Abstract

ABSTRAK Konferensi Bandung menandai perubahan penting dalam praktik diplomasi global. Meskipun berdampak besar dalam politik antarnegara, tulisan ini menyoroti elemen lain dari penyelenggaraan Konferensi Bandung, yakni pentingnya pengakuan terhadap inisiatif diplomasi yang dilakukan oleh aktor non-negara melalui pendekatan “diplomasi baru” (new diplomacy). Berbasis studi literatur dan process tracing, tulisan ini secara khusus mengkaji dan membandingkan strategi dua organisasi yang terkait erat dengan Konferensi Bandung, yaitu Afro-Asian People's Solidarity Organization (AAPSO) dan Afro-Asian Journalists Association (AAJA). Artikel ini menunjukkan bagaimana aktivisme transnasional dari aktor non-negara terutama dalam memanfaatkan kesempatan politik, membangun institusi, dan mensosialisasikan agendanya berkontribusi dalam menciptakan praktik diplomasi alternatif di ranah internasional. Kata Kunci: Konferensi Bandung, diplomasi, aktor non-negara, aktivisme transnasional   ABSTRACT The Bandung Conference marked a significant transformation in the practice of global diplomacy. While it had a major impact on interstate politics, this paper highlights another important element of the Bandung Conference, namely the recognition of diplomatic initiatives conducted by non-state actors through the approach of “new diplomacy.” Based on literature study and process tracing, this paper specifically examines and compares the strategies of the Afro-Asian People's Solidarity Organization (AAPSO) and the Afro-Asian Journalists Association (AAJA)as two organizations closely linked to the Bandung Conference. The article demonstrates how the transnational activism of non-state actors, particularly in seizing political opportunities, institutionalization, and socializing their agendas, contributed to the creation of alternative diplomatic practices in the international sphere.   Keywords: Bandung Conference, diplomacy, non-state actors, transnational activism

Abstract

This paper discusses Indonesia's digital diplomacy towards countries in the African region, emphasizing the use of Instagram as social media platforms by Indonesian diplomatic representatives. With qualitative approach, this research analyzes how Indonesia’s digital diplomacy supports efforts to promote national interests, strengthen bilateral relations, and enhance cooperation with African region countries. The research combines Digital Diplomacy Theory, PESTEL Analysis, and the Concept of Diplomatic Missions to evaluate Indonesia’s digital engagement. The findings reveal that the economic sector dominates Indonesia's digital diplomacy efforts compared to other sectors. Furthermore, the analysis shows that the “promoting” mission plays the most dominant role in Indonesia’s digital diplomacy towards African region countries. This research also highlights the importance of increasing digital activity by Indonesia’s newly established diplomatic representatives in the region and also expanding Indonesia's presence by establishing diplomatic representatives in other potential African region countries. This paper contributes to a deeper understanding of how digital diplomacy can be utilized to advance Indonesia’s foreign policy goals and strengthen its presence in emerging markets, particularly in the African region. Abstract

Law No. 18/2017 on the Protection of Indonesian Migrant Workers stipulates that protection before, during, and after migration should extend not only to migrant workers but also to the families left-behind. In practice, however, children of migrant workers often receive limited and uneven support while a parent, most commonly the mother, works abroad. This study examines the structure and perceived adequacy of social support for left-behind children in a major migrant-sending region of Indonesia using the Convoy Model of Social Relations. A qualitative design was employed, drawing on structured interviews with 100 left-behind children (aged 7–20) in Kertasemaya and Kenanga villages, Indramayu Regency. Participants were selected through purposive sampling and the data were analyzed using hierarchical convoy mapping (inner, middle, and outer circles) to identify key actors and support functions. Findings show that peers occupy the inner circle and constitute the most frequently accessed source of everyday emotional support. Mothers and grandmothers appear in the middle circle, reflecting their continued importance despite geographic distance, communication constraints, and caregiving limitations shaped by resources and generational gaps. A substantial share of children reported self-reliance, suggesting coping strategies that may indicate both adaptive independence and emotional withdrawal. Fathers and extended kin were positioned largely in the outer circle, and support from relatives on either parental side was minimal. While government agencies, NGOs, and religious organizations provided assistance, especially during the COVID-19 period, children generally perceived institutional support as predominantly material and episodic, and rarely sought help for private or psychosocial difficulties. This study contributes to the literature by applying convoy mapping to children’s accounts of support in transnational migrant families in Indonesia, highlighting a persistent gap between instrumental assistance and relationship-based psychosocial support. The findings underscore the need to strengthen community parenting and early intervention mechanisms such as building trust, accessible adult mentorship, and caregiver capacity within programs. Abstract

