to investigate whether the alleged misguiding hasstirred cases made public by the media; and finally, to see whether this case has another standpoint thatis quite effective economically and politically. The research done by the writer has revealed that theirrational approach employed by Standard and Poors in producing the performance reports is bothcommonly and usually done by other rating agencies in the industry. Furthermore, the media surveyhas shown that the legal action is not entirely baseless because there are cases sprung from the motionfuelled by the media. However, interestingly the conclusion from this research shows that this case hasanother dimension –a political dimension –because from a political perspective we can infer “thesecond” reading that shows that this legal motion is actually a political “pinch” whose purpose is moreof deterring than of penalising the company to pay for the damage caused by their investmentperformance reports.Keywords : rating agencies, irrationality, “the second reading”, deterring effect

Abstract

Abstract: Problems of peace and war continues to be debated in theological and moral traditions of Christianity.This paper tries to pick two points. First, the Christian view of peace and war. In the Christian view of peace (peace) is indispensable to justice (justice) and include the dimensions (inner peace) or a spiritual dimension(spiritual peace). This understanding is different from a more secular outlook mean peace at the level of exteriordimensions (outer dimension). Secondly, this paper contradict two major traditions in Christianity regarding theplace of Christians in the war and their obligation to participate. The tradition of pacifism which Christians aregenerally held before St . Agustine, argues that Jesus forbade Christians at all involved in the war or arms. Thistradition believes that peace is achieved only through peaceful means. Conversely, Just War tradition that wasdeveloped by St . Augustine considered that Christians are obliged to participate in the war when the purpose ofwar is to bring peace and uphold justice. St.Augustine in two main principles that must be met, namely Jus AdBellum ( Justice of War ) and Jus in Bello ( Justice in War ) .Keywords : Peace, War, Pacifism, Just War, Christians

Abstract

Abstract: Increased energy usage in line with economic growth and the increase in world populationhas an immediate impact for the depletion of fossil -based energy, especially petroleum. The fact thatworld oil supplies are limited, many states are forced to prioritize energy policy as a top priority indevelopment policy. In addition, this condition has raised new fears that the global energy security.With a strong concern of potential extinction of petroleum and other fossil -based energy sources ,policy makers should pay more attention to energy security. The same trend is occurring in Indonesia.Along with the increase in the national population, national and regional development plans, the needfor national energy security is a must. The Indonesian government must be able to answer thechallenge is to strengthen national energy security. Because energy is a strategic conditions to supportnational development through the availability of sufficient, safe, and energy- quality and evenlydistributed throughout Indonesia at an affordable price, it requires a government policy that supportsnational energy security. Abstract

Abstract: This article examines the role of ASEANs norms in managing dispute over the South China Sea.ASEAN shares the beliefs that the settlement of differences or disputes by peaceful means and the abandonmentof the threat or use of force are necessary to ensure the stability over the region. It attempts to analyze thepossibility of exporting this intramural norm of ASEANs model of dispute settlement into an extramural terrainand seeks to answer the question whether ASEANs norm of cooperation can alter claimants perception towardseach other, and thus in return will constrain the urge to solve the dispute by force.Keywords : ASEAN norm, ASEANs model of dispute settlements, TAC, South China Sea, China

Abstract

Abstract: Augustine, one of the greatest christian thinkers, tries to reconcile the love of neighborsand justification of wars. He develops a radically different biblical interpretation than those of earlyChurch Fathers who believe in incompatibility of Jesuss central teaching of loving neighbour andChristian participation in warfare. Augustine repudiates such incompatibility. This paper investigatesthe teaching of Augustines just war teaching formulated in his masterpiece The City of God. In thelight of this tradition, this paper specifically adresses the intentions and the primary motive of the justwar. This paper argues that both the intentions and motive have to be distinctive. Accordingly, war isjustified if it meets two distinctive conditions. First, the goal of the war is to bring peace, restorejustice, and and punish wrong doers. Second, the war should be based on Christian charity or love ofneighbours. This paper begins by introducing the core issue of Christian understanding of its positionon warfare, followed by brief profile of Augustine. Then, it addresses Augustines interpretation ofJesus teaching and finally it analyses Augustines just war teaching by focusing on intentions andmotive. Two cases, NATO Interventions in Kosovo 1999 and Libya 2011, are also included to illustratethe principle of Right Intention and Motive. It argues that NATO interventions meet the conditions ofRight Intention but fail in the principle of Right Motive.Key Words: Augustine, Just War, Love, Justice, Intentions, Motive

Abstract

Abstract: Democratization in Myanmar has drawn international attention, when on April 1, 2012military junta held a free, fair general election. The success of Myanmar in holding the general electionwould become a new era of changes that was occurring domestically. Positive responses on thechanges were shown by not only Myanmars people but also the whole international comunities whichhad previously pressured the state due to various violations of human right and democracy. Basically,some democratizing efforts had begun since the government drafted a new constitution in 2008, up tothe winning of Thein Sein as President in the 2010 preliminary elections. Under Thein Sein leadership,there have been much changes leading to democracy, such as the achievement of ceasefire, economicimprovement, the release of political detainees, mass media freedom, general elections, and thereestablishment of parliamentary functions. The question in this paper was, “How these internal andexternal factors influence the occurrence of democratization in Myanmar?” In this paper, the writerdrew on the theories of democratization in describing the internal and external factors that haveinfluence on the occurrence of democratization, by the three approaches, namely, modernization,transition, and structural approaches, from David Potter. The paper results indicated that the aim of themilitary junta at implementing the democratization was due to some internal factors in a domesticscope, predominated by domestic actors, and some external factors in a framework of democratizationwaves by a reason of spreading or promoting democratic values, as well pressures and other sanctions.The entire threats have led to the decline of military junta legitimacy in political arena, and expulsionby international world. Therefore, the writer concluded that the relationship between the internalfactors and external factors would determine the continuity of democratization in Myanmar.Keywords : Democratization, Internal Factors, External Factors, Military Junta, Myanmar

Abstract

Abstract: Economic development gap has divided ASEAN countries into two groups namedASEAN-6 and CLMV. Yet, ASEAN is still in the process to establish ASEAN Economic Community(AEC) in 2015. And in attempt to establish AEC, equitable economic development becomes one of themain characteristics in AEC Blueprint. A debate then arises whether ASEAN is plausible to establisheconomic community successfully or not. In fact, development gap does not always obstruct theestablishment of a community. As for an example, development gap also exists in European region butit is not regarded as a serious problem that can hinder European countries to establish European Union.This study is aimed at discussing the influences of economic development gap among ASEANcountries towards the process of AEC establishment. In this study, dependent development theory ofCardoso is used to analyze the development gap in ASEAN. Based on further analysis, it is found thatthe development gap in ASEAN is influenced by the international economic structure. Data shows thatASEAN countries are integrated (in?)to international structure through the foreign direct investmentfrom the center states.