Digital transformation in contemporary international politics has catalyzed fundamental shifts in diplomatic mechanisms and the power projection of major powers, with China strategically leveraging digital infrastructure through the Digital Silk Road as a geopolitical instrument. This research comprehensively analyzes the characteristics of China’s digital diplomacy through the Digital Silk Road and examines its multidimensional implications for digital sovereignty, cybersecurity, economic development, and socio-political dynamics in Global South countries. This study employs a qualitative library research approach using narrative literature review methodology, analyzing academic publications from Scopus, Google Scholar, and Web of Science databases spanning 2021-2025 through systematic qualitative content analysis. Findings reveal that the Digital Silk Road creates complex dilemmas for Global South nations between accelerating digital transformation and risks to digital sovereignty, alongside potential transfer of digital authoritarianism models. Heterogeneity in recipient countries’ responses reflects variations in state capacity, domestic political structures, and positions within the global digital economy. This expansion contributes significantly to internet fragmentation into distinct geopolitical spheres of influence, accelerating competition among digital sovereignty models promoted by China, the United States, and the European Union in their contest for influence across the Global South. Abstract

Indonesia's decision to join BRICS in 2025 represents a significant foreign policy maneuver. This has generated both optimism and concern, particularly regarding its implications for national economic stability amidst the dynamics of rivalry between Western and non-Western powers. Current studies are limited to the locus of Indonesia's geopolitical strategy or diplomatic approach to BRICS, while readiness approaches to Indonesia's structural economic for deeper integration with BRICS are still relatively minimal. The absence of analyses that systematically assess Indonesia's economic vulnerability and resilience within BRICS membership constitutes a key research gap in this study. Methodologically, this study employs qualitative analysis through literature review, analysis on relevant statistical data, and triangulation with expert interviews from the Indonesian Ministry of Foreign Affairs to deeply examine Indonesia's structural capacity. The findings indicate that Indonesia exhibits relatively strong economic resilience, while simultaneously facing moderate but structural economic vulnerability due to asymmetric economic relationships and high potential dependency with key partners. Consequently, the BRICS membership benefits for Indonesia depends primarily on domestic economic strengthening, ensuring that its membership enhances, rather than limits, national strategic autonomy. Thus, this article provides an evaluative framework to assess the economic implications of Indonesia's membership in BRICS in a measurable framework. Abstract

This article examines how conservative leadership contests international legal norms through a qualitative case study using discourse analysis of the United States’ capture of Venezuelan President Nicolás Maduro under Donald Trump. Moving beyond the binary distinction between compliance and violation, the study employs the framework of norm contestation and norm robustness developed by Deitelhoff and Zimmermann to analyze challenges to the international legal order from within. The findings show that the U.S. did not formally withdraw from the international legal system but instead engaged in justificatory and applicatory contestation by reframing the principle of non-use of force as a form of transnational law enforcement. The analysis identifies three key discursive roles—norm violator, promoter, and resister—and examines how their interactions shape competing narratives of legitimacy. The article further demonstrates that contestation serves as a strategic alternative to exit, allowing states to maintain formal legitimacy and institutional membership while expanding policy autonomy and weakening the constraining effect of international law. In this sense, the erosion of the non-use of force norm occurs not through formal withdrawal, but through gradual discursive reinterpretation that undermines its robustness over time. This study contributes to the literature by linking leadership, discourse, and norm dynamics to explain how international law is incrementally weakened in contemporary global politics. Abstract

Most scholarly analysis of Indonesia’s foreign policy has centered on realist and constructivist frameworks, largely overlooking its normative vision of world order. This paper fills this gap by examining Indonesia’s perspective through the lens of the English School. It argues that Indonesia’s conception of world order aligns with the pluralist strand of the English School, emphasizing a system where states interact with each other driven by national interests while upholding each other’s sovereignty. In order to preserve international order, states must not interfere domestic affairs of other countries and utilize dialogue through international institutions to resolve conflicts. The use of force violates international law and in turn brings about damage to the existence of international order. Consequently, despite its unique historical and cultural context, Indonesia’s worldview shares commonalities with Eurocentric models in International Relations.
